    Introduction to transportation of hazardous cargo:

    Any material being transported by any form which is capable of causing harm

    to Humans or the environment is considered to be Hazardous cargo and to be

    treated with extreme caution.

    The carriage of hazardous goods by any mode of transport is to be considered

    a high risk activity. The above operation not only exposes the personnel

    involved in its transportation to the severe conseuences of harmful material

    exposure! it has also the danger of starting a catastrophic chain of events

    leading to human disaster is very real. This factor is only aggravated by the

    various political and economical scenarios where the very material which

    helped the civilization progress to such high levels of sophistication might see

    the very end or at the least! the beginning of such an end. It is in this light this

    course has to be approached and not as a legal reuirement or a general

    transportation awareness course.

    Transportation of hazardous cargo between places of origin of cargo to its

    final destination is multimodal and the level of security! "afety and emergency

    preparedness has to be the same in all the modes by #and! sea or Air. In this

    regards the presence of very large amount of cargo on board a vessel with

    various classes of cargo placed in closed proximity is by far the most complex

    sector of the hazardous cargo transportation. The limited and isolated

    uantities of cargo where each trailer or rail carrier will carry is much limited

    in its variety and uantity than what will be carried on board $argo vessel like

    a container or a %ulk carrier.

    The &ersonnel involved in the transportation of hazardous cargo at every stage

    have to be fully aware of the nature of the operation and risks associated with

    any lapses. The results of an accident involving chemicals in large scale can

    be catastrophic and the human suffering from such an incident can leave

    lasting impression on the future of humanity. The damage to environment from

    any such incidence can be permanent and irreversible apart from the

    prolonged operations to contain the fallout of such accidents.

    I would not want to dwell too much on such doomsday scenarios but rather

    concentrate on the ways to prevent any such undesired incidence.

    It would suffice my interests to introduce this course as that which prepares

    all shipboard personnel dealing with hazardous cargo to fully understand the

    hazards associated with the type of cargo being handled by them and be in a

    position where they are able to respond uickly and efficiently to any

    emergencies arising while the cargo is in their care to prevent any damage to

    the people! environment! 'essel or cargo.

    It is imperative that the seafarer is fully trained in the emergency procedures !

    well aware of all the hazards he is likely to face! has in his immediate disposal

    all information pertaining to the cargo involved! has immediate access to

    additional information pertaining to the relevant cargo and

    #egally the transportation of hazardous cargo is regulated by the I() and the

    convention that enforces this is the ")#A" $H*'II + $arriage of dangerous goods

    by sea along with (A,&)# Annex II + $arriage of -oxious liuid substances in

    bulk (ainly Tankers/! Annex III + $arriage of harmful substances in packaged

    form $ontainers/. Together these form the legal frame work under which

    hazardous cargoes are carried on board vessels. The guidelines for the carriage

    of harmful substance is available from the following sources:

    The I(01 $)02 + International (aritime 0angerous goods code $ontainers/

    The %$ code + $ode for the carriage of %ulk cargoes on bulk carriers.

    Together these conventions and associated codes provide complete

    The transportation of hazardous goods is an important component of world

    economy and well being and can not be dispensed with. Hence the only

    alternative available to us is their safe handling and safe transport. This

    brings us to the human element involved in the transportation as a whole! be it

    during production! storage! transportation or finally its safe usage

    The most effective way to prevent any incidents associated with handling of

    Hazardous cargo is to ensure that at every stage the human element involved

    in the operation is fully aware of the -ature of the $argo and hazards

    associated with it. 5nowledge in itself will not be of help in times of

    emergency or an incidence. This can be achieved by ensuring that an effective

    system is in place and adeuate training of personnel is carried out so as to

    enable them follow the above system effectively.

    chronic disease on even very minute duration of exposure.

    The nature of cargo being handled is such that if stringent security measures

    are not applied it could have serious conseuences especially if certain

    cargoes were to be available to antisocial elements even in very limited

    uantities. 2xplosives and chemicals can cause massive destruction even in

    small uantities if their usage is professionally engineered and timed. 2ven in

    amateur hands they could turn out to be very lethal causing loss of

    lives7damage to environment. These are weapons in the hands of any one who

    wants to cause harm. A ship loaded with explosives 7 $hemicals can be

    considered to be a floating bomb and would be a very lucrative target to any

    one wanting to cause destruction in a huge level.

    The above summarizes the utmost security procedures to be in place for

    carriage of hazardous cargo.

    The ships security plan has to address the security aspect to prevent misuse...

    &rocedures are to be in place to ensure there is strict access control available

    at the point of entry in to the vessel.

    -o access is to be available to cargo other than personnel designated by the

    master.

    The master or the ship operator shall be provided with the dangerous goods

    declaration or a marine pollutants declaration could also be a combined

    declaration/ prior any cargo is accepted for transportation.

    The following information shall be provided on the above declaration:

    The proper shipping name of the goods! Their class and division! =- numbers

    allocated by the I(01 code! the packaging or packing group! uantity and kind

    of packages! total uantity of dangerous goods! &rimary and subsidiary

    hazards! the words marine pollutant! details of the declaration as to when it

    was prepared! contact details of the person from whom information about the

    packed goods will be available.

    If the capacity of an aerosol is above 8>>> ml this shall be declared in the

    shipping note.

    A declaration by the person responsible for stowing the goods in transport

    unit.

    %ulk cargo documentation:

    &reparation and procedures for an 2merg ency involving hazardous

    material

    @hile utmost care and preparation is reuired for the handling and

    transportation of hazardous cargo it can be observed that any amount of such

    preparation and procedures can not guarantee the absence of accidents

    involving dangerous cargo. The very nature of the cargo combined with the

    perils of the sea can always throw a surprise at the well prepared seafarer

    while involved in the transportation of the hazardous cargo.

    In this regards it is not enough that shipboard personnel are trained for

    transportation of hazardous cargo but also they are provided with a system to

    assist them in enabling a uick response measures in the event of emergency.

    6ollowing points to be taken in to account in ensuring vessels preparedness to

    react effectively to an emergency:

    2nsure the 0)$ is consulted soon as the cargo plan is received to ensure that

    the cargo stowage is as permitted by The 0)$.

    2nsure the $argo hold is prepared as reuired for the relevant cargo and in

    case of containers ensure any remnants of previous cargo is removed.

    Have the dangerous cargo notes available in suitable location for use in

    immediate emergency.

    2nsure the cargo stowage and segregation is as per I(01 code part

    2nsure the $argo is loaded as per the plan approved by the master7chief officer

    in consultation with the shore planner.

    2nsure the 6ire fighting system has been regularly tested and maintained in

    good working condition.

    Additional euipments reuired for fighting chemical spills have to be located

    in easily accessible location and are to be regularly checked for their uality

    and uantity. To ensure their effectiveness when reuired.

    These euipments are to be tried out regularly during drills to ensure that

    personnel are familiar with their proper use.
