1. Co-Chair’s Opening Remarks:
Kelly welcomed the Council and Grace as new member. Grace introduced
herself and shared that she is currently employed as a job developer with
London Employment Help Centre (LEHC).
Kelly also welcomed back Randy Meyer from Citizenship and Immigration
Canada (CIC). Jean-Simon bid farewell to the Council as he has accepted a
new role in CIC-Hamilton. LMLIP files would be handed over to Randy.
Council thanked Jean-Simon for his support and wished him well.

Elisabeth informed that a high-level Year 4 work plan for LMLIP was
submitted to CIC in January 2013. While the new year officially starts in
September 2013, planning would be ongoing as we approach the fourth year.
The work plan mentioned that the work of the six Sub-councils will continue,
themes will be retained and Council structure will be reviewed. We will also
keep advancing the work of LMLIP. Kelly noted LMLIP has built strong
successes in the past years and will continue to enhance them recognizing
that Sub-councils drive most of our activity.

2. Adoption of Previous Minutes
Valy corrected the acronym for Cross Cultural Learner Centre which should
be CCLC.
Motion to approve the November 26, 2012 Minutes as amended was moved
by Naeem, seconded by German and approved.

4. Updates and Actions from Previous Business
Advocacy Task Group – LMLIP Community Event
Vicki shared the agenda for the March 27, 2013 LMLIP Community Event to
be held at Best Western Lamplighter Inn. Topics for the event are:
- Policy changes by an Immigration Officer from CIC
- Attraction and retention of international students by President Amit
Chakma, Western University, followed by a panel of international
students
- Peer mentorship discussed by a panel of new Canadians
- Meeting medical needs of immigrants by Dr. Pauline Duke,
Memorial University, St. John’s, followed by a panel
For the international students panel discussion we are inviting students from
the Sub-councils and also from Fanshawe College through Kim Checetto
(Director, ESL Insititute) to participate.
A panel of service providers from London will also speak after Dr. Duke’s
presentation to talk about making healthcare available to newcomers and
immigrants in our community.
Kelly also asked Council on how they plan to highlight and celebrate the work
of the Sub-councils, apart from the acknowledgements that would be given at
London & Middlesex Local Immigration Partnership

the start and end of the program. Suggestions included:
- A short video that will present the LMLIP story
- Set up displays around the room for each sub-council which
attendees would be able to view during breaks
Both suggestions were supported as the video will provide a visual element,
and display booths would be a place for guests to go to during breaks and
learn from. These are great opportunities to recognize the volunteers and
also to educate the community about the work that has been done, including
the importance of working together. Featuring 1-2 projects for each Sub-
council was suggested.
This will also be an opportunity to refresh the interest in the Sub-councils and
invite people to join LMLIP. The products could be featured in the display, as
well volunteers to speak to the guests visiting the display.
Council felt that these tools are sufficient to recognize the work of the Sub-
councils. Kelly noted the participation of the Sub-councils to develop the
material to be displayed and volunteers to staff their respective booths. Huda
suggested for a template to be filled out so information to be presented is
consistent across the six Sub-councils.
Kelly informed that invitations will be sent to Council and requested to share it
with their networks. There is no cost to the event and everyone who has an
interest in immigrant issues will be invited to attend. Kelly acknowledged the
support from CIC and thanked Vicki, Shamara, Naeem and Valy from the
advocacy task group.

LMLIP Communication Strategy
Kelly noted that there is considerable progress made on advancing the
communication strategy - in communicating about LMLIP and our role in the
community. While the development of the work plan is organic, Council also
agreed that it is time to raise LMLIP’s profile. In recent months, the
multimedia task group met with Londoner, London Free Press and Rogers TV
to explore opportunities. Early fruits of these meetings were shown in the
positive print media coverage of the DVD launch of “London: A Newcomer’s
Story”.
Task group reconvened and decided to pursue the opportunity with Rogers
TV who was keen on increasing representation of communities they serve.
They expressed interest to develop a more diverse content and multilingual
programming. As such, the task group developed a Terms of Reference
(draft) to provide a framework for the partnership and this was shared with
London & Middlesex Local Immigration Partnership

Council. The group proposes a multi-year partnership and programming that
will integrate into Rogers TV’s existing programming. This document was
also shared with communications experts who felt that the proposal was
reasonable to be presented to Rogers TV. Kelly noted that this work is part of
LMLIP’s evolution and in advancing the LMLIP brand. Task group will be
meeting with Rogers and asked Council for input.
Council was receptive to the proposed partnership. Suggestion made to add
impact on host community as outcome, in addition to ethno-cultural
communities. German also saw an opportunity with a video graphing
community that has received international awards for its documentaries.
German offered to make the connection.
Given the limited resources, suggestions made to work with Fanshawe media
students and explore offering an internship program. Caution noted to
consider permanent (paid) workers versus volunteers recognizing the limited
availability of volunteers.
Kelly thanked everyone for their input and Dev for his contributions to the task
group.
Recruitment Task Group
Shamara informed that two applications from the Francophone community
were received and group decided to recommend Gaston Mabaya, Executive
Director of ACFO de London Sarnia. Motion to approve Gaston’s application
was made by German, seconded by Yahya and approved.
Sub-council Progress Report
LMLIP Education Sub-council - Muriel noted that the Sub-council has started
planning for next year’s activities.
Support for Students work group will be revisiting the Strategic
Plan and will be reworking the themes.
While the position paper regarding equity, inclusion and
diversity training of pre-service teachers has been submitted,
there remains an opportunity to plan activities for existing
teachers.
The Support for Parents work group will be presenting to two
more conferences in Spring 2013. Group will also discuss
about translating the “Welcoming All Voices” resource given
the interest from the Francophone school board.
Staff will update the language in the Terms of Reference.

