CHAPTER 1. DEFINITIONS
Instrument Flight Procedure Design Service. A service established
for the design, documentation, validation, continuous
maintenance and periodic review of instrument flight procedures
necessary for the safety, regularity and efficiency of air navigation.
CHAPTER 2. GENERAL
2.32 Instrument flight procedure design service
States shall be responsible for an instrument flight procedure
design service as explained in Appendix 6.

APPENDIX 6. STATE RESPONSIBILITIES CONCERNING AN INSTRUMENT FLIGHT PROCEDURE DESIGN SERVICE (Note.— See Chapter 2, 2.32) 1. A State where instrument flight procedures exist shall:
a) provide an instrument flight procedure design service; and/or b) agree with one or more Contracting State(s) to provide a joint service; and/or c) delegate the provision of the service or a part of the service to non-governmental agency(ies).
2. In all cases in paragraph 1 above, the State concerned shall approve and remain responsible for all instrument flight procedures for aerodromes and airspace under the authority of the State.

3. Instrument flight procedures shall be designed in accordance with State-approved design criteria.
Note.— The criteria used in certain States may differ from ICAO criteria, and knowledge of these differences is essential for safety reasons.
4. Each State shall ensure that an instrument flight procedure design service provider intending to design an instrument flight procedure for aerodromes or airspace under the responsibility of that State meets the requirements established by that State’s regulatory framework.
Note.—Guidance material for regulatory framework for the oversight of instrument flight procedure design service is contained in the Manual on the Development of Regulatory Framework for Instrument Flight Procedure Design Service (Doc XXXX).

6. A State shall ensure that an instrument flight procedure design service provider utilizes a quality management system at each stage of the instrument flight procedure design process.
Note.— This requirement can be met by means of a quality assurance methodology, such as that described in PANS-OPS (Doc 8168), Volume II, Part I, Section 2, Chapter 4 — Quality Assurance. Guidance for implementing such a methodology is contained in The Quality Assurance Manual for Flight Procedure Design (Doc 9906).
7. A State shall ensure that continuous maintenance and periodic review of instrument flight procedures for aerodromes and airspace under the responsibility of the State are conducted. Each State shall establish an interval for periodic review of instrument flight procedures not exceeding five years.

– The provision in Annex 11 for a State to “approve” all procedures does not mean that the State shall approve all individual procedures. Rather, the requirement is that all procedures must be regulated under the State’s regulatory framework. Regulating procedures through the certification of an IFPDS may be an acceptable means of compliance with the requirement.

Ops inspectorate personnel? Has the State developed a formal training programme detailing what type of training
should be provided to its Pans-Ops inspectorate staff? Does the State develop a periodic training plan detailing and prioritizing what type of
training will be provided during the established period? Is the training programme appropriately implemented for Pans-Ops inspectorate staff? Are Pans-Ops inspectorate staff required to satisfactorily complete OJT prior to being
assigned tasks and responsibilities? Does the Pans-Ops inspectorate have a system for the maintenance of training records for
its technical staff? Does the State effectively conduct oversight over the entity providing the Pans-Ops?

Has the State established a flight procedures design office or entity to oversee the process of development and maintenance of visual and instrument flight procedures?
Has the State promulgated general regulatory criteria and developed procedures for the establishment of aerodrome operating minima?
Has the State established minimum qualification requirements for procedures specialists and/or service providers who are responsible for the design of flight procedures?
Does the State effectively conduct oversight over its procedures specialists or service providers?
Has the State established a mechanism/system with time frame for elimination of deficiencies identified by PANS OPS inspectorate staff?
Does the State ensure that Pans-Ops provider has developed job descriptions for its Pans-Ops technical staff?
Does the State ensure that Pans-Ops service providers develop a training programme for Pans-Ops technical staff?
Does the State ensure that Pans-Ops service providers maintain training records for Pans-Ops technical staff?

Does the State ensure that flight inspections of instrument flight procedures, including
obstacle checks, are carried out?

established and published operating minima (e.g. visibility, MDA/H, DA/H) for
instrument approaches at aerodromes?

documentation so as to allow any data anomalies or errors found during the

• 2.1.3 The State concerned shall remain responsible for the aeronautical data and aeronautical information provided in accordance with 2.1.2. Aeronautical data and aeronautical information provided for and on behalf of a State shall clearly indicate that they are provided under the authority of that State.

3.2 Aeronautical data and aeronautical information validation and verification 3.2.1 Material to be issued as part of the Integrated Aeronautical Information Package shall be thoroughly checked before it is submitted to the aeronautical information service, in order to make certain that all necessary information has been included and that it is correct in detail prior to distribution. 3.2.2 An aeronautical information service shall establish verification and validation procedures which ensure that upon receipt of aeronautical data and aeronautical information, quality requirements (accuracy, resolution, integrity and traceability) are met. Note 1.— Guidance material on the liaison with other related services is contained in Doc 8126. Note 2.— Guidance material on the aeronautical data quality requirements (accuracy, resolution, integrity, and traceability and protection requirements) may be found in the World Geodetic System — 1984 (WGS-84) Manual (Doc 9674). Supporting data quality material in respect of data accuracy, publication resolution, and integrity of aeronautical data, together with guidance material in respect to the rounding convention for aeronautical data, is contained in RTCA Document DO-201A and European Organization for Civil Aviation Equipment (EUROCAE) Document ED-77 — Standards for Aeronautical Information (or equivalent). Note 3.— Guidance material on the management of aeronautical data quality is included in the Manual on the Quality Management System for Aeronautical Information Services (Doc 9839).
