Britain to unveil Iraq inquiry this week

Afghan violence peaks ahead of elections

LONDON, 14 June — A British televi-sion report to be broadcast on Mondaysays American forces who killed scoresof people last August in Azizabad, west-ern Afghanistan, attacked the village onthe basis of false allegations inspired by ablood feud with a neighbouringcommunity. An hour-long, in-depth docu-mentary, previewed by The AssociatedPress and to be broadcast by Channel 4,includes scenes from a Herat provincialcourt trial in which a leader from the rivalvillage was sentenced to death for murderfor having given false information leadingto the deaths of 91 innocent Azizabad ci-vilians.

Despite that court ruling, the US Cen-tral Command maintains its position thatthe Americans killed 22 Taleban fighters, along with only 33 civilians.

The British broadcaster will also re-port that US Special Forces are not coop-erating with local police seeking three men

from Kalask, the rival village, in the tor-ture death of an Azizabad man. The sus-pects are guards at the US base in nearbyShindand.

The report’s producer-director and nar-rator, Tom Roberts, says provincial officialsbelieve US forces have taken sides in theinter-village feud, which apparently stemsfrom competition for Shindand base jobs.

The Azizabad attack badly strained USrelations with its Afghan ally, as has a morerecent US attack, in Farah Province on 4-5May, when Afghan officials say 140 vil-lagers were killed. US officials say no morethan 30 civilians died, along with 60 to 65militants.

After the ground and air assault by USand Afghan forces last 22 Aug on Azizabad, the US military said 30 militants were killedand no civilians. It later acknowledged fivecivilian deaths. Still later, a CentralCommand investigative report raised thecivilian toll to 33.—Internet

LONDON, 14 June —The British governmentwill announce an inquiryinto the war in Iraq thisweek, media reported.

The move is expectedto be confirmed in a state-ment to parliament, theObserver newspaper andPress Association domes-tic news wire said, quot-ing unnamed sources. Itwill probably come asearly as Tuesday, the Ob-server said.

The probe is set to beannounced days afterPrime Minister GordonBrown fended off a crisiswhich threatened his lead-ership prompted by his-torically bad results inEuropean and local elec-tion results on 4 June.

A new You Gov/Sun-day Times poll gaveBrown’s ruling Labourparty 24 percent supportcompared to 40 percentfor the main opposition

Conservatives led byDavid Cameron.

The inquiry will likelyexamine the circum-stances leading up to Brit-ain’s decision underBrown’s predecessorTony Blair to join the US-led invasion in March2003, and its aftermath.

US must limit Afghancivilian deaths

KABUL, 14 June —Taleban violence hasreached record highs inAfghanistan, the interna-tional military says, andthere are fears the trendwill continue as militantstarget the August presi-dential elections.

Thousands of mostlyUS troops are moving into secure the polls and toreinforce the turbulentsouth, a Taleban strong-hold, but regional UScommander GeneralDavid Petraeus haswarned of “tough monthsahead.”

Petraeus said onThursday that the pastweek had seen the high-est level of security inci-dents since the 2001ouster of the Taleban in aUS-led invasion, despiteintense international ef-forts to quell the violence.

Insurgent-initiated at-tacks from January toMay this year were about

60 percent higher thanthose for the same periodlast year, Canadian Briga-dier General RichardBlanchette told AFP.

This was part of atrend that had seen attacksclimb over the past twoyears, said Blanchette, thespokesman for the Inter-

national Security Assist-ance Force (ISAF).

“The number of at-tacks varies significantlyacross Afghanistan withHelmand Province in par-ticular experiencing thehighest increase in at-tacks,” he said.

WASHINGTON, 14 June— The big goals of thenew American generaltaking charge of the warin Afghanistan start withfixing a problem thatbedeviled the man he isreplacing: the repeated, inadvertent killing of ci-vilians.

Stanley McChrystal, the four-star Army generalpicked to provide the freshthinking that Pentagonchief Robert Gates says isneeded to win the war, will have at least one im-

portant new tool at hisdisposal — some 21,000additional US groundtroops.

The expanded pres-ence of American forcesmay reduce the need fordeadly airstrikes that canbe effective in smashingTaleban fighters but alltoo frequently kill ormaim civilians.

Britain eyes green shootsin struggling economyLONDON, 14 June—Britain’s battered economy is

witnessing “green shoots” of recovery after a deeprecession, but they could remain fragile for some timeas the jobless toll continues to rise, analysts warn.

Major economies including Britain, the eurozone,Japan and the United States were dragged intorecession last year as a result of the global financialcrisis and the credit crunch, leaving many peoplefacing a bleak winter.

