1. Introduction

1.1 This Supplement has been prepared to meet the requirements of Regulation 22 (1) (c) of The Town and Country Planning (Local Planning) (England) Regulations 2012. It sets out the consultation which has been undertaken during the preparation of the Gypsy and Traveller and Travelling Showpeople Preferred Options which forms part of the Chorley Local Plan 2012 -2026. In order to meet the requirements the Supplement will set out the following information:

How they were consulted

A summary of the main issues raised in response to consultation (to be inserted after consultation).

How representations made have been taken into account in the Gypsy and Traveller and Travelling Showpeople Proposed Allocation(s) (to be inserted after consultation). .

1.2 The Chorley Local Plan 2012-2026 has been prepared in accordance with the Council’s Adopted Statement of Community Involvement (SCI – July 2006) and the Council’s new emerging SCI. The SCI sets out how Chorley Council consults with stakeholders and the community. The Gypsy and Traveller and Travelling Showpeople Proposed Sites has been prepared in accordance with the procedures set out within it, namely by;

Evidence gathering

A minimum six week consultation

Notification to all interested parties and statutory consultees

Opportunities to make representations.

1.3 Information on sites for development had been gathered from various sources over a number of years:

The first call for sites was carried out by Chorley Council for a six week period in September/ October 2005.

The second was carried out jointly with Preston and South Ribble Councils for a six week period in July/August 2007. Landowners and developers were invited to put forward land for consideration for development.

A further community survey relating to site suggestions ended on the 26th January 2010. The intention of this exercise was to ascertain whether the community felt that there were sites that would be particularly suitable for non-built development e.g. sport and recreation or conversely be protected from changes of use. After this deadline the Council continued to accept other site suggestions.

The January 2010 community survey consultation resulted in a site for travelling showpeople being suggested at Yarrow Bridge. This is one site now out for consultation.

The Issues and Options Discussion paper brought together results of the ‘call for sites’ exercise and was the first proposals stage of the Site Allocations and Policies paper (now Chorley Local Plan). Consultation ran from December 2010 until February 2011.

1.4 The Council undertook consultation with Gypsy, Traveller and Travelling Showpeople themselves and

engagement with Chorley’s temporary residents as part of the Central Lancashire Gypsy and Traveller Accommodation Assessment (GTAA - summer 2013 and still ongoing).

1.5 The Gypsies and Travellers Survey has informed site selection. They were asked if they felt being

near to a range of amenities was important, slightly important or not important to them. These survey results have been taken account of when assessing sites. In Chorley proximity to primary schools, secondary schools, doctors, post offices/cashpoints, public transport and main roads were considered most important.

1.6 In accordance with national guidance, the needs of the existing Traveller community have been taken

into consideration. They state that the extended family currently needs accommodation for 4-5 families, with further future growth. They would like a site which could accommodate two mobile homes, a further five touring caravans, a double utility block, room for parking, sitting outside, and a garden/play area for the children. In terms of location they would want to be in a location with a reasonably good

environment (that is not next to recycling centres, sewage treatment works etc.). They would want to avoid their children having to change schools (Southlands High School and Adlington Primary School). They would be content with most locations in and around Chorley Town, Adlington or Coppull. A key objective for them is to feel secure within their own site and for that reason they have a very strong preference for a site in their own ownership and control.

2. Duty to Cooperate

2.1 The Duty to Co-operate (the Duty) is set out in Section 33A of the Planning and Compulsory Purchase

Act 2004 (as amended by Section 110) of the Localism Act 2011. It applies to all local planning authorities, county councils in England and to a number of other “prescribed” bodies. Regulation 4 of the Town and Country Planning (Local Planning) (England) Regulations 2012 sets out who those “prescribed” bodies are (see below).

2.2 Chorley Council has prepared the Duty to Co-operate Supplement (June 2014) to cover the Gypsy and Traveller and Travelling Showpeople Preferred Options. It is being issued in draft alongside the Gypsy and Traveller and Travelling Showpeople Preferred Options to enable all neighbouring authorities and “prescribed” bodies and all other interested parties to comment on this legal requirement should they wish.

2.3 Local planning authorities, county councils and other “prescribed” bodies are required to co-operate

with each other to address strategic matters relevant to their areas in the preparation of a development plan document. The duty requires constructive and active engagement on the preparation of development plan documents and other activities relating to the sustainable development and use of land, in particular in connection with strategic infrastructure or matters that would fall under the remit of a county council. The Framework and Planning Policy for Traveller Sites also advise that local planning authorities (LPAs) and other public bodies should work collaboratively on Gypsy and Traveller and Travelling Showpeople provision and reflect this in Local Plans.

3. Member Engagement 3.1 Member engagement to report the results of the Central Lancashire Gypsy and Traveller

4. Consultation on the Gypsy and Traveller and Travelling Showpeople

Preferred Options 4.1 This 6 week consultation between 4 June 2014 and 16 July 2014 aims to:

Maintain open dialogue with consultees (residents/ statutory agencies) on the Preferred Site for Allocation;

Request responses on the Council’s Preferred Site for Allocation as well as those that have been assessed and discounted;

Identify other potential sites not proposed previously; and

Identify any key local issues.

5. Further Gypsy and Traveller and Travelling Showpeople Provision – Permanent and Transit Provision

5.1 A joint Development Plan Document (adoption March 2016) will be prepared by Chorley Council,

Preston City Council and South Ribble Borough Council on Gypsy and Travellers and Travelling Showpeople to deal with the outcomes of the additional study work required on permanent, transit and travelling showpeople provision. This will be started in December 2014 on completion of additional study work.
