She said: “While we acknowledge that there will always be occasions that possibly require short term agency staff in order to provide council services effectively, such as in cases of unexpected events or vacancies that occur and need filling quickly in the short term, it is clear that such substantial amounts of money from the public purse are being wasted unnecessarily. “When we look at how eye- watering amounts of money across the council are, in our view, being wasted and poorly spent, it is up to us as a trade union supporting our members, many of whom face redundancy or lower graded pay, to flag such poor vacancy control practices up.” A Brighton and Hove City council spokesperson said: “The council, in common with most organisations, needs to have a supply of temporary staffing to be able to cover key positions for absences or pending recruitment. “Our usage of agency staffing has been reducing annually with over £600,000 saved during last financial year. “The council is facing a significant financial challenge over the next three years and a number of our services will be reviewed. A shortage of drivers led tothe recent disruption to busservices in the city, Brightonand Hove Buses has said.

The company apologisedto customers for delays, andsaid it is taking action toresolve the problem.

This includes employing30 additional bus drivers toits 800-driver team.

It said it has also teamedup with other local busoperators to minimisedisruption, and from July

20 Compass Travel will beoperating route 7X, andfrom July 23 Seaford andDistrict will be operatingroute 77. The bus timetablewill remain the same underthe new operators, and thisarrangement will be in placeuntil September.

Metrobus in Crawley is alsoset to provide Brighton andHove Buses with additionaldrivers in the short term.

Hove Buses, said: “I sincerelyapologisetoallourcustomersfor the current dip inservice levels and absolutelyrecognise the need to put ourcustomers first, as we alwaysendeavour to do.

A helping hand for bus company

Brighton and Hove’s planningcommittee gave the go aheadfor ambitious plans toregenerate a run-down areaof the city.

Councillors votedunanimously in favourof London and RegionalProperties’ plans to builda hotel and flats on WestStreet, Middle Street andSouth Street.

The committee met atPortslade Town Hall onWednesday, to considerproposals that woulddemolish the existingbuildings to make way fornew hotels, a ‘high-quality’restaurant, an extension toa backpackers hostel and

residential flats.Architect firm the Morgan

Carn Partnership said theplans would transform the‘tacky’ area into ‘Brighton’sequivalent of the Ramblas in

Barcelona’.Cllr Carol Theobald, said:

“It will be an improvement tosuch a scruffy area. This willenhance the street, createjobs and it will be great forour city.”

The 133-room hotel at 78West Street, 91-room hotelat 8-12a South Street and11 additional rooms to theexisting backpacker hostelwould help the touristeconomy and provide a rangeof accommodation optionsfor tourists, a planningofficer said.

Cllr Julie Cattell, whochaired the meeting, said:“This design is raising the barfor Brighton and Hove.”

Corbyn supporters take topjobs on city’s Labour partyThe election of JeremyCorbyn supporters to theexecutive committee ofBrighton and Hove’s Labourparty prompted a defiantresponse from the leader ofthe city council.

Brighton, Hove and DistrictLabour Party’s annualmeeting on Saturday saw topjobs go to candidates backedby Momentum – the factionof Labour which supports thenational party leader JeremyCorbyn.

But Warren Morgan,leader of the Labour Groupon Brighton and Hove CityCouncil, made it clear heand his fellow councillorswould not be pushed out. Hereleased a defiant statementfollowing Saturday’s meeting:“My colleagues and I willcontinue to lead the citycouncil in the best interests

of everyone, ensuring all havethe opportunity to benefitfrom the city’s continuedprosperity. We are electedby residents, we make ourown decisions and we willcontinue to work as we havedone for the past 14 months,as a credible, responsibleand mainstream politicaladministration.”

Alluding to fears ofdeselection, Cllr Morgansaid: “Only the Labour andCo-operative councillors canchange their leader, only the54 members of council canchange the administration,and only the voters decidewho is elected in 2019.”

Cllr Morgan has madeno secret of the fact that hesupports a change in Labourleadership, and Peter Kyle,MP for Hove has also openlybacked Angela Eagle in herchallenge against Corbyn.

But Labour’s local partyelected Corbyn-supportingmembers to its executive

committee. Mark Sandelltook over as chair, GregHadfield became secretary,Anne Pissaridou becamevice-chair, and Claire Wadeywas elected as treasurer.

Greg Hadfield, thenewly-elected secretaryof the Brighton, Hove andDistrict Labour Party, said:“Momentum has not ‘takenover’ the Brighton, Hove andDistrict Labour Party. Sixtysix per cent voted for me andother officers.”

He added: “I have attendeda lot of meetings not just inthe last weeks and months,but I’ve never once heardthe word deselection,expect from journalists,commentators and peoplewho do not have the bestinterests of Labour Partymembers at heart.”

The RMT has offered tosuspend industrial actionfor three months if transportbosses delay controversialconductor proposals.

The National Union of Rail,Maritime and TransportWorkers (RMT) has pennedan open letter to GoviaThameslink director in anattempt to progress theimpasse between the parties.

Theunion’sletter,bygeneralsecretary Mick Cash, read:“The RMT will suspend calling

any further industrial (action)for the next three months ifyou will also suspend yourproposals for a similar period.

“This will then allow us thetime and space to sit downtogether and try and exploreoptions that will seek to deliverthe lasting improvements toservice and reliability we allwant.”

In response to the offer,GTR welcomed talks.

A spokesman said: “Wewelcome the offer of talks

and a new approach from theRMT. We have been trying toactively engage them for thepast six months. We welcomethe suggested suspension ofindustrial action, but we don’tneed three months to resolvethis.

“We are ready to sit downwith the RMT and discuss away forward that we believethey, our employees andcustomers will welcome,and can bring an end to thisdispute.”

‘There is no way that we everdeliberately cancel a train’GTR will introduce a tempo-rary reduced timetable fromMonday, with 341 servicescancelled each day in thehope of providing a morereliable service. Mr Fouldssaid there were ‘no plans’ tocut the timetable further.He acknowledged the con-gested network would beextremely busy and advisedpassengers would need towork in partnership withthe operator to help preventsevere overcrowding.He said: “We have got waysof dealing with severeovercrowding. But to somedegree it is a partnershipwith our customers. It’s go-

ing to be a busy time.”Mr Foulds denied staffwere banned from takingovertime or that manage-ment deliberately cancelledtrains.He conceded there werea small number of caseswhere crews were availableto staff part of a servicebut GTR ‘hadn’t managedto organise ourselves wellenough’ to run them.A spokesman for GTRexplained passengerssometimes reported seeingcrews at platforms but oftenstaffing issues down the lineprevented services running.Mr Foulds said: “There is no

way that we ever deliber-ately cancel a train that wecould have run. Our job is torun a service and we wouldnever contemplate that for asecond.”The Department for Trans-port served a remedial plannotice to GTR last year, fol-lowing continued perform-ance issues.DFT has responded to a13,000-signature petition,stating the situation is‘unacceptable’ but criticisedunion bosses for strikeaction it said was ‘in no wayjustified’.It dismissed calls for GTR tolose the franchise.

Stripping Govia ThameslinkRailway of its Sussex railfranchise would be a‘retrograde step’, one of its topdirectors has claimed.

Passenger services directorAlex Foulds has insisted heand fellow railway bosses arefit to run services, despiteheavy criticism of poorperformance.