LMLIP Employment Sub-council - Anne noted that the Sub-council is
wrapping up this year’s goals which includes:
Enhancing communications and connections with
employers
Completing the flowchart re: job-seeking process. Outline
is done and group will be moving into adding the links to
the resources for each process. The flowchart will be
available on the Immigration Portal but will also apply to
Canadian jobseekers.
Coordinating with WISE 5 Project. Sub-council will be
meeting with Steve Pellarin to learn what activities are
being undertaken and how the Sub-council can support it.
Continuing with the social media campaign. Information
from LMIEC and quotes for the mentorship program are
currently being communicated.
Group has also started planning for Year 4. Much of the activities will remain
the same for the next year. Anne noted the importance of information-sharing
given that all the key players in economic growth and employment in London
are involved with the Sub-council. Group is also anticipating the launch of the
Labour Market Information Knowledge System (LMIKS) which would help in
recruitment and retention of immigrant workers.
LMLIP Health and Wellbeing Sub-council
Huda shared that Accessibility to Interpretation work group
has engaged partners from London Intercommunity Health
Centre, Middlesex-London Health Unit, Across Languages,
London Health Sciences Centre, etc. and reaching out to
more. They are inviting agencies to present their policy and
procedures on professional interpretation which would be
used to draft recommendations for healthcare
interpretation.
A community forum for Seeds of Change Project was held
last December 4th and was well-attended by immigrants,
faith groups and service-providers. There is also a new
Project Coordinator. Funding is currently being sought to
continue work in 2013.
Huda also noted that the group has identified some
activities for next year and will discuss this further in the
London & Middlesex Local Immigration Partnership

next meeting.
LMLIP Inclusion Civic Engagement Sub-council – Valy reported that the Sub-
council has likewise started planning for 2014:
The DVD group will continue distributing the DVD and will
be developing an accompanying resource or
communication tool that will provide more context to the
DVD and recommendations on how it could be used.
Huda mentioned that the group is also planning to
measure impact of the DVD and will be developing a tool
to measure and evaluate.
The DVD group will continue to champion newcomer
stories through the partnership with Fanshawe Pioneer
Village. This would involve an exhibit running from the
Trillium Community Gallery from September to December
2013. It would showcase stories of newcomers and
resources that would help them integrate. Valy noted that
this complements LMLIP’s Communication Strategy.
The Immigrant Leadership group will continue and is
planning for a networking event sometime in April or May
2013.
LMLIP Justice and Protection Services Sub-council - Yahya reported that:
Two focus groups from the Vietnamese and Karen
communities have been completed for the Immigrant
Community Capacity Engagement Project. Fifty-nine
participants were engaged. Curriculum on the justice
system is being developed.
Newcomer Outreach materials that were adapted from
Toronto Police Service is completed. Last year, London
Police Service adapted the brochure, and Thames Valley
District School Board committed to the DVD and a lesson
plan to go with the brochure. London Police and Thames
Valley District School Board (TVDSB) Adult Education
partnered to develop the DVD and completed the work.
Lesson plan has been adapted by TVDSB Adult Education.
The Sub-council is reviewing the Risk Assessment Tool
(draft) prepared by the work group which is meant to
assess multiple risks or barriers to successful integration. It
will be shared with service providers for their input.

Members were requested to review the Strategic Plan to
identify activities for next year.
LMLIP Settlement Sub-council - Mohamed informed that:
The Powerpoint presentation prepared by the Engaging
Landlords and Tenants work group is nearing completion.
The copy was shared with Community Legal Services,
Western University and to the consulting group which
includes a member from the Landlord and Tenant Board,
for their input.
Group is planning how to disseminate the information.
They are currently putting together a proposal to
Community Legal Education Ontario – Connecting
Communities Project to train frontline workers to deliver
accurate legal housing information to newcomers. In
addition to the training material, a video will be developed
that can be shared provincially. ACFO is leading the
application, in partnership with CCLC, LUSO Community
Services, South London Neighbourhood Resource Centre,
and Community Law School, Community Legal Services
and Pro Bono Students Canada.
The Family Settlement Collaborative continues to deliver
information to newcomers of the LINC Program in South
London. They have presented to ESL Leads in TVDSB on
January 23, 2013 to engage teachers in having workshops
in their classes, and will also be presenting to the TESL
London Spring Conference on April 6, 2013.
The inventory of programs and services for seniors is
complete and will be shared with Vicki for mapping. The
final copy will be posted on the Immigration Portal.
Pathways to Prosperity Project
Vicki shared that a new website will be launched soon and will be sending the
link. Welcoming Communities Initiative will be archived.

and encouraged Council to think about the display and plan with the Sub-
councils for Year 4 activities.

Elisabeth welcomed the Council and noted the filming of the Council in
session by students from the Department of Film Studies at Western

University. As suggested by Council, a video about LMLIP is being developed
for sharing at the community event. Elisabeth welcomed Kevin and Philipp
who are assisting in the production as part of our partnership with Western
University - Community Service Learning program. A new photo of LMLIP
Central Council will also be taken.
Elisabeth also welcomed Gaston Mabaya, new member at large and Rose
Ricci, new CIC Program Officer and Andrea Brown, LMLIP Inclusion and
Civic Engagement Sub-council Vice Chair. Kelly also introduced Piotr Krygiel,
United Way intern who was sitting in to observe the meeting.
Kelly recognized three members of the Council who received the Queen’s
Diamond Jubilee award: Dev, Mohamed and Shamara. Council congratulated
them on their achievement.

4. Pathways to Prosperity Project
Vicki reported that project proposals are now posted on the new website
(p2pcanada.ca). Vicki encouraged Council to visit the website and provide
feedback.
A project proposal was also to the Ontario Sport and Recreation
Communities Fund (OSRCF) in partnership with LMLIP Health & Wellbeing
Sub-council. The proposal is to promote physical activity and sport
participation among immigrant youth through the provision of information and
social support using youth-friendly channels. The project will be in
collaboration with other Local Immigration Partnerships in Ontario: North Bay,
Ottawa, and York. The final proposal is due on March 19, 2013.
Lastly, Pathways is sponsoring three conferences for Francophone
communities. Information is also available on the website.
5.Updates and Actions from Previous Business
LMLIP Community Event
Huda reported that four panelists for the health theme are

