Forget what you might have heard recently about housing in Canada being overvalued by 30 per cent
(Bank of Canada) or, worse, more than 60 per cent (Deutsche Bank).
In the GTA, at least, real estate is proving to be a prized possession, indeed. � is is particularly true with new homes.
� ere’s that old adage in real estate – and the stock market – urging you to “buy low, sell high.” Who wouldn’t love to do that? But how would you ever know when “low” is, and when “high” is actually the highest?
Perhaps the most realistic, if humorous, suggestion for how to look at this equation comes from mortgage
broker Calum Ross: “� ere are two times that real estate values matter – when you buy and when you sell. What happens in between is no more relevant than the total cash you have in the middle of a game of Monopoly.”
So, if you’re looking at the long term with your home purchase, which experts stress you should do, you’re not likely to be a� ected by any short term � uctuations in value.
Various stories, quoting various sources, in this issue (and at newhomeandcondoguide.ca) provide evidence of the long-term performance of housing in the GTA. So take heart in knowing you’ve made a good decision.

When only a new home will do, those in the market will be pleasantly surprised by the
exceptional value and attention to detail a new home o� ers.
When you buy new, you don’t inherit somebody else’s worn carpeting, personal taste in kitchen appliances or paint colour preferences. You get a fresh, clean space that’s waiting for your personal imprint.
If you’ve always fantasized about buying a brand new home, here are a few tips that can help you make the process a pleasant one:» Shop the mortgage market to see
what you can a� ord before you start your hunt;
» Obtain a lawyer who is willing to review your o� er and close the deal;
» Don’t be persuaded by high pressure sales tactics while you’re out shopping;
» Determine which options and upgrades you want as part of your o� er and ensure your lender will � nance what’s required, if needed;
» To save money, consider which upgrades you could purchase and install yourself after the sale closes. Some upgrades such as rough-ins and wiring inside the walls are easier to do before construction.
Factors such as the cost of the home, neighbourhood, lot size and special features play a big role in your � nal decision. Determining which features your new house absolutely must have, and which features you could live without, should be among your � rst steps in the homebuying process.

Differing opinions makes for good debate
Conversations around the way we are planning for growth in the GTA have been ignited by two recent publications with two very interesting perspectives.
The first was an opinion piece published in a national newspaper asking if “Toronto’s Greenbelt had done more harm than good?” It marked the 10th anniversary of the passing of the Greenbelt Act by pointing out that while it did create the world’s largest permanent greenbelt, there have been some unintended consequences that need to be reviewed. The 120 reader comments on it make for some interesting reading.
Another perspective comes from the Frontier Centre for Public Policy, which is an independent, non-profit organization that does research and education in support of economic growth. It released a report that focuses on “urban containment policy.”
Titled Housing Affordability and the Standard of Living in Toronto, the report is authored by Wendell Cox who argues that policies like the Greenbelt “increase house prices relative to income, thereby reducing discretionary income and the standard of living while increasing poverty.”
Cox, based in the U.S. and owns an international public policy consulting firm, offers an analysis of Ontario’s growth plan introduced in 2006 that mandates intensification along urban centres and transit corridors while restricting suburban expansion.
His key finding is the relationship between urban containment and housing affordability: placing artificial limits on the supply of land and housing drives up prices because of an excess of demand over supply.
The building and land development industry believes it is important to build homes in complete communities that people can afford to purchase. With the GTA growing by up to 100,000 people every year, we have to build about 35,000 new homes to accommodate the growth.
Yet as BILD has pointed out on numerous occasions, constrained land supply and outdated land-use planning policies have exponentially increased the cost of land and new homes. The cost of a new home in the GTA has doubled in the last decade, according to our source of new home market intelligence, RealNet Canada.
Interestingly, the Toronto Board of Trade’s assessment of our stunted mobility as a threat to economic competitiveness in the region was in the report. BILD has long advocated for the need to build new infrastructure to accommodate growth, as well as the importance of developing a fair and reasonable infrastructure funding strategy – one that doesn’t ask new-home buyers to pay more when it will be used by generations of residents to come.
The report recommends government and transit authorities establish housing affordability and economic development as the principal urban objective. It also suggests expanding the urban containment boundary, implementing infrastructure funding options that improve housing affordability and adopting transportation policies that increase mobility.
These concepts and conversations are difficult. It’s important to have a fact-based discussion on how the GTA will continue to grow.

