T hacher Brown said he has not changed his mind: he still will not sign an easement granting access to his property for a beach re- plenishment project. “Our feelings here have not changed,” said Brown, of East Avenue, one of 70 property owners in Bay Head who have yet to sign easements. “The state has been unwilling to change the easements to satisfy our concerns.” Brown said he knows the state can take his property through eminent do- main. But he and other Bay Head resi- dents have resisted signing easements because they believe it permanently transfers a hefty portion of their private, beachfront property to the public with- out adequate compensation. Brown and others say they have always paid to maintain their own beaches and want to continue to do so.
