CHARNWOOD RESIDENTS are toreceive a second wheelie binfor recyclable waste.

The new wheelie bins will be in addi-tion to the existing black bins and willbe used for glass, plastic, aluminium, steel cans, mixed paper and cardboard.

The bins will replace the currentpurple sack and recycling boxes.

They will be rolled out across theBorough over a six week period fromSeptember 5.

The contract for transporting andsorting the 16,000 tonnes of mixed recy-clable waste produced in the Borougheach year has been awarded to Viridor.Charnwood is paid for the recyclablewaste it collects and when the agreementwith its previous contractor expired, theCouncil agreed a deal with Viridor thatwill generate an additional £2million ofincome over the next six years.

The waste will be processed at Viri-dor’s facility in Kent and will be used tocreate new products and packaging.

Councillor Hilary Fryer, CharnwoodBorough Council’s cabinet member forCleansing and Open Spaces, said: “Thisnew contract represents an excellentpiece of business for both the Counciland Viridor and means we can furtherboost our already excellent recyclingservice.

“The new wheelie bins will provide amore convenient and cost-effective serv-ice and will make recycling even easierfor our residents.

“The additional income means we willbe able to not only maintain but alsoenhance the frontline service we provide. This really is great news for the Counciland illustrates how we are workingsmartly to get value for money for tax-payers.”

The introduction of the new wheeliebins will not affect collection dates. Thebins will be the standard 240 litre size.

BIRSTALL’S NEW park and ridefacility will open this July.

The £5.5million scheme is a jointproject between Leicestershire CountyCouncil and Leicester City Council. Fund-ing for the facility has come from gov-ernment grants and developers Jelson. They provided £250,000 as part of theirsection 106 agreement for Hallam Fields.

The Birstall park and ride will have1000 car parking spaces and will go ina loop from Birstall to Enderby via thecity centre, stopping at St Margaret’s busstation, De Montfort University andLeicester Royal Infirmary.

The fare will be £3 to the city centre. The Enderby service currently re-

ceives £200,000 a year of council subsi-dy and attracts 260 users a day. Oncethe service has been linked with Birstall,1400 users will be needed for the serv-ice to pay for itself. The Council expects200-300 users a day from Birstall byautumn 2011.

The Council anticipated reaching the1400 daily target by 2016 but now saysthat is unlikely.

The Birstall site will have a ‘low ener-gy’ terminal building using thermal heat-ing, 4000 trees will be planted, 450metres of hedgerow and 9500 shrubs.

Lesley Pendleton, Leicestershire Coun-ty Council cabinet member for environ-ment and transport, said: “Tacklingcongestion is one of our main prioritiesand I’m pleased that by securing fundingfrom the government and a developer,we can build this key project at no costto the council taxpayer.”

OUR PICTURES show some of the Royal Wedding celebra-tions in Birstall.

Cliffe Road residents organised a street party (top left) and Birstall Twin-ning’s ‘Friends of Rixensart’ organised a fundraising event in the QueensgateDrive garden of Ann and Ian Bartram (left) complete with bunting, balloons, royal wedding music and a royal quiz. It was rounded off with a champagnetoast to the royal couple.

BIRSTALL CUBS and Beavers enjoyed a great day out at the WalkersStadium watching Leicester City play their last game of the seasonagainst Ipswich.

At Abbeyfield’s Grove House onChurch Hill (top) residents and staffcelebrated the day with a balloon race, with 180 balloons launched from thegarden after residents had gatheredround the TV to watch the wedding.

“The oohs and aahs sounded andthere were moments of reflection forweddings and vows long ago exchanged”said House Manager Jenny Fitzgerald.

The day was completed with the tradi-tional fish and chips, accompanied by alittle fizzy wine to toast the newly mar-ried couple.

The lucky balloon was found 85 milesaway in Shrewsbury by Diana Bradshawwho will receive a prize in the post.

A FULL meeting of Birstall ParishCouncil was held on May 16.

Cllr Stuart Jones was elected Chair-man of the Parish Council for the ensu-ing year and Cllr Patrick CleereVice-Chairman.

The Council has received a proposalfrom Leicestershire County Council re-garding the future maintenance of thesculpture at Birstall park and ride. Itwas agreed to defer the matter untilfurther information has been obtained.

The council has been attempting tosource grant funding for its plans foryouth facilities, but this has proved to bedifficult in the current economic climate. It was agreed that the Council considerborrowing the money from the PublicWorks Loans Board for the plannedprojects : the Multi Use Game Area andskate park at School Lane and the exten-sion to the youth café at the School Lanepavilion.