Toronto to lead Canada
IN HOME PRICE GROWTH THIS YEAR
Toronto is expected to lead Canada in home price growth in 2015, after being one of the strongest markets last year, according to the latest Royal LePage House Price Survey and Market Survey Forecast.
Across the country, average home prices showed modest to healthy year-over-year gains in most markets in the fourth quarter of 2014. During the quarter, the average price of a home in Canada increased between 4.5 per cent and 6.7 per cent year-over-year. Nationally, the average price of detached bungalows rose 6.7 per cent $406,218, while standard two-storey homes increased 6.0 per cent to $443,379, and standard condominiums saw a 4.5 per cent increase to $257,624. Against the backdrop of a decidedly mixed macro-economic environment at home and abroad, Royal LePage expects home prices to increase moderately in 2015, forecasting a 2.9 per cent national increase for the year ahead.
Toronto will lead the price growth, as Royal LePage forecasts a 4.5-per-cent increase to $592,000 this year, up from $566,500 in 2014. While still healthy, this growth is down from an 8.1-per-cent, year-over-year jump from $524,089 in 2013.
In the fourth quarter of 2014, continuing low inventory and a lack of a winter slowdown saw signi� cant increases across all major housing types in Toronto. Detached bungalows rose 11.6 per cent to $647,535, while prices for standard two-storey homes increased 8.6 per cent to $745,062. Standard condo-minium prices saw an increase of 6.9 per cent year-over-year to $384,680.
“By and large, house prices across the country are now strolling versus bounding forward,” Phil Soper, president and chief executive of Royal LePage, told New Home Guide. “We believe this moderating trend will characterize the 2015 market, and that in normal course, even our hottest markets will see eroding a� ordability ease overheated demand, bringing balance and more rational price increases.”
Ontario’s strengthened export economy is bene� ting from America’s strongest period of economic growth and labour force expansion in 15 years, he says. Nearly three million joined the workforce in 2014. Further, a relatively weaker Canadian dollar makes Ontario’s goods and services a bargain south of the border, increasing company sales and bolstering consumer con� dence.
“Unsatis� ed demand from would-be Toronto homebuyers who were unsuccessful in the all-to-common bidding wars of 2014, should be back in market, supporting sales activity.”
And what should homeowners and prospective buyers make of recent statements by Deutsche Bank, and even the Bank of Canada, that Canada’s house prices are seriously in¢ ated?
“Will prices collapse, as a few foreign investment banks have prophesized? ¤ at seems highly unlikely in a future characterized by low interest rates and a healthy economy, which is what we see,” says Soper.

Protect your home from the elements this winter
During the winter months, your home is exposed to harsh conditions, which can cause damage from the outside in. Even though all new homes in Ontario come with a warranty that lasts seven years, this warranty does not include regular wear and tear on your home. It is essential to conduct home maintenance year-round to protect your home from damage, and to help ensure that you keep your warranty rights.
Let’s begin with the exterior of your home. Homeowners should keep a close watch in valleys and dormer roof areas for ice damming, as this can lead to water leaks inside the home. Fluctuating temperatures can cause ice damming and icicles. This occurs when the roof surface is warm enough to melt the snow, but the air temperature is cold enough to re-freeze the melted water – leading to ice forming on roofs. Professional removal of ice and snow can help reduce the likelihood of water leaks. Severe weather aside, regular wear and tear on your home can also cause damage if a regular winter maintenance routine is not followed.
Some additional important outdoor tasks include: checking and
ensuring air intakes, exhausts and meters are clear of snow, cleaning gutters and washing out all debris, turning off and draining exterior hose bibs, and inspecting the foundation around your home for cracks that require repair.
Once we go inside, there are a few more maintenance tasks that will help keep your home healthy this season. Today’s energy-efficient homes are built tightly to seal out the cold weather. However, this can lead to excess moisture if water does enter the home. Weather-related water entering and remaining in your home can cause considerable damage and lead to unhealthy indoor air quality. The humidity level in your home is a key indicator of a healthy indoor environment. You can check the humidity level in your home using a hygrometer. The healthy range is 30 to 50 per cent humidity.
If your home’s humidity levels are lower than 30 per cent, install a portable humidifier. Low humidity may affect your interior finishes and cause wood products to shrink.
Excess moisture, on the other hand, can be improved with proper ventilation. Bathroom fans, kitchen range hoods and packaged ventilators such as heat recovery ventilators are specifically installed in your home to help you control moisture and contaminants.
As well, regular use of your home ventilation system will remove excess airborne moisture caused by bathing, showering, doing laundry and cooking. Ventilation is only one of the many components that keep your home in good condition.
Indoor maintenance during the winter months should also include: cleaning or replacing your furnace filter, cleaning the heat recovery ventilator and washing or replacing the filter, checking all caulking and weather stripping around windows and doors, checking smoke and carbon monoxide detectors and replacing batteries if required.
Owning a new home comes with a responsibility to manage and maintain that home, and that responsibility falls on the owner.
By conducting regular and proper maintenance on your home, you will help to ensure that your statutory warranty rights are protected, and your home stays in good condition.

