I. Executive Summary

Provincia Australia has continued to show steady signs of growth over the last 12 months. With the focus of growth around the foundations of a vicus in Melbourne, Victoria, greater efforts were thwarted by the arrival of COVID-19. Severe restrictions implemented by the local macro government in this region hampered any physical activities. Despite setbacks, the manifestation of Nova Roma (NR) in this region continues to grow through the implementation of a local organisation called Australia Nova Romana (ANR). ANR achieved acclaim with the signing of a collaborative agreement with an existing Roman group, Ancient Roman Reenactors Victoria and their legion, Legio X Fretensis. ANR has also expanded their digital footprint with an increase in social media presence. This has drawn more interest in NR across the region. In accordance with the recent Senatus consultum de relatione rectorum provinciarum, this report has been prepared as a complete summary of all activities of ANR and by extension, NR since the last report in 2772 a.u.c. The report intends to articulate all activity being undertaken by provincial citizens at all levels that can be considered reportable to the Senate, or otherwise of interest to the Governor. Since the last report, the provincial administration reduced the reporting period from a self-elected three-month interval, to the minimum single annual report, required of all provinces. This reporting period is from December 2772 a.u.c. to the date of release of this report. Since October of 2772 a.u.c. Provincia Australia has been under the direction of Legatus et Praefectus D. Aurelius Ingeniarius. Under Senatus consultum ultimum de rectoribus provinciarum, D. Aurelius Ingeniarius has since been appointed Legatus Pro Praetore, replacing M. Claudius Nero who remains on extended absence away from the province. It is with great pleasure and privilege that I present the next instalment of a linage of informative reports to the Senate.

IV. Current Citizen Status

i. OVERVIEW The Cn. Caesar and L. Sulla, coup d’état of 2015 devastated the smaller provinces of Nova Roma. The province of Australia equally felt the effects of the Civil War and as a result, the citizen count significantly reduced. With the civil war declared over on July 2772 a.u.c., the local provincial authorities under the guidance of current Governor D. Aurelius Ingeniarius now seek to recover and rebuild a base of citizens. Efforts to recover and repopulate the province has been slow but positive. A campaign to generate interest in the local NR movement has provided several new applications. Provincial staff have also continued to reach out to existing citizens with some choosing to return. The advertising and social media campaign will continue to establish a critical mass of citizens to form effective programs to engage citizens. The province has seen a small number of existing citizens return and they have been supplemented by small handful of new citizens.

‘Active citizen’ by ANR definition differs from the Nova Roma definition. Nova Roma considers a citizen

‘active’ if they participated in the last census. ANR considers a citizen active if they have participated in a forum or engaged with provincial staff within the last 12 months. All citizens are encouraged to undertake the

NR census and vote in NR elections to ensure their NR active status. ‘Lost Citizens’ include those registered as deceased or that have otherwise relinquished their citizenship.

V. Province Expenditure Report This section details expenditure, considered official, for the benefit of the province and Nova Roma. All values specified are in Australian Dollars (AUD).

All expenditure to date has been funded directly from the accounts of personal citizens. Formal financial records only commenced in 2772 a.u.c. and as such, all transactions to-date are shown.

VI. Province Status Evaluation

i. OVERVIEW In accordance with Senatus consultum de provinciis ordinandis, provinces are evaluated for ongoing efficacy. The following is the current self-reported record since the last report (Dec. 2772 auc) for consideration by the Senate:

ii. REQUIREMENTS FOR GRANTING THE STATUS OF PROVINCE The following assessment criteria is taken from Senatus consultum de provinciis ordinandis II.B.1-5:

A. At least 15 Nova Roman citizens in the region: 18 Active citizens, 30 inactive citizens. Achieving.

B. A functioning (minimum 15 messages per month, by 5 different citizens) online communication forum with 15 resident participants: Averaging 4 citizens communicating regularly. Underperforming.

C. Two gatherings of 5 resident citizens in a year: Only 3 citizens have been gathering over 6 sessions in the past 12 months. Underperforming.

