DAILY EXCELSIOR, JAMMU SUNDAY, MAY 14, 2017 (PAGE 15) Prez Mukherjee recalls Indira’s decisiveness as PM NEW DELHI, May 13: Describing Indira Gandhi as the "most acceptable" Prime Minister of a democratic country even today, President Pranab Mukherjee recalled her decisive- ness while giving a subtle mes- sage to the Congress leadership. Mukherjee, in a veiled mes- sage to the party leadership to speed up decision-making in organisational matters, recalled the former prime minister's deci- sive style of functioning that helped her party score comeback victories in state polls a couple of months after the second Congress split of 1978. With Congress vice presi- dent Rahul Gandhi seated on the dais, flanked by Vice President Hamid Ansari, former prime minister Manmohan Singh and senior Congress leader Anand Sharma, Mukherjee paid rich tributes to Indira Gandhi on the occasion of the release of a com- memorative centennial volume on her life and works. He also received the first copy of 'India's Indira - A Centennial Tribute' unveiled by Ansari. The Congress is cele- brating the centenary birth anniversary of Indira Gandhi. "She was one of the remark- able personalities of the 20th century all over the world. And to the people of India, even today after her passing away, she is the most acceptable ruler or prime minister of a democratic country even today," he said evoking a thunderous applause from the audience that com- prised of a galaxy of Congress leaders. Recalling the second split in Congress in 1978, President Mukherjee said Indira Gandhi was elected party president on January 2, 1978 and in a matter of few days by January 20 she completed the formation of the working committee, set up the parliamentary board, PCCs and AICC structures and prepared the party to face elections to the state assemblies of Maharashtra, Andhra Pradesh, Karnataka, Assam, and NEFA in 1978. Soon after that, he said, she led the Congress to a decisive victory by two-thirds majority in Andhra Pradesh and Karnataka and went on to make her party the single-largest in Maharashtra where it formed the Government along with the breakaway fac- tion of the Congress. (PTI) 8 killed as nor’wester hits south Bengal, heatstroke toll rises to 5 in Odisha NEW DELHI, May 13: Another person today died of sunstroke in Odisha, taking the death toll this summer to five, while eight persons were killed and 14 injured when a nor'wester hit a number of south Bengal dis- tricts. Meanwhile, most parts of north India, including the nation- al capital, reeled under intense heat conditions with the maxi- mum temperature of Delhi set- tling at 41.8 degrees Celsius. The searing heat intensified in most parts of Odisha with Titlagarh being the hottest place in the state at 44.5 degrees Celsius, the MeT office said. The mercury breached the 40- degree mark at 14 places in the state. State capital Bhubaneswar and neighbouring Cuttack city recorded a maximum temperature of 39.2 degrees Celsius each. Lightning strikes claimed seven lives in East and West Burdwan districts of West Bengal. Four were killed at Mongolkot, Galsi, Ausgram and Purbasthali in East Burdwan, while the toll was three in West Burdwan district -- one in Jamuria and two in Salanpur. One person was killed when an uprooted tree fell on him at Para in Purulia district, while 10 persons were injured. The other districts hit by the nor'wester were Birbhum, Bankura and Murshidabad, Nadia, Howrah, Hooghly and Kolkata. Officials said a large number of trees were either uprooted or their branches broke as a squall accompanied by a thundershower hit the districts. As a result, train services of both Eastern and South Eastern Railways were badly hit with a number of trains delayed. Airport sources said flights were also affected in the thunder- storm this evening. The IPL match between KKR and MI at the Eden Gardens in Kolkata was delayed due to the nor'wester. Rajasthan continued to battle a severe heatwave with Kota and Churu recording the highest max- imum temperature of 45 degrees Celsius each. Bikaner, Jodhpur, Sriganganagar, Barmer and Ajmer recorded maximum temperatures of 44, 43.8, 43.6, 43.5 and 43.1 degrees Celsius respectively. Jaipur, the state capital, registered a maximum temperature of 42.3 degrees Celsius. Hisar was the hottest place in Haryana with a maximum tem- perature of 43.8 degrees Celsius, while in Punjab, Patiala and Ludhiana recorded a high of 42.4 and 42 degrees Celsius respective- ly. The MeT department has fore- cast the dry weather to continue in both the states tomorrow. Isolated parts of south Bihar witnessed a light rain while the weather remained dry in the other parts of the state. Gaya