In an interview withthis newspaper, Mr Fouldsadmitted he did not ‘feellike I am part of a successfulbusiness at the moment’.

But he said directors ofGTR, which runs Southern,Thameslink and GatwickExpress services, werebest-placed to improveperformance.

He said: “I think anytalk about change of themanagement would be aretrograde step. If a new teamcame in to run this contractthey would still be faced withall the constraints that weneed to resolve.

“We (the GTR team) havehad a lot of successes in thepast so the experience andcompetence is there in theteam’s CVs, so we feel we arethe right people.”

This newspaper haslaunched a campaign, callingfor GTR to lose its franchise,joining the likes of BrightonPavilion MP Caroline Lucasand thousands of peoplewho signed a petition callingfor change. GTR is lockedin a bitter dispute with theRMT union over the futureof conductors’ roles, withpassengers experiencingmonths of delays andcancellations due to unofficialstrikes and staff shortages.

Southern plans to introduceDriver Only Operation trains,

meaning drivers will useCCTV to monitor platformsbefore closing the doors.

The RMT argue this wouldcause serious safety issues –but Mr Foulds disputed this,while assuring no-one wouldlose their job as a result of thechanges.

He said GTR wouldprogressively introduce thenew measures if an agreementwith the union could not bereached.

“We are keeping peopleon the trains to do differentthings,” he said.

“We have made as manyassurances as we can inwriting to anyone who willlisten that we are not reducingany jobs through this.

“Frankly, I find it very hardfor anyone to see how this is away to make money becauseI don’t feel like I am part ofa successful business at themoment.”

When asked where he

thought public sympathyfell, Mr Foulds believed itwas ‘mixed’ but, on balance,more people he spoke tosympathised with GTR’sposition.

He said it was unfair tosuggest most staff wereunhappy with the changes,adding GTR had guaranteedworkers would not lose theirjobs.

Mr Foulds said it was‘important to say sorry’for ongoing delays, whichHove’s Labour MP Peter Kyleclaimed had led to commutersreceiving written warningsfrom work.

He added: “It makes me feelincredibly frustrated and verydetermined to try and makethings better.

“It makes me wonderwhether the RMT share mylevel of frustration and feelingof accountability but it mainlymakes me want to try harderto do the best job that we can.”

The local authority islooking for the UK’s besttalent to head up three of thesix executive director roles.Each comes with a salaryof between £106,000 and£116,000.

Geoff Raw, chief executiveof the council, said therestructure was down todirectors retiring, but alsofunding reductions fromcentral government.

He said: “The way we usedto operate, we can’t operatelike that anymore. But wewant to remain relevant topeople.”

One way he hopes to achievethis, is through an impressivenew neighbourhoods,communities and housingdirector. They will be incharge of creating half adozen neighbourhood hubsacross the city in places likeWhitehawk, Hangleton,Hanover and Moulsecoomb.

Mr Raw said the hubs wouldprovide a ‘lean way of tryingto provide communities withsomewhere to go so theycan get some of the basicinformation and signposting’.

The executive director ofeconomy, environment andculture has a big job on theirhands. They will head uptransport, devolution (theGreater Brighton project),business rates, culture, andseeing the city through Brexit.

The last part is crucial.Mr Raw said: “We are aninternational city anyway, andour service economy, tourismsector and the public sectordoes rely quite heavily on aninternational labour force. So Ithink it’s important we remainan open and welcoming citythat celebrates diversity.”

The health and adult socialcare role is also a challenge.With social care costs anddemand increasing, alongsidefunding challenges for theNHS, this job will involvebringing the two departmentstogether and improving theservice on tighter budgets.

Budding council directorshave until July 23 to apply,and Mr Raw anticipatedappointments by September.

“We are really keen toattract the best candidatesthat we can get for this,” hesaid.

Campaign over school catchment areasA 1,300-strong petitionopposing plans for newsecondary school catchmentareas will be presented tocouncillors next week.

Naomi Reilly, who headsup the ‘Kids not Commuters’campaign, said: “We believethat every child in Brightonand Hove should have accessto quality local education.What we don’t believe is thatthe council’s new proposalsfor secondary schooladmissions that include

wide catchment areas andtiebreaks for popular schoolsbased on a lottery, notdistance, will do anything toimprove the situation. Thesechanges would split Brightonand Hove children from theirfriends and many wouldbe faced with up to 10-milereturn trips to school.

“We are campaigning forBrighton and Hove childrento have access to their localcommunity schools - and notbe bussed across the city.”

Earlier this year, the citycouncil unveiled three draftoptions for secondary schoolcatchment areas in responseto rising student numbers,and a new school set to openin the east of the city.

It also hoped to givechildren who receive freeschool meals priority in theadmission process.

But the plans provedcontroversial, as two popularschools, Dorothy Stringerand Varndean, are in

different catchment areas onall three proposed options.

The council asked forparents’ views on theproposals throughout Marchand April, and is expected tolaunch a formal consultationlater this year on the plans.

The final school catchmentplan is expected to be inplace for the academic yearstarting on September 2018.

The petition will bediscussed at Full Council onThursday.

Award nomination for city’sfundraising selfie queenA breast cancer survivor,whose inspirational hatchallenge has raisedthousands for charity overthe last two years, has beennominated for a Women ofthe Year award.

Sara Cutting is among 400women from around theworld selected to attend theawards in October, presidedover by writer and activistSandi Toksvig.

Sara said: “When I receivedthe invitation on Saturday Iburst into tears. It really isfabulous.”

When Sara was diagnosedwith breast cancer shedecided to start a ‘headgearchallenge’, which involvedtaking a selfie in a quirkyhat each day. She has raised£18,000 for MacmillanCancer Support to date.

The part of the awards sheis most looking forward to ismeeting the other nominees,and she is of course, already

thinking about a hat to wear.Sara also plans to run the

London Marathon next yearand will help to open theMacmillan Horizon Centre inBrighton, providing supportto people affected by cancer.

“People think that whenthe treatment stops, you’rebetter, but its not necessarilythe case,” Sara said. “Thecancer might be on holdbut the long-term effects onyour body, for many people,

are huge. Macmillan offersnon-clinical services thathelp people emotionally andpsychologically.”

BBQ, anyone?We all look forward tospending time outdoorswith friends and familyin summer. For many,that means a barbecue,but others will have beenwarned off barbecuesby the bad news aboutharmful chemicalreactions that occurwhen we barbecue meat

and seafood. Stressingout about what you eatis not conducive to arelaxing time, so here aresome simple steps formaximising enjoyment anddecreasing risks:

1. Choose organic grass fed meatto reduce exposure to morepollutants.

2. Choose lean cuts and trim the fator skin off to reduce the amount offat dripping into the coals, creatingcarcinogenic smoke.

3. Marinate meats overnight beforecooking. Liberal use of spices,vinegar, lemon juice, olive oil, evenwine or beer in your marinades,can all offer protection fromcooking dangers.

4. Reduce shop-bought sugarymarinades and BBQ sauces.Instead, get inventive with ginger,rosemary, chilli and oregano.

5. Make your own burgers usingorganic mince, plenty of spicesincluding turmeric, and garlic.

6. Keep size and portions of meatsmall. Kebab size pieces reducetime needed for cooking. Longercooking times create moreunwanted chemicals.

