MCKILLEN MANAGING EDITOR Immediate treatment of individuals experiencing heroin overdoses are helping those people survive, Washington County District Attorney Mark Bensen said during a report to the Washington County Board April 21. “Every time I hear overdose, I used to think that meant death. But there are many overdose cases that do not result in death because of the quick actions of law enforcement as well as first respon- ders, as well as the presence of Narcan that’s out there,” Bensen said. “Reasonable minds can disagree, I sup- pose, of whether that’s a good or bad thing to make the Narcan so prevalent. But it is out there, it is saving lives.” Bensen said “barely a week goes by that were involved in some overdose case where someone survives, and then charges are sought to get the indi- viduals into treatment.” Bensen said law enforcement treats every heroin overdose as a crime. During 2014, the Washington County District Attorney’s Office charged five people in connection with the heroin deaths of four people. Bensen said there are currently two active investigations of heroin overdose deaths where law enforcement agen- cies are seeking to determine where the victims obtained the heroin. During questioning by the board, Bensen said there are attempts being made to make the community aware of the seriousness of the heroin abuse issue, including “heroin summits” that have been held in several communities. “We’re doing a reasonably decent job on getting the awareness out there. I just think there’s more things that need to fall into place,” Bensen said. “As I understand it this heroin addiction is so hard to kick that once you’re on it, it’s very, very difficult to get off until you’re restrained for a period of time.” In addition, Bensen said smaller presentations have been made to com- munity groups throughout the county. Bensen added that heroin cases are related to many theft cases. He said that “anecdotally, 80 to 90 percent of the retail theft cases I see now, those individuals are related to drug use — they’re stealing to support their drug habit.” He added that many other cases are related to drug use, including indi- viduals stealing items from family mem- bers, identity theft and robbery inci- dents. Bensen’s comments were part of a presentation to the board on activities during 2014. Bensen’s office is charged with prosecuting violations of county ordinances, state and county violations of the traffic code and all criminal offenses in the county. His office has five attorneys who are paid by the state of Wisconsin while nine other employees are paid by Washington County. Dear Dr. Winter, I would like to inquire about thecost of mini implants. I actually just learned aboutthem after finding out I need a partial for 6 missingteeth in a row on my upper left. I am interested infinding out your mini implant prices withoutextractions, bone grafting, or X-Rays. How muchdifference in price is there from a three teeth bridgeto a 6-tooth bridge? Also, are your mini implantprocedures done the same day?

Dear Jean, mini-implants are not used for posteriorbridgework. The narrow diameter of the implant(1.8mm wide) and the hard chewing would lead tofailure of the mini-implants and the bridgework!There may be some dentists that are willing to do alarge bridge with mini-implants but that would neverbe done at Hampton Dental Associates. Againmaking a large bridge and anchoring it to very smallpins would lead to the bridge being pushed left andright during chewing. That is why the FDA hasapproved mini-implants for long-term use forretaining dentures and partial dentures. Another complicating factor is that the bone in theupper jaw is not very dense compared to the lowerarch. Maxillary bone is like Styrofoam or balsa woodcompared to pine or oak in the lower jaw.

Mini--implants are used to retain dentures orpartials or to hold on to a single crown in the lowerfront of the mouth. Other than that you would requirea minimum of 3 implants for replacing 6 teeth. Iwould be happy to discuss traditional implantbridges, extractions, grafting and any other treatmentoptions if you wish to schedule a comprehensiveexamination and x-ray visit. Giving fees withoutseeing x-rays or examining your bite and adjacentteeth would be guessing as several factors go intocalculating the best treatment options. If you stillhave teeth in the upper arch and there are 6 teeth thatneed to be removed it is probable that there are issues

on the other side of the mouth as well that need tobe diagnosed and addressed. Sometimes implantoptions can be discussed to address all of yourproblems at one time. Happy Mother’s Day

Despite what some might say, celebrat-ing mothers is not a recent invention of thegreeting card industry. In fact, tributes tomothers have been made across culturesthroughout history. Mother's Day celebra-tions typically take place in the spring, asso-ciating mothers with a return to life and virili-ty, and have always been closely associatedwith religion and spirituality. The ancientGreeks celebrated Rhea, the mother of thegods, and the ancient Romans celebratedCybele, a mother goddess. The modern cel-ebration of Mother's Day began in Englandin the 17th century.