Kathleen Grundy did not seek re-elec-tion in May and the Chairman and coun-cillors expressed their thanks for heryears of service as a Birstall Parish Coun-cillor.

It was agreed to spend £9694 on anew cricket roller as the existing pre-war roller did not meet current healthand safety standards.

A BLADDER scanner has beenpresented to the UniversityHospitals of Leicester thanksto the fundraising of BirstallBAGS.

The scanner, costing around £5500,enables nursing staff to scan a patient’sbladder to assess the quantity of urineheld within the bladder and decidewhether insertion of a urinary catheter isnecessary.

Prior to this type of mobile scannerbeing available, patients would have thecatheter inserted as a precaution – thescanner will now mean unnecessaryprocedures can be avoided.

Birstall BAGS are a group of localladies who raise money for cancer chari-ties.

Some time ago they presented thehospital with £5000 for the refurbish-ment of a day room, called ‘The Retreat’,designed to be a quiet, comfortablespace for patients. It has been such asuccess that similar areas are beingestablished throughout the UniversityHospitals of Leicester.

Liz Darlison from Birstall BAGS said:“We would like to say a huge thank youto all our supporters. If you are aware

of a local cancer related cause worthy ofsupport please contact us.”

The house is situated on abusy road, I would appeal to com-muters and passers-by who may havebeen in the Loughborough Road areaon the afternoon of Monday May 2,which was a Bank Holiday, to contactus if they remember seeing anyoneacting suspiciously.

A PORTABLE CCTV unit is helping the Police and NeighbourhoodWatch (NHW) tackle antisocial behaviour problems in the village.

The unit has been so successful, a sec-ond camera has now been purchased.

Roy Rollings, Birstall & Wanlip NHWcommittee member said: “Since the cam-era went into operation in February, twopersistent crimes have been solved, withvideo footage from the camera being vitalto identify the offenders.”

The camera can be requested by NHWmembers and positioned inside theirhomes, or the local beat team can put thesystem in position at locations in the vil-lage as and when problems occur.

Roy said: “There is already a shortwaiting list for the system, prompting thepurchase of a second camera. Both sys-tems will be operational in the village andwill be moved by local officers to housesin Birstall and Wanlip where needed.”

The camera provides crystal clear imag-es, has a night vision mode and can bemounted inside or outside a property. Itcan hold two weeks of footage, meaningthe system can operate for sustained peri-ods of time with little input from localofficers.

The Police can plug in a screen or usea smartphone to view the images.

Birstall’s Beat Officer PC Richard Carru-thers said that the first time the camerawas used it provided evidence to enableverbal warnings to be issued to four males,a harassment warning to another and acaution to a further male.

He said: “The camera was immediatelyrequested at another address in the villageand has been instrumental in the fightagainst antisocial behaviour. Clearly thereis a need for this camera in the communi-ty and I fully support it.”

He added: “I would encourage resi-dents to contact me or my colleaguesPCSOs Mark Butler and Stuart Venables, orthe NHW, if you feel a camera would bene-

fit you. Don’t be shy, we’re here to help!”The cameras belong to Birstall & Wan-

lip NHW and were purchased from NHWmembers’ donations.

CRIME FIGURES in general continueto fall, despite the current situationwith budget cuts and the loss of re-sources.

Birstall & Wanlip NHW work closelywith the Police to ensure the BirstallPolice Office is open and functional forthe benefit of the public. This officemeans that the local officers can begintheir shift at the office, and work fromit throughout their shift, meaning theyare working from the centre of Birstall.

The NHW have used over the pastyear, money from membership dona-tions in order to fund items in the po-lice office, and to support the operationof the office as it is such a benefit tothe local residents in Birstall and Wan-lip. Local policing is also helping thedetection of crime in the area, for ex-ample: three male youths have beenarrested in connection with the theft ofcycles from Longslade College. Twocycles have been recovered (May 9).

The Youth Café is also more popularthan ever! Yet another project in whichthe NHW has an input. This projectallows youngsters to gather in a safeand secure environment, twice a weekon Birstall Park. It also provides anopportunity for the local officers to chatto younger people and understand theirworries or concerns about the village. The watch is dynamic and adapting withtechnology, and this is an example ofhow our work is changing the localarea. The partyof people from the Parish churches whotravelled to Paris by Eurostar in April fora five day break had marvellous weatherand the visit was declared a huge suc-cess by all - there are now hints thatBruges may be the destination next year.An even larger party will be travelling bycoach to Chester on August 7 for threenights in this delightful city. Tick-ets are £5 at the door, with all proceedsto the Palestinian Orphanages, whichour churches support.