As the credit system continues to evolve in Canada, consumers are getting increasingly confused with a greater variety of credit products from a greater variety of financial institutions. In fact, the average Canadian gets more corre-spondence from financial institutions than they do from family and friends combined (what have we come to?). To further complicate matters, institutions are granting credit to consumers at a pace never seen before.
The combination of increasingly sophisticated marketing techniques to consumers coupled with more and more available credit truly becomes too much temptation for many people to bear. Consumer debt is a major issue in North America. The concept of keeping up with the Jones has destroyed both people’s financial health and their personal lives. What I am here to tell you is that you don’t need to fall into this trap!
Here are some simple guidelines that will prevent you from becoming yet another consumer credit victim:
01 Control spending by knowing exactly where every dollar goes. Tracking your spending habits in detail periodically will enlighten you in ways that you never considered. While doing this on a monthly basis is not realistic, try to do this in detail for at least one month a year.Helpful tip: If you and your spouse spend $3 per day on coffee, this totals $1,095 per year. Depending on your tax bracket, this amount could represent over $2,000 in pre-tax income. Is the free coffee at your office that bad?
02 Watch your liquidity closely. Liquidity refers to your or your family’s ability to pay its short-term debt obligations. Watching what available funds you have to pay upcoming debt obligations is fundamental to avoiding credit problems. Helpful tip: Think carefully before using purchase programs that require no payments for a set period. If you can’t afford to pay for it now, should you buy it?
03 Develop a realistic budget and live by it always. A good budget must have specific financial goals with a clearly defined time horizon. Be sure to take into account all of your payments, including loans, utilities and dry cleaning. If you pay for it monthly, it should be allocated in your budget. You can’t be too

Active House’s material palette is sophisticated yet restrained, to allow the warm hues of wood to be feature elements. This is most evident on the exterior where the contrast of the natural western red cedar provides warmth to
otherwise subdued grey brick, and grey metal cladding. Unusual for most developer homes, the exterior of the Active House features large expanses of stained red cedar: a wood-clad garage door, entry porch and front door lend incomparable warmth to the front of the house. At the rear, a red cedar fence encloses the property and a generous cedar deck – framed by a cedar soffit – extends the interior living space to the exterior. The variations in the cedar introduce an element of play or contrast with the consistency of the brick and metal cladding.
Wood is also carried through as a feature element on the house’s contemporary interior where white oak floors, stairs, handrails, kitchen cabinets, custom designed screens and millwork details, contrast with crisp white walls.
Using the existing local design guidelines of a traditional gabled roof design and adapting them for the Active House, yielded a multi-functional design that was the basis for an open plan, an abundance of interior daylight, and a house of superior environmental performance. The Thorold Active House is a watershed in Canadian residential development, one that simultaneously pushes the boundaries of sustainable and modern design for the thousands of new homes built in this country every year, and wood was integral in ensuring that the built form’s environmental impact on its site was minimized.

