must include both interactive audio and video and
be delivered on a real-time basis at the originating
and distant sites.

• Ensure privacy is protected to the best of your ability
when completing telehealth visits. Privacy includes
Provider and Family must be in a private location.
• The FSC note must reflect the reason/need for Telehealth
being used on a temporary basis.
• The service provider note must indicate the service is
occurring via telehealth
• During this Emergency, the Telehealth visit will be billed
at the Home/Community Based Rate

conference?
• You may complete an IFSP over the phone or via video conference,
but all parties identified via Standards must still be present.
• The FSC will follow up with the completion of the signature page
as appropriate at the next face to face meeting.
• The FSC note must reflect the telephone/video conference meeting.
• The Prior Written Notice MUST indicate the IFSP meeting will
occur via telephone/video conference. If possible, scan and email
the prior written notice to parents for signature or mail the prior
written notice and request a signed copy be returned via mail,
photo of signed PWN sent via text/email.

We know monthly face-to-face Family Service Coordination
is expected by the FIT program, can we contact families via
telephone or video conferencing during this emergency?
At this time face to face monthly FSC contact may be
suspended. Documentation in the child’s record regarding
why the face to face could not occur is necessary. Please do

May Transdisciplinary Team Consultation occur via
telephone/videoconference?
Each of the IFSP team members participating in the transdisciplinary team
consultation can bill for their time and can include team members participating via
teleconference or web / videoconference. TTA meetings should involve the entire
team however, there may be times when the entire team is not available to meet.
Note: billing can occur for the IFSP team members who attend, even if one or two
team members are absent.

We usually see the child in their childcare center, but the
center is closed or will not allow us in. What do we do?
• Contact parents and discuss other options for providing services.
• Telehealth is a good option to offer to parents.
• Telehealth may also be an option in some child care centers.
• The FIT Program will work with our Child Care partners requesting
EI personnel be allowed in centers during this time.

We are not equipped to provide services via telehealth.
What do we do?
Follow your agency’s Communicable Disease Policy/Protocol
during this time. If you need support creating a Communicable
Disease Policy, please contact your FIT Regional Coordinator or
ECN Consultant.
We will be distributing a limited number of mini iPads to
agencies in the most need of support. Please respond to the email
sent on 3/13 indicating your need if any. Distribution will be
made the week of 3/16.

• Please encourage practitioners to wash their hands with soap and water before and
after each visit. Hand Sanitizer may also be used, however, using soap and water for
at least 20 seconds is best.
• EI Personnel do not take in bags, toys, etc. into the home. This is a Great time to
practice “Bam to the Bag”
Many Families want us to continue services as we have been.
Are there any guidelines we need to follow?
• Contact the family prior to the visit. If they are ill, reschedule the visit
• If the Early Intervention Practitioner is ill, reschedule the visit.
