'ubiquituous computing' wurde bereits vor über zehn Jahren von Mark Weiser, bis zu seinem frühen Tod 1999 leitender Wissenschaftler am Forschungszentrum von XEROX in Palo Alto, geprägt (Weiser 1991). (...) Generell solle der Computer als Gerät nach Weisers Auffassung verschwinden, dessen informationsverarbeitende Funktionalität aber (eben ganz im wörtlichen Sinne des ubiquituous computing) überall verfügbar sein. Aufdringliche Technik solle einer 'calm technology' Platz machen.“

Ubiquituous Computing (forts.)„Während Weiser den Begriff ''ubiquituous computing' eher in

akademisch-idealistischer Weise als eine unaufdringliche, humanzentrierte Technikvision versteht, die sich erst in der weiteren Zukunft realisieren lässt,

hat die Industrie dafür inzwischen den Begriff 'pervasive computing' mit einer leicht unterschiedlichen Akzentuierung geprägt (Hansmann u.a. 2001; Burkhardt u.a. 2001): Auch hier geht es um die überall eindringende und allgegenwärtige Informationsverarbeitung, allerdings mit dem primären Ziel, diese eher kurzfristig im Rahmen von Electronic-Commerce-Szenarien und Web-basierten Geschäftsprozessen nutzbar zu machen.“

Theorien der IG (5)Das gilt ganz besonders für die moderne

Kriegsführung, die ebenfalls wesentlich eine Informationskriegsführung ist. Der moderne Staat ist ein Überwachungsstaat. Giddens steht in der Tradition kritischer Sozialtheoretiker wie Karl Marx, Emile Dürckheim und Marx Weber, aber auch in intellektueller Nachbarschaft mit postmodernen Autoren wie Michel Foucault, der Jeremy Benthams Metapher des Panoptikums als eines (informationellen) Überwachungssystems übernimmt.

Anspielungen auch an G. Orwells "Big Brother" (Webster 1995, 73). Giddens hebt aber auch die Chancen der Informationsgesellschaft hervor: Sie muß nicht nur dazu dienen, die Kontrollmöglichkeiten staatlichen Managements zu stärken, sondern sie kann auch die Wahlmöglichkeiten der Bürger mehren (A. Giddens: The Consequences of Modernity, 1990; ders.: Modernity and Self-Identity 1991)