confirmed. They are representatives from Middlesex-London
Health Unit, London Intercommunity Health Centre, London Cross
Cultural Learner Centre and a medical student from Western
University.
Panelists for international students theme are being recruited from
Western thanks to Shamara and Vicki. Elisabeth noted that
Fanshawe College is now also involved.
The London Middlesex Immigrant Employment Council is
arranging panelists and facilitator for the employment theme.
Displays
Huda requested Sub-council Chairs to think about the information they want
to show on the displays. Muriel asked whether a handout should be
developed to complement the information on the display. Anne suggested
using the Ontario Works model where volunteers engaged in a conversation
with the participants visiting the booths.
LMLIP Communication Strategy
Ria reported that the task group met with Rogers TV who was receptive to
the proposed programming partnership. Upon the advice of Bob Smith,
Station Manager, staff explored the website which listed opportunities for an
appearance on an existing show, local event coverage and a show. With the
upcoming community event, there is opportunity for us to ask Rogers to cover
our event. There are also opportunities for a show given the interest from
LMLIP Employment Sub-council for an immigrant employment-related topic.
Dev added that Rogers agreed that having programs that will integrate into
existing shows is feasible. There is an interest to partner for a multilingual
programming through Horizons which is similar to Mosaic except that it is
targeted to a specific ethno-cultural community and aired in their first
language. Rogers is flexible on what LMLIP is prepared to commit to and they
will provide the technical expertise and production resources.
Sub-council Progress Report
LMLIP Health and Wellbeing Sub-council –
Corinne reported that the group started planning for Year 4
activities. The work group on Shared Space collected
information and planning to develop a resource, possibly a
policy template to inform about the process in obtaining space.
The group is also interested in supporting refugee health and
physical health of newcomers and immigrants. As mentioned
by Vicki, a proposal was submitted to Ontario Sport and
to their networks.

Recreation Communities Fund (OSRCF) by Pathways to
Prosperity Project with LIPs to promote physical health and
sport participation among immigrant youth.
LMLIP Inclusion and Civic Engagement Sub-council
Andrea noted that the media and engagement work group is
planning on a social media campaign called “I Am London”.
This will feature “faces” of London on posters and will be
circulated via social media. The faces will be immigrants from
various ethno-cultural communities and group is planning to
make a general call-out to the community for interested
participants. Group will continue to finalize the work plan with
regards to required resources.
The immigrant leadership work group met with London
Heritage Council and learned that they are developing a DVD
targeting immigrant leaders. Recognizing the similarity, the
group is planning to partner and share footage with the
Heritage Council. While the video is being developed
specifically for arts and culture, the group is also being given
an opportunity to ask a list of questions to the video
participants. Furthermore, the group will continue to work on
the networking event of immigrant leaders on June 18, 2013
where additional filming for the video is also being planned.
LMLIP Settlement Sub-council
Mohamed shared that the inventory of programs and services
for seniors is completed. He noted that healthline.ca was
useful and an updated source of information that helped in
completing the inventory. Vicki is working to engage Migrations
& Ethnic Relations students to map the inventory.
The Family Settlement Collaborative continues to deliver
workshops to LINC students and going to places where gaps
are identified. The group submitted their proposal for the TESL
Spring Conference. Mohamed thanked Muriel for leading the
application. Both will work on the presentation for the
conference.
Engaging Landlords and Tenants work group is putting
together a proposal together led by ACFO de London Sarnia
to be submitted to Community Legal Education Ontario
(Connecting Communities Project). The proposal is about
training frontline workers to provide accurate legal information
on housing to newcomers.

Yahya reported that workshops are currently delivered to
Karen and Vietnamese communities under the Immigrant
Community Capacity Engagement Project. They have
engaged about 10 volunteers from both communities. The
materials have also been translated to Arabic and Spanish for
future use by these communities.
LMLIP Education Sub-council
Muriel noted that work of various work groups continues and
will refine Year 4 activities in the upcoming March meeting.
The Support for Parents work group recently provided a
workshop to the Thames Valley District School Board Parent
Involvement Committee (TVPIC) Conference. A compressed
version of the toolkit was presented and was well-received by
parent leaders.
LMLIP Employment Sub-council
Anne noted that the work group developing the roadmap on
the job-seeking process will be meeting tomorrow to resolve
technical and content issues. The interactive roadmap will be
completed soon and will be made available online.
Group will continue to plan on strategies for next year, noting
the strong affinity among members to connect with
organizations in the field of economic growth and employment.
6.LMLIP 2013-2016 Strategic Plan & Year 4 Implementation Plan (Draft)
Huda reminded that the implementation plan is a work in progress and the six
Sub-councils will develop this further in the upcoming March meetings.
The LMLIP Strategic Plan for the Central Council uses themes based on the
2010 Community Immigrant Strategic Plan that will be measured against
Citizenship and Immigration Canada anticipated outcomes. Huda encouraged
Council to think about activities under each theme and strategic partnerships
that will help us advance each item.
Some of the feedback were to:
Evaluate what has been achieved in the plan, identify
remaining gaps and opportunities
Consider the changes in demographics and politics and its
implications on immigration
Explore a logic model to help us measure and evaluate
activities
Conduct an environmental scan to inform us in mapping the

Elisabeth thanked Council for their participation. The six Sub-councils will
continue to work on the Year 4 Implementation Plans and plan on how to
involve the community in developing the next 3-year strategic plan. Elisabeth
and Kelly will connect with Vicki for the environmental scan and would
engage employers in the process.

Elisabeth welcomed Andrew Lockie, CEO of United Way London & Middlesex,
and Andrea Brown, Vice Chair of LMLIP Inclusion & Civic Engagement to the
meeting.
Group bid farewell to Kelly and thanked her for her vital contributions in the
formation and evolution of LMLIP.