D. Partnership in a form officially recognized by Nova Roman law with one (at least partially Roman) reenactment group in the area: Under Edict Edictum proconsulare de legione X Fretensi Australiano, Legio X Fretensis of Ancient Roman Reenactors Victory is a recognised Allied Unit. Achieved.

E. There is at least one candidate for governor: D. Aurelius Ingeniarius is active and the current serving Legatus Pro Praetore. Achieving.

iii. EVALUATION ASSESSMENT

In accordance with Senatus consultum de provinciis ordinandis III.A. based on the above criteria, Provincia Australia is rated:

ABANDONED UNSATISFACTORY ACTIVE EXCELLENT

This is the first UNSATISFACTORY mark recorded for a 5-year period. iv. GOVERNOR’S COMMENTS

The illegal dictatorship and civil war hit Provincia Australia hard. More recently, the local bushfire disaster and COVID-19 pandemic made physical meetings impossible and recruitment very difficult. Previous province leadership in the last 10 years has been incapacitated or otherwise unable to provide the direct leadership to grow the province. The latest Governor appointment should bear fruit and the province will now show signs of steady growth.

VII. Ongoing Development Activities & Initiatives

i. OVERVIEW & DEFINITION The following ‘Development Initiatives and Activities’ (DIA) undertaken are currently under consideration or pending action in the province. Each of which designed to enhance or grow the province in the name of Nova Roma. Each DIA is assigned one of the following status:

Open – DAI requires investigation and decision by the Governor or Senate. On Hold – DAI is delayed or otherwise awaiting third party consultation. Assigned – Scoped work for DAI has be assigned to staff and is now under development. Recommend for Closure – DAI outcome has been achieved or work has concluded. Staff are

recommending closure of the DAI to the Governor. Closed – Governor has approved closure of the DAI. Will be archived in the following

report. All closed/completed DAI are listed at the conclusion of this section.

ii. DAI-IXX-I: AUSTRALIA NOVA ROMA

Outline: ANR is currently an unofficial organisation founded by D. Aurelius Ingeniarius. ANR is intended as a subsidiary to Nova Roma Inc. to contextualise Nova Roma for the Australian and New Zealand environment. See Section VIII for more information.

Current Activities: The long-term goal is to incorporate ANR as a not-for-profit organisation with a local state. This will provide standing legitimacy for the organisation and the ability to acquire relevant local insurance. It will also provide assurances to citizens and a mechanism for ANR to seek local taxes in the form of membership fees. ANR is becoming the local brand for NR in Australia and New Zealand and a conduit for all things Roman.

To achieve this, we need to reach a minimum number of provincial NR citizens willing to sit on the board of directors for ANR. As such, the Consilium Provinciae commenced a recruitment and retention campaign. Through various new social media accounts, ANR has had some success in drawing new citizens to ANR and NR. They have also succeeded in welcoming back several citizens that had become inactive, likely due to the recent civil strife in NR. An honourable mention is noted for citizen C. Sempronius Scepsis Agricola. He has dedicated considerable time, personal funding, and imparted great knowledge to grow NR and ANR within the province. At the core of ANR is a central website, a forum, designed to bring all Australian province citizens in one location. See DI-IXX-IV: ANR Forum, for more information.

iii. DAI-IXX-IV: ANR FORUM

Outline: At the core of the ANR organisation is the ANR website (https://austnovaroma.jcink.net). The forum is both a communication platform for all Australians and New Zealanders and serves as a record for all the Nova Roma communities and city level groups (vici) within the province. As new supporting edicts are declared by the province governor, groups of locals can start their own vicus within these forums, in accordance with Nova Roma law. ANR, and the associated forums, are not intended to replace Nova Roma, its official website, or other available information. The forum is intended to enhance and compliment access to these existing resources as a portal tailored for the Australian and New Zealand Nova Roma community.