But as the summer warms up shopkeepers andbusinessmen are reporting signs that customers havemoney in their pockets again, while banks are lendingmore, helping to steer the housing market out of a steepslump. Mexican food chain Chilango has bucked thedownturn, launching its first restaurant in Islington, north London, in 2007 amid the eruption of the globalfinancial crisis. It opened a second outlet on FleetStreet last October.

“My gut feeling is that the recession’s not going toget worse than where we are now — it may stay at thepoint we are at — but it will only get better from thispoint,” Chilango founder Eric Partaker told AFP.

His experience is in line with recent newssuggesting that the British economy could be awakingfrom its slumber. The country’s gross domestic product(GDP) — the total value of goods and servicesproduced in the economy — shrank in the third andfourth quarters of 2008, and contracted a further 1.9percent in the first three months of 2009.—Internet

MOSCOW, 14 June —The global financial crisishas hit the Russianeconomy after 10 years ofexpansion averagingalmost 7 percent. Althoughrecent statistics show signsof stability, it is believedthat economic growth isunlikely to resume soon.

Russia’s gross do-mestic product (GDP)contracted by 9.5 percentyear-on-year in the firstquarter of 2009, accordingto the Federal StateStatistics. In the sameperiod, industrial outputtumbled 14.3 percent andthe foreign trade surplusplunged 43.6 percent.

The EconomicDevelopment Ministry has

downgraded its GDPforecast from a 2.2 percentdecline to a 6 percentshrinkage in view of thedeteriorating economicindicators.

The government, meanwhile, has intro-duced a series of measuresto ensure social stabilityand an improvement to theeconomy.

It has spent 1.4 trillionrubles (46.7 billion USdollars) from its oil fundsto carry out the anti-crisismeasures. Taking moneyfrom other sources intoaccount, Russia willspend 3 trillion rubles onits economic stimuluspackage.

WASHINGTON, 14June—Rising bondyields are taking atoll on home mortgageand corporate lendingrates and togetherwith jumping oil pricesare threatening theexpected US recoveryfrom prolongedrecession.

Just as the USeconomy is on track tobottom out soon, long-term interest rates —reflected by Treasurybonds — and oil priceshave jumped to eight-month highs, neutralizingthe impact of governmentstimulus programmes, analysts say.

While the short-termfederal fund rate — theinterest which bankscharge one another onovernight loans —

remains at virtuallyzero, 10-year bond yieldshave risen above fourpercent and 30-year bondyield to nearly fivepercent last week, thehighest levels sinceOctober.

“The yield curvesteepening could po-tentially crimp whatevernascent strength theremay be in the globalrecovery,” warned

Carl Weinberg, chiefeconomist of HighFrequency Economics.

Bond yields have alsojumped in Germany,Britain, Japan andCanada, fueled by fearsthat aggressive monetarystimulus and governmentborrowing in a bid toavert a deflationary spiralcould fuel an eventualsurge in inflation.

The study data were based on theparents’ or caregivers’ reporting of thechildren’s typical weekday and weekendbedtime/wake time and napping patterns.Family demographics and behavioral as-sessments of the children were also in-cluded in the analysis.

“There is a lot of individual variabil-ity in (the age) when children are ready togive up naps. I would encourage parentsto include a quiet ‘rest’ time in their dailyschedule that would allow children to napif necessary,” said lead author BrianCrosby, a postdoctoral fellow ofpsychology.

Horowitz wasable to show that thehuman tendency toattribute a “guilty look” toa dog was not due towhether the dog wasindeed guilty. Instead, people see ‘guilt’ in adog’s body language when

KUALA LUMPER, 14 June—Malaysiahas offered to help Indonesia curb forestfires blamed for the choking haze thatshrouds the region each year, media re-ports said, as air quality fell in thecountry.

In the dry season, Indonesian farmersburn forests to clear land for agriculture, causing a smoky haze that spreads acrossthe region, affecting tourism and increas-ing health problems.

“We have special aeroplanes whichcan be used to carry out water bombing,”the Sunday Star quoted Malaysian PrimeMinister Najib Razak as saying.

“It is up to the Indonesian governmentto accept it,” the premier told the news-paper, as he urged Malaysians to avoid

open burning.Malaysian environment authorities said

air quality and visibility in parts of thecountry over the past week fell from“good” to “moderate.”

On Sunday morning, the environmentdepartment said 22 out of 49 areas it moni-tored were “moderate,” an improvementfrom Friday when three areas includingcapital Kuala Lumpur were “unhealthy.”

The Indonesian government has out-lawed land-clearing by fire but weak en-forcement means the ban is largely ignored.

Environment ministers from Singapore,Malaysia and other regional nations haveurged Indonesia promptly to ratify a re-gional treaty aimed at preventing cross-border haze pollution.—Internet
