FOR IMMEDIATE RELEASE IVGID Receives Funds to Finish the Third and Incline Creek Restoration Project Authorization to Finish the Third and Incline Creeks Restoration Project Unanimously Approved By IVGID BOT INCLINE VILLAGE, Nev. (Feb. 14, 2015) – The Incline Village General Improvement District (IVGID) Board of Trustees held a Special Meeting on Friday, February 13 th in order to approve and use funds available to finish the Third and Incline Creek Restoration Project. In 2012, the Third and Incline Creek Restoration Project expired with most of the objectives completed, but a recent influx of funding from the US Army Corps of Engineers allows IVGID to finish the original Restoration Project. The US Army Corps and NDSL requested that work be concluded this summer. In order to begin immediately, a new PFA had to be approved to complete the final phase. This final phase includes design work to address the fish barrier and watershed migration in Incline Creek. There is absolutely no cost to the District to complete this project- the US Army Corps and NDSL provide all of the funding with 100% reimbursements for labor costs and expenditures. The authorization to finalize the Third and Incline Creek Restoration Project was unanimously approved by the Board. The History of the Third and Incline Creek Restoration Project In 2008, the Board of Trustees authorized entering into a Project Cooperation Agreement with the United States Army Corps of Engineers to provide 75% funding (up to a project total of $2.8m) for completion of design and construction of the Third and Incline Creek Restoration Project. In a following May meeting, the BOT authorized entering into a Project Funding Agreement with the State of Nevada via the Nevada Division of State Lands to provide the 25% local funding match for the project. In 2010, the agreements with the USACE and NDSL were amended to increase the project budget to $8 million. From 2008-2012, four phases of the restoration work were completed on Third and Incline Creeks to enhance fish passage and habitat, while addressing stream bank erosion, channel stability, and water quality. The project was recognized in 2009 and 2012 by the TRPA with a Best in the Basin Award. Upon completion of the fourth phase in 2012, the USACE informed IVGID that it was unlikely there would be future federal appropriations to support additional phases of the project. Upon completion of the fourth phase in 2012, the USACE informed IVGID that it was unlikely there would be future federal appropriations to support additional phases of the project. With four of the five planned phases and most of the original project objectives complete, the Third and Incline Creek Restoration Project expired.

In late December 2014, the USACE informed IVGID they had an additional $801,750 to provide 75% funding for the fifth and final phase of restoration. In late January of this year, the NDSL indicated that they had the $267,250 necessary to provide the 25% local match to fund the project. Since the previous PFA expired, a new PFA must be approved to allow completion of the final phase.

The final phase of work will address the final fish barrier to upper watershed migration and access to high value habitat in the upper Incline Creek watershed. By addressing this last remaining fish barrier in the lower Incline Creek watershed, the Third and Incline Creeks Restoration Project will be considered complete.

Items D. 3 and D. 4 to authorize the finalization of the Third and Incline Creek Restoration Project were unanimously approved by the Board.