Current Activities: D. Aurelius Ingeniarius has created a basic framework structure of the forum as well as a solution for various permission groups. The first prototype vicus, to be located in Melbourne, has been allocated a space within the forum to provide a visual attestation to the likely structure. Additional upload and posting of content is on-going as information and resources are developed. Historical records, decisions and data for the province can now also be recorded in posts in the appropriate areas in the forum.

iv. DAI-IXX-VI: MEETUP GROUP

Outline: Province citizen D. Aurelius Ingeniarius has initiated an online Meetup group. Meetup is an online platform designed to bring together people to form special interest groups. The intent is to use Meetup as a medium to advertise to locals in the province and build a citizenship base.

Current Activities: The current subscription has been allowed to expire. After only limited success, it weas deemed too expensive for one citizen to fund in isolation. Once further funding becomes available, it could be recreated and managed alongside other ANR social media platforms.

DAI Status: Recommend for Closure.

v. DAI-IXX-VII: ALBUM CIVITAS INQUIRY

Outline: Province citizen D. Aurelius Ingeniarius has made inquiries of various magistrates to gain access to records and censorship data of any existing citizens of the province of Australia. Due to the civil

war and lack of access to the official website, this was all but impossible. Now that access to the official website has been regained, the Album Civitas is likely to become available once more.

Current Activities: With official appointments of active managing staff for the province, local staff were granted (by the office of the Censors) a copy of relevant portions of the database for Australian citizens.

DAI Status: Recommended for Closure.

vi. DAI-IXX-VIII: GOFUNDME FUNDRAISING CAMPAIGN

Outline: Province citizen D. Aurelius Ingeniarius has made a page on the GoFundMe website. Primarily, the page was created to fund expenditure to offset the yearly Meetup subscription, see DAI-IXX-VI. However, the page also serves as another advertising medium to attract potential citizens.

Current Activities: No income has been received since the creation of the page. Its usefulness as a recruitment tool is minimal, as the current description on the page is brief and requires expansion.

vii. DAI-IXX-IX: LOCAL LEGION ENGAGEMENT

Outline: Province citizen D. Aurelius Ingeniarius has been advertising and searching via Facebook to find Australians and New Zealanders. This search has revealed several state-based local Roman Legions.

Current Activities: Since the last report, ANR, on behalf of NR, has signed a ‘Memorandum of Understanding’ with Legio X Fretensis of Ancient Roman Reenactors Victoria Inc., now recognising them as an Allied Military Reenactment Unit of Nova Roma. This has been ratified by an edict from the appropriate authority, in accordance with Lex Aurelia de legionibus. Further cooperative agreements with other organisations will be sought in the coming 12-24 months.

viii. DAI-IXX-X: PUBLIC LIABILITY AND PROFESSIONAL RECOGNITION

Province citizen D. Aurelius Ingeniarius has been exploring liabilities on any organisation created, such as ANR, see DAI-IXX-I.

Current Activities: D. Aurelius Ingeniarius has come across two websites of interest that may have validity to any Nova Roma activities in Australia. Both the Australian Reenactors Association (ARA) Inc. and the Australasian Living History Federation (ALHF) both present benefits that would be of value to ANR and Nova Roma. Both are a potential medium for advertisement but also may afford certain protections from a public liability perspective. Research is ongoing.

ix. DAI-IXX-XI: PROVINCE FLAG

Outline: Province citizen D. Aurelius Ingeniarius has been inspired to create a province flag, influenced by existing Nova Roma designs.

Current Activities: D. Aurelius Ingeniarius has designed a flag, and since the last report, an edictum has been passed anointing it as the official flag of the province. The design for the province flag of Provincia Australia is as follows:

This flag has now become part of the ANR brand in Australia and New Zealand and now forms part of its identity. The flag was ratified under Edictum dE ElEctione vexilli provincialis, enacted a.d. XV Kal. Nov. Q. Arrio (II) T. Domitio (III) cos.

x. DAI-XX-I: SOCIAL MEDIA & WEB EXPANSION Outline:

With the assistance of C. Sempronius Scepsis Agricola, ANR has sought to grow its online presence to attract more citizens to the region.

