    Hove Civic Society has revealed the 10 shortlisted sculpture proposals for Hove Plinth.

    The proposals - from which a final three will be selected at the end of the month - will be displayed at Jubilee Library until tomorrow (June 13) and at Hove Library from Monday until Friday (June 15 to 19).

    Members of the public will have the opportunity to look at images of the proposed sculptures and read about the design and inspiration behind each before nominating their favourites.

    There will be a seafront exhibition next weekend (June 20 and 21)at the proposed site of the Hove Plinth including, on June 21, a mock plinth and tableau vivant.

    Actors in Regency costumes will create a static visual display to stir the publics imagination; representatives from Hove Civic Society will be on hand to answer questions about the project.

    The societys sculpture committee received 70 proposals after a call to artists was issued; 10 were shortlisted - by considering their artistic quality, relationship

    to the site and technical feasibility.Taking the views of the public

    into account, the final three will be identified following interviews with each of the sculptors by a selection panel.The results will be announced next month (July).

    Fundraising for Hove Plinth and the first three sculptures is in progress and was given a significant boost in April when 10 000 of Arts Council funding was awarded.

    Yoga helps Angela win national learning award

    n The three-step programme supports the process of building positive habits and skills for wellbeing. It recognises people operate on many levels - physical, energetic, mental, and emotional.

    n The first step is a five-week course introducing the foundations of yoga (simple movements coordinated with the breath, body, and breath awareness).

    n The rest of the programme offers

    participants the opportunity to work consistently with movement and breath practices, as well as meditation and a few basic life--skills.

    n Participants are given practice diaries to record their observations, obstacles, achievements, and commitments to accompany their journey and support the development of self-awareness.

    Mindful Movement and Skilful Living

    A ground-breaking combination of courses and support offered by a community education - covering everything from yoga and meditation techniques, to volunteering and IT helped a Brighton woman return to learning and win a national award.

    The award to 47-year-old Angela Girling was for outstanding learning achievements. Ms Girling left school at 16 and returned to education only last autumn, when she began studying at The Bridge Community Education Centre in Moulsecoomb.

    To help build her confidence

    and skills, she took the Mindful Movement and Skilful Living programme run by Sabine Dahn, yoga teacher. The programme helps build confidence and resilience.

    Ms Girling said: Coming to The Bridge has helped me to build my confidence and to learn new skills. I have always been interested in yoga and signing up for Mindful Movement improved my physical and mental wellbeing.

    The techniques have helped me to manage my anxiety. My family has noticed how much my self-

    esteem has increased and how my independence has grown. I have also met many lovely people.

    Sofie Franzen, project manager at The Bridge, said: Many learners at The Bridge have previous negative experiences of learning and often feel that they are not in the driving seat of their own lives. The support that The Bridge team offers is directed towards handing back control to the individual.

    Decent, secure, and truly-affordable housing is the vital bedrock on which people and families can flourish.

    Yet, over the last 30 years of free market-led government housing policies, the housing crisis has deepened. It is particularly severe in our city, with a perfect storm of high house prices, growing waiting lists for council housing, and an expanding, expensive and insecure private rented sector that most people would not choose to live in if they had any choice.

    Despite charging astronomical rents - the average private-sector market rent for a three-bedroom house is 1,537 a month - more than one in three (37%) of all private rented homes are still non-decent.

    The assessment of affordable housing need report (2012) identified 88,000 households - nearly three in four (72%) - in Brighton and Hove who cannot afford to either buy or rent without some kind of subsidy or spending a disproportionate level of their income on housing costs.

    Many sons and daughters cannot afford to live in the city they grew up in and are being forced away from family and community.

    Street-homelessness, highlighted by Brighton & Hove Independent last week, is made worse by housing shortages and unaffordability. It is a very visible reminder of a failing approach to housing, but is very much the tip of the iceberg. There are many more hidden homeless, sofa-surfing, living with insecurity week to week. Furthermore, of the 20,000 people on the council waiting list, most have little or no

    chance of a council home.As a nation in the 1960s, we

    built council houses, regulated private rents, had more secure private tenancies, and supported home-ownership through tax relief.