Terms of Reference
Council reviewed the Terms of Reference as per the commitment made to
Council in 2011. With Kelly’s departure, Council discussed the Co-chair position
and the role of United Way.
Elisabeth noted that Council needs to review the Terms of Reference in the
following months and in the interim, United Way is open in continuing its support
of the Co-chair position. Andrew reiterated United Way will continue its support
either through Kelly’s successor or any other forms that Council may recommend.
Andrew also noted that the work of the LMLIP aligns with United Way’s
Beginnings & Transitions impact area.
Anne mentioned that it would be timely to begin the discussions on the current
governance model as part of the evolution of LMLIP and that other governance
model may be considered.
Elisabeth also noted that some aspects in the current Terms of Reference with
regard to supporting the Co-chair’s position need to be revisited.
After some discussion, Council agreed to establish a Work Group to review and
bring recommendations to the next Council’s meeting.
A work group comprising of Dev, Anne, Vicki, Naeem, Corinne and Elisabeth was
formed
LMLIP Community Event
Kelly mentioned that close to 300 individuals participated at the LMLIP
Community Event on March 27, 2013 at Best Western Plus Lamplighter Inn &
Conference Centre. Council noted the:
- Great turnout from the community
- Good quality of speakers, highly engaging
- Great organization and timing
Anne noted that the presentation on Immigration Program and Policies was useful
in terms of informing the development of our plan for the Sub-councils. Anne also
encouraged Council to review a recently published paper by Naomi Alboim, on
policy changes and the potential impact of these changes.
Elisabeth reminded that LMLIP functions as a local planning body that maximizes
existing community resources to improve the outcomes for immigrants. Educating
the community on current issues is part of the advocacy role of this Council and
we will continue to advance our work locally and use other vehicles without
endorsing a specific point of view. Anne also noted that we will continue to work
differently to meet the needs.

Kelly thanked staff for the support and everyone who had a role to play in the
success of the community event. Huda informed that the feedback from the
electronic survey is included in the 2012-2013 Community Achievement Report.
Elisabeth noted that the community event is a culmination of a lot of work by the
community.
2.Adoption of Previous Minutes
Motion to approve the February 25, 2013 minutes as amended was moved by
Naeem, seconded by Shamara and approved.

4.LMLIP Community Achievement Report
Huda requested feedback on the Community Achievement Report that was
shared earlier, for any missing information regarding projects or
acknowledgments to an individual/organization. Huda also informed that the
report will be shared with the community and other Local Immigration
Partnerships in Ontario. Kelly noted the report shows our accountability and
transparency to the community that we serve. Kelly thanked staff for preparing the
report and the Sub-councils for their work.
5.Survey on Services Available for Immigrants in London and Middlesex
Vicki discussed the draft questionnaire for service-providers that was earlier
shared with Council. Vicki also mentioned that:
- One of the concerns in the previous survey is determining the services
provided by the agencies. One way to address this is by asking them
to identify whether it is a core or occasional service (definition of the
terms will be included)
- Percentage of their clients who are immigrants will be asked
- Will include definition of seniors, adults, etc.
- Will include questions about LMLIP to help identify outcomes
Anne also thought to survey immigrants receiving the services through an internal
survey from the agencies or focus groups. Vicki noted that in a recent study in
Alberta, it was found that less than 50% of newcomers are accessing the
services. Shamara mentioned that some immigrants do not feel the need to
access the services. Mohamed also related the survey with policy changes
implemented by CIC.

Based on the discussions, it was decided that a survey to both service providers
and immigrants will be conducted. Vicki requested for volunteers to join the work
group. Shamara, Saad, Anne, Muriel, Andrea, Corinne and Huda will join the work
group.
6.Community Immigrant Strategic Plan 2013-2016
Huda discussed the draft outline for LMLIP 2013-2016 Strategic Plan. This was
drafted based on community input from the March 27 Event and five Sub-councils
that met in April. The five themes (Supports and Services for Immigrants,
Communication and Access to Information, Host Community, Supports for
Service Providers and Advocacy/Systemic Change) from the 2010 Community
Immigrant Strategic Plan were retained. This time, however, we are framing our
work based on CIC anticipated outcomes.
Sub-councils will identify activities for the next three years in the June meetings.
The updated Community Immigrant Strategic Plan will be shared with the
community in August 2013 prior to submitting to CIC. Huda asked Council to think
of activities that Council would pursue in the next three years.
The Year Four Implementation Plan for the Central Council and six Sub-councils
was also shared at the meeting.
7.Pathways to Prosperity Project
Vicki reported that she attended an Information and Orientation meeting in
Ottawa. At the meeting, CIC seemed to be keen on setting national standards for
group orientations.
8.Updates and Actions from Previous Business
LMLIP Communication Strategy
Ria reported that she had been working with Martin Withenshaw and Jennifer
Hollis from LMLIP Employment Sub-council and Dana Bekri from LMLIP Inclusion
& Civic Engagement (ICE) Sub-council to discuss opportunities in existing
programming of Rogers TV. LMLIP is planning to produce shows with Rogers TV
to engage the host community and inspire newcomers by communicating the
contributions of immigrants in London, as well to encourage our community to be
more inclusive and welcoming.
The Employment Sub-council is planning to do a show on Community
Connections to share success stories of the LMIEC Mentorship for Immigrant
Employment Program and inspire Londoners to volunteer as mentors. The ICE
Sub-council will also be looking for an opportunity in Daytime London to talk about
the “I am London” social media campaign of inspiring stories of proud and
engaged immigrants. Ria will continue to work with Rogers TV and LMLIP
Staff will