7. Don’t eat any very browned/blackbits. Try to cook over a lowerheat, not an open flame, to reducechances of charring.

8. In general, the closer food is tothe heat source the more damageis done to it (and potentially toyou). Continuously turning themeat appears to reduce damagecompared to leaving it on one sidefor long periods.

9. Grill plenty of vegetables andeven fruit! Courgettes, aubergine,pineapple, large mushrooms,peppers, asparagus, sweetpotato and marinated cauliflowerhunks all grill deliciously, andare not burdened by high levelsof unwanted chemicals. Thephytonutrients in fruit and vegalso help to mop up any damagecreated.

10. Bring a plate of delicious salad. Trysome recipes using summer stonefruit and salad leaves to bring

plenty of healthful antioxidants tothe table.

11. Load up your plate with salad andvegetables so you’re not temptedto over-do it on the meat tray.

12. Keep well hydrated, with a coolglass of mineral water flavouredwith fresh cucumber and mint,or some orange slices and freshraspberries.

13. Charcoal briquettes are toxic tohumans. Don’t stand in the smoke!

Remember too:14. Keep children away from thecooking area.

Homeless charity BrightonHousing Trust’ (BHT) hasbeen shortlisted to receivea Hall and WoodhouseCommunity Chest Awardgrant of £3,000 to supportpeople moving intoaccommodation

If successful, BHT will putthe grant towards providingitems and equipment tohelp tenants start their newlife and maintain tenancies,including duvet sets,crockery and cutlery.

The grant will also beused to produce a practicalself-help affordability guidewhich will help tenants

Gearing up forBrighton PrideThe UK’s largest LGBTcelebration returns toBrighton and Hove, and thisyear’s Pride event is set tobe bigger than ever with thecreation of the Pride PleasureGardens.

The new Pride ‘zone’ willhost a three-day celebrationin the heart of the city.

The event will join thefamous Pride Parade,alongside the festival inPreston Park at this year’sLGBT celebration, whichtakes place from Friday,August 5 to Sunday, August 7.

The Pleasure Gardensevent will includeentertainment, a street

diner, food market, and barsat Old Steine and VictoriaGardens.

It will host a specialticketed benefit concert,Pride Unplugged, for TheRainbow Fund – which givesgrants to LGBT organisations– with performances fromHeather Peace and LucySpraggan on Friday, August 5.

Victoria Gardenswill feature the PrideCommunity Stage withspecial performancesover the weekend. Showsinclude cabaret and discoby Dynamite Boogaloo, SinkThe Pink and English DiscoLovers.

On Sunday, the PleasureGardens will host the linedance tent from 1pm onSunday.

The Bridge CommunityEducation Centre inMoulsecoomb has won amajor grant from the BigLottery Fund.

The £188,000 award willenable the centre to developits volunteer reading coachscheme, which provides one-to-one support to help adultsdevelop their reading, writing,communication skills.

New vision for ‘the ugliest buildingin Sussex’ could provide 229 homesNew plans could see thetransformation of whatdevelopers have calledSussex’s ugliest building intoa modern development withhomes and workspaces.

Proposals by developersFirst Base would see AnstonHouse, at the southern endof Preston Park, demolishedto make way for 229 privateand affordable homes andworkspaces for around 283small to medium enterprises.

New 12-storey towerswould replace the existingnine-storey building, whichwas originally built as officesand has been abandoned formore than 25 years.

First Base said theproposals includecontributions of £450,000 offunding towards additionalschool places, £180,000for public transportimprovements and £450,000towards improving Brighton’sopen spaces.

They will create 344construction jobs and give a£139m boost to the economyduring construction,according to the company.

The developers said theyhad received good levels of

support for the proposalsfollowing a consultation withresidents, businesses andcommunity representatives.

views of local residents andbusinesses very seriouslyand we have respondedwith a scheme that willbring significant benefits tothe Preston Park area andBrighton.

S o we have a new prime ministerand government. My dad textedme last Wednesday as thestrange constitutional processof anointing a new head ofgovernment unfolded with

all the ruthless efficiency that we Brits dothese things. He said, ‘what a momentousday to be in The Commons’.

But in truth it didn’t feel momentous.It felt more like a sentence being handeddown by a judge. Everyone in the Commonsthat day knew that David Cameron wasbeing prized away from the despatch boxbecause he got things so terribly wrong, notbecause he’d served his time. Its becomecustomary to give a standing ovation to aprime minister departing PMQ’s for the lasttime, but I just couldn’t manage it. I knowit sounds churlish, but getting to my feetfor the man who, through sheer politicalarrogance and incompetence, has broughtour country to the brink just seemedinappropriate. A few limp claps of the handwas all I could muster.

Cameron’s forte at the despatch box wasbarbed humour and his parting shot was apainful one for us on the Labour benches.He said, “We have both been havingleadership elections. We got on with it. We

had a resignation, nomination, competitionand coronation. The opposition have noteven decided what the rules are yet”.

Indeed they did get on with it. Thecountry looked on, some impressed othersstartled, as the Tories went about theirruthless business and pronounced Theresa

May the winner. I must admit, her firstspeech as prime minister, on the stepsof Number 10, was an impressive one. Iwas struck by how much of the agendashe outlined was a direct continuationof Labour’s term in office, not DavidCameron’s.

Educational under attainment, healthinequalities, and social mobility were thedriving mission behind Labour in office. Itis an irony that Theresa May’s governmentis now going to have to undo so much ofthe damage done by David Cameron’sgovernment before even getting to work.

The relentless focus on academisationinstead of investment in teaching qualityis holding students back. Disastrous NHSreforms have transformed the way wedo health not into a model 21st Centurycommunity-based and preventative system,but one with dysfunction hardwired intoit. And the cuts to the country’s mostvulnerable, to local government services,and to adult social care have merelyturned poor people and communities intovulnerable people and communities.

But the optimism offered by May’sspeed was soon shattered by the news ofBoris Johnson’s appointment as foreignsecretary. Is she actually trying to humiliateour country in the eyes of the world? Inone afternoon our new prime ministerwent from hero-to-zero, a journey shewill struggle to change direction fromwhile surrounded by so many gaff-proneministers at exactly the time we need themost serious, capable talent on offer.

I n turbulent times like these, it isdifficult to avoid clichés. So I mightas well get the first one out of theway: A week is indeed a long time inpolitics.

It was an historic day fordemocratic socialism last Saturday (July9), when more than 6,000 members ofBrighton, Hove and District Labour Partyhad the chance to elect a new leadershipteam.

And, in case anyone is in any doubt, itwas a day characterised by the commondecency that underpins our party’sdemocratic values.

The vast majority of our members know- and regularly show - how we can disagreewithout being disagreeable. Even whensome attendees at our annual meetinghad to queue for an hour or more becauseCity College’s main hall simply wasn’t bigenough to accommodate them in a singlesitting.

Some prominent individuals want toclose their eyes to this groundswell ofsupport for a party capable of exciting andinspiring a generation that is fed up withpolitics as usual. In Brighton and Hove,some 4,000 people have joined the Labour

Party in the last year - 490 of them since theEuropean Union referendum.

Why have they joined? Well, JeremyCorbyn’s leadership has been the catalyst.

More than 700 people attended a KeepCorbyn rally before our annual meeting onSaturday.

This is not because today’s Labour Partyis a cult - with 600,000 members! Notbecause it is being infiltrated by an army ofsecret - or not-so-secret - revolutionaries.

Not because a few individuals are trying to‘take over’ the Labour Party.

It is because grassroots members arefed up with a ‘political elite’ disconnectedfrom their party, disconnected from themembers who helped them get elected tooffice, and disconnected from the massof ordinary people whom the LabourParty was created to represent. It is themembers who are taking back the partyfrom a minority of professional politicians

who seem more interested in managingausterity, bombing in the name of peace,and wasting billions on weapons of massdestruction like Trident.

I am honoured to have been elected asparty secretary, with a 66 per cent shareof the vote. I look forward to workingwith friends and colleagues - led by MarkSandell, the new chair - as part of a teamthat reflects all shades of opinion withinthe party. Locally, I hope - optimisticallyperhaps - we can put behind us the vilesmears triggered by the parliamentaryplotters and their long-planned,incompetently-executed attempted coup.

The Labour Party must be a party ofprotest. Always. But it must also be aparty of power. It must ensure that LloydRussell-Moyle, our candidate and formerchair, wins the council by-election in EastBrighton on August 4. He will be a breath offresh air at meetings of our Labour Group ofcouncillors. I urge all socialists to get on thedoorsteps of East Brighton to show whatour party can achieve.

I t’s a pity that Cllrs Nemeth andWares didn’t speak to me beforethey penned their article aboutthe city council planning servicethat appeared in last week’sBrighton & Hove Independent.

I could have told them that I havebeen working hard to turn the servicearound since the day I was sworn in asa councillor and appointed chair of theplanning committee.

It was clear at the time that theservice needed urgent attention; anunprecedented backlog of applicationsto be registered and cleared, key staffmoving on to better paid jobs elsewhereand an IT system that had not beenupdated for over 12 years.

Knowing how crucial a role planningplays in delivering economic growth andnew homes, I had the full backing fromthe Labour administration to instigatethe changes required to create a fit-for-purpose planning service. Here are someof the key measures that have been putinto place since last summer.

n Use of temporary staff andovertime to clear backlog and all butone vacancy filled. Progress on clearingthe backlog is going well and we arecurrently set to achieve new governmentperformance indicators that will beintroduced in September. In recentmonths we have been operating in topquartile performance as the servicehas introduced robust and sustainableapplication case managementprocedures.

n Admin support for the enforcementservice and a dedicated officer toinvestigate HMO (houses with multipleoccupation) complaints.

n Re-structure of the planning team.n Introduction of new ways of

prioritising applications to ensure thatthey are determined in a timely fashionand introduction of agreed extensions oftime to allow time for negotiations.

n Commissioning of a full peer reviewby the Local Government Association’sPlanning Advisory Service (PAS). Thiswas carried out in March and involvedofficers, councillors and stakeholders.The report raised a number of keyrecommendations, some of which werealready underway. An interim head ofplanning has been in place since Apriland his primary task is to oversee thePAS Report recommendations. I meethim weekly for progress updates.

n A project to upgrade the ITservice that was started by the GreenAdministration had been shelved.We put that back as a top priority lastyear and the new system goes live inSeptember. This will bring about afundamental change to the way theofficers work and will streamline all ofthe processes involved in delivery of thedevelopment management service.

n Planning committee takes up a lotof officer time. Now that the committeesare monthly rather than every threeweeks, officers can balance their caseloads and output more efficiently.

Alongside the implementation ofthese measures, the process for City PlanPart 2 has begun. Staff are also preparingto move back to Hove Town Hall and theintroduction of flexible working. Despiteall the pressures and changes, staffmorale is excellent and I am very proudof the way they have pulled together inwhat has been a very difficult period.

Cllrs Nemeth and Wares seem to thinkthat the Conservative group has ‘addedweight’ to bringing about these changes,but as you can see I firmly disagree.

I t has certainly been and eventfulcouple of weeks. For most of lastweek I was in Bournemouth at theLocal Government Association,where representatives fromcouncils across the country

gathered to discuss the issues common tous all. I was able to hear from the newlyelected Mayor of Bristol Marvin Rees, andchat to the former leader of Plymouth, twocities with whom Brighton and Hove has agreat deal in common.

I attended a meeting of the Key Citiesgroup, of which we are a member,representing cities like ours withpopulations of around 250,000, whichheard about the work of the InclusiveGrowth Foundation. Chaired byStephanie Flanders, it will look at howall communities and regions can sharein the benefits of growth, and aim we arepursuing here in the city.

I talked to the Leader of the LGALabour Group Cllr Nick Forbes, wholeads Newcastle City Council, aboutthe challenges we face, and I waselected to the LGA Labour Executive torepresent colleagues from across theSouth East. Steve Reed MP spoke on the

need to strengthen and empower localcommunities (as I set out in my column lastweek), and outgoing Secretary of State forLocal Government Greg Clark gave a goodspeech on the need for solidarity againsthate crime and discrimination followingthe EU Referendum.

While in Bournemouth the chiefexecutive and I liaised with the othertwo group leaders to put out a message

reassuring the city that market turbulencefollowing the Brexit vote would not harmmajor projects particularly our Waterfrontscheme with Standard Life to create a newarena and extended shopping centre.

Back to Brighton and Hove this week andI have been busy meeting with the localCitizens Advice Bureau about how theyand the city council can work more closelytogether, and the Federation of SmallBusinesses on supporting and growing ourvital SMEs in the city. The general secretaryof the Co-operative Party paid a visit totalk about how mutual solutions and co-operative principles can help in designingbetter local services.

Our neighbourhoods, communities andequalities committee approved our strategyto tackle rough sleeping, as well as receivingthe report of the Fairness Commission,both of which we will crack on with overthe summer. Our health and wellbeingboard approved plans to allow our city’scare home sector to become a BrightonLiving Wage employer, in line with Unison’sEthical Care Charter.

Behind the scenes we are focusingon how we can help put pressure on thegovernment to improve the rail service

to London. We are bringing a motionto Full Council next week, and I’msupporting Chuka Umunna’s CommonsBill to strip GTR (Govia Thameslink Rail)of the Southern/Thameslink franchise.Some form of co-operative, or control byTransport for London are both appealingsolutions, but there is no doubt urgentchange is needed for the good of commutersand our economy.

In our newly renamed policy, resourcesand growth committee this week we votedon the plans to restore our iconic MadeiraTerraces, including the bid for £4 millionfrom the Coastal Communities Fund,plans to protect our seafront and parksfrom anti-social behaviour, and approvedfunds to replace our ageing parking meterswith ones that take payment by card orcontactless phone/card transactions tomake it easier to pay.

Despite changes and challenges, aturbulent political situation and muchuncertainty, please be assured that we areleading the council as we have done for thepast year, putting residents and the cityfirst, and jobs, homes and economic growthat the heart of what we do. We will continueto do that in the weeks and months ahead.

A s the Prime Ministermoves into 10 DowningStreet without a mandateon the nature of the UKpost-Brexit, the nation’sinterest is focused on

what happens next and it’s all too easyto notice little else. A lot has beenhappening when the cameras havestopped filming in Westminster:

The Association of Directors of AdultSocial Services revealed on Wednesdaythat councils need almost a billionpounds more (£940m) to keep social careoperating at the same level as last year.We are at a tipping point with social care,so when the new Prime Minister says‘when it comes to opportunity we won’tentrench the advantages of the fortunatefew’, we expect her to keep to her word.Despite the valiant efforts of many,cumulative cuts to the council’s budgetcontinue to harm some of our mostvulnerable people in our city.

A fortnight ago the United NationsCommittee on Economic, Social andCultural Rights expressed ‘seriousconcerns’ about the Conservativegovernment’s austerity measures andgrowing inequality in the UK. The UNstates that the UK has to conduct areview of the impact of cuts on disabledpeople, women and younger people.

The devastating impacts of austeritycontinue. The Child Poverty ActionGroup last month reported that thenumber of children living in povertygrew by 200,000 in the last year. Thatmeans that in the sixth richest countryin the world, four million children livebelow the breadline.

On the environment, the government’srecord fares no better. Tuesday’sreport from the Committee on ClimateChange found that the government is

unprepared to deal with the effects ofclimate change. Despite the floods thathit our country over Christmas, thisreport predicts that global warming willhit the UK with heatwaves, flooding andwater shortages.

And finally, at local governmentlevel, this week the Local GovernmentAssociation published a reportdocumenting an annual shortage innational house building of 90,000-120,000 homes.

What has become obvious over thelast few weeks is that those governingdon’t actually have a plan when whatwe desperately need is a vision foran alternative society. A plan wherewe alleviate climate change, andbattle inequality and corporate greedsimultaneously. The vision is called aGreen New Deal.

At a national level the GreenNew Deal works by re-regulatingthe financial industry to distributefunding more fairly, grow investmentin renewable energies, build tens ofthousands of energy efficient homes;strengthen sustainable industries andinfrastructure.

In doing so you protect naturalresources, stimulate research and createjobs; thereby reducing unemployment,poverty and re-establishing socialjustice.

In Brighton and Hove, we need toinvest in public sector housing to free upresources to support poorer householdsto stay in the city. Investment insustainable quick-build housing suchas Y-cube units could reduce costs ofhousing the homeless in the overpricedprivate sector.

It’s time we took a new approach,based on a clear plan with social justiceand the environment at its heart.

30 million of us voted on theUK’s on-going membership of theEuropean Union and since thenthere has been unprecedented fearand confusion regardless of how youvoted. All of which is understandableand further fueled by social media, thepress and 24hour news coverage.

The vote was a monumentaldecision that most of us are still tryingto make sense of. The consequencesbe they positive or negative, areunpredictable, varied and open tointerpretation. Far from closing theconversation down, it is likely that thearguments and the uncertainty will

continue for the foreseeable future.No matter which way you voted, or

even if you didn’t vote, big decisionswith multiple consequences aretriggers of stress and anxiety for mostof us.

As a Lawyer and Mediator workingwith separating couples I see that ona much smaller personal scale thefallout from the Brexit campaign andthe subsequent vote are actually akinto some of the feelings experienced byseparating couples.

Anxiety. This is heightened if youfeel there has been misinformationor information you don’t understand.Mediation and Collaborative Law isclient led and is built on trust andgetting to the facts to reach a fairoutcome. In so doing much of theanxiety can be relieved.

Protest. If you take steps to changea situation you have to be preparedfor the consequences – taking astand for the wrong reasons will haveunforeseen consequences.

The future. Adult actions haveconsequences for children and they

will hold you responsible for these,so their needs have to be paramount.Mediation works out practical thingsthat can help.

Divided. When a relationship endsyou have to put aside the divisions andlook for positives to build on.

Vulnerability. Lots of us areworried and uncertain at themoment and when our mentalhealth deteriorates, it has knock-on effects both for our individualand collective ability to flourish orthrive. Throughout the UK, manypeople feel labelled, stereotyped andjudged. There has been an increasein reported incidences of hate crimesand that of course can make usquestion our collective values.

There is no doubt these arechallenging times and many of usare feeling vulnerable as a result. Butwhen fear and anger risks dominatingthe conversation, remember toleranceand balance is always the better wayforward in any situation ………… be iton a small personal level or on a grandpolitical scale.

I n lists of Brighton’s inhabitants,they ranked after royalty andnobility, and before magistratesand other officials.

They organised balls and othersocial events and arbitrated matters

of etiquette. Between the 1760s, when thefirst was appointed, and 1855, when the lastdied, there were only three.

Brighton’s first Master of Ceremonies,Captain William Wade (he had abandoneda military career when he married anheiress) had previously held the position atBath.

Described as tall, handsome and refined,he was known there as “the Bath Adonis”and was painted by Gainsborough, butresigned after involvement in a divorcescandal.

He transferred to Brighton, where hehad already officiated part-time, and heldsway for more than 30 years, enforcing thecodes of behaviour his predecessor BeauNash had established at Bath. “Motherswith marriageable daughters were anxiousto stand in his good graces,” says historianJ.G.Bishop; “the unprotected maiden ofuncertain age, the lone dowager, reluctantto relinquish her waning opportunities of

shining in society, each sheltered herselfunder his aegis; portionless sons, or it maybe needy adventurers, seeking prizes in thematrimonial market, assiduously soughthis favour.”

Residing at 53 East Street, he oversawthe weekly balls in season at the Castle andthe Old Ship, as well as card assembliesand promenades. At a ball in October 1782,

he had to intervene diplomatically whenthings became heated between SamuelJohnson and the vicar, Henry Michell.

Increasingly authoritarian, Wade wouldpost orders and prohibitions, such as one inJuly 1787 forbidding foot races, fights or ballgames on the Steine (the very next week,as if to spite him, a “grand foot race” wasadvertised there). In return for his duties,he did very nicely, since every visitor had onarrival to pay a guinea to register with him,while some of the balls were designatedexpressly for his benefit. According toa newspaper report of 1796: “Mr Wade’sbenefit ball, on Friday last, they say, nettedhim a clear £500, a convincing proof that wemust teem with fashion, taste and spirit.”

When Wade died in 1808, William Forthwas elected to replace him – “but howdifferent was his status from that of hispredecessor,” observes Bishop. The Ship,refusing to recognise him, appointed theirown M.C., then a third M.C. took over thenew West Cliff assembly rooms. Forth,about whom little seems to be known,struggled on for 20 years, before resigningin 1828.

Lieutenant-Colonel John Eld, ourlast M.C., is described by Bishop as “an

English gentleman in the best sense ofthe word: his public and private characterirreproachable; his demeanour neverexacting, but at all times forbearing andconsiderate.” Someone else says he had “norelatives, no friends, no acquaintances”. Hisposition became increasingly outmoded,especially when the railway arrived andtransformed Brighton’s character forever.

Sydney Smith memorably followedEld one day. “He pointed out his toes likea dancing- master, but carried his headlike a potentate. As he passed the stand offlys, he nodded approval, as if he ownedthem all. As he approached the little goatcarriages, he looked askance over the edgeof his starched neckcloth and blandlysmiled encouragement. Sure that infollowing him I was treading in the steps ofgreatness, I went onto the pier, and thereI was confirmed in my conviction of hiseminence; for I observed him first lookover the right side, and then over the left,with an expression of serene satisfactionspreading over his countenance, whichsaid, as plainly as if he had spoken to thesea aloud, ‘That is right. You are low-tideat present; but never mind, in a couple ofhours I shall make you high-tide again.’”

