NOTICE OF RACE 2011 Whitney/Times/Bogart Series

LOS ANGELES YACHT CLUB

SAN PEDRO, CALIFORNIA The 2011 Los Angeles Yacht Club Whitney/Times/Bogart Series will be held at Los Angeles Yacht Club. Los Angeles Yacht Club is located at 285 Whaler’s Walk, San Pedro, California 90731. The LAYC telephone is 310-831-1203. Rules.

• This race will be governed by the rules as defined in The Racing Rules of Sailing (RRS). • Yachts shall sail in compliance with a single current PHRF Certificate configuration for the

series. • Cruising Class is subject to additional rules as set forth in the Sailing Instructions. • All competitors are asked to observe USCG Navigational Rule 9, which in part reads “A …

sailing vessel shall not impede the passage of a vessel which can safely navigate only within a narrow channel or fairway.”

• Further, USCG Navigational Rule 34, in part reads “…When vessels in sight of one another…is in doubt whether sufficient action is being taken by the other to avoid collision, the vessel in doubt shall immediately indicate such doubt by giving at least five short and rapid blasts on the (horn).” Any boat participating in an LAYC race that is identified in any complaint from the Coast Guard, Harbor Pilot or a Commercial Vessel Captain that has warned that participating boat by sounding five horns will be presumed to have infringed this instruction. RRS 60.2, 63.1 and A5 are modified to add that the Race Committee (R/C) may disqualify a yacht infringing this instruction without a hearing.

Eligibility and Entries. This Race is open to yachts possessing a current Southern California PHRF handicap. The maximum allowable PHRF rating shall be 180. Yachts desiring to race under other handicap systems, one-design or level-rating classes will be welcome by prior arrangement with the Race Committee. A minimum of four entries will be required to establish a class. Each series entrant must submit a completed LAYC entry form, a copy of their current PHRF certificate, and entry fee of $75 by 1800 hours on Friday preceding the first race. Individual races may be entered by submitting a completed LAYC entry form, current PHRF certificate, and entry fee of $45 for each individual race by 1800 hours on Friday preceding the race entered. Yachts entering two or more individual races will be scored for the series. Late entries will only be accepted with the approval of the Race Chairman. Cruising Class. Entries in the Cruising Class will be allowed for any yacht whose PHRF Area C RLC handicap is greater than 99. Cruising Class yachts are subject to additional rules as set forth in the Sailing Instructions.

Schedule of Races. The Warning signal for the first class will be at 1155. Subsequent starts if required will follow the first start. The schedule of races is as follows: Race #1 February 12, 2011 Around Catalina Island Race #2 March 5, 2011 Around Santa Barbara Island

(Cruising Class: Around Ship Rock) Race #3A March 26, 2011 To Howland’s Landing Race #3B March 27, 2011 Howland’s Landing to San Pedro Race #4 April 10, 2011 Ocean Buoy Race & Trophy Presentation The Race Committee may select alternate courses if conditions do not permit the above course(s) to be sailed. Alternate courses will be listed in the Sailing Instructions. Racing Area. The start line will be located inside Los Angles Harbor approximately 1.5 NM NE of Los Angeles Lighthouse. Finishes will be inside Los Angeles Harbor in the vicinity of the start area. Finish of Race #3A and the start of Race #3B will be off Howland’s Landing. Sailing Instructions. The Sailing Instructions will be available at the LAYC front desk by 1800 hours on Friday, February 11, 2011. The Sailing Instructions and Race Entry Forms will also be available on the LAYC website at www.layc.org. Scoring. The Low Point System of Appendix A will apply. When fewer than four races have been completed, a yacht’s series score will be the total of her races scores. When four races have been completed, a yacht’s series score will be the total of her race scores excluding her worst score. Trophies. Trophies will be presented at the LAYC clubhouse on Sunday April 10, 2011 as soon as practical following Race #4. Take home trophies for individual races will be awarded to the winning yacht on corrected time in each class. Take home trophies for the series will be awarded in each class on the following basis: 4 entries, 1 trophy; 6 entries, 2 trophies; 8 or more entries 3 trophies for corrected time finishes. Perpetual trophies will not be awarded if fewer than 3 boats in a class complete a minimum of 3 of the 4 scheduled races. Perpetual trophies to be awarded are as follows:

The Whitney Trophy will be awarded to the series winning yacht in the PHRF A class.

