What is the BVP? The Bulletproof Vest Partnership (BVP) is a reimbursement program initiated by the U.S. Department of Justice. The BVP equips state and local law enforcement with ballistic body armor — critical and life-saving equipment for LEOs across the country. For more information on the BVP, visit this webpage. How do I apply for the BVP? You can apply for the BVP in three easy steps:

Step 1: Online Registration — New users can provide contact and banking information throughout the year.

Step 2: Online Application — Identify the total number, type and projected cost of vests for the applicant’s eligible and participating Law Enforcement Officers.

The BVP program makes funding decisions three to four months after the “open application period” ends. Applicants are then notified via email regarding approved funding levels. Vests meeting applicable NIJ standards can be purchased through any vest distributor.

Step 3: Online Payment Requests — Once vests are delivered, complete an online receiving report and request for payment.

For additional video resources on how to apply, scroll to ‘BVP Video Demos’ on this webpage. IS THE BVP A GRANT PROGRAM? No, the BVP is not a grant program. It is a reimbursement program. How much time NEEDS to be allocated by the agency to apply, and what is the deadline? In general, most agencies spend between 2-3 hours gathering information and applying for the BVP. The application usually opens in April and closes six weeks from opening date. The BVP application only opens once per year. What are the requirements for an agency to qualify? According to their website, the BVP program is open to “any recognized unit of general government (states, counties, federally recognized tribes, cities, and local jurisdictions) recognized by the U.S. Census Bureau that employs Law Enforcement Officers. The jurisdiction’s chief executive is required to complete the online registration and to provide general oversight and approval of key transactions between the BVP Program and the participating law enforcement agencies.” In addition, the program prioritizes agencies that have a jurisdictions of 100,000 or less, and funds are only allotted to for new officers or officers with expiring vests. How much may the agency apply for? An agency can apply for a 50% reimbursement on purchases up to $1200. For additional information on funding, visit this webpage. What does the reimbursement cover? The program is designed to pay up to 50% of the total cost of each vest in the application. It is suggested that the agency applies for the maximum amount of funding available. The agency can get reimbursed for vests, inserts, accessories required for wear and shipping. For additional information on what the reimbursement covers, click here. How long are reimbursements available for use once awarded? Funds will be available for 2 years from the day reimbursement funds are awarded. Does the agency have to make purchase decisions during The application process? No. An agency can apply for any approved body armor and later purchase another approved body armor product with their funds if they desire. It’s important to note that BVP funds may only be used to purchase equipment made in the USA and that meets applicable NIJ standards. For a full list of approved body armor, click here.