Design excellenceacross Sussex hasbeen recognised atawards ceremonySites across the county wererecognised at the SussexHeritage Trust Awardsyesterday.

The ceremony took placeat the Pangdean Old Barn inPyecombe and was hosted bythe charity’s president, the RtHon Lord Egremont.

The awards recogniseand reward high-quality

conservation, restorationand good design of newly-built projects, as well asencouraging the use oftraditional skills and crafts.

I f there’s one thing thatunites the residents of ourcity, it’s caring about thefuture of Brighton and Hove.

What that future – andour city – may look like

is possibly a little less united,with hundreds if not thousands ofdifferent ideas, opinions, hopes,designs and ambitions.

Much of that future, in terms ofthe built environment, lies withBrighton and Hove City Council,who have to listen to those myriadopinions and try to shape a strategythat takes account of competingneeds and desires.

They have to think about theneed for housing but balance it withthe shortage of workspaces, or theambitions of our two universities togrow and expand balanced with the

general populations ambivalent (atbest) views on living cheek by jowlwith yet more students.

The latest Construction Voiceevent (organised jointly by TheBrighton and Hove Chamber ofCommerce and event partnersHaydon Consulting, Graves

Jenkins and Robinson LowFrancis) played host to the unveilingby the City Council of City PlanPart 2 – the latest part of a majordocument that will map out thefuture city and the city’s future up to2030 and possibly beyond.

Part 2 will involve some of thehardest decisions for the counciland all local stakeholders as this partof the plan looks at site allocationsand development managementpolicies, i.e. determining what getsbuilt – and where.

For example, we’ve got to findspace for 13,200 new homes in thecity and spaces for the additionalresidents to work and study.

A key discussion topic at theevent was whether the plan woulddeliver the amount of workspace tomeet the requirements of a growingeconomy and identify sufficientland for this purpose.

If not, both employers andworkers would be obliged to leavethe city as they grew.

We asked whether land owned bythe council could be better used andutilised and whether there shouldbe a bid to make coordinated andstrategic use of all public assets inthe city region.

“I think the joy of AgathaChristie was that she wasso incredibly underrated.(Agatha Christie TheatreCompany artistic director)Joe Harmston used to saythat the Agatha Christiesweren’t so much ‘whodunits’as ‘whydunits’. She gives youreally 3D characters, andyou are trying to understand

what is it that pushes thesepeople to kill, just trying towork out why. This one nowis much more of a ‘whodunit’,and it’s a different pleasure,the joy of trying to work outwho the hell the killer is. Theway the killer is revealed isbeautifully done.”

Playwright Alex Dennisonis left heartbroken whenhis fiancée and leading ladyMonica Welles is found deadfrom an apparent suicideafter the opening night ofher stage debut. On theanniversary of that ill-fatednight, Alex assembles thesame cast and crew for areading of his new play.

But as the readingprogresses, the play’ssimilarity to actual eventsbecomes increasinglyuncomfortable for theparticipants. Alex believesMonica was murdered andhis new play is a deviousattempt to uncover her killer.

“I am playing the juvenilelead, even after all theseyears!” Ben says. “He is ayoung actor who was lookingfor his great break but theplay flopped on its openingnight. In the interim, he reallyhas not had much work atall while his girlfriend hasbecome very successful, andthen they are thrust backtogether again, and there is a

lot of nastiness with that.“It is safe to say that I am

one of the chief suspects. Itlooks like I could be the killer,but everyone has got a verygood motive…”

As for Christie, Ben feelsshe is perhaps now betterregarded as a dramatist,as a result of the theatrecompany’s ten-year span:“She is the country’s mostsuccessful female playwrightand maybe the mostsuccessful playwright everwith the exception of WilliamShakespeare.”

“I ended up doing eight outof the nine productions thatthe company did, and I thinkinevitably some are strongerthan others, but year afteryear, the audiences built andbuilt. When we did the firstone, The Hollow, people wereperhaps not quite sure whatthey were coming to, but aswe developed, the audiencejust got bigger and biggerand the tours got longer andlonger and before we knew itwe were doing a whole yearand selling out lots of venues.

“The Mousetrap has sincegone on tour all over thecountry, and I think one ofthe reasons it has done sowell was as a result of theAgatha Christie TheatreCompany.”

Regarded as one of the oneof the most ground-breakingindie-acoustic musicians inSouth Africa today, ElandGray is currently betweencountries.

Eland, who plays the RialtoTheatre in Brighton on Friday,July 15, says his most recenthome was Spain, but SouthAfrica might reclaim him yet.

“I am from Durbanoriginally, but I moved to CapeTown about nine or ten yearsago and started doing a lot ofmusic there and then startedtouring around the countryand then doing the biggerfestivals. I developed a bit of aname for myself.

“My wife is Spanish. Wemarried in 2010, and we dida small tour in Europe in2012. We played eight showsin a few countries and thengot back to South Africa for acouple of years, carrying ondoing festivals and shows, but

a year and a half ago we hadto leave the country becauseSouth Africa created thesereally bizarre visa laws, and along story short, my wife hadto leave South Africa to sortout her visa and they wouldnot give a visa to our baby boy.I thought ‘Why don’t we takethis chance to go to Europe?’

“Spain is our most recenthome, and we will go backthere after this tour but thenwe will think about goingback to South Africa eithersemi-permanently or at leastfor a very long visit. We arejust weighing it up. We arebalancing the choice betweenCape Town and Barcelona.

“My wife was in Cape Townfor almost ten years, and Iwas in South Africa all my life.We have lots of friends there,people that know us. We caneasily click back in there andwork. My wife was makingporcelain there and had quitea good career, and also SouthAfrica is super-beautiful.

“The cons are that SouthAfrica is obviously not thesafest place to be. They say

that South Africans live inthis sub-conscious state ofpermanent fear, lookingover their shoulder, alwaysworried about being secure,not walking down darkalleys. But it is not like everyneighbourhood is a war zone.”

All the family have had carsstolen, though returned 90percent of the time. Elandknows plenty of people thathave been burgled too. But onthe other hand, he says theclosest he has come to beingmugged was in Berlin.

“You have just got to weighit all up. You have got tocompromise. I have enjoyedthe safe environment of beingin Spain, of being able to walkback at 2am or 4am and besafe, that there are childrenand grannies out, that you canleave your bike and expect itto be there, that people don’tbother to lock their houses.But there are so many greatthings about South Africa aswell.”

As for the music, Elandstudied classical guitar onand off at high school before

going on to study jazz, doing amusic degree at Durban: “Andthen after that in Cape Town, Ihad an acoustic guitar career.I take a lot of elements of allthat, and also improvising ispart of what I do.”

“I think that the police arethe glue that holds civilisedcountries together.”

Peter aims for totalaccuracy in his depiction ofthe way in which the policework.

“To most readers of crimefiction, it does not matterprovided you are tellinga good story with goodcharacters. But to me, itmatters a lot.

“I have a lot of readerswho are police officersthemselves. When I amwriting I want to think thatwhen a police officer readsit, he won’t say ‘this idiothas got it wrong!’ Mostpolice officers won’t watchcrime on TV because theirwives get fed up with themscreaming at the set!”