LMLIP Video – Western Community Service Learning (Film) students
The video that was prepared by the film students was viewed by the Project Team
and it did not seem to reflect our intent/purpose for having the video. Staff will be
connecting with the students again to see if they can adjust the film to meet our
needs for the video.
Highlights from Sub-councils
LMLIP Education Sub-council – Muriel shared that Support for Parents work
group presented at the Child and Youth Network Literacy Conference and the
Ontario Federation of Home and School Associations Conference in April. Sub-
council also had a good discussion on the themes for the next 3-years, with top
priorities being Host Community, Advocacy/Systemic Change. Two new members
were welcomed at the last meeting and potentially three more in June.
LMLIP Employment Sub-council – Anne noted that the Sheila Carson from
Thames Valley District School Board and who represents the LMLIP Education
Sub-council on the Employment and Education Committee had been in touch with
her and will continue to work together to look at opportunities re: Labour Market
Information Training. The roadmap to employment is the big project for the next
year as the group continues to work on the technology and content of the
resource. The sharing of success stories of the LMIEC Mentorship Program will
also be carried out through the project with Rogers TV.
LMLIP Health and Wellbeing Sub-council – Corinne shared feedback from one
member regarding the community event. While the individual felt it was important
to recognize the contributions of international students, it was also important to
address issues of immigrants who already have settled in the community. Corinne
also mentioned that Adrienne Small presented about the Family Centres in
London which gave an opportunity for members to learn more about the facility
and how it helps to connect immigrants to our community. Sub-council is
continuing working on identified projects for Year 4.
LMLIP Inclusion and Civic Engagement Sub-council
Andrea noted that there were three new members who (re)joined the Sub-council.
The Sub-council is moving forward in preparing for the Trillium Gallery Exhibit with
Fanshawe Pioneer Village and the networking event for immigrant leaders on
June 18. Information about the culture pass and a video prepared with the London
Arts Council will be shared at the June 18 event.
LMLIP Settlement Sub-council
Mohamed reported that the implementation plan for Year 4 was endorsed by the
Sub-council and work groups will continue to move forward. Two new members
were also welcomed. Mohamed also mentioned that he and Muriel presented at
London & Middlesex Local Immigration Partnership

the TESL Spring Conference where they presented about the Family Settlement
Collaborative and the work of the LMLIP.
LMLIP Justice & Protection Services Sub-council
Yahya reported that work groups are continuing to move forward with the projects.
At the last meeting, he presented about the Somali community as part of the
group’s intention to learn more about the needs of newcomer communities
especially in the area of justice and protection services and deliver services
accordingly.

Elisabeth welcomed and thanked Andrew for attending the meeting.
Elisabeth also reported that she and Huda are finalizing the first Annual Performance
Report for Citizenship and Immigration Canada. The estimated value of contributions
made by individuals and organizations to the LMLIP appears to be worth more than the
contract with CIC. Elisabeth thanked everyone for their work in advancing our agenda.
Report will be shared with Council. It will also be discussed with SW Ontario LIPs and the possibility of sharing best practices with other LIPs will

4.Pathways to Prosperity (P2P) Project
Vicki reported that they are working on a report to Social Sciences and Humanities
Research Council (SSHRC) and is in early discussion with CIC regarding potential
activities with LIPs. This may include updating the P2P website to create a
communication page for LIPs.
5.LMLIP Community Achievement Report
Huda thanked everyone who provided feedback to the report. The final copy is sent for
translation into French. An electronic copy will be shared with Council by June 7th and a
printed copy on June 24.
6.Community Immigrant Strategic Plan 2013-2016
Huda discussed the timeline for the Community Immigrant Strategic Plan. Huda noted
that information for the updated plan has been collected through, the March 27
Community Event survey, and the April/May Council meetings. Based on this
information, the priorities for LMLIP remain the same. However, Council needs to
identify activities for the next three years in June meetings. The timeline shows activities
from today until the submission to Citizenship and Immigration Canada in December
2013.

Huda further asked Council for recommendations for endorsing the updated Plan,
noting that in the past, the Plan was endorsed by the community in a community event.
Huda also noted that information gathered through the Survey on Supports and
Services for Immigrants in London and Middlesex will also be incorporated in the
updated Plan. Elisabeth and Huda asked for creative ways to obtain input and feedback
for the Plan from communities that are not engaged. Some suggestions were:
- Conducting focused meeting with targeted immigrant groups. However,
Vicki will
provide

there is risk of narrowing the issue to specific groups versus looking at
the larger immigrant integration issues
- Connecting with ethno-cultural media (i.e. L’Action) and smaller media
outlets (i.e. the Londoner, London Community News)
- Tapping into the leadership of our members at large to engage with their
communities
- Building on strength that already exists such as the relationships with
mainstream media (Londoner, Rogers TV). Huda noted that the London
Free Press has contacted LMLIP inquiring about the I am London
Campaign.
Council felt it was important that the immigrant community does not only know about
LMLIP but have the opportunity to be involved and feel that they are part of the solution.
However, members also cautioned in accepting too many new members as it may have
impact on the current work of the Sub-councils. Elisabeth noted that the Community
Event is a great example of community engagement and we need to keep the
momentum which could be a new project for the Central Council.
Elisabeth invited everyone to revisit the Community Immigrant Strategic Plan, taking
into account the changes that have happened in the community and the larger picture,
to think of strategic ways that we can address immigrant integration issues. Huda
requested Council to think about some activities that Council may implement in the next
three years and bring their suggestions to June’s meeting.
7.Survey re: Supports and Services for Immigrants Work Group
Vicki reported that the group met on May 8 and their comments on the questionnaire
were incorporated as feasible.
In the electronic survey, respondents will only see the questions that are
relevant to their services so it will appear shorter than the printed copy
Vicki preferred to keep the current form versus separating the general
survey on services and outcomes of the LMLIP
Council agreed to keep questionnaire short and concise; the question
related to barriers will not be included
Vicki will put together a list of who to send the survey to. This will include
the system partners (i.e. hospital/health unit, school boards, public
library, police, City of London)
Council approved the draft. Vicki informed that a test survey will be ready this week and
will be sent to a few people.