New home prices continue to riseIncreasing land and labour costs are among the major contributors, as new home prices continue to rise across most of Canada.
Statistics Canada’s New Housing Price Index (NHPI) rose 0.1 per cent in November 2014. Provincially, gains in Alberta and Ontario were moderated by a decline in British Columbia.
� e census metropolitan area (CMA) of Calgary was the top contributor to the November growth, with prices up 0.3 per cent over the previous month. Builders cited market conditions, higher material and labour costs as well as higher land prices as the reasons for the increase.
Hamilton recorded the largest monthly price increase in November, as prices rose 0.4 per cent for the second straight month. Builders reported increased city development charges and market conditions as the main reasons for the gain.
New housing prices rose 0.3 per cent in the CMAs of Kitchener-Cambridge-Waterloo and London. Builders in both areas cited higher city development fees as the reason for the increase.
In St. John’s, new housing prices rose 0.2 per cent in November after remaining unchanged for the previous four months. Builders cited higher material and labour costs as well
as higher land values as the main reasons for the increase.
Prices were unchanged in seven of the 21 metropolitan areas surveyed.
New home prices fell 0.2 per cent in Vancouver, as builders reported lower selling prices. � is was the � rst price decrease in Vancouver since July.
Prices were also down 0.2 per cent in Charlottetown, as builders lowered prices on inventory homes to stimulate sales. New home prices in Charlottetown have been � at or falling since August 2013.
In Ottawa-Gatineau, prices were down 0.1 per cent in November. Although several builders reported higher prices as a result of market conditions and city development fees, the increases were o� set by other builders who reported lower negotiated selling prices and promotions to stimulate sales.
On a year-over-year basis, the NHPI rose 1.7 per cent in November, the largest annual price movement since August 2013.
Calgary (6.5 per cent) and the combined metropolitan region of Toronto and Oshawa (2.5 per cent) continued to lead the annual growth. Other signi� cant year-over-year increases occurred in Hamilton (2.8 per cent) and London (2.0 per cent).
Among the 21 metropolitan areas surveyed, seven posted 12-month price declines in November: Charlottetown (-1.9 per cent), Victoria (-1.1 per cent), Ottawa–Gatineau (-1.0 per cent), Vancouver (-0.6 per cent), the combined metropolitan region of Saint John, Fredericton and Moncton (-0.5 per cent) as well as Regina (-0.2 per cent) and Montreal (-0.1 per cent). � is was the � rst annual price decline in Regina since 1985 and the � rst in Montreal since 1997.

Polar vortex? Nor’easter? BRING IT ON – IF YOU’RE PREPARED
As Ontario began 2015 in something of a deep freeze, homeowners began bracing for higher monthly utility bills. With the Farmer’s Almanac predicting seasonal temperatures cooler than average, homeowners can expect a chilling effect on their pocket books.
Annual average utility bills for homes in Canada topped $2,000 last year, and, according to Ontario’s Ministry of Energy and Infrastructure, almost 60 per cent of those costs go towards maintaining home temperatures.
The high costs of heating our homes may seem like a necessity, given the harsh conditions of Canadian winters. But many, including Corey McBurney at EnerQuality, Canada’s leading certifier of energy efficient sustainable homes, suggest that many homeowners might be throwing money out the window.
Why? Because the average home is full of holes that allow energy to escape. “In a cold climate, the number one issue that effects utility costs is heat loss,” says McBurney. “Poorly insulated homes that let warm indoor air escape require more energy to heat, produce more CO2 and greenhouse gasses, and allow many more heating dollars to leak out the cracks.”
Over the last decade, the home building industry and federal government have been working hard to implement programs that mandate tighter construction and higher insulation for new home construction. For example, almost 30 per cent of the homes built in Ontario last year were Energy Star qualified, a national standard set by Natural Resource Canada for homes that are on average 20 per cent more energy efficient than a home built to the minimum building code.
Energy Star qualified homes also undergo a rigorous quality assurance process of inspection, testing, and verification to meet strict requirements, delivering better quality, better comfort and better durability.
Most importantly, they cost less to heat. The success of Energy Star speaks for itself. EnerQuality
alone has certified more than 59,000 homes since the program’s introduction 10 years ago. With an average reduction of 20 GJ of energy use per house, per year, the savings add up quickly.
But what if you don’t live in an Energy Star qualified home? McBurney says the answer is in the details: check for air
leaks around doors and window frames; ensure your appliances and heating systems are Energy Star qualified and properly maintained; and check the insulation in your attic, exterior and basement walls, ceilings, floors, and crawl spaces. Improvements in all these elements add up to a more energy efficient home.
“Better yet,” says McBurney, “the next time you are making a move, make sure you’re buying a certified home. Instead of searching for leaks and holes in the construction, you only need to find the Energy Star stamp of approval.”

