    Introduction

    The Federal Aviation Administration (FAA) has issued guidance for the deve

    airportdesign,andenvironmentalimpactanalysis.FAAAdvisoryCircular(AC)1

    AirportMaster Plans in conjunction with Advisory Circular (AC) 150/530013

    DesignhavebeenusedasguidelinesfordevelopingtheInauguralAirportMaste

    ConditionsoftheproposedSouthSuburbanAirportsite.

    Thepurposeofthisdocumentistodescribetheexistingconditionsoftheprop

    siteto

    be

    affected

    or

    created

    by

    the

    Inaugural

    Airport

    Program

    (IAP)

    alternatives

    initiative by the Illinois Department of Transportation (IDOT) to plan, desig

    commercialserviceairportineasternWillCounty,Illinois.TheSSAsitewasapp

    airportbytheFAAintheirRecordofDecisionontheTier1EnvironmentalImpac

    For existing airports, the analysis of existing conditions focuses on the analys

    descriptionoftheairportsroleinthenationalaviationsystemanditsroleinth

    existing facilitiesat theairport, the regionalsettingandthe local landuse,an

    socioeconomic data related to the community and the market served by the

    resources.

    identifiesthelimitsoftheSSAandisreferencedthroughoutthisdocument.

    TheIAPisdefinedasthefirstfiveyearplanningperiodforSSA,fromthefirsty

    2.1

    National

    Airspace

    System

    Overview

    The National Airspace System (NAS) is an integrated and interconnected syst

    facilities and navigational aids. Airports, air traffic facilities and equipment

    physicalcomponentsoftheNASwherechangeoccursover longperiodsoftim

    experiencesconstantchangeasitisdependentoneverchangingweather,win

    SSAExistingConditionsdocumentdescribestheelementsoftheNASastheyapp

    TheNASincludesallairspaceovertheUnitedStatesfromanelevationof60,00

    the

    ground.

    This

    Airspace

    is

    managed

    by

    the

    FAA

    to

    provide

    for

    its

    orderlypurposestheairspace isdivided into twobroadcategories,ControlledAirspac

    Uncontrolled (Class G) airspace. These classifications are used by the FAA

    qualifications,andaircraftcapabilitiesrequiredtooperatewithineachclass. A

    theSSAsite,anditsfutureintegrationintotheNAS,areshowninExhibit21and

    ClassBAirspacesurroundsthebusiestaircarrierairports.TheclassBairspace

    Airport(ORD)consistsofaseriesofconcentriccircleseachwithadifferent,a

    definedminimumandmaximumaltitude(floorandceiling).Theoutermostcir

    ClassCAirspacesurroundsairportswitha largenumberofcommercialservice

    alsodefinedbyaseriesofconcentriccirclesbutsmaller insizethanthosedef

    airspace surrounding Chicago Midway International Airport (MDW) has a

    approximately fifteen (15) nautical miles north of SSA. Flight within this air

    control.

    ClassEAirspace surrounds the SSA site. This controlledairspacebegins (floo

    extendsupto(ceiling)butnotincluding18,000feet. TheClassEairspaceoverS

    linewest;southandeastofthesite(seeExhibit21). Thisairspaceallowsforpo

    InstrumentFlightRules(IFR)andforcommunicationand/orflightfollowingun

    specifies minimum cloud clearance and visibility requirements for flight. Typ

    requireacloudceilingofnotlessthan1,000feetabovethegroundandhorizon

    referstoproceduresforconductingflightinweatherconditionsbelowVFRwea

    contactandcontrolundernormaloperatingconditions.

    2.1.2 ChicagoTerminalRadarApproachControl

    Terminal Radar Approach Control (TRACON) facilities are in place a

    metropolitanareas intheUnitedStates. These facilitiessequenceand

    anddeparttheprimaryairportswithintheairspaceandprovide flight f

    usingotherairportswithintheTRACONboundaryortraversingtheairsp

    traffic within a minimum 30mile radius, and below 15,000 feet altit

    metropolitan

    area.