Current Activities: Under the name of ANR, staff have created a Twitch channel, a YouTube channel and an Instagram account. With redevelopment of our Facebook presence, we have started to draw attention globally and from within the province of a positive nature.

DAI Status: Assigned.

xi. DAI-XX-II: REPUBLIC OF ROME - BOARD GAME Outline:

As a way of generating interest in the ancient Roman Republic and Roman politics, D. Aurelius Ingeniarius has been hosting an online variation of the Valley Games board game, Republic of Rome (2009).

Current Activities: Since August, D. Aurelius Ingeniarius has guided two NR citizens and three guests through six sessions of the Republic of Rome board game (RoR). This was hosted via the online application ‘Roll20’, a virtual table-top environment. RoR proves to be a marvellous introduction to Roman politics, if players can overcome the steep learning curve. However, D. Aurelius Ingeniarius, or any other proficient player, can assist new players as a game master. A new set of sessions is being advertised in the coming weeks for new players to join. Sessions are hosted on the ANR Twitch channel and posted to the ANR YouTube channel.

DAI-IXX-II: CHANGE OF PROVINCE NAME Outline:

Raised by D. Aurelius Ingeniarius, concerned was highlighted over the name of the Province of Australia. As the province includes the modern-day nations of both Australia and New Zealand it was suggested that the name was not inclusive of New Zealand. DAI-IXX-III: DISCORD EXPANSION

Outline: The Nova Roma Discord is seen as an excellent tool for more live communication among citizens. To be effective in the Australian context, a brief review of the available channels was done.

DAI-IXX-V: NOVA ROMA STRUCTURE DIAGRAMS Outline:

D. Aurelius Ingeniarius has produced a series of logic diagrams to aid in the understanding of the structure of various aspects of Nova Roma. Through a series of Facebook posts, D. Aurelius Ingeniarius verified the integrity and correctness of the diagrams with several magistrates. What started as an individual study technique, has now provided a useful artefact for other citizens.

VIII. Australia Nova Romana

i. ABOUT AUSTRALIA NOVA ROMANA ANR is an unofficial subsidiary of Nova Roma founded in 2772 a.u.c. by Plebeian, D. Aurelius Ingeniarius, who also became a Nova Roma citizen of that same year. With the general endorsement of the then governor of Australia, Legatus Pro Praetore Marcus Claudius Nero, ANR was created in response to dwindling citizen numbers in the Nova Roma province after the Cn. Caesar and L. Sulla, coup d’état of 2015. ANR will also eventually serve as a legally recognised incorporated body that can manage money generated locally and provide a mechanism for collective insurance for any reenactment activities. ANR is the initiative to grow the Nova Roma community in the Nova Roma province of Australia, which includes the modern day nations of Australia and New Zealand. ANR seeks to not only educate members on Nova Roma, Mos Maiorum and Romanitas, but also educate members on the finer detail of a functional Roman Republican Senate through structured role-play. ANR also runs a public speaking program and remedial Latin language program.

ANR is working to establish the first sub-chapters across Australia, and subsequent first Nova Roma vici (city councils). ANR seeks to open up new sub-chapters right across Australia and New Zealand over the coming years.

ii. MISSION Harnessing the local Aussie and Kiwi spirit to revive the Roman in all of us.

iii. VISION On the far reaches of the Nova Roma Republic, we will be the example to empower every citizen to find their own Roman Way.

iv. THE FIVE PILLARS ANR aims to further and enhance the studies of Nova Roma citizens in Provincia Australia through five key pillars of knowledge and skill:

Sacerdotium (Priesthood) ANR aims to grow interest and knowledge in the Cultus Deorum Romanorum, the religious practice of Nova Roma. The ultimate goal is the construction of permanent aedes (temples) through various regions in Australia and New Zealand. ANR seeks to create a centre of expertise in the southern hemisphere for priests to study the practice and consult on ceremonies and events across the province.