was the hottest place in Bihar with a max- imum temperature of 40.8 degrees Celsius. Bhagalpur registered a high of 38.4 degrees Celsius, while it also received 4.66 mm of rains. The MeT department has fore- cast the possibility of rains or thunderstorms over Purnea and Bhagalpur tomorrow. (PTI) Pak knows it can’t fight war against India and win: Javadekar BENGALURU, May 13: Union minister Prakash Javadekar today said incidents like the attack on an Army patrol in Kashmir by terrorists were part of tactics by Pakistan, which knew it could not fight and win a conventional war with India. "There are no two opinions. Pakistan knows that they cannot defeat India. They cannot fight a war against India and therefore what they are doing is, it is their strategy. But it will be defeated, even as they are isolated in the international forum," he told reporters here. Javadekar was replying to a query on terrorists opening fire on a patrol party of the Indian Army in Tral township of south Kashmir's Pulwama district earli- er in the day. The Pakistani army also fired mortars and automatic weapons along Line of Control (LoC) in Jammu and Kashmir's Rajouri district, where two persons were killed and three injured. Javadekar said the nation believes in Prime Minister Narendra Modi's leadership and recalled his warning after the Uri terror attack that it will not be for- gotten and the sacrifice of 18 jawans will not go in vain. "In the light of what Pakistan has been doing, including the beheading of two soldiers by Pakistan's special forces along LoC, our Prime Minister had made it clear (after the Uri attack) that the sacrifice of the soldiers will not go in vain." "The nation believes in the Prime Minister," he said. He was also asked about Indian national Kulbhushan Jadhav sentenced to death by a Pakistani military court on charges of "spying". Javadekar said External Affairs Minister Sushma Swaraj and others were looking into the matter. "Also, we have won the international court verdict." The Hague-based Internat- ional Court of Justice (ICJ) has stayed the execution of Jadhav following India's submission that he was kidnapped from Iran where he was involved in busi- ness after retiring from the Navy. (PTI) Cannot accept project that ignores core concern: India on China’s BRF NEW DELHI/BEIJING, May 13: India is boycotting China's Belt and Road Forum (BRF) beginning in Beijing tomorrow, a clear indication of that came from an official statement issued tonight which said India cannot accept a project that ignores its core concern on sovereignty and territorial integrity. India has strong reservation over the China-Pakistan Economic Corridor, a flagship project of the connectivity initia- tive that is expected to figure prominently in the two- day meet. In a strongly-worded state- ment issued hours before the opening of the forum in the Chinese capital, India said the connectivity initiative must be pursued in a manner that respects sovereignty and territorial integrity. "Guided by our principled position in the matter, we have been urging China to engage in a meaningful dialogue on its con- nectivity initiative, 'One Belt, One Road' which was later renamed as 'Belt and Road Initiative'. We are awaiting a pos- itive response from the Chinese side," External Affairs Ministry spokesperson Gopal Baglay said in a statement. "Regarding the so-called 'China-Pakistan Economic Corridor', which is being project- ed as the flagship project of the BRI/OBOR, the international community is well aware of India's position. No country can accept a project that ignores its core concerns on sovereignty and territorial integrity," he said. Noting that India has received a formal invitation to participate in the six separate forums that China is organising as part of the Belt and Road Forum being held in Beijing on May 14-16, he said India is of firm belief that con- nectivity initiatives must be based on universally recognized international norms, good gover- nance, rule of law, openness, transparency and equality. "Connectivity initiatives must follow principles of financial responsibility to avoid projects that would create unsustainable debt burden for communities; balanced ecological and environ- mental protection and preserva- tion standards; transparent assessment of project costs; and skill and technology transfer to help long term running and main- tenance of the assets created by local communities," he said. Indian officials maintain that New Delhi has objections related only to the CPEC traversing through Gilgit and Baltistan of Pakistan-occupied Kashmir (PoK). India treats the entire state of Jammu and Kashmir as its integral part.
