• This RFP will be advertised as a Two Phase Design Build, Best Value Procurement. Only the Firms Shortlisted in the Phase 1 Process will be sent to the Phase 2 Solicitation and invited to attend the Preproposal Conference and Site Visit.

• This project is a Design-Build Request for Proposal (RFP), see FAR part 36.3.– There is no public bid opening. Information, other than technical

changes or administrative clarifications, will not be provided during the evaluation process.

• This is a Best Value procurement (refer to FAR part 15 and sections 00 22 10 and 00 22 20 of the upcoming solicitation).

• Design-Build Two-Phase Schedule– Phase 1 on fbo.gov = 30 days– Phase 1 Evaluation = approx. 45-60 days

– Phase 2 sent to Prime Contractors = 45 days– Phase 2 Evaluation = approx 60-90 days