First-time buyers – BUY WHEN YOU’RE READY AND ABLE
Q This year, my wife and I would like to get into our first home.
We have saved almost $80,000 for a down payment. This was three years of eating at home, once per week dine out and no vacations. Movies and pub nights were out, with the odd exception. Although the real estate market has changed, homes are pricier than three years ago. Is this the right time to buy? Or should we wait it out? Steve and Kathy, North York
A The Canadian real estate landscape, though it has
experienced challenges in some areas and housing types, is proving resilient. Experts do not foresee a U.S. style crash, but a decline in sales with moderate price increases is likely for some areas. Quick flips and fast returns may be a thing of the past.
First-time homebuyers should not try to time the market, but buy when you are ready and able. Leave market timing to the experts, if such a thing is possible. A home used as your primary residence is a great investment. From a financial and tax perspective, there are at least three good reasons.
In Canada, the sale of a family home is tax-free. A home that is a principal residence that is subsequently sold at a higher price than initially purchased, will be exempt from income taxes. That’s right, Stephen Harper will not share in your good fortune. Secondly, pay yourself first, not a landlord. For many, mortgage payments are a way of “forced savings.” It makes more economic sense to fatten your pocket than a landlord. Thirdly, you can decorate and enjoy the home as you please. No money saved, but gratifying to the soul.
However, before venturing out into the land of homeownership, it would be
prudent to do some homework. There were recent changes introduced by the federal finance ministry that affect mortgages and the housing industry:
›› Buy what you can afford Many times, the heart is bigger than the pocketbook. Know what price range is comfortable and try not to deviate.
›› Get the best interest rate and terms Shop around for the best rate and terms. Financial institutions want your business more than you need them. A half point rate differential can cost you thousands. So can a mortgage that is closed or not portable
›› Big down payment Put down as much as possible to avoid a high-ratio mortgage. Be aware of some recent changes to mortgage rules, such as:
• Purchasers requires mortgage insurance (CMHC) for less than 20 per cent down payment
• Amortization period – reduced from 30 to 25 years. Could add several hundred dollars to monthly payments
• Gross Debt Service Ratio (GDS) 39 per cent. Banks use this to determine what you can afford based on gross income to housing costs. Check if you are on-side.
›› First-time homebuyers should make sure monthly mortgage payments are manageable and will continue to be so even if interest rates rise as early as next year and payments increase
›› Closing costs Set aside an additional two to three per cent of purchase price of the house for closing such as, Land Transfer Tax, legal costs and unwelcome surprises. You do not want get caught short several thousand dollars on closing day in order to complete the deal. Speak to a real estate lawyer and he or she will give you some ideas
›› HST, Land Transfer Tax Under certain circumstances, first-time homebuyers can qualify for Toronto Land Transfer Tax and HST rebates. Remember, you pay 13 per cent HST on new homes, not resales. If you’re buying a new home, check if HST is included in price quoted. What happens to the HST rebate? Who gets it?
›› Home Buyers Plan (HBP) Use your Registered Retirement Savings Plan (RRSP) as part of the down payment. An individual and their spouse, provided they qualify, may withdraw up to $25,000 each, tax-free, from their RRSPs. You then have 15 years to repay the amounts to your RRSP, starting after the second year of your withdrawal.