    TwoarrivalfixesandfivedeparturecorridorfixesforORDare located i

    Aircraft operating into and out of SSA and maintaining flight below ap

    affectedbytheChicagoTRACON.

    2.1.3

    ChicagoOHare

    Air

    Traffic

    AircraftapproachingOHareInternationalAirport(ORD)fromthesouth

    ZAUcontrollerstowardoneoftwoarrivalgateslocatedsouthwestand

    northeastofSSA). Thesoutheastarrivalgate,designatedBEARZ,islocat

    20milesnortheastofSSA. Theother,designatedBENKY is locatednea

    approximately44nauticalmilesnorthwestofSSA. Turbineaircraftent

    ORDwillcrossthesedesignateintersectionsatorabove11,000feetwith

    feet.1

    Southbound departures from ORD are typically routed through one of

    (fromwesteast):ACITO,BACEN,CMSKY,DENNT,EARND2. Thesenavig

    Positioning System (GPS) coordinates and by azimuth bearings from gr

    RobertsVOR/DME3andthePeotoneVORTAC

    2.1.4 ChicagoMidwayAirTraffic

    AircraftapproachingMDW from thesouthare typically routedtothe f

    aids,theJolietVORTACandtheChicagoHeightsVORTAC. The JolietVO

    miles northwest of the SSA site, near Plattville, Illinois. The Chic

    aircraftdestinedforMKEfromthesouthusethetwoMDWarrivalgate

    2.2 Weather

    Localmeteorologicalconditionssignificantlyaffecttheoperationalcharacteristi

    important role in determining the ideal runway orientation and airfield geom

    characteristics that influence aircraft performance and safety are wind spe

    (ceiling); horizontal visibility; temperature and relative humidity. The FAA

    consecutiveyearsofweatherdatabeanalyzed inordertoadequatelycharact

    location.

    Weatherstationsare inplaceatJolietRegionalAirport(JOT)andGreaterKank

    howeverdidnothavethecapabilitytoarchivetheweatherdatauntilafter200

    forthis inventoryofexistingconditions. TheclosestweatherstationtoSSAw

    historyisMDW.

    2.2.1 Wind

    Undernormaloperatingconditionsaircrafttakeoffandlandintothewin

    characteristicsand

    pilot

    ability

    dictate

    the

    amount

    of

    crosswind

    (wind

    b

    centerline)thatcanbehandledsafely. TheFAArecommendsthatarunw

    percent crosswind coverage. This means that 95 percent of the tim

    allowablecrosswindcomponent(designcapability)fortheestablishedde

    Tenyearwinddata,86,770observations,wasobtainedfromMDW,the

    reportingstation,and importedtotheFAAAirportDesignProgram. In

    databelow,theseweatherobservationswerecomparedtothesameper

    comparisonbetweenthe twoairports indicated thattherewasnostati

    thedatafromMDWandORD. Table21documentsthewindcoveragef

    accordingtotheU.S.BureauofCensus. Approximately9.1millionpeopleresid

    LandusewithintheboundaryoftheSouthSuburbanAirportsiteispredominan

    University Park. In 2000, the U.S. Census recorded a population of 2,924, a

    Monee isa ruralcommunitydatingback to themiddleof the19thcentury.

    The purpose of the environmental review is to identify key environmental r

    The SSA site has been studied in detail over the past 20 + years. Existin

    theStateofIllinoisProposedSouthSuburbanAirport. TheRecordofDecision

    Statement(FEIS)wasissuedbytheFAAinJuly2002. Section5.23oftheFEISd

    22discreetsocial,physicalandnaturalparameters.AspartoftheTier2EISproc

    andoperation

    of

    the

    inaugural

    airport,

    this

    information

    will

    be

    analyzed

    and

    summaryoftheSSAsiteexistingconditionsfrom2002fornoise,airquality,w

    endangered and threatened species of flora and fauna, biotic communities, p

    archaeologicalandculturalresourcesandfarmlands.

