History of Special Education Mandates

• General education delivers instruction in heterogeneous settings using traditional methods

• Students needing intervention referred to SST.

• Students not “qualifying” receive little or no intervention.

• Special Ed. provides “services” through RSP, SDC & Full Inclusion, NPS structures.