Looking abroadTIPS FOR PURCHASING FOREIGN PROPERTY
Canadians have never been more interested in owning foreign property than now. Whether it’s to plan for retirement, generate additional income or have a vacation place of your own, we are often drawn to homeownership at our favourite vacation destination.
Thanks to low interest rates and a stable economy, Canadians have the upper hand and the world knows it.
However, homeownership in another jurisdiction means a slew of considerations that are complex and at times, overwhelming. In the U.S., for example, there are estate tax issues that come up, and you may require a specially designed Trust to avoid Uncle Sam hitching his horse to your wagon in the event of the property owner’s death.
There are issues of law if the country does not have a British system and if it’s run on civil or Napoleonic law – Martinique and St. Martin are examples. There may be other issues of property ownership such that foreign nationals may only be able to lease, not own.
The next issues relate to the vendor. Are you purchasing from a reputable organization? If it is a condo, how are you sure the developer will be around if things go wrong? What guarantees are there on your deposits if they go broke and do not finish the project?
It sounds like a lot to think about, but it was so easy to sign up during the tour! So, really, what are you buying? Are you buying a timeshare, outright ownership or a long-term lease? More and more questions.
Here is a list of a few questions that need to be answered on a preliminary basis on a resort or new condo purchase before you make any offer:1. Location – why are you choosing this location for a
second home?2. How much time will you spend in a typical year in your
second home?3. Will you typically bring friends and family?4. What are the common fees and how are they set
and controlled?5. What are resales like for the development?6. What is the legal structure and laws that apply in the
country you are looking at purchasing in?7. Would you rent the property out, and if yes, what are your
expectations and needs on rental income?8. What security is there for deposits and payments?
Here is the litmus test for moving forward:a. How did the resort or sales centre answer those
eight questions?b. Did they satisfy you with their knowledge and
professionalism?c. Did they try to push you into signing something without
the chance to consult with a lawyer?
If those questions are answered to your satisfaction, then you know you are in the right place.
If you have an intention to buy, make inquiries and find a lawyer who specializes in these types of property purchases – possibly a referral from your lawyer or friends at home. You need to understand the tax implications of a purchase, and more importantly, the tax impact if you sell for a profit or earn income. As an example, Barbados is a Canadian tax treaty partner and you may get favourable consideration on a capital gain or on rental income. Each country is unique and you need a lawyer or accountant to help you figure it all out.
Buying a second home in a warm locale is a dream many Canadians share. If the deal is properly structured, the home you purchase can bring years and years of happy memories and quite possibly a great return down the road.

As far as mortgage expert Calum Ross is concerned, Bank of Canada Governor Stephen Poloz doesn’t know what he’s talking about.
At least when it comes to Canada’s housing market.
In releasing the Bank’s semi-annual Financial System Review in mid December, Poloz warned that house prices could be overvalued by as much as 30 per cent. This, plus consumer debt
loads, are the two biggest risks to Canada’s economy.When someone the stature of the BoC governor issues
such a warning, people tend to get a little nervous.In this case, those people are homeowners and prospective
homebuyers.But, is there reason for them to be nervous?
“The BoC has been warning about household debt for some time, so this is not new news,” Ross, president and principal broker at Calum Ross Mortgage, Toronto, told New Home Guide.
“But the commentary on housing values is surprising, especially given the scope of the Bank of Canada’s mandate.

Supply and demand set price, and it is a long established fact that low interest rate environments make real asset prices go up.
“Respectfully, the Bank of Canada is no more qualifi ed to talk about the specifi cs of the housing markets than the Canadian Real Estate Association is qualifi ed to comment on monetary policy.”
While aggregate debt is something of a concern, Ross says, it is total payments after tax, compared to after-tax cash fl ow – and not total debt levels – that get households into fi nancial trouble.
“Factually, household net worth has never been higher in Canada, and this means households could essentially liquidate assets and wipe out the debt.
“Saying there is a Canadian housing market is not that dissimilar from saying there is a Canadian temperature – the term itself is irrelevant. Th e person who lives in a house that went down in value because of local labour markets does not
care about Toronto, Calgary or Vancouver’s theoretical overvaluation. Unless I missed something, supply and demand set price, and it is a long established fact that low interest rate environments make real asset prices go up. Not surprising that price levels on a whole are trending up. Th e relevant fi gure is value compared to infl ation and real wage growth.”
At its recent series of Housing Outlook Conferences across the country, Canada Mortgage and Housing Corp. said it didn’t see overheating as a serious concern.
“We don’t see overheating as being a problem in any of the markets across Canada,” Bob Dugan, chief economist for CMHC, told New Home Guide.
“Some markets are stronger than others, particularly in western Canada.”
As for Canadians’ average household debt, Dugan described this issue, too, as overblown, since real estate accounts for a majority of the assets held by Canadians.
Ross, who says he handles more mortgages for real estate investors than any other broker in the country, and is an investor himself, expects prices and sales will continue to grow in 2015 – in places where the economic fundamentals support the growth.
“Th ere are two times that real estate values matter – when you buy and when you sell. What happens in between is no more relevant than the total cash you have in the middle of a game of Monopoly. If you buy and hold, real estate as an asset class has proven to be a better hedge against infl ation than any other asset class.”

By all accounts, 2014 was a good year in Canadian real estate – and in some areas a great year. Here are fi ve things to watch in Canadian real estate in 2015.
‘OVERHEATING’ IN THEHOUSING MARKETBank of Canada Governor Stephen Poloz spooked many Canadians in December when, in releasing the Bank’s semi-annual Financial System Review, he said that house prices could be overvalued by as much as 30 per cent – 30 per cent.
Only weeks previous, the chief economist for Canada’s housing agency,
Canada Mortgage and Housing Corp., reassured Canadians that overheating wasn’t a serious concern.
“Th e housing market does have a fairly bright outlook,” Bob Dugan told New Home Guide.
“We don’t see overheating as being a problem in any of the markets across Canada,” he says. “Some markets are stronger than others, particularly in western Canada.”
We also sought insight and reaction from a leading mortgage broker, Calum Ross.
“Respectfully, the Bank of Canada is no more qualifi ed to talk about the specifi cs of the housing markets than the Canadian Real Estate Association is qualifi ed to comment on monetary policy,” he told New Home Guide.
“Saying there is a Canadian housing market is not that dissimilar from saying there is a Canadian temperature – the term itself is irrelevant.”

MORTGAGE RATESIn its December interest rate announcement, the Bank of Canada once again held its influential overnight target rate at one per cent – where it has sat since September 2010.
Most economists don’t expect any notable rate increase in 2015, including BMO’s chief economist Douglas Porter. But if rates do begin to inch up, the impact will be interesting to watch.
“The chances of a two percentage point rise in rates in any year these days is remote, and I would peg it as extremely unlikely in 2015,” Porter told New Home Guide. “We do believe that at long last rates will begin to creep higher, but we are only looking for quarter-point hike by the Bank of Canada.”
Calgary, Toronto and Vancouver – which have seen significant price gains in the last few years – are among the markets most vulnerable, he says.
BoC’s next rate announcement was scheduled for Jan. 21, 2015.
OIL AND GASCanadians are loving the cheap gas at the pumps these days – freeing up coin for us to spend on other consumer goods – but falling oil prices could cause a farther reaching economic shake-up.
Is it a short-term blip or a more prolonged development that could lead to dramatic change? TD Economics, for one, forecasts downgrades in economic growth in the oil-rich economies of Alberta, Newfoundland and Labrador and Saskatchewan.
In its latest Provincial Economic Forecast in December, TD said real
GDP growth in Alberta is expected to fall from its recent trend rate of more than four per cent to 2.3 per cent over the 2015-16 period. Accordingly, after topping the 2014 growth charts by a wide margin, Alberta is expected to trail Ontario (2.5 per cent) and BC (2.4 per cent), where activity is expected to gain a step relative to 2014.
A prolonged oil and gas slump could also affect the real estate markets in Alberta – but experts say any slowdown will only bring the province more in line with growth in the rest of Canada.
MATTAMY HOMES’ ACQUISITION OF MONARCH CORPORATION“Buy land, they’re not making it any more.” This famous Mark Twain quote rings true in the recent announcement by Mattamy Homes that it is acquiring Monarch Corporation.
It’s huge news in the home building industry, but it’s also interesting from a general business and consumer news perspective.
Why?First, it’s a success story: a Canadian company buying the
Canadian division of U.S. builder, in this case Taylor Morrison Home Corp., which builds homes in Arizona, California, Colorado, Florida and Texas. Mattamy builds homes in the Greater Toronto Area, Ottawa, Calgary and Edmonton.
Second, the motivation for the deal: land. Land availability and rapidly rising acquisition costs are a growing issue for builders – and therefore buyers. A run-up in land prices in Ontario in the last few years, for example, is one of the reasons Taylor Morrison decided to sell Monarch.
By acquiring Monarch, Mattamy quickly gains Monarch’s existing land tracts, most of which have been approved for development.
Mattamy, primarily a lowrise builder, also gains an immediate foothold in the fast-growing highrise market.
TORONTO, SPECIFICALLY MAYOR JOHN TORYAs if being mayor of Canada’s largest city isn’t difficult enough – some say it’s the toughest job in Canadian politics, certainly at the municipal level – Rob Ford drew a lot of negative, unwanted attention TO’s way.
On the one hand, Mayor John Tory can’t help but present the city and the mayor’s office in a brighter light. On the other, his predecessor left him with quite a mess.
Among Tory’s challenges: uniting a previously divided council, improving relations with the provincial and federal governments, and – the big one – transit. If Tory has his way, by the time his first term is up in four years, construction of his SmartTrack transit system will be well underway.
Toronto’s real estate market, meanwhile, is expected to continue humming along, though affordability is becoming a growing concern.