    4.1 Noise

    Noiseconditionsweredeterminedforthecommunitiesandvillagesinthevicin

    1990s and again in 2004. Ambient noise levels were measured at more th

    sensitivereceptors. Exhibits41and42presentthelocationofnoisesensitive

    measurements inthevicinityoftheairportsite. Noise levelsrangedfromDNL

    the4050dBArange. Noise levelswerealsomeasuredalong46roadwayseg

    site. The measured levels ranged from 52 to 76 dBA within 50 to 75 feet

    measurementswerealsotakennearrailroadtracks, industrialsitesandnearS

    24hourday,itwasdeterminedthatroadwaytrafficwasthemajorcontributort

    ofSSA.

    4.2

    are no designated floodways identified on the FEMA Flood Insurance Rate

    4.5 Wetlands

    ThemostcommontypeofwetlandfoundwithintheSSAsite ispalustrineeme

    palustrine forested (PFO) wetland, wetland complexes, and palustrine scru

    (R2OWHx)habitat(jurisdictionalwatersoftheU.S.)isalsoextensivewithinthis

    waters

    the

    U.S.

    the

    The

    staTech,nowAECOM,toconductawetlandanalysisoftheInauguralSSAsite in2

    Theemergentwetlands(PEM)withintheSSAsiteincludebothcultivatedandun

    herbaceous,hydrophyticvegetation. Uncultivatedareasaredominatedbyavar

    WithintheSSAsite,thewatersoftheU.S.designatedasriverine(R2OWHx)byt

    constructeddrainagechannels(ditches). Afewsmallnaturalcreeksremainwit

    oncenaturalcreekshavebeenchannelized,resultinginsteepsided,straightlin

    bermsalongthetopsofthechannelbanks. Intheseinstances,wetlandhydrol

    streamchannel. Plantspecies,suchasreedcanarygrass(Phalarisarundinace

    jewelweed(Impatiensspp.),grow inthechannelwherewater isshalloworwh

    mammalsofopenareas include thirteenlinedgroundsquirrels (Spermophilus

    (Sorexcinereus), shorttailed shrews (Blarinabrevicauda), Eastern cottontails

    skunks (Mephitismephitis). In the fewwoodedareasand in latersuccessiona

    whitefootedmice(Peromyscus leucopus)replacedeermice. Whitetaileddee

    abundantinwoodedareasofthesites,buthavenotyetoverpopulatedtheare

    active cropland, although thirteenlined groundsquirrelswere commonlyobs

    strips.

    Birds

    Overa16monthperiodoftimefrom1990continuinginto1991,156specieswe

    SSA site. Seventy percent of the individuals belonged to open country passe

    percentageofspecies,31percent. Waterbirdshadthesecondhighestpercenta

    woodland passerines had the second highest percentage of species, 30 perc

    confirmedtobreed,andbreedingevidence indicatedthatanadditional41spe

    the

    vicinity

    of

    the

    SSA

    site.

    Raccoon Grove Nature Preserve, located northwest of the proposed acqu

    periodically in 1994. This preserve contains mature deciduous woodland, em

    field communities. Louisiana Waterthrushes (Seiurus motacilla) were found

    sections of the preserve. European Starlings (Sturnus vulgaris), American Ro

    Titmice (Parus bicolor), and Wood Thrushes (Hylocichlamustelina) nest in t

    preserve. Nestparasitism by Brownheaded Cowbirds (Molothrusater)was o

    Black WalnutCreek is a small headwater stream. Fish diversity was poor in

    seasonallystagnant. Themiddleportionofthestreamhasahighergradient,b

    varied substrate. Intolerant species present at the middle sites of this stream

    (Phoxinus erythrogaster) and fantail darters (Etheostomaflabellare). Lower

    confluence with the South Branch of Rock Creek are maintained in a channe

    catchinthisarea.

    TheSouthBranchofRockCreekjoinswithBlackWalnutCreekandMarshallS

    Peotone. A few types of fish were abundant, but species diversity was only

    dominated the upstream station; striped shiners (Luxilus chrysocephalus) w