8.Terms of Reference Work Group
Elisabeth informed that the group met on May 15 for an initial discussion on the Terms
of Reference as recommended by Council at May’s meeting. Group discussed the Co-
chair position as well as a broad discussion on membership. Group also discussed the
“conflict of interest” of members noting that while LMLIP volunteers do not represent
organizations, they join LMLIP through these organizations. Corinne added that in a
future discussion, it might help to look at how we are currently working together and
ways that it can be improved Group will meet again on June 11 to continue the
discussion focusing on the Co-Chair position and membership and will bring their
recommendations to Council in the next meeting.
9.Updates and Actions from Previous Business
Highlights from Sub-councils
LMLIP Settlement Sub-council – Mohamed reported that the Engaging Landlords and
Tenants work group received feedback from a proposal submitted to Community Legal
Education Ontario (CLEO). CLEO advised that a similar project had been funded and
recommended exploring the idea of collaborating with the Federation of Metro Tenants
Association (whom they had already funded) to bring the housing workshops to London.
Group will meet with CLEO and FMTA to discuss.
Also, the group secured a volunteer videographer (who is also a Sub-council member)
for the housing video. Group is developing the work plan and hopes to have the video
completed by September 2013.
LMLIP Justice & Protection Services Sub-council – Huda informed that the advisory
committee is discussing putting forward an application to the Ontario Trillium
Foundation for Phase 2 of the Immigrant Community Capacity Engagement Project.
A forum for service providers will be held on June 26, 2013 to raise awareness on
Karen and Vietnamese communities in London.
LMLIP Inclusion & Civic Engagement Sub-council – Ria updated that the newcomers on
the video London: A Newcomer’s Story are now connected with the curator of
Fanshawe Pioneer Village. The video (along with information panels for LMLIP) will be
featured in the Trillium Gallery Exhibit in the Fall. The exhibit will feature recent
immigration in London.
The call for I am London social media campaign is ongoing. The group received eight
applications which include an academic, entrepreneur and a public servant.
The Sub-council is preparing for the networking event on June 18 for newcomers and

immigrants and encouraged members to register or help circulate the invitation to their
personal and professional networks.
LMLIP Employment Sub-council – Huda informed that the volunteers are continuing to
work on the Roadmap to Employment tool which is expected to be completed by
December 2013.
Also, as a result of the initial work of the multimedia task group, Dev and volunteers
from London-Middlesex Immigrant Employment Council (LMIEC) are set to appear on
Community Connections show on Rogers TV to talk about volunteering and highlight
the mentorship program. The show will be aired on May 30 at 4:00 pm.
LMLIP Education Sub-council – Muriel reported that the Support for Parents work group
is discussing how to deliver the Welcoming All Voices workshop without having the
members present at the workshop.
The Support for Teachers work group is narrowing down their priorities. There is an
opportunity to work with Learning Coordinators who Phillipa and Huda met with, and
expressed interest in collaborating with LMLIP to support guidance counselors and
teachers in helping young immigrants make the right choices in their education.
Vicki also noted a related study by Western University and South London
Neighbourhood Resource Centre on characteristics of a welcoming community from
newcomer youth perspective. The report can be accessed from the Migration and
Ethnic Relations website.
LMLIP Health and Wellbeing Sub-council – Corinne informed that the group is looking at
the Connecting Communities project of CLEO that is currently open to funding health
and mental health projects which could potentially tie in with the Seeds of Change
Project. The Sub-council also welcomed a new member from the Francophone
community who is connected with the work of the Local Integration Health Network.
10.Plan for June 24, 2013
Huda consulted Council on June’s Annual Celebration meeting. Thanks to Anne
Langille who once again provided us with the Skill Centre Board Room. Huda checked
with the group if they would like to bring a dish while staff provides the main food.
Members were also open to the idea of a barbecue. Huda requested members to share
their preference with LMLIP staff.

I. Co-Chair’s Opening Remarks:
Elisabeth welcomed the group and noted the departure of Ria and Shamara. Ria will
pursue a job opportunity at the Central Community Health Centre and Shamara will be
relocating in Toronto for a job opportunity related to health policy. Members thanked
both for their contributions to LMLIP and wished them well.
A temporary replacement for Project Assistant position will be sought from the pool of
WIL clients to support Huda for the next couple months . A wider recruitment will be
conducted by WIL Employment Connections in mid-July 2013.
Elisabeth noted two activities from the LMLIP Inclusion and Civic Engagement Sub-
council. The June 18, 2013 networking event for newcomers and immigrants in Civic
Garden Complex was successful with a high turnout from the community. A volunteer
also appeared on Daytime London in Rogers TV to talk about the I am London social
media campaign which is set to launch on July 2nd.
Elisabeth also informed that the Annual Report to CIC is complete. The report is
lengthy and detailed. A high-level summary of the report will be provided. Elisabeth
and Huda worked to ensure that the report is reflective of the work that has been done

and highlights LMLIP impact on the community. They estimated the amount of
community contributions by looking at every activity and involvement of LMLIP
members and partners. This amounted to an estimated value of $144, 650 for one year
in addition to the $100,000 received by various services to implement some of the
LMLIP Strategies.
2. Adoption of Previous Minutes
Motion to adopt the May 27, 2013 minutes as circulated was moved by German,
seconded by Mohamed and approved.
3.Presentation on Recent Changes to Immigration Policy in Canada
Vicki provided highlights of recent changes to immigration policy by Citizenship and
Immigration Canada. This presentation was earlier made to London Diversity and
Race Relations Committee in May 2013. Vicki’s presentation is intended to provide the
opportunity for members who do not work in the sector with information on immigration
issues. Elisabeth noted that it is important for members to be informed so that the
community can respond in a timely and appropriate manner to the changes made by
the federal government.

4.Updates and Actions from Previous Business
Terms of Reference
Elisabeth reported that in the first meeting, work group reviewed the current
governance structure. Group felt it was important to retain the City of London as Co-
Chair. They also reviewed the requirements for the Co-Chair position and explored the
idea of requesting an Expression of Interest from qualified individuals to fill the vacant
Co-Chair position.
In a more recent meeting, group thought that the recruitment for Co-Chair should be
more strategic keeping in mind that we are developing leaders through a governance
model (which will be firmed up in the months ahead). The individual should have
experience in integration issues and an understanding of the immigration landscape in
London versus representing an organization. He/she should also possess the
necessary skills that will help them get more involved with LMLIP work.
Recommendation to ask United Way to continue in the Co-Chair role for another 1 to 2
years to allow the Council the opportunity to really strengthen leadership development
of Central Council members was brought forward. In the interest of providing the
much-needed support to Elisabeth, the offer from United Way (as conveyed by Andrew
Lockie in the past) to support LMLIP in the Co-Chair position is welcomed. This
strategy will enable the Council to move forward and prepare more thoroughly for the

