lists, yellow dog contracts, use of coal and iron police, strikebreakers, militia, and violence, While none of the operators acted like Franklin B. Gowen, they acted typically. Both of the major conflicts in the area (1882, 1894) were undertaken unfortunately before the national organization had reached relatively full strength. (Powderley's atti- tude and activities in 1882 constitute a very revealing account of his ineptitude.) A very important factor in every conflict was the miners' feeling that they were being used by "outsiders" for the benefit of competitive mines and their equally strong feeling that George's Creek should take economic advantage of conflicts and dislocations elsewhere.

Mrs. Harvey has included in her book a rather detailed account of the activities of Allegany County representatives in the state legis- lature in successfully seeking ventilation and safety laws. I can not help but wish that she also would have outlined the relationship of George's Creek miners with the labor movement elsewhere in Mary- land.
