A Conservative Agenda begins with restoring “regular order” in Congressional appropriations.

Speaker Paul Ryan and Senate Majority Leader Mitch McConnell have pledged that Congress will return to “regular

order” – the budget procedure for debating and passing individual appropriations bills in each chamber.

The decline of “regular order” has put the appropriations process in a state of collapse. For too long “regular order” has

been replaced by the passage of huge “omnibus” packages at the end of the session, with little scrutiny and opportunity for

amendment.

In the absence of normal budgeting, Congress has resorted to sham, ad hoc fiscal procedures that have proved to be dismal

failures.

Washington’s budgetary dysfunction has resulted in:

No progress on entitlement or tax reform

No examination of the burden of the regulatory state

No resistance to crony corporatism

Circumventing the “regular order,” in which committees play a key role in developing legislation and bills are subject to

proper scrutiny and deliberation, has empowered Washington’s Ruling Class at the expense of the American people.

While many lawmakers like to complain that “the budget process is broken,” it is they who have broken it. And they can

fix it by keeping Speaker Ryan’s and Leader McConnell’s pledge to restore “regular order” in this Congress.

The Republican majority in Congress has an extraordinary opportunity to lay out a comprehensive conservative blueprint

for the first time in a generation. And, Speaker Ryan is intent on moving a “bold conservative agenda” in 2016. Speaker

Ryan wants to unite the conservative movement “around big ideas to save the American idea.” One such big idea is to

restore the integrity of the legislative process.

“Regular order” is an important safeguard for liberty and a constraint on Big Government.