succession planning.
The motion to accept United Way London & Middlesex as Co-Chair for the next 1-2
years was made by Dev, seconded by German and approved.
2013-2016 Strategic Plan (Central Council Priorities)
Huda asked Council to share their ideas on the Council Plan for the next three year.
Huda then noted that in April’s meeting, Council had the chance to review our Year
Four Implementation Plan. Based on this and the past Implementation Plans for
Central Council, the tasks fall under four categories:
1. Governance & Partnership
2. Engaging Host Community
3. Outcomes Measurement
4. Advocacy / Systemic Changes
Huda noted that given the revision of the Terms of Reference, one of the main tasks
for Council will be to develop leadership skills and prepare for the succession plan.
Huda asked if Council agrees that that they will focus on these categories as they plan
their annual implementation plans. Council consented to having these four categories.
Huda encouraged members to send their ideas for tasks. The draft plan will be shared
electronically with Council for final approval in the last week of July 2013.
Immigrant Community Capacity Engagement Project Update
Huda informed that she and the Project Coordinator met with a Program Manager at
Ontario Trillium Foundation to discuss how to move the project forward after the
current funding ends on June 28, 2013. It was noted that the process has been
changed. Reading the impact of the project, it was advised to apply for a two years
funding and expand to more than three other immigrant communities. Current project
needs to be closed and John Howard Society, the lead on this project, will need to
submit a new application by July 2nd. Group may not hear from OTF until November
2013.
Survey on Supports and Services for Immigrants Update
Vicki reported that the survey is complete and will be released this week. Vicki
requested members to fill it out.

Elisabeth congratulated LMLIP on the successful collaboration with the Trillium
Community Gallery and Spriet Family Visitor Centre, Fanshawe Pioneer Village on
the first community exhibit of the “London: A Newcomer’s Story”.

3. Pathways to Prosperity Project – Vicki
Vicki mentioned two upcoming events on November 12 and December 5, 2013 at the
Centre of Migration and Ethnic Relations at Western University.
Vicki informed that Pathways to Prosperity Partnership (P2P) will hold its first annual
conference at the Minto Suite Hotel in Ottawa on November 15th and 16th, 2013. The
P2P conference will follow CIC's National Settlement Conference so that attendees
at CIC's event can stay on for an additional day and participate in the P2P
conference.
She also noted the following will be discussed at the P2P Conference:
Key components of the Agency of the Future project (a process for identifying
new lines of business for the settlement sector)
the progress that LIPs have made against the initiative's strategic objectives
and provide advice for new LIPs in the process of development
the role of settlement organizations and academic institutions in responding
to the needs of increasing numbers of international students, and factors
affecting the economic and social integration of those students who choose to
transition to permanent residency
Results of several settlement outcome surveys conducted in Canada will be
shared
Elisabeth, Janet and Huda will attend this conference.

Endorsement) – Huda
Huda shared hard copies of the Table of Content and noted that the updated Plan
will include the vision and the overarching themes from the previous Plan
Huda noted that the recommended title for the updated Plan is LMLIP Strategic Plan
and requested Council for their feedback. Council agreed to the new title and added
that it includes the time frame, i.e., (April 1st 2013 – March 31st 2016)
II. Survey re: Supports and Services for Immigrants Work Group
(Information/Discussion) – Vicki
Vicki reported that the Support and Services for Immigrants Survey (2013) is being
collated by Vicki and her team. This survey was similar to the 2009 survey to service
providers which was intended to identify gaps and barriers. The new survey was
shorter, streamlined and administered electronically. Vicki noted that they have
received 69 completed responses, in comparison to 47 previously. She noted that
she will present a report on the survey results at the next Council’s meeting.
III. Governance Work Group (Terms of Reference)
(Information/Discussion) – Elisabeth
Elisabeth reported that the Governance Work Group met and reviewed the Terms of
Reference in terms of roles and responsibilities of co-chairs, chairs and council/sub-
council members. The Expression of Interest (EOI) for the member-at-large, which
has been circulated at the meeting, reflects the changes and the recruitment
process. Elisabeth asked Council if they have questions.
The question on the maximum size of a Sub-council was asked. After some
discussion, members noted that this will be decided individually by the Sub-council
as per the individual need.
On the issue of attendance raised by members, Elisabeth noted that the updated
Roles and Responsibilities of members, address this issue. Members endorsed the
EOI for the Member-at-large. Elisabeth thanked everyone for their participation and
noted that the revised Terms of Reference will be shared with Council at October’s
meeting.
IV. Media Engagement Work Group (Information/Discussion) – Dev
Dev reported on behalf of the Media Engagement Work Group. Rogers TV has
agreed to produce the show “We are London”. It will be running on Thursdays.
Content will be provided by the sub-councils. Information, Interaction and
Entertainment will be the key segments for the show. Dev added that volunteers from
LMLIP will host the show. He brought the recommendation to endorse the Work Plan
for the Show. Council thanked Dev for his leadership on the Media Work Group and
endorsed the Work Plan.

5. Highlights from Sub-councils (Information) - Elisabeth
Elisabeth noted that the Sub-councils’ Plans have been sent out with the agenda.
The intention was that members will bring their questions on each individual Plan to
the relevant Chair at today’s meeting. However, given the limited time we have at
hand, she noted that members will be asked for their Feedback and or questions
electronically. She also added that LMLIP Staff will forward members’ feedback to
the chair(s) of Sub-council(s).
It was decided that Huda will send out all of the Sub-council Plans to Sub-council
members for their comments and revision
Elisabeth further added that the Draft LMLIP Strategic Plan April 2013-March 2016
will be presented for endorsement in the next Council meeting.
New Business:
Valy appreciated the LMLIP for their collaboration on the successful event at
Fanshawe Pioneer Village
Huda shared that the Immigrant Community Capacity Engagement (ICCE)
Project team had a positive meeting with the Ontario Trillium Foundation
representative. John Howard Society of London and District will continue to
be the lead organization for the project if funding continues
Anne shared the invitation of the 45th anniversary of the Cross Cultural
Learner Center (CCLC) on October 16, 2013.