The Los Angeles Times Trophy will be awarded to the series winning yacht in the PHRF B class.

The Humphrey Bogart Trophy will be awarded to the series winning yacht in the PHRF C class. The Catalina Trophy will be awarded to the winning yacht in the Cruising Class. The Miguel Aleman Trophy will be awarded to the best corrected for the series among LAYC skippers.

Social Events and Hospitality. A trophy party with complimentary Hors d’oeuvres and a no-host bar will be held on Sunday, April 10, 2011 following the last race at the Los Angeles Yacht Club clubhouse. Skippers, crews and families are cordially invited to participate. Berthing. Los Angeles Yacht Club may be able to assist with limited berthing for the series or for individual races. USC defends title in Port of L.A. Harbor Cup SAN PEDRO, Calif.

The Port of Los Angeles is busier than ever, but even the nation's most dynamic shipping operation has time to play as the continuing sponsor of the fourth annual Harbor Cup / Cal Maritime Invitational Intercollegiate Regatta March 11-13. USC will defend the championship it won last year after placing second to Maine Maritime Academy the previous two years. Los Angeles Yacht Club is the organizing authority and California Maritime Academy of Vallejo is host of the West Coast's only intercollegiate big boat regatta. Nine teams will compete in up to 10 ocean fleet races over three days, as conditions permit. The coed crews will sail Catalina 37s chartered from the Long Beach Sailing Foundation---the same boats to be match-raced by 10 professional world-class teams in the Congressional Cup March 21-26. Cal Maritime, second last year, returns with Maine, the U.S. Naval Academy, the U.S. Coast Guard Academy, the University of Hawaii, Cal State U. Channel Islands of Camarillo and two new participants: UC Santa Cruz and the State University of New York (SUNY) Maritime Academy. USC trains out of the U.S. Sailing Center in nearby Long Beach under Mike Segerblom, a Trojan alum and the center's executive director. The team will have most of its 2010 crew. Kelsey Rupp and trimmer Danny Kivlovitz are back. Segerblom has not yet picked Vetter's successor. Most college sailors race dinghies, so a limited number of them, one might say, know the ropes on keelboats. No problem. "Not everybody is keen on it," Segerblom said, "but our team likes it. We're a little lucky that we sail them every summer, but they're pretty simple and straightforward boats." On the other hand, training people to sail big boats---really big boats---is the business for Cal Maritime and several other competitors, making the event a perfect fit for the Port of Los Angeles sponsor. But the Keelhaulers from Vallejo may be on more of a mission than anyone. Last year they shared the lead with USC going into the next-to-last race only to get caught on the wrong side of a major wind shift that left them in ninth place for the race and seven points off USC's pace. They made a gritty comeback to win the last race but couldn't prevent USC from placing second for a five-point win overall. But it wasn't a bad year. Earlier they had won the U.S. Collegiate Kennedy Cup to earn the right to represent the U.S. in last October's World Student Yachting Championships at La Rochelle, France, where they placed fifth among 14 teams from 12 countries, behind England, Switzerland, Portugal and Italy. Charlie Arms, the school's director of sailing, said, "This year it will be a mix of veterans and freshman. We have several good freshmen on our Offshore Team. They were on the boat for the Shields Trophy win and second at [the 2010] Kennedy Cup." The Port of Los Angeles is America’s premier port and has solidified its esteemed reputation by moving more containers than any other port in the nation, more than doubling its volumes over a 10-year period. It has a strong commitment to developing innovative strategic and sustainable operations that benefit the economy as well as the quality of life for the region and the nation it serves. The Port handled a total of 7,831,902 Twenty-Foot Equivalent Units (20-foot containers or TEUs, including empties) in 2010 and remains the nation’s busiest trade gateway in terms of container volume.