O n the week of theSummer Solstice,signalling the officialstart of British Summertime, and GlastonburyFestival what better time

to enjoy a taste of the Mediterranean inBrighton.

The Olive Grove is an oasis of summergoodness in the heart of The Lanessituated on the site that used to be YumYum Ninja.

I strolled in on a day which hadsteadily started to take a turn for theworst but took a seat in the courtyard toenjoy a beer whist waiting for my friend– a number of others had chosen to dothe same.

The team behind The Olive Grovetook over in September havingpreviously run Vinopolis in London.

The style is Mediterranean and so amix of Italian, Spanish and Greek foodand focuses on the simple fresh dishesthat those countries are known for.

They have done a really great jobtransforming the site into a pleasantplace to be. I sit and sip my beerand I really feel as though I could besomewhere in Spain or similar – evenmore authentic as I am surrounded byEnglish speaking people.

My friend arrives and we decide todine al fresco – there might be a fewclouds and a faint rumble of thunderbut that’s not going to deter us – and arebrought a selection of dishes to enjoy.

I start with a Kolokithokeftedes whichis a courgette and feta fritter which islight, crisp and delightful.

This is followed by some potatoballs with anchovy – sort of likesavoury zeppole or pallotte – which aresurprisingly light.

The thunder is getting slightly moreregular at this point and it is spitting alittle so we put up our umbrella.

We then tuck into two types ofbruschetta starting with a classictomato, basil and garlic followed byParma ham and artichoke.

The artichoke is the better of the twobut I enjoy both and the combinationof sweet basil and tomato is a classic. Atthis point all hell breaks loose and weare in the middle of a storm of Biblicalproportions – perhaps time to go inside.

We are presented with some friedcheese called Mastelo from the Greekisland of Chios.

It is similar to a mild and less rubberyhalloumi and better in my opinion as aresult.

Next up are stuffed mushrooms withfeta and a balsamic glaze which arenicely balanced and the right side ofjuicy with a little bite.

Chef then prepares a dish of gambasand squid ink risotto followed by agriddled squid salad.

As my friend doesn’t eat shellfish it isup to me to eat both.

The risotto is wonderfully simple andthe prawns are equally straight forward.It is a dish of simple pleasures that hasbeen prepared with skill.

The squid salad is equally humbleand yet delivers meaty chunks of fleshwith a hint of barbecue smoke that isreminiscent of a meal I had by the sea inCroatia.

I’m starting to fill up, the rain isceasing a little and we have a chat withthe owner Alex.

He tells us a little about the history ofthe restaurant and their aim of bringingMediterranean food to the people ofBrighton.

He pours us a shot of Mastiha whichis a Greek spirit produced form the resinof Mastiha trees – hence the name. Ithas a really earthy and yet sweet flavourand puts Ouzo to shame for ever havingbecome so popular.

We finish our Mediterraneanadventure with a dessert platter oftiramisu, baklava and a Greek yoghurtmousse.

It is a fantastic end to the meal andI particularly enjoy the coffee-richtiramisu and the light and refreshingmousse.

The rain has pretty much stoppednow – so much for the start of summer.

The Olive Grove is a fantastic additionto Brighton’s food landscape. They arenot out to produce over the top “wow”food as that would not fit with theconcept.

Instead they offer the diner a littleescapism. I walked away with a smile onmy face after enjoying a meal of simple,fresh and light food.

It would be the perfect spot to stop offfor a sunny tapas lunch in the courtyardor evening meal with a glass or two ofwine.

If the weather does let you down theinterior is very nice too.

Tapas dishes range from £2.90 upto £5.90 with mains around £10 and atasting menu for £19.90 per head.

I f you can keep your head when allabout you are losing theirs andblaming it on you, if you knowhow the leopard got his spots, orhow the camel got his hump, thenthe bare necessities of life will

come to you, and the chances are you’refamiliar with some of Rudyard Kipling’swork. Oo doo be doo.

In 1907, Kipling was the first Englishwriter to receive the Nobel Prize forLiterature. He remains the youngestrecipient to this day. He was 42. That givesme over a decade to spoil his legacy. Bringit on, Rudyard.

He declined the Poet Laureateship,and also a knighthood. Orwell called him“morally insensitive and aestheticallydisturbing” (authors criticise people sovery beautifully), but he did appear tolike him, or at least acknowledge thathe was a “gifted writer”. Henry Jamescalled Kipling “a man of genius”, AlisonBrackenbury declared him to be “poetry’sDickens”, and Wilde probably saidsomething bleak.

Since his demise, Kipling has beenunable to decline honours, so there isa crater on Mercury named after him,and there is now a Goniopholis Kiplingi.Actually, there are no GoniopholisKiplingis, because they’re extinct. It’s atype of crocodile. As pointless as naminga dead species after a dead author mightseem, at least we now know how thecrocodile got his name.

The Kipling residence is calledBateman’s and it’s in Burwash. Burwashis in the best county in England. No, notSurrey. In 1939 it was bequeathed to theNational Trust. Bateman’s is a JacobeanWealden sandstone mansion with a mill,a waterwheel, a gift shop and a tea room.They’ve kept most of the rooms as theywould have been when Rudyard livedthere, and it’s full of his possessions. Itsounds like a very boring school trip justwaiting to happen.

As undoubtedly talented as Kiplingwas, he didn’t make exceedingly goodcakes. That Mr Kipling is nothing morethan an exceptionally clever marketingploy. Still, at least his namesake isinteresting. Could have been a waste ofyour time otherwise.

Keeping a cool head in a strange marketWith all the political shenanigans since Brexit,it would be remarkable if the property marketwas unaffected but of course, it has been.But, how much is based on facts and howmuch is based on myths going the roundsboth on the net and in newsprint?

Brexit seems to have been fuelled as much bysurmise as by facts, and now, with nearly allthe main players jumping ship, it may beimpossible to discover who really believed thestory they were telling us.

So now, in property, who should we listen to?It would seem sensible to believe that MarkCarney, the Governor of the Bank of England,has a vested interest in clarity, given his job isto keep the ship steady. He seems to havebeen the only person with a plan ready. With aMonetary Committee meeting due thisThursday 14th July, he is under pressure tocut rates, making borrowing even moreaffordable. I thought we would have to raiserates but, in this immediate period, loweringthem seems to be the plan. Borrowing isbeing loosened up too. Will this help in themortgage market?

Estate agents typically ignore national orinternational factors affecting their localmarket but maybe this time, they will thinkseriously about what advice they should offerto prospective sellers and buyers.

In the end, the property market always comesdown to confidence. To be sure, we have offerscoming in from buyers and they are not tryingto put downward pressure on local propertyprices.

But in London, the last week has seen manysales fall through and probably an equalnumber where buyers are renegotiatingdownwards if they can. Some of this isanecdotal and now the press, especially thosepapers which are always bullish aboutproperty, are saying there’s a 40% increase insales in London post-Brexit. Of course, whatthe 40% increase is in actual numbers ofproperty is the important thing!

What starts in London only takes 55 minutesto reach Brighton, Southern Rail permitting.Before 23rd June, the London and localmarket had been lacklustre for more than afew weeks, so now there is a pent-up need tomove and we should see increased activity.