Less happy musical news is that theelectric blower to the organ in Wanlipchurch has ceased to function after 60years, and will have to be replaced at acost of several thousand pounds. In themeantime the organ can only be used byreturning to the old-fashioned method ofhand-pumping! Any able-bodied volun-teers, willing to take a turn on the manu-al pump on Sunday evenings at 6pm orat an occasional service such as a wed-ding or a funeral are being sought. So find out what the club has to offer.Even if you have not picked up a racketfor years, or you fancy trying tennis forthe first time, pop down to the club atthe Co-op Sports and Social Club onBirstall Road.

Regular club sessions are held onWednesday evenings and Sunday morn-ings throughout the year, and all threeall-weather courts are floodlit.

“It’s a great way to keep fit, improveyour fitness and burn calories. You canburn off 700 calories in an hour,” saidLaura.

JUN 2011THE BIRSTALL POST14

Following the local elections on May5, Charnwood Borough Council now hastwo extra Conservative councillors, thanks to the voters of Birstall. We nowhave all four of our candidates elected, making Birstall all Conservative and wewant to thank all of you who voted forus. This gives us four voices on theBorough to put Birstall on the map, andmake sure we get heard when problemsrelating to our village come on the agen-da. Our councillors will endeavour tofollow through all we promised duringour campaign. We all want Birstall to bea caring, clean, safe, happy village foreveryone.

I would also like to give a personalvote of thanks, to all voters of Riversideward, who voted for me in the ParishCouncil election. I was delighted to bereinstated as a member, as I enjoy andtake very seriously my duties as a ParishCouncillor. Everyone is aware I am sure

of my involvement with the ConservativeParty, but I can assure you all that theParish Council is totally non political, and we all work together for the benefitof the village. Please come to a meetingif you would like to see how it is con-ducted, or if you wish to bring an itemto the attention of the Council, there isalways a slot on the agenda for ‘mem-bers of the public’, but it is rare foranyone to actually attend.

Mary AllenChairman Birstall Conservative Branch.

17 of the 20 parish council posts wereuncontested. I hope the election encour-ages more people to consider becomingmembers of the parish council as it isthere to serve the interests of all theresidents of Birstall.

Unfortunately, not a single member ofthe public attended the first full councilmeeting and I would encourage peopleto attend so they can see the range ofissues that are discussed.

Who knows, maybe by the time of thenext parish election residents of all fiveBirstall wards have a choice of council-lors?

We would like to say a huge thanks toall our wonderful family and friends fortheir cards, gifts and best wishes lav-ished on our daughter Isabella SophiaGrace who made a three week early butsafe arrival on Monday April 18, 2011.

Your kind words and generosity aremost appreciated. Thank you.

Adam & Julie Clarke, 163 Wan-lip Lane

Thanks to all those who made my

80th birthday such a memorable one. Itwas wonderful to see you all and sharewith you, my lovely family.

For all the gifts and donations tomotor neurone disease, I am most grate-ful.

The hall was not big enough to holdall those. I am grateful to you for thefriendship and care over the years. Mylove comes to you anyway.

God BlessBetty Howard

I’d like to thank the other candidateswho stood in the Parish Council electionon May 5 and the residents who tookthe time to vote.

Prior to this we have not had anelection for positions on the parish coun-cil for many years but it still means that

Whilst walking through the HallamFields Estate with my children last week-end, I was appalled at the amount ofrubbish, and dog mess we found(Bridge Green area)

What was even more unbelievable wasthat ‘considerate’ dog owners had obvi-ously brought bags with them on theirwalks, scooped up the mess, carefullytied up the bag, and then threw it awayon the grass verge!

I had a carrier bag with me, andwhilst walking down through BridgeGreen to Harrowgate Drive, collectedfive bags of dog mess and numerousempty cans and bottles, when we movedinto the Estate three years ago Charn-wood Borough Council confirmed thatdog bins and litter bins would be in-stalled, we are still waiting?!

In the meantime, could dog ownersplease take their mess home with them,Jelsons have kindly provided grass areason the Hallam Fields site for children toplay on, but it’s impossible at presentdue to the amount of dog mess every-where!

Hallam Fields Resident.

I have searched in vain for a familiarname or face as each edition of theBirstall Post becomes available online.

Suddenly in April, JACKPOT, as aphotograph appeared showing a picturetaken outside the Birstall Social Clubshowing a large group of young peoplein 1947.

I, too, have the original because mymother (centre of picture) organised theyouth club and many happy memorieswere revived for me looking at thosefriends of so many years ago. It hasbeen fun trying to recall the names ofeveryone, harder perhaps because weleft Birstall and came to Australia in1948.

However, many came to mind though, sadly, I know some are lost forever.

Thank you Birstall Post and family of

Pad Tillson. You have made my 80th yeara very happy one.

Audrey Naylor (nee Pickering)

I would like to congratulate the edi-tor Jerry and all at the Birstall Post forthe new format. Making it easier tohandle, a clearer print and the colourall help to make it an enjoyable read. Italso helps people to keep up to date asto what has gone on in our area andwhat is to come.

So, once again, congratulations andkeep up the good work on producingone of the best local papers in the coun-try.

JUN 2011THE BIRSTALL POST 17

IT’S THE best sign that summer hasarrived – this year’s Birstall Gala willbe held on the weekend June 25/26.

Organised by Birstall Parish Councilthis annual event is once again on theSchool Lane playing fields.

Sunday will be the traditional galaday but this year for the first time, theSaturday will also include all the stallsfrom local clubs, groups and charities aswell as the musical performances fromsteel bands and local bands from12noon until 10pm.

EVERY YEAR the WI have put for-ward a topical resolution to theGovernment.

In the 1940s the WI proposed thatwomen should have equal pay withmen and in the 1960s that smokingshould be banned in public places.Wheels do grind exceedingly slowlybut eventually we are listened to.

Our WI voted for two resolutionsthis year, and ‘WI against the closureof libraries’ and that ‘the Governmentdo not grant planning permission forMega Farms’ were taken forward.

That was the serious part of ourmeeting but to lighten the mood weall moved from the community roomsat Highcliffe School to the Hall wherewe were entertained by HighcliffeHarmony. They provided a variedcompilation of songs with somethingfor everyone including a medley ofBuddy Holly numbers and hits fromthe 1950s and 60s.

After the performance old friend-ships were renewed between somemembers of the choir and the WI asthey met people they hadn’t seen foryears. The competition was won byEileen James with her lovely flowerdisplay in a wine glass.

Our next meeting on June 6 will bea Wild West Fancy Dress Garden Partyat the home of Beverley Blackburnwhere we will enjoy cowboy food andgames. The competition trophy will bepresented to the wearer of the bestcowboy/girl outfit. Photographs of theevening will be published on ourwebsitewww.birstallandwanlipwi.wordpress.com and we can be contacted [email protected].

Remember to keep Saturday July 9free for the mega WI coffee morningat the Methodist Church.

From Birstall & Wanlip WI

Being online can improve the lives ofthe over 55s and make them feel

‘with it’, a new survey reveals.Four out of five internet users aged

over 55 years (86%) have said thathaving access to computers and the webhas improved their lives, in new researchcarried out by Digital Unite.

When asked how their lives have beenimproved, eight out of ten (82%) saidthat they save money by buying productsand services online, 71% said they cando things quicker, like paying bills andwell over half (57%) said they were nowbetter in touch with friends and family. Two out of five (44%) said they hadfound new hobbies and interests and onein five (22%) said they can now keepup with their grandchildren.

Being online can also help to evokepositive feelings of wellbeing. Five out often people (54%) that it makes themfeel connected and one in six (17%)said it makes them feel happy and ‘withit’. One in eight (12%) felt younger bybeing online. 72% thought that beingonline can help reduce feelings of isola-tion and nearly two-thirds (63%) said itcan help to reduce feelings of loneliness.81% of people said being online makesthem feel part of modern society.

In separate research conducted bySky Broadband and YouGov, a snapshotof 'Silver Surfer Britain' illustrates howpeople in the UK aged over 55 use theinternet. One in three British adults inthis age group use social networking atleast once a week (the West Midlandsthe most prolific at 46%), 61% read thenews online (the South West highest at74%) and 18% book tickets online atleast once a month (with Londonerscoming top with 25%).

CQC publish first of detailed reportsinto dignity and nutrition for olderpeople

The Care Quality Commission (CQC)published in May the first 12 reportsfrom an inspection programme whichexamines whether elderly people receiveessential standards of care in 100 NHShospitals throughout England.

The programme focuses on whetherpeople are treated with dignity and re-spect, and whether they get food anddrink that meets their needs. A nationalreport into the findings of the pro-gramme will be published in September.

These first 12 inspection reports iden-tify three hospitals as failing to meet theessential standards required by law;Worcestershire Acute Hospitals NHS Trust,The Ipswich Hospital NHS Trust andRoyal Free Hampstead NHS Trust. Lessserious concerns were identified in afurther three hospitals, with the remain-ing six found to be meeting essentialstandards. All the hospitals where con-cerns have been identified must now tellthe regulator how and when they willimprove. The three hospitals failing tomeet essential standards could face en-forcement action by the regulator if im-provements aren’t made.

Whilst the reports document manyexamples of people being treated with

respect and given personalised, attentivecare, some tell a bleak story of peoplenot being helped to eat and drink, withtheir care needs not assessed and theirdignity not respected.

Recurring concerns relating to nutri-tion included:

• people not being given the assist-ance they needed to eat – meaning theystruggled to eat and in some cases werephysically unable to eat meals

• their nutritional needs not beingassessed and monitored – for example, not being weighed throughout their stay, making it impossible to determine if theywere losing weight; or identified as mal-nourished without an action plan beingput in place to address this

• people not being given enough todrink – water left out of reach or nofluids given for long periods of time. Inone case, a member of clinical staffdescribed having to prescribe water onmedicine charts to ensure patients gotenough to drink.

Recurring concerns around dignityand respect included:

• People not involved in their owncare – their treatment not explained tothem; being told what would happen tothem without consent being sought orconcerns addressed; staff addressingpatients’ relatives rather than the patientthemselves

• Staff not treating people in a respect-ful way – spooning food into people’smouths from above without engagingwith them; discussing personal patientinformation in open areas.

• Staff speaking to people in a conde-scending or dismissive way. One mantold us that staff “talk to me as if I’mdaft.”

However, inspection teams also ob-served examples of excellent care deliv-ered by nurses and other healthcare staffwho took the time to explain every as-pect of a patient’s care to them in a waythey could understand, interacted witheach patient as an individual, spoke tothem with respect and ensured theirdignity was maintained. And in manyhospitals, nutrition and hydration wererecognised as an important part of thepatient’s recovery, and real efforts weremade to ensure that people got mealsthey enjoyed in a pleasant environment -and the help they needed to eat it. Onepatient told us “I cannot praise themenough. I am made to feel that I am themost important person.”

Commenting on the publication of thefirst reports, Jo Williams, Chair of theCQC, said: “CQC inspectors have beenjoined by a practising nurse and an ‘ex-pert by experience’ in our dignity andnutrition inspections. This has beeninvaluable to help us build a detailedpicture of the care that older people arereceiving in NHS hospitals today.

“Many of these reports describe peo-ple being ‘cared for’ in the truest sense.Sadly, however, some detail omissionswhich add up to a failure to meet basicneeds - people not spoken to with re-spect, not treated with dignity, and notreceiving the help they need to eat or

drink. These are not difficult things toget right – and the fact that staff are stillfailing to do so is a real concern.

“I will be writing to the Chair of everyhospital where this inspection pro-gramme has identified poor care to askwhat they plan to do address these is-sues. The key elements that every hospi-tal must have in place are acompassionate staff culture which isdriven by strong leadership and support-ed by good systems.

“These are the basics that help ensureevery patient is treated like an individual

– not a nuisance to be ignored or a taskthat must be completed. This is what weexpect for ourselves and for our ownfamilies, and what every patient shouldexpect from the people who care forthem.”

Commenting on the publication of thefirst reports, Rt Hon Andrew Lansley theSecretary of State for Health, said: “Every-one admitted to hospital deserves to betreated as an individual, with compassionand dignity. We must never lose sight ofthe fact that the most important peoplein the NHS are its patients – that’s why Iwanted the CQC to look into the treat-ment of older patients and stamp outpoor care fast. I also believe nursingexpertise is vital to improve patient expe-rience, which is why I asked the CQC toensure these would be nurse-led.

“The inspection teams have seen someexemplary care, but some hospitals arenot even getting the basics right. That isunacceptable.

“Where the inspections uncoveredappalling levels of care, the CQC will beable to use its enforcement powers toensure that real improvements are made.By measuring what is important and thenpublishing the results, I believe we canenter a new era of high quality NHS carefor patients.

“In the future, I want our proposalsfor local HealthWatch organisations to beable to carry out unannounced independ-ent inspections and hold local services toaccount by drawing on experience frompatients and their families.”

THE MONTH of June hosts Cervical Can-cer Awareness Week - almost 3000women are diagnosed with CervicalCancer each year in the UK.

Women with a weakenedimmune system are also more likely to get cervicalcancer, as are those who have had a large numberof children.Cervical cancer screening

Cervical screening is very important because wecan stop cervical cancer from developing. Thescreening test involves a nurse or doctor taking asmall sample of cells from the surface of your