In the 1600s, England celebrated moth-ers during Mothering Sunday. The holidaytook place on the fourth Sunday of Lent andwas established to honor the mothers ofEngland. Servants were given the day offand encouraged to return to their homes tospend the day with their mothers. AsChristianity spread, the honor applied tomothers was extended to the Mother Church.Over time, these festivals blended and boththe church and mothers were celebrated.

Official Mother's Day celebrations inAmerica started about 150 years ago. In the

middle of the 1800s, there was little recogni-tion of the condition of women in the UnitedStates. They were not allowed to vote andmany lived under tyrannical rule. To combatthis, a homemaker named Anna Jarvis organ-ized a day to raise awareness about theplight of women. When Jarvis died in 1905,her daughter, also named Anna, began toorganize and campaign in order to memori-alize the work and the life of her mother.Jarvis lobbied businessman and presidents,including Taft and Roosevelt. One of the firstorganized services took place in 1908 atJarvis' church in West Virginia. In 1914,President Woodrow Wilson signed a bill rec-ognizing Mother's Day as a national holi-day.

Anna Jarvis' favorite flower was thewhite carnation and it was tradition to givecarnations as a present. In time, the traditionevolved into more elaborate gifts, cards andflower arrangements and many becameconcerned with the increasing commercial-ism of Mother's Day, including Jarvis.Believing that the sentiment was corruptedby the increasing search for profit, Jarvis issaid to have confessed that she wished she

Prom is a memorable and enjoyableevent for high school students. A chancefor teenagers to insert some glamour intotheir lives, prom also provides an opportu-nity to make lasting memories with friendsbefore high school ends and collegebegins.

While prom should be fun, that revelryshould not come at the expense of safety.Prom night is most enjoyable when it is safeand memorable for all the right reasons,and teens and parents can take the follow-ing steps to ensure prom night goes safely.

• Attend prom with trusted friends.Plan to arrive to and depart from the partytogether. Each friend should do their bestto look out for each member of theirgroup's well-being.

• Establish an itinerary. Teens shouldwork with their friends to plan an itineraryfor prom night and share that itinerary withparents and guardians who will want toknow where their kids will be before, dur-ing and after the prom. In addition toestablishing an itinerary, accept curfewsestablished by parents and make suremobile phones are turned on to acceptcalls from parents who may need reassur-ance. Choose activities that do not involvedrinking or irresponsible behavior. Onceprom has ended, enjoy a movie togetheras a group or play a round of mini golf. Orgo for a late night meal at a nearby diner.

•Choose wardrobe wisely. Longgowns and high heels can increase the riskof falls. Keep fashion a priority but alsomaximize comfort and safety. Be sure youcan walk around comfortably in yourshoes and that your gown does not makeit difficult to walk up and down staircases.

• Do not carry large sums of moneywith you to prom. It's best to avoid takinga lot of cash to prom, as young ladies can'tkeep watchful eyes on their handbags as

they cut a rug, and young men might leavetheir wallets in their unattended sportscoats.

• Do not take offerings of drinks fromunsealed containers, even if they lookinnocuous. Teens should be wary ofaccepting drinks offered in unsealed con-tainers, especially if those drinks areoffered by strangers. If a drink tastes funny,stop drinking it and report it to a facultymember or chaperone.

• Don't feel pressured to drink alcoholor do drugs. The majority of promgoerswant to have clean fun as they listen anddance to music and share laughs with theirfriends, so students should not feel pres-sured to engage in risky behavior involv-ing drugs and alcohol. If someone is pres-suring you and/or your friends, walk awayand encourage your friends to do thesame.