The lettings market is extremely busy. At thistime of year, doctors on contracts are oftenchanging to new hospitals and GP practices,especially those finishing their training. So weare getting the ebb and flow of this activity,especially in Kemp Town and Queens Park.Given the changes in tax relief for landlordswhere they will lose some of their ability toreclaim costs, the buy-to-let investor who

would normally be buying cheaper property asit comes onto the market, seems to have goneAWOL. Will that prefigure First Time Buyersreappearing? Probably not too much inBrighton and Hove as the figures still don’tadd up for many.

With Theresa May suddenly moving into No.10,confidence should reappear across the UKand abroad so the money markets shouldstabilise. Everyone needs that. However, if wedecide we need a General Election for realdemocracy, what will happen is anyone’sguess. Watch this space.

Salesofelectricandplug-inhy-brid vehicles are about to takeoff, and the AA predicts thatmore than 500,000 of thesealternatively-poweredcarswillbe on UK roads by 2020.

TheAAbelievesthatdispel-lingthemythssurroundingthecosts associated with runningthese sorts of vehicles couldhelp increase these estimatessignificantly.

To aid this process, the AAhas partnered withcharging

infrastructure providerChargemaster to provide sup-port and access to a growingnetwork of UK charge points.

AA president, EdmundKing, said: “We think that theEV revolution is about to takeoff and we want to help con-sumers understand the ben-efits of low-cost, low-emissiondriving and to show them it isaccessible and affordable.

The partnership will pro-vide EV owners with a range

of benefits including homecharging units, and access tothousands of charging pointsat preferential rates.

The organisations will alsobegin expanding the numberof do mestic and publiccharging points around thecountry.

AA research reveals thereare a number of barriers andmisconceptions surroundingEV ownership, such as theirhigh purchase price, battery

life and the availability of pub-lic charge points.

European Tour is thetarget for golfer TomFormer Brighton Collegestudent Tom Haywardis targeting a spot on theEuropean Tour followinghis maiden professionaltournament win.

Hayward produced anunflinching display to comeout on top in the Jamega ProGolf Tour at Leatherhead lastweek.

The 28-year-old, whobecame a father for the firsttime four months ago, onlytook up the sport in 2010 andis linked to Wildwood andCottesmore golf clubs.

Following his triumph,Hayward is now looking formore success with a view atjoining the sports elite.

He said: “It was great toscore my first win and I’vefollowed that up with a goodperformance in my nextcompetition at Wychwood.

“To gain a spot on thetop tour in golf you haveto be consistent and that’ssomething I want to be in thefuture.

“Hopefully this victorywill provide me with thatspringboard that I need tohave even more success now.It’s tough at times but I want tokeep kicking on and performbetter and better.”

The nine-under-par totalof 133 left Hayward two shotsclear of Steve Surry andwas reward for a rock-solidperformance that saw himdrop just two shots over the

two days. Hayward, who isnow in his third professionalyear on the tour, said: “It’s a bitof a monkey off my back, witha young family, it means a lot.

“I’ve won a lot of pro-amsbut this is my first proper winin a two-day event.”

Hayward started thesecond round in a three-waytie for the lead with HenrySmart and Ryan Hinsley, andafter birdies on 11, 13 and 15led Hinsley by a shot on the17th tee.

He added: “It felt a littlebit like match-play. We werejostling for position.

“I have been in the lead in

the past but haven’t managedto get over the line, so it wasnice to learn from thosemistakes and build on thatexperience.”

Hinsley’s challenge fad-ed with two bogeys overthe closing holes, leavingSomerset’s Surry to pinchthe runners-up spot after aphenomenal back nine of 28that included six birdies.

Hayward progressed to thesecond stage of Q School forthe European Tour last year,but admitted to strugglingin 2016 before the birth ofRupert to partner Lily.

“When I’m not playing well,

it’s nice to have my familythere to take my mind offthings.

“Golfers have a tendencyto be gloomy after badresults. I didn’t struggle withmotivation before but thismakes it even easier to graft.”

His late introduction tothe game was virtue of aschool sports scholarshipin Brighton that saw himdevoted to football, cricketand particularly rugbyunion. As a budding fly-halfhe continued with rugbyat Exeter University beforegolf became a focus aftergraduation.

It is just over two monthssince Albion suffered theheartbreak of missing out onpromotion to the PremierLeague on goal difference,before they lost in the play-off semi-finals to SheffieldWednesday.

The squad returned totraining two weeks ago andthen headed to Tenerife lastweek for a training camp.

I n or out. It’s been decided. We’re outof the European Union. The falloutpolitically has been incredible.

There is a new PM in place. I’mno economics expert but I assumewe will only be able to assess the

economical fallout in years to come, goodor bad.

So, what about the impact on football?I guess to a certain degree the sport is stilldigesting the implications and any majoralterations may not come into play foranother two years.

On BBC Sussex, I spoke to football financeexpert and Albion fan Kieran Maguire, fromLiverpool University, who gave his initialreaction to the news.

In general, he felt the fall in the value ofthe pound would mean the price of playersfrom abroad will be higher, citing clubs likeJuventus. According to research, 65 per

cent of players in the top flight are fromabroad, however the blow of higher priceswill be cushioned by the new TV deal somany may still be prepared to pay top dollar,(well pounds or euros!).

On the flip side, according to Maguire,English players will be more valuable butthe reluctance of UK players to head abroadis unlikely to change in my view.

Wages are often a key factor here.Another issue for attracting players hereis work permits. There is still a period ofcalm before Article 50 is invoked but ifthe current rulings for players outside theEU are adopted for those inside it, clubssuch as the Albion would not have beenable to take individuals such as Leo Ulloa,Bruno or Inigo Calderon due to their lack ofinternational appearances – a figure that isbased on a country’s FIFA ranking.

It’s certainly food for thought. It

will certainly be challenging times forChampionship clubs. The Seagulls’Category One status should help them facethose challenges but it is still to be seenwhether many of those younger players canmake the grade after moving up through thesystem.

Brighton & Hove Albion have alreadysigned Ben Hall from Motherwell andFleetwood Town defender Tyler Hornby-Forbes. These deals are maybe more aboutthe changes to the loan system that comeinto play this season but if they can makethe transition from the under-21s it willhave been a smart move.

I expect them to feature in the EFL Cup,so we won’t have long to find out. You wouldhope the promotion of young English talentin the Football League may help strengthenthe international set-up but there is ofcourse no guarantee. We are already seeing

the impact of the vote on parliament andNumber 10 but it seems the implicationsfor football may be somewhat further downthe line.

The Seagulls have themselves had afairly turbulent few years with changesat the helm but supporters may be happythat their leader looks set to stay and theircabinet are planning for the future.

I’m never sure if it was Benjamin Franklinwho said ‘we live in interesting times’ buthe is accredited with the thought that ‘byfailing to prepare, you are preparing tofail’. Mind you, he’s also thought to havemuttered ‘In wine there is wisdom, in beerthere is freedom, in water there is bacteria.’so maybe we are better off just biding ourtime!

Brighton Dolphins walkingfootball team have beencrowned Sussex Leaguechampions.

Dolphins, who endedunbeaten in the six-gameseason, saw off LancingWanderers in their finalgame of the season.

Brighton were dominantthroughout and liftedthe title without losing agame.

In a rampant campaign,they conceded just one goalin six matches and managedto find the net 12 times.

The only blemish was adraw early in the seasonbut other than that it was afaultless effort.
