3. INTRODUCTION

3.1.1 Foreword

3.1.1.1 This document explains the reasons for the changes of the ERTMS Operational Rules,

the main reasons being changes of ETCS specifications. A number of suggestions from

Operational and Technical experts have also been taking into account for both ETCS

and GSM-R rules.

3.1.2 Scope and Field of Application

3.1.2.1 The scope is to describe the changes and the reason for the changes between the

ERTMS operational rules, referring to the Annex A of the TSI Traffic Operation and

Management regarding ETCS SRS 2.2.2 in version 1 (EC Decision 2008/231/EC from

1st February 2008) and regarding ETCS SRS 2.3.0d in version 2.

3.1.2.2 The objective of this document is to give traceability between the two versions of

operational principles and rules mentioned above and not to give explanations

concerning the content of the principles and rules.

3.1.2.3 Columns 1 and 2 refer to version 1 of the document of principles and rules, columns 3

and 4 refer to the new version 2. The comparison is not always done rule by rule but

sometimes section by section or even sub-section by sub-section. Column 5 gives the

reasons of change.

3.1.3 Document Description

3.1.3.1 Section 5 contains a description of the change of structure of the operational principles

and rules and the reason for the changes.

3.1.3.2 Section 6 describes the changes of the content of the operational principles and rules.

5. MODIFICATION OF THE STRUCTURE OF THE

DOCUMENT OF ERTMS PRINCIPLES AND RULES

5.1.1 Reasons for restructuring the document

5.1.1.1 The main reasons for restructuring the document of ERTMS principles and rules are

following:

complexity of the rules,

separation of normal and degraded situations,

identical structuring of the document for ETCS 2.3.0d and future baseline 3.

5.1.2 Complexity of the rules

5.1.2.1 The rules were originally based on SRS 2.2.2 and have grown over the years. As a

result, one of the rules had reached an extent of 14 pages and was not easily

comprehensible any more.

5.1.2.2 In order to reduce the complexity, the document was restructured to deal with individual

operational situations rather than extensive technical functions.

5.1.2.3 This resulted in a higher number of operational rules on one hand, but a better

readability and comprehensibility on the other hand.

5.1.2.4 In addition, the considerable extent of some of the rules lead to a large number of

subtitles up to 6 levels with additional subsections within the different subtitles. The new

structuring has reduced the level of subtitles to a maximum of 3.

5.1.3 Separation of normal and degraded situations

5.1.3.1 Due to the previous, function-based structure of the rules, both normal and degraded

situations were usually covered by the same rule. This made it difficult to quickly find the

rule for a specific situation. In order to solve this problem, the rules are now divided in

rules for normal situations in the first part of the document and rules for degraded

situations in the last part of the document.

5.1.4 Identical structure for 2.3.0d and baseline 3

5.1.4.1 As the work on the operational rules for baseline 3 took place in parallel to the work on

the 2.3.0d rules, it was decided to apply an identical structure for both documents. As

the baseline 3 specifications will contain a number of new and additional functions,

some sections in the 2.3.0d document were marked as “intentionally blank” in order to

achieve this objective.

In both of the above situations the

rules have been developed

independently of other signalling

systems that may be present including

where lines are equipped with ETCS

level 1 and ETCS level 2.

When railways are implementing

ETCS level 1 or ETCS level 2 on lines

fitted with other signalling systems it

will be necessary for the railways to

assess the applicability of these rules

and if necessary supplement them

with national rules. This includes

those lines fitted with both ETCS level

1 and ETCS level 2.

The ETCS operational rules also

cover the transitions ordered from

trackside between the levels

mentioned above.

Some situations however require

taking into account information

displayed on the DMI referring to

and level 2 applications,

GSM-R.

The following items are out of scope:

ETCS level 0 application (and

transitions to/from another level),

ETCS level 1 or ETCS level 2 with

an underlying system,

ETCS level 3 application (and

transitions to/from another level),

ETCS level STM applications (and

transitions to/from another level).

The rules have been developed

independently of other rail traffic

management systems that may be

present including where lines are

equipped with ETCS level 1 and ETCS

level 2.

When ETCS level 1 or ETCS level 2

are implemented on lines fitted with

other rail traffic management systems

it is necessary to assess the

Before confirming data, the train preparer shall ascertain that technical conditions of rolling stock allow the use of already stored data.

The train preparer has to check the status of the equipment of rolling stock that can have an impact on train data:
