ISSUE OF BAHAMAS NATIONAL CERTIFICATES AND BAHAMAS NATIONAL ENDORSEMENTS

Guidance and Instructions for Shipowners, Managers, Masters, Seafarers intending to sail on Bahamian registered ships, Bahamas Recognised Organisations, Maritime Training Institutes, Bahamas Approved Nautical Inspectors and Bahamians seeking a career at sea.

This Bulletin should be read in conjunction with BMA Information Bulletin no. 81, 103, 108, 121 and 124.

1. Introduction

1.1 This Bulletin gives guidance on Bahamas Certificates and National

Endorsements which the Bahamas Maritime Authority may issue to seafarers who satisfy the Authority‟s requirements.

1.2 The International Convention on Standards of Training, Certification and

Watch-keeping for Seafarers, 1978 as amended (STCW) is currently being revised and all references made in this Bulletin refer to the latest STCW Convention and Code as at the date of issuance of the Bulletin.

1 .3 The certification approach for Officers outlined below is for the purpose of

Bahamian nationals who have satisfactorily completed training and examination by a Maritime Administration, or a maritime institution which has been approved by a maritime Administration, of a country with whom the Bahamas has a STCW Recognition Agreement (see BMA Information Bulletin 121).

1.4 For the purpose of certification, Near-coastal voyage means a voyage in the

area encompassing the Bahamas and the area bound by a line from the northern most limits of Jupiter Inlet on the east coast of Florida in the United States of America to the northern most limits of the Bahamas; and the area bound by a line from the southern most limits of Key West on the east coast of Florida to the southern most limits of the Bahamas.

2. General requirements 2.1 Applications for Bahamas Certificates and National Endorsements must be

made utilising the BMA‟s application form (see BMA Information Bulletin no. 124) and which is available for download from the download page of the BMA website (www.bahamasmaritime.com)

2.2 Each application MUST include the following, in order to be processed:

1) Proof of age, identity and nationality.

2) Valid medical certificate of fitness. This document must be issued by a

medical practitioner approved by a country with whom the Bahamas has a STCW Recognition Agreement

3) A duly completed application form which shall be signed by the seafarer

and where applicable, the Company submitting the application, 4) 2 original passport size photographs. Details of photograph specification is

contained in BMA Information Bulletin 124) 5) Evidence of approved seagoing service and competence as required for

the appropriate certificate. STCW requires that the Seafarer shall have the minimum knowledge, understanding and proficiency required for the appropriate certificate. The BMA requires that documentary evidence is provided relating to competence achieved by the following methods:

In-service experience (seagoing)

Training-ship experience

Practical training

Simulator training

Laboratory equipment training 6) 5) Payment. The BMA does not accept personal cheques. Payment

must be made via a company cheque, credit card, or BACS. Details of fees and payment method is contained in BMA Information Bulletin 81)

2.3 For the purpose of verifying competency based on experience and/or training, the BMA will require a record of approved seagoing service which should be relevant to the appropriate certificate. The sea service record should include the following information: 1) Name of person, 2) Vessel details: IMO no., Gross tonnage, Engine power. 3) Capacity onboard 4) Joining and leaving dates 5) Voyage description

2.4 The information above should be recorded in a discharge book/certificates signed by the Master or Chief Engineer of the respective ships and bear the stamp of the respective ship. In the case of service as Master or Chief Engineer, the book/certificates must be signed by responsible official of the company.

2.5 In the absence of a discharge book/certificate, the Company may provide a

letter containing the information on approved seagoing service specified in Section 2.3). The letter should be on company letterhead with full contact details and signed by a responsible official of the Company.

. 2.6 In addition to the above, cadets/apprentices/trainee ratings or any applicant

undergoing supervised training should ensure that any assigned tasks/duties are endorsed by a certificated Officer and recorded in an approved training record book.

2.7 Once the application is received, it will be processed and the BMA will issue a Bahamas Certificate to the qualified applicant. Taking into consideration public holidays and other factors, the BMA aims to issue Bahamas Certificates in a timely manner in order to avoid any delays to the vessel. Owners should ensure that proper planning when submitting applications for seafarer who intend to join a vessel

2.8 The completed application and supporting documentation shall be submitted

3. Certification as a Navigational Watch-Rating (Rating forming part of a

Navigational watch) under STCW regulation II/4

In addition to the general information specified in Section 2.2, the applicant shall provide the following:

1) Documentary evidence of having completed Basic Training in accordance

with STCW A-VI/1, 2) Documentary evidence of either:

a) at least 6 months service in the deck department (as a trainee rating) of which at least 2 months shall be on duties associated with navigational watch-keeping on the bridge under the supervision of a certificated deck officer and an assessment report (from the Master of the ship or the company) of having met the standards specified in STCW A-II/4, OR

b) at least 3 months service in the deck department (as a trainee rating) of which at least 1 month on duties associated with navigational watch-keeping on the bridge under the supervision of a certificated deck officer and of having successfully completed an approved course of training equating to STCW A-II/4.

4. Certification as a Navigational Watch-keeping Officer (Officer in charge

of a Navigational Watch) under STCW regulation II/1 4.1 In addition to the general information specified in Section 2.2, the applicant

shall provide the following

1) Documentary evidence of having completed Basic Training in accordance with STCW A-VI/1 #,

2) Documentary evidence of either

a) at least 12 months sea-service under an approved cadetship training programme with at least 6 months having been spent on the bridge, on duties associated with navigational watch-keeping, under the supervision of a certificated deck officer and meet the requirements of STCW A-II/1 which is documented in an approved training record book #, OR

b) Documentary evidence of 36 months approved seagoing service in the

deck department of which, at least one year shall be after obtaining Navigational watch-rating certificate #

3) Documentary evidence of successful completion of training in the following courses #

a) Proficiency in Survival Craft & Rescue Boat b) Proficiency in Advanced Fire-fighting c) Proficiency in Medical First-Aid

d) GMDSS-General Operator Certificate 4) A certificate from an approved training centre of having successfully

completed a course of study equating to STCW A-II/1 and having met the required standards. Reference should be made to having obtained proficiency in: #

a) Ocean navigation (celestial/astronomical and radio navigation if intended to trade beyond Bahamas near coastal limits)

b) Terrestrial and coastal navigation c) Electronic systems of position fixing and navigation d) Echo sounder and Compass e) Steering Control systems f) Meteorology g) Watchkeeping. Including Bridge Team-work/ Bridge Resource

Management h) Radar navigation, including ARPA and ECDIS i) Emergency procedures j) Search and Rescue k) Visual signalling l) Ship manoeuvring and handling m) Cargo handling, stowage and securing, including knowledge relating

to damage and defects occurring due to cargo n) Prevention of pollution of the marine environment and anti-pollution

procedures o) Ship stability p) Ship construction q) Knowledge of IMO conventions relating to safety at sea and

protection of the marine environment.

4.2 All training requirement items marked with # may be replaced by a single letter from the Maritime Administration or approved Maritime Institution of the country where the training was carried out, stating that the candidate has satisfied the standards required for issue of similar certificate in that country.

5. Certification as Chief Mate (unrestricted) under STCW regulation II/2

5.1 In addition to the general information specified in Section 2.2, the applicant shall provide the following

1) Documentary evidence of having obtained a navigational watch-keeping officer‟s certificate under STCW II/1

2) Documentary evidence of having performed at least 12 months sea-service since obtaining a STCW II/1 certificate #

3) Documentary evidence of successful completion of training in Proficiency in Medical Care (STCW VI/4.2) #

4) A certificate from an approved institute/ training centre of having

successfully completed a course of study equating to STCW A-II/2 and having met the required standards. The certificate should make a reference to all training being completed at management functional level #. Reference should be made to having obtained competence /proficiency in: #

a) Voyage planning and navigation, position determination by celestial and terrestrial observations, coastal navigation and determining and allowing compass error

b) Co-ordination of search and rescue operations c) Establishment of Watchkeeping arrangements, including Bridge

Team-work/ Bridge Resource Management, Radar navigation, including ARPA and ECDIS

d) Forecast weather and oceanographic conditions e) Responding to navigational emergencies f) Manoeuvring and handling a ship in all conditions g) Operate remote controls of propulsion plants and engineering

systems and services h) Plan and ensure safe loading, stowage, security care during the

voyage and unloading of cargo i) Assessment of defects and damage to cargo spaces, hatch covers

and ballast tanks j) Carriage of dangerous goods k) Knowledge of International maritime law embodied in international

agreement and conventions l) Maintain safety and security of the ship‟s crew and passengers, the

operational condition of life-saving, fire fighting and other safety systems

m) Develop emergency and damage control plans and handle emergency situations

n) Organize and manage the crew

5.2 All training requirements items marked with # may be replaced by a single letter from the Maritime Administration or approved Maritime Institution of the country where the training was carried out and that the candidate has satisfied the standards required for issue of similar certificate in that country.

5.3 A satisfactory assessment by the BMA will be required.

6. Certification as Master (unrestricted) under STCW regulation II/2

6.1 In addition to the general information specified in Section 2.2, the applicant shall provide the following

1) Copy of a valid Certificate of Proficiency in Medical Care

2) Documentary evidence of having obtained a Chief Mate‟s Certificate under STCW regulation II/2

3) Documentary evidence of at least 36 months sea-service since obtaining STCW II/1 certificate, of which at least 12 months since obtaining STCW II/2 certificate must have been served in the capacity of Chief Mate. During the assessment of the application, the BMA may consider a reduction of sea-service where the seafarer has served at least 12 months as Chief Mate.

6.2 A satisfactory assessment by the BMA will be required.

7. Certification as Officer in Charge of Navigational Watch on ships of less

than 500 GT on near-coastal voyages under STCW regulation II/3 7.1 In addition to the general information specified in Section 2.2, the applicant

shall provide the following

1) Copy of valid Certificate of Basic Training (STCW A-VI/1) #

2) Documentary evidence of special training with 12 months sea-service or 36 months sea-service in the deck department, as applicable #

3) Documentary evidence of successful completion of training in the following courses:

a) Proficiency in Survival Craft & Rescue Boat , b) Advanced Fire-fighting c) Medical First-Aid #

4) Evidence of having obtained a GMDSS-Restricted or General Operator Certificate #

5) A certificate from an approved training centre of having successfully completed a course of study equating to STCW A-II/3 and having met the required standards. The certificate should make reference to having obtained competence at an operational functional level in:

a) Terrestrial and coastal navigation b) Navigational aids and equipment c) Compasses d) Automatic pilot e) Meteorology f) Watch keeping g) Radar navigation, including ARPA and ECDIS h) Emergency procedures i) Search and Rescue j) Ship manoeuvring and handling k) Cargo handling, stowage and securing, including knowledge relating

to damage and defects occurring due to cargo l) Prevention of pollution of the marine environment and anti-pollution

procedures m) Ship stability n) Ship construction o) Basic knowledge of IMO conventions relating to safety at sea and

protection of the marine environment

7.2 Items marked # may be replaced by a single letter from the Maritime

Administration or approved Maritime Institution of the country where the training was carried out, stating that the candidate has satisfied the standards required for issue of similar certificate in that country.

8 Certification as Master of ships of less than 500 GT on Near-coastal voyages under STCW regulation II/3

8.1 In addition to the general information specified in Section 2.2, the applicant

shall provide a) A certificate as Officer in Charge of Navigational watch on ships of less

than 500 GT on Near-coastal voyages under STCW regulation II/3, b) Documentary evidence of having performed at least 12 months sea-service

since obtaining such certificate and c) Evidence of knowledge and ability to carry out all the duties of such a

master. 8.2 A satisfactory assessment by the BMA will be required. 9 Certification as Chief Mate and Master on ships of between 500 and 3000

GT and as Master on ships under 500 GT on unrestricted voyages 9.1 The applicant will have to provide the same information as for certification

under STCW regulation II/2 for assessment (see Section 5). The BMA may impose restrictions and limitations as necessary if there has been identified a lack of experience of service:

a) on large ships or . b) in sailing beyond Near-coastal limits

9.2 A satisfactory assessment by the BMA will be required.

10 Certification as Engine-room Watch-rating (Rating forming part of Engine-room Watch) under STCW regulation III/4 In addition to the general information specified in Section 2.2 the applicant shall provide the following 1) Copy of a valid Certificate of Basic Training (STCW A-VI/1) 2) Documentary evidence of either:-

a) at least 6 months service in the engine department (as a trainee rating) of which at least 2 months on duties associated with watch-keeping in the engine-room under supervision of a certificated engineer officer and an assessment report from the ship or company of having met the standards specified in STCW A-III/4, OR b) at least 3 months service in the engine department (as a trainee rating) of which at least 1 month on duties associated with watch-keeping in the engine-room under the supervision of a certificated engineer officer and having successfully completed an approved course of training equating to STCW A-III/4.

11 Certification as Watch-keeping Engineer Officer (Officer in charge of an

engineering watch) under STCW regulation III/1

11.1 In addition to the general information specified in Section 2.2, the applicant shall provide the following 1) Documentary evidence of successful completion of an approved course of

education and training of at least 30 months that shall include a) Workshop training (minimum 6 months, dependent upon entry

qualification / background) b) Basic training (STCW A-VI/1) c) at least 6 months sea-service (as Cadet Engineer/ Apprentice Engineer/

Assistant Engineer with an Approved Training Record Book) d) successful completion of a course of study equating to STCW A-III/1

and having met the required standards. The certificate should make reference to having obtained competence at an operational functional level in:

Generating plants

Control systems

Pumping systems

Marine systems

Watch keeping

Main and auxiliary machinery

Safety and emergency procedures

Prevention of pollution of the marine environment and anti-pollution procedures

Ship stability

Ship construction

Basic knowledge of IMO conventions relating to safety at sea and protection of the marine environment #

2) Documentary evidence of successful completion of training in the following

courses:

a) Proficiency in Survival Craft & Rescue boat, # b) Advanced Fire-fighting# c) Medical First-Aid (MFA) #

11.2 All training requirements items marked with # may be replaced by a single

letter from the Maritime Administration or approved Maritime Institution of the country where the training was carried out and that the candidate has satisfied the standards required for issue of similar certificate in that country.

12 Certification as Second Engineer Officer on ships with more than 3,000

kW propulsion power under STCW regulation III/2 12.1 In addition to the general information specified in Section 2.2, the applicant shall

provide the following

a) Documentary evidence of having obtained Watch-keeping Engineer Officer‟s certificate under STCW III/1

b) Documentary evidence of at least at least 12 months sea-service as an Engineer Officer or Assistant Engineer Officer after obtaining a STCW III/1 certificate #

c) A certificate from an approved institute/ training centre of having successfully completed a course of study equating to STCW A-III/2 meeting the required standards. The certificate should make reference to having obtained competence at a management functional level in: #

1 Theoretical and practical knowledge in marine engineering 2 Planning and scheduling operations 3 Start up and shut down of main propulsion and auxiliary machinery,

including associated systems 4 Operation, monitoring and evaluation of engine performance 5 Maintenance of safety of engine equipment 6 Management of fuel and ballast operations 7 Organization of safe maintenance and repair procedures 8 Detection of machinery malfunction 9 Ensuring safe working practices 10 Controlling trim, stability and stress 11 Knowledge of relevant international maritime law re: international

agreements and conventions 12 Maintenance of safety/security of vessel, crew, passengers and

safety systems 13 Development/management of emergency and damage control plans 14 Organisation and management of the crew

12.2 All training requirements items marked with # may be replaced by a single

letter from the Maritime Administration or approved Maritime Institution of the country where the training was carried out and that the candidate has satisfied the standards required for issue of similar certificate in that country.

12.3 A satisfactory assessment by the BMA will be required.

13 Certification as Chief Engineer Officer on ships with more than 3,000 kW

propulsion power under STCW regulation III/2 13.1 In addition to the general information specified in Section 2.2, the applicant

shall provide the following

a) Documentary evidence of having obtained Second Engineer Officer‟s certificate under STCW regulation III/2

b) Documentary evidence of having performed at least 36 months approved seagoing service of which at least 12 months must be after obtaining a Second Engineer‟s certificate under STCW regulation III/2; and have served as Second Engineer or as Watch-keeping Engineer Officer for a minimum period of 12 months.

13.2 A satisfactory assessment by the BMA will be required. 14 Certification as Second Engineer of ships not exceeding 3000 kW in

propulsion power under STCW regulation III/3 14.1 In addition to the general information specified in Section 2.2, the applicant

shall provide the following:

a) Documentary evidence of having obtained Watch-keeping Engineer Officer‟s certificate under STCW regulation III/1

b) Documentary evidence of having performed at least 12 months sea-service as a Watch-keeping Engineer or Assistant Engineer #

c) Documentary evidence of successful completion of a course of study equivalent to STCW A-III/3 and having satisfied the required standards #

14.2 All training requirements items marked with # may be replaced by a single

letter from the Maritime Administration or approved Maritime Institution of the country where the training was carried out and that the candidate has satisfied the standards required for issue of similar certificate in that country.

14.3 A satisfactory assessment by the BMA will be required.

15 Certification as Chief Engineer Officer of ships not exceeding 3000kW in propulsion power under regulation III/3 the applicant shall provide the following

15.1 In addition to the general information specified in Section 2.0, the applicant

shall provide the following

a) Evidence of having obtained a Second Engineer Officer‟s certificate under STCW regulation III/3

b) Performed at least 24 months approved seagoing service of which at least 12 months after obtaining Second Engineer Officer‟s certificate under regulation III/3, and have served as Second Engineer or as Watch-keeping Engineer Officer for a minimum period of 12 months.

c) Successfully completed a course of study equivalent to STCW A-III/3 and met the required standards #

15.2 All training requirements items marked with # may be replaced by a single

letter from the Maritime Administration or approved Maritime Institution of the country where the training was carried out and that the candidate has satisfied the standards required for issue of similar certificate in that country.

15.3 A satisfactory assessment by the BMA will be required. 16 Steam or Gas-turbine endorsement

The certification for engineer officers (STCW regulations III/1, III/2 and III/3) is applicable only for motor ships. In order to have the certificate endorsed for “steam” or “gas-turbine”, the applicant will have to successfully complete an approved course or serve on a ship with the relevant type of machinery for at least 3 months, for familiarisation purposes.

17 Assessment of qualification & experience for persons with a naval

background (as equivalent, under STCW Article IX) 17.1 Bahamian nationals with a service background in the Royal Bahamas Defence

Force will have to submit their applications with full details of qualification and experience, including a certified summary of sea-service performed on naval vessels.

17.2 The BMA will evaluate each application on its merit and advise the applicant of any further training or courses required before an “Appropriate Certificate” for a particular capacity can be issued.

17.3 Notwithstanding the above, deck officers are required to have a minimum period of 3 months familiarisation service and engineer officers a minimum of one month familiarisation service on a merchant ship.

18 Fast track certification scheme for graduate engineers 18.1.1 Bahamian nationals who have obtained a University degree in Marine

Engineering or Naval Architecture may apply for a Watch-keeping Engineer Officer‟s certificate.

18.1.2 Documentary evidence must be provided of having performed at least 6

months familiarisation sea-service on merchant ships of more than 3000 kW propulsion power as an Assistant Engineer or Apprentice Engineer or at least 9 months service on a naval ship and one month service on a merchant ship with more than 3000 kW propulsion power. A period of workshop/shipyard service for familiarisation with tools and equipment may be necessary prior to joining a ship.

18.2 Bahamian nationals with a degree in mechanical engineering or power

engineering may also apply, in which case there may be a need for extended workshop training and a longer period of shipboard service. Such candidates will also have to meet the training requirements of STCW Chapter VI as applicable, for certification under STCW III/1.

18.3 The BMA will assess each case on its merit and may issue a Watch-keeping

Engineer Officer‟s certificate at its own discretion.

18.4 Further progression as Second Engineer or Chief Engineer will be through the usual procedure as outlined In Sections 12, 13, 14 & 15 above.

19 Bahamian nationals undertaking maritime training in the United States of

America (USA) and Canada 19.1 Candidates for certification should bear in mind that the United States and

Canadian authorities do not issue national certificates to non-nationals. Accordingly, Bahamian nationals may apply to the BMA for Bahamian certificates based on training carried out in the USA or Canada.

19.2 A copy of this Bulletin should be provided, for guidance, to the training centre

or institute in advance of undertaking a course of maritime training.

19.3 To avoid possible complications, it is strongly recommended that seafarers undertaking training in the United States or Canada ensure that the training institutions have been duly approved by the United States Coast Guard (USCG) or Transport Canada. Candidates shall also present themselves at an examination centre of the USCG or Transport Canada and obtain a letter of having met the standards required, for issue of a similar certificate in the USA/ Canada.

19.4 However, candidates who have completed part of their training in the Bahamas

and the remainder in the USA or Canada without undertaking an examination by the USCG or Transport Canada may forward to the BMA documentary evidence of all training and sea service for assessment, recognising that the required training and sea service must satisfy the standards for the applicable certification.

20 Instructions and guidance for issue of Watch-Rating Certificates 20.1 The BMA may issue a Watch-rating Certificate to a rating forming part of

navigational watch or an engine-room watch provided that the seafarer can produce documentary evidence of:

a) In the case of a Navigational Watch-rating

1. Information specified in Section 2.2 2. Documentary evidence of a satisfactory assessment of the competency

required in accordance with STCW Code A-II/4. A guidance assessment form (Annex-IA) is included, which covers the syllabus contained in STCW Code A-II/4. If this form is utilised, it should be signed and certified by a Company Superintendent (or equivalent Company representative) or the Master of the vessel.

b) In the case of an Engine-room Watch-rating

1. Information specified in Section 2.2 2. Documentary evidence of a satisfactory assessment of the competency

required in accordance with STCW Code A-II/4. A guidance assessment form (Annex-IIA) is included, which covers the syllabus contained in STCW Code A-III/4. If this form is utilised, it should be signed and certified by a Company Superintendent (or equivalent Company representative) or the Chief Engineer of the vessel.

21 Instructions on Revalidation of certificates

Every officer holding a certificate issued or recognized under any chapter of the STCW Convention other than chapter VI, who is serving or intends to return to sea after a period ashore, shall in order to continue to qualify for seagoing service, be required at intervals not exceeding five (5) years to provide: 1) a valid certificate of medical fitness, 2) Documentary evidence of continued professional competence either by:

a) approved seagoing service in the capacity of the certificate held for a period of at least 12 months in total during the preceding 5 years; or b) having performed functions considered to be equivalent to the seagoing service required in paragraph 21.2 (a)); or c) successfully complete an approved course or courses, or d) completion of approved seagoing service in the capacity of the certificate held, for a period of not less than 3 months in a supernumerary capacity, or in a lower rank in the six (6) months immediately prior to serving in the capacity of the certificate to be revalidated.

22 General

22.1 Failure to follow any of these guidelines will result in an application either being severely delayed or possibly rejected.

22.2 If the Bahamas Certificate is not received within one (1) month of the date of

application, the seafarer/Company should contact the Seafarers Department in the Office to which the application was submitted. This will enable the BMA to advise of any identified problems with the application.

22.3 If the documents are required to be processed within one (1) month of

application, the BMA should be contacted and notified of the same. The provision of this “fast track” service will be subjected to an additional fee.

22.4 Correspondence relating to applications will be sent to the contact details as

listed on the application form and where a Company is submitting the application, it is recommended that a generic email address is utilised in order to avoid any delays in the application process.

22.5 The BMA is reviewing measures in order to reduce the loss of documents in

transit.

22.6.1 The BMA should immediately be notified of any Bahamas Certificate that is

reported as being lost or destroyed. The notification should include the following information:

Request for duplicate certificate, if applicable 22.6.2 A duplicate certificate will be issued subject to receiving the above information,

copy of a valid Medical certificate of fitness and the applicable fee (See BMA Information Bulletin no. 81).

22.6.3 If the lost Bahamas Certificate is subsequently found, the Company/seafarer

Annex - 3

INSTRUCTION & GUIDANCE ON CADET TRAINING PROGRAMME

In order to be eligible to undertake training and assessment leading to an appropriate certificate under STCW regulation II/1 or III/1, it will be necessary to meet the following requirements 1 Deck Cadet 1.1 Candidates should be over 16 years of age at the commencement of training;

be medically fit; and hold a Bahamas General Certificate of Standard Education (BGCSE) at a Grade not lower than „C‟ in English, Mathematics and Science/Physics or equivalent. They will be required to undergo an initial training of 3 months in an approved institute that will also include Basic Training (STCW A-VI/1)

1.2 They will then have to complete a minimum period of 12 months sea-service

(of which at least 6 months must be spent on Navigational Watch-keeping duties under the supervision of certificated officers) as a Deck Cadet during which time the IMO or equivalent Training Record Book shall be maintained

1.3 The final phase of training shall comprise a period of about 6 months at an

approved institute where the Cadet will undertake short ancillary training required under STCW regulation VI and successfully complete the required education, training and assessment under STCW regulation II/1 before an Appropriate Certificate may be issued for the capacity of Officer in Charge of a Navigational Watch

2 Deck Ratings

Candidate may undertake education, training and assessment for an appropriate certificate under STCW II/1 after completing 3 years service in the deck department (of which at least 6 months of the last 12 months must be spent on Navigational Watch-keeping duties on the Bridge under the supervision of a certificated deck officer). The rating shall also be required to following the training courses and maintain a Training Record Book, as specified above in 1.2.