Eruditio (Education) Central to the Republic and all citizen development, is the study of Latin. ANR seeks to grow a base

Respublica et Senatus Ludi (Government Games) Under development is a political historical simulation that city groups can undertake once established and large enough. Based on the tabletop game; Republic of Rome by Valley Games (2009), the government or Senate game seeks to simulate the Republican Senate and educate participants on the politics of Nova Roma.

Vox (Voice) ANR seeks to bring out the public speaker in all citizens. Cultivating a base of practiced or trained public speakers, provincial citizens will receive training to better enhance their presence in front of a crowd.

About the ANR Forum Visit: https://austnovaroma.jcink.net. The forum is both a communication platform for all Australians and New Zealanders, but serves as a record for all the Nova Roma communities and city level groups within the province. As new supporting edicts are declared by the province governor, groups of locals can start their own vicus within these forums in accordance with Nova Roma law. ANR is not intended to replace Nova Roma, its website, or available information but is intended to enhance access to these, as a portal tailored for the Australian and New Zealand Nova Roma community. ANR Forum Registration Requirements: ANR registrations are through this forum website and require potential members to register using their official Nova Roma citizen name. People can still join if they are yet to become a citizen, but will have limited ability to interact with the forums until they do. Once a request to register with ANR has been completed, an administrator will be required to approve the request before the member will gain full access to the forum. Groups & Participation: Participation in the forums is acknowledged through the award of social rankings inherent to ANR. 2. Cohors Praetoria: ‘The leader’s team’ in Latin, these members are the appointed staff of the Governor, working in the Praetorium. 3. Forum Apparitores: These are public servants appointed to administer the ANR forums. 4. Nova Romana Magistratus: A group for visiting Nova Roma dignitaries who participate in the ANR forums. 5. Vicus Magistratus: This group consists of the locally elected aediles and officers of province Municipia and Vici. 6. Provinciae Civis: This is the bulk of the ANR members, ideally all part of an oppidum. 7. Libertini: These are potential members, based in Australia and New Zealand who are yet to formalize their citizenship with Nova Roma. 8. Provinciae Socii (Validating): These are pending ANR members under review of the Forum Apparitores. 9. Exsilium: These are ANR registered members who have broken too many rules of the forum and as a result face temporary (or permanent) banishment from ANR. 10. Peregrini: This group defines everyone else not otherwise registered on the ANR forums. The Shoutbox: The Shoutbox or ANR Vomitorium is a semi-live chat function within the forum that is visible on nearly all ANR forum pages. Usage is governed by the Forum Code of Conduct below. A live audio and text chat channel has been created specifically for Australian Province members. This Discord server will also enable to you interact with other Nova Roma citizens worldwide. ANR Forum Code of Conduct We seek to epitomize the Roman spirit within ANR and the province of Australia. Members are to abide by the following rules: 1. Members should restrict socially unacceptable, foul or cuss language when posting in the forums. It is likely they will be automatically censored regardless based on Jcink conditions of service. Excessive or inappropriate language will be penalized by the moderators. 2. Political debate and hearty discussion is most certainly encouraged across all topics. What is prohibited is insults directed at another member or language that incites violence against any individual or group. Racial, sexist or exclusionary text is also not constructive and strictly forbidden. Failure to comply will result in immediate penalization from moderators. 3. Members must ensure content of their posts complies and aligns to the specific forum that they are posting to. Moderators will move posts without warning in the first instance. Repeated failures to keep post content related to any specific forum will result in the incorrect post being deleted and the responsible member being penalized. Reporting Content:

Individual members will have the ability to report those posts they believe do not comply with the Forum Code of Conduct. A Report button will be available with each post on the forum and can be utilized to submit a post for review to the moderators. Members can also contact a moderator or one of the Forum Apparitores directly. Forum Warning System: A system of warnings is implemented as part of the penalty system for infringing members. Each ANR member will have a small bar with a percentage against their profile that represents their current warn level. A moderator will increase the respective warn level for any member who fails to comply with the Forum Code of Conduct. If the warning level reaches the maximum threshold, the member will be relegated to the Exsilium group and banned from interacting with the forums for an unspecified amount of time.