You seem to be a designing chameleon these days with your continued successful and diverse lines of pottery, furniture, home accessories, apparel and more. Where do you draw inspiration from?J | Creativity is an audacious and magical undertaking, and I try not to think about it too much, but I always keep my mind and my eyes wide open.
Describe your design philosophy in three words.J | Style, craft and joy. You’re known and loved for your use of colour. What are your favourite colour combinations?J | Lemon yellow and blue is an “always” combination for me, and I’ll never say no to a dash of prep-tastic red, white and blue.
Describe your home’s aesthetic.J | Shelter Island is where my husband Simon and I built our dream home. We wanted warm, rustic modernism. It’s a little California, a little Japanese and a little Swedish.
There are a lot of decorating/design rules out there. What’s one that you think people should just totally ignore?J | All of them. Don’t worry about rules: if you love it, it will work.
How can homeowners bring a “wow factor” to a room? J | Start with a bold, graphic rug and you won’t look back.
What are some of your favourite decor stores to shop at?J | Well, mine! But when I’m in Toronto, I like to pop into Artifacts and Elte.
What are some of your favourite pieces you’ve designed for 2015? J | I’m having a love affair with our new modular Ultra Sectional. It is glamour, glamour, glamour. And brass – anything brass. Our brass hand nutcracker is surreal – and chic – and will make you want to be constantly surround by a pile of walnuts needing to be de-shelled.
What’s a new trend you think people should embrace in the new year?J | Mixing metals. Break your allegiance to just silver or gold and embrace metallic mixing.
In addition to being a successful author; a collaborator with companies such as Kravet, Starbucks and Lacoste, and creator of must-have home items, you’ve had great success as an interior designer. What’s next for you?J | I just finished re-envisioning the Eau Palm Beach resort in Florida – all 309 guest rooms and corridors – and I’m launching a collection with Formica Laminate this spring. I’m a restless designer, so the more I make, the more I want to make. More stores, more products, more projects!

1/PICTURE PERFECT PALETTESometimes the best colour scheme is no colour at all! To capture the South Beach spirit and keep this space feeling open and fresh, I used a white-on-white palette based around Benjamin Moore’s #OC-65 Chantilly Lace, and then added pops of other neutrals for variety.
3/TASTEFUL TEXTUREA minimal palette puts the focus on texture, so it’s key to have contrast between soft and hard, smooth and rough, and shiny and matte. The sleek glossy floors practically demanded a soft cowhide, but other furnishings use leather, ceramic and fabric upholstery (with mix and match pillows) for tons of tactile sensations.
TIP Sculptural accents such as a Carved Divot
vase can instantly add a rich punch of texture to
a counter or shelf.
2/LIVELY LODGINGSSpeaking of cool tones, it’s important to add some warmth into a white-on-white space if you don’t want it to feel too chilly. This is why this space primarily consists of warm woods and beige accents, over cooler grey tones, and comforting accents such as the sheepskin rug in the bedroom (and exposed storage for extra bedding).

Balancing all three in roughly equal proportions helps the galley kitchen look coordinated despite combining so many materials — and each is picked up again throughout the space for a harmonious vibe.