    And it worked. Housing was plentiful; rents and house prices were affordable; and home-ownership and council housing were expanding.

    Now, developers hoard land to keep house prices and profits high.

    Nationally, 1.5 million council houses have been sold under the right-to-buy; in Brighton, since 1997, an average of 80 homes a year have been sold. Crazily, many of these former council houses are now being rented privately for three times the council rent.

    Current government policies to expand the right to buy and to link council and housing association rents to up to 80% of the market rate are all making matters worse.

    So what needs to be done? Nationally, we need:n An end to the right to buy, as is

    happening in Scotland;n Longer secure tenancies

    in the private sector and fair rent rent controls linked to what can be afforded by local people. (Rent controls and secure tenancies work well for tenants and landlords in Germany);

    n Powers to enable councils to take over empty properties, make them decent, if needed, and recover the costs by letting them to a household in need of housing;

    n Subsidy on building social homes, so homes can be built at low rents.Locally, what we can

    do?The previous Green-led

    minority council made a start by licensing houses of multiple occupation (HMOs) in the private sector and by developing schemes to build around 250 new council houses.

    The new housing committee can add to this by:n Licensing more private sector

    landlords to improve decency, fire safety and insulation to reduce fuel poverty for tenants

    n Building more new council houses and looking to charge a truly affordable living rent on these homes

    n Exploring community land trust and other ways of providing rented housing for the city at social rents

    n Supporting ethical letting agents and ethical landlord initiatives

    n Ensuring government cuts dont jepodise services for vulnerable homeless people.

    Council wins planning appeals over shared houses

    Brighton and Hove City Council has won two planning appeals involving landlords who have been trying to set up shared houses, of the sort typically occupied by students or young professionals.

    The governments planning inspectorate dismissed both landlords appeals, related to properties at 15 and 17 Bernard Road.

    A council statement yesterday (Thursday) said the news followed a newspaper report that gave the false impression the council had no powers over student housing and took no action on it. The statement did

    not name The Argus.The applications had

    originally been refused by the council on the grounds that there are already many student homes in the street. More than two years ago, the council took special planning powers meaning anyone wishing to set up small houses in multiple occupation (HMOs) had to get planning consent.

    The rule applies to any home with more than two occupants from different families. It can be applied in five key council wards: Hanover and Elm Grove, Moulsecoomb and Bevendean, Hollingdean and Stanmer, St Peters and North Laine, and Queens Park.

    Councillor Anne Meadows, chair of housing and new

    homes, said: I very much welcome these two decisions. We are committed to ensuring that the city strikes the right balance between HMOs and long-term residents. There are clear regulations that make us able to ensure that neighbourhoods will maintain their residential characteristics and that Brighton & Hove remains a vibrant city in which we all live and work.

    A council spokesman added: One of the appeals dismissed directly related to the councils enforcement notice against the HMOs use, which will now allow the council to prosecute the landlord if the terms of the notice are breached.

    Brighton i360: A jewel in the crown of our city And so it begins... Barges arrived at Brighton beach from Holland at first light on Thursday (June 11), delivering the steel cans that will form the tallest new visitor attraction in the United Kingdom outside London, conceived and designed by Marks Barfield Architects, creators of the internationally-acclaimed London Eye.

    The Brighton i360, which - at 162 metres high - will be the tallest vertical cable car in the world. It is being constructed by an international team, bringing together specialist design and engineering from the Netherlands, France, Germany, Italy, Spain, Australia, and the UK.

    Eleanor Harris, chief executive of Brighton i360 Ltd, said: We have been preparing the ground for this arrival since July and now the project will be going up up up! The tower build starts on Monday!

    A 100-metre high crane will unload the 17 specially-fitted out steel cans, each measuring between six and 12 metres, directly onto the beach and using a giant jacking tower; they will be joined together to build the shaft, which will carry a futuristic viewing pod.

    A total of 7,000 tonnes of gravel, shingle, and chalk have been moved to create a platform for the delivery, while a 4,000-tonne concrete foundation has been built under the ground to balance out the towering feat of engineering.

    Brighton Womens Voices turn up the volumefor fantastic evening of fun - and fundraisingBrighton Womens Voices (BWV) is hosting an evening of music, spoken word, and theatre performances at Emporium on Saturday, July 4.

    The BWV network aims to be a central hub for women across the city to access information, news, and campaigns to promote inclusion and challenge inequality.

    The July 4 event will be opened by Caroline Lucas, the Green MP for Brighton Pavilion, followed by six acts that will include music from GAPS, spoken word from Rosy Carrick, and theatre performance from All the Nice Girls. All ticket and raffle proceeds will go towards Brighton Womens Voices.

    Sophie Pointer, BWV coordinator, said: We are really excited about our upcoming fundraising event at

    Emporium in London Road. Such a rich mix of performers - its bound to be a brilliant Saturday night out and for a great cause.

    The summer transfer window rumour mill is in full swing and while no signings have, as of writing (Wednesday), been made yet, thats not to say they havent been resting on their laurels.

    Recent reports suggest continuing interest in a player weve had our eye on for a while, who is attracting interest from a number of clubs at our level, and a promising young international who is being coveted by teams across the globe.

    Albion have been linked with goalkeeper Niki Maenpaa since last summer. The Finnish international is a free agent after leaving Dutch side VVV-Venlo at the end of last season. The 30-year-old would

    provide solid competition for David Stockdale, and allow Christian Walton to go out on-loan to gain more experience.

    Seagulls boss Chris Hughton will face competition

    if he wants to sign Sheffield United forward Jamie Murphy. The 25-year-old played a big part in the Blades reaching the League One play-offs last season, and would add more options out wide. Bristol City are also reportedly interested in the Scotsman, who is likely to fetch a fee of 1m.

    Iranian international prospect among rumoured Albion targets

    Thirty-five years ago this very day, Albion boss Alan Mullery shocked the football world by resigning from his post as manager of Brighton & Hove Albion.

    Five years earlier in 1976 the Londoner was lowering the curtain on a glittering playing career that had started at Craven Cottage in 1958. A tough, but pacey, midfielder Mullery progressed through the ranks at Fulham and within a year had replaced the great Johnny Haynes as captain. Tottenham Hostpur came knocking in 1964 and a 72,500 bid was enough to take the 23-year-old to White Hart Lane. England recognition followed in the same year but Alf Ramsey left him out of the 1966

    World Cup squad.A year later, Mullerys run

    from deep and blocked shot set up the opening goal in Spurs 2-1 FA Cup final win and in 1971, Aston Villa were unlucky to lose

    the League Cup at the same stage to the North Londoners at Wembley.

    Another cup final appearance in 1975, back at Fulham, was his swansong. A few years earlier

    chairman Mike Bamber had been impressed with the combative midfielder giving his Albion players a run for their money, but was even more fascinated by the slap Mullery had dished out to one of his own underperforming team-mates!

    A complete managerial novice, Bamber gambled with the inexperienced Mullery, handing over the Third Division reins to the 35-year-old in the summer of 1976. Inheriting a talented if somewhat lacking in confidence squad, he quickly earned the respect of his players, instilling an exciting brand of attacking football, in front of huge, adoring Goldstone crowds.

    During his first campaign, the rivalry with Palace intensified and reached a watershed moment at the end of a dramatic cup replay at Stamford Bridge when he was covered in hot coffee by an irate fan. Emptying his pocket of change on to the turf, he flicked the Vs at the

    Croydon contingent, suggesting; youre not worth that, Palace! A legend was born!

    The on-fire Peter Ward fired Albion into Division Two in 1977and the new manager set his sights on the top flight. A narrow miss in 1978 was soon forgotten with a never-to-be-forgotten last-day win at Newcastle the next May as 10,000 Albion fans witnessed the clubs first promotion to the promised land.

    The big names continued to arrive in Hove but Albion struggled to find their First Division feet. After a near-miss at the end of 1980/81, a new contract was agreed with Bamber but misunderstandings regarding the future of Mark Lawrenson led to Mullerys resignation.

    Thankfully, Mullers is now back at the Albion as club ambassador, getting out into the community and working in hospitality on matchdays.