• Be aware of your surroundings atnight, especially when you leave the prom.Ask the limousine driver to pick you up in awell-lit area of the parking lot so you arenot vulnerable to people with ill intentions.

• Do not feel pressured to engage insexual behavior. Teens should never feelpressured to engage in sexual behavior.Such pressure might be especially preva-lent on prom night, but students should notfeel obligated to engage in any behaviorthey prefer to avoid. If pressure arises, calla parent to come pick you up immediately.

• Ensure that after-prom parties will beadult-supervised and are in a safe loca-tion. Parents should chaperone any afterparties to prevent teens from engaging inrisky, unsafe behavior.

• Take host laws seriously. Parentshosting an after-party must keep in mindthat they may be responsible for theactions of their guests. Teens should neverbe served alcohol, so keep careful tabs onparty activities and have zero-tolerance foralcohol or poor behavior. Prom night canbe a great experience for teens. By play-ing it smart and safe, teens can enjoy anight they will remember for years tocome.

“The seriousness of the crimes hasincreased significantly,” Bensen said, citingthe increase in the numbers of felonies from485 in 2013 to 571 last year.

In addition, Bensen said the people being

charged are having more charges filedagainst them, as the total number of counts —including felonies, misdemeanor and criminaltraffic — increased by 32 percent from 2013to 2014.

Also, total number of juvenile referralsincreased from 546 in 2013 to 589 in 2014.While the number of delinquency petitions

declined during that time period from 211 to203, there were increases in the number ofchildren in need of protective services (55 to78) and informal referrals (151 to 184). Thenumber of immunization petitions declinedfrom 38 in 2013 to 36 in 2014 while the num-ber of decline to prosecute cases droppedfrom 91 to 88.

During his comments to the board, Bensenmentioned a deferred prosecution programfor underage individuals who were arrestedfor drinking alcohol in which a charge isdropped if they successfully complete coun-seling. Bensen said 14 of the 18 peoplereferred to that option in 2014 successfullycompleted counseling.

Hartford United Soccer Club teams win Nike Classic Cup titles

The Hartford girls soccer team had a 2-0 record in the LittleTen Conference while improving its overall record to 4-4 followinga 5-0 win over Beaver Dam April 28. Goals came from Allie Feutz,Abbey Kastner, Stephanie Doerfert, Mackenzie Sweet and ErinGruber.

West Bend West tied Oconomowoc April 28, 2-2. Afterward,the Spartans were second in the Little Ten with a 1-0-1 recordwhile having an 8-1 overall mark.

West Bend East and Slinger tied 1-1 April 28. Afterward, bothteams had an 0-1-1 record in the Little Ten. Slinger had a 3-2 over-all record while East had a 2-5 overall record.

Kettle Moraine Lutheran had an overall record of 3-1-1 fol-lowing a 3-1 nonconference loss to University School April 27. TheChargers lone goal came from Abi Aswege on an assist fromAbby Malchow.

The West Bend Parks, Recreation and ForestryDepartment staff is currently updating the targets andadding a new Crossbow butt at the city Archery Rangelocated at 512 Municipal Drive, across the street fromthe Wastewater Treatment plant on the east side ofWest Bend.

According to Parks Superintendent, Mike Jentsch,"Improvements to the range were made possible by adonation from Whitetails Unlimited–a national conser-vation organization, dedicated to conservation, edu-cation and the preservation of the hunting tradi-tion–who recently donated $500 to help offset thecost of the new targets.”

As part of the range update, the Parks staff will be

discarding several wood fiber bales, re-stuffing andbagging some of the existing targets and installingnew targets. A very special addition this year will bethe brand new crossbow target which is the first of itskind at the range. Jentsch noted that "crossbow shoot-ers will be asked to refrain from using broadheads asthey can cause excessive damage to the targets.”

Jentsch also emphasized that "funding for thedevelopment, maintenance and improvements of theArchery Range has been supported by generousdonations from many organizations in our communityand a big thank you goes out to each and every oneof them."