3 Engineer Cadet: 3.1 Candidates should be over 16 years of age at the commencement of training;

be medically fit; and hold a BGCSE at a Grade not lower than „C‟ in English, Mathematics and Science/Physics or equivalent. They will be required to undertake an approved initial workshop training of 18 months followed by Basic Training as required under STCW A-VI/1. If a candidate holds „A‟ levels in Physics and Mathematics or a Diploma in Engineering then the period of shore-based Workshop training may be reduced by 6 months, and in the case of a Degree in Engineering by 12 months.

3.2 The second phase of training will be shipboard training (sea-service) for a

minimum period of 6 months as an Engineer Cadet or Assistant Engineer under the supervision of a certificated engineer officer, during which time the IMO, or equivalent Training Record Book shall be maintained.

3.3 The third and final phase of training shall comprise of a period of about 6 months

at an approved institute where the candidate will undertake short ancillary training required under STCW regulation VI and successfully complete the required education, training and assessment under STCW regulation III/1 before an Appropriate Certificate may be issued for the capacity of Officer in charge of an Engineering Watch in a manned engine-room or designated duty engineer in a periodically unmanned engine-room.

4 Duration of Workshop (Mechanical and Electrical) training* 4.1 As per STCW, the total period of training leading to Watch-keeping Engineer

Officer's certification is 30 months. This includes: a) mandatory Workshop Training, b) 6 months shipboard training as Assistant Engineer, and c) 6 months college course leading to final certification.

4.2 The period of Workshop Training shall be 18 months if the entry qualification is

BGCSE ("O" level) in English, Mathematics, Science/ Physics (at Grade-C). However, any science based higher qualification should reduce this period of Workshop training as follows: a) For a candidate holding an "A" level in Mathematics, Physics or National

Diploma (Ordinary or Higher) in Mechanical/ Power/ Electrical Engineering, it may be reduced by 6 months (i.e. 12 months Workshop Training);

b) For the holder of a Degree in Mechanical/ Power/ Electrical Engineering it may be reduced by 9 months (i.e. 9 months Workshop Training);

c) For the holder of a Degree in Naval Architecture it may be reduced by 12 months (i.e. 6 months' Workshop Training).

5 Apprenticeship in Marine Engineering (Workshop Training)* as part of STCW Code A-III/1

The following outlines the areas to be covered and the estimated time frame to complete. It should be noted that the number of weeks shown against various task groups reflects the importance and intensity of training required. However, the approved workshop or shipyard may follow a flexible approach to achieve the ultimate goal. a) Safety at work – health & safety regulations and requirements – use of safety

helmet, safety boots, safety torch etc., working at heights, working in enclosed spaces, use of oxygen and gas detectors etc. - 1 week

b) Familiarisation with tools and equipment – those used on board and also those

used in shipyards; - 1 week c) Welding shop – flame cutting, all types of welding (including overhead

welding), brazing, etc. - 3 weeks d) Steel fabrication – heavy fabrication work, fabrication tubes, chimneys, tank

making, ducting, repairs to ship‟s structures etc. - 5 weeks e) Boiler work – repairs to various types of boilers – exhaust boilers, Cochran

boiler, composite boiler etc. - 3 weeks f) Machine shop – all types of metal turning, milling, boring, shaping, thread

cutting, slotting etc. - 10 weeks g) Drawing office – drawing various parts of marine machinery and plans for

alterations and repairs to ship‟s structures; - 2 weeks h) Fitting shop – repairing, fitting of ship‟s auxiliaries, overhauling of pumps,

valves, air compressors etc. - 9 weeks i) Plumbing and carpentry – essential repair of leakage, use of repair kit, bending

and joints in pipes, cutting and shaping wood etc. - 2 weeks j) Diesel shop – maintenance, repair and assembly of diesel engines, calibration,

testing of fuel injection equipment, alignment and testing of marine diesel engines. - 10 weeks

k) Electric/ Electronic – wiring systems on ships, repairing of overhead crane,

galley equipment, different types of starters, installation of various types of

* The workshop training should be of 78 weeks (18 months) duration*. However, the period of training may be reduced depending on the back-ground and qualifications of the individual apprentice.