March 2016. She also shared the South Western Ontario Local Immigration

Vicki shared a poster for the Panel Presentation - Journeys of Migration and
Settlement in Canada, which will be held on Tuesday, November 12, 2013 at the
Centre for Research on Migration and Ethnic Relations, Western University. She
requested Council members to share it with their contacts.
Vicki updated members on the upcoming Pathways to Prosperity Partnership
(P2P) first annual conference in Ottawa on November 15th and 16th, 2013. She
noted that 210 people have registered for the conference and 30 people are on
the waiting list. Huda and Vicki will present at the conference on “Measuring LIP
Progress: London and Middlesex
Local Immigration Partnership”. Huda will also do a poster presentation on
“Celebrating Our Successes: London Middlesex Local Immigration Partnership”.
5. Updates and Actions from Previous Business
I. LMLIP Strategic Plan 2013-2016 (Information)
Huda informed Council that the first draft of the 2013 -2016 Strategic Plan will
be shared with Central Council on November 8, 2013 via email for comments
and questions. The Draft LMLIP Strategic Plan 2013 – 2016 with members’
feedback incorporated will be shared at the next Central Council meeting in
November.
II. Media Engagement Work Group (Information/Discussion)
Dev reported on behalf of the Media Engagement Work Group. He informed
Council about the topics for the first and second segments which will be recorded
at Rogers TV studio. He noted that the orientation for the volunteer cooks will be
held on November 8, 2013 and the taping of cooking segments will be done on
November 11 and November 13, 2013 at the Covent Garden Market. Council
thanked Dev for his leadership on the Media Engagement Work Group.
III. Report on the Survey on Supports and Services for Immigrants
(Information/Discussion)
Vicki noted that the London & Middlesex Local Immigration Partnership:
Community Capacity and Perceptions of the LMLIP Report was sent to Council
on Thursday, October 24th, 2013. Many of the organizations see LMLIP as having

made at least somewhat of an impact on the supports for immigrants in the
community and in making London and Middlesex a more welcoming community
for immigrants. She also found it interesting that most organizations have not
significantly changed their delivery of services in response to the strategic
planning and activities of the London and Middlesex Local Immigration
Partnership.
Valy raised the concern that the Report refers to Community Connections as
services provided by organizations and noted that Citizenship and Immigration
Canada funds a Program known as Community Connections (formerly known as
the Host Program). He suggested that the Report clarifies between the two: the
CIC funded Program and the services referred to as community connections.
Vicki noted that this Report has been circulated with Council only and that she will
accommodate the concern raised.
IV. Governance Work Group (Terms of Reference)
(Information/Discussion & Endorsement)
Elisabeth reported that the Governance Work Group met and reviewed the Terms
of Reference in terms of roles, responsibilities and succession planning of Co-
chairs. The Governance Work Group has also reviewed the qualifications for the
Sub-council members. The Expression of Interest (EOI) for Sub-council members,
which has been circulated at the meeting, also, reflects the changes in the
recruitment process. She noted that these Expressions of Interest will be
circulated twice a year (Spring and Fall) and candidates will go through a
selection process. The Recruitment Work Group will review the applications and
selected candidates will be asked for an interview. The Chair of the specific Sub-
council will be part of the recruitment process. Elisabeth asked Council if they
have questions.
Muriel noted a few edits on the ToR with regard to the number of the members-at-
large and time commitment for Sub-council members. LMLIP staff will correct the
ToR accordingly.
Motion to endorse EOI for the Sub-council members was initiated by Gaston
seconded by Grace (all in favor) and approved. Elisabeth thanked everyone for
their participation.
6. Highlights from Sub-councils (Information)
LMLIP Settlement Sub-council
Mohamed noted that the Family Settlement Collaborative continues to meet and
address the needs of newcomers. This year, the Collaborative is
reaching out and will present at Hensim Centre, Village Green, Citi Plaza, Glen
Cairn, and South London Community Centre on issues identified by teachers and

It was noted that we need to tabulate the number of hours that reflect meeting
times of the LMLIP Central Council, its six Sub-councils, the planning meetings of
work groups, project team meetings, events organized by LMLIP work groups,
and community events. Huda noted that LMLIP Staff started tabulating these
hours since April 1, 2013
LMLIP Inclusion & Civic Engagement Sub-council
Valy noted that the Inclusion & Civic Engagement Sub-council did not meet in
October, 2013 and the Sub-council will continue its commitment of engagement in
the coming months.
LMLIP Health & Wellbeing Sub-council
Corinne noted that the Health & Wellbeing Sub-council will continue its work on
the mental wellness and related issues. She also highlighted the priorities of
Health & Well-being Sub-council for 2013 – 2016. It was noted that the Sub-
council will also focus on the needs of refugee health and will look for
opportunities to collaborate with health providers in this respect.
Valy shared Cross Cultural Learner Centre (CCLC) brochure on the Refugee
Health Fund. It was noted that some further information is needed regarding the
eligibility of health coverage for the refugees.
LMLIP Employment Sub-council
Anne highlighted the 2013-2016 priorities identified in September’s Sub-council
meeting. She noted that the Employment Sub-council will collaborate with the
Small Business Centre and the Employment Sector Council London Middlesex
(ESCLM) to deliver information sessions for self-employment during the next
three years. The Sub-council will also partner with the Immigration Portal to
develop an online searching tool. She also noted that the Sub-council will
continue the dialogue with the education Sub-council regarding the match
between programs offered to job seekers and the current labour market. Two
members from the Employment Sub-council, Jennifer Hollis and Martin
Withenshaw, are actively engaged on the Media Engagement Work Group.
LMLIP Education Sub-council
Muriel noted that the Supports for Parents Work Group is expanding the impact of
Welcoming All voices (WAV) and offering adapted WAV workshop to Settlement
Workers in Schools (SWIS). The first workshop was held on October 03, 2013
and the participants found it very worthwhile to be trained as a SWIS group. The
Group has also presented WAV workshop to school-based parent groups,
including school councils at the 2013 Ontario Federation of Home and School

Associations Annual Conference, and the 2013 TVPIC Parent Engagement
Annual Conference.
Supports for Students Work Group developed a homework help hub (facebook
page) to provide links/post info about existing homework help initiatives.
Supports for School Staff Work Group is planning to collaborate with Western’s
Faculty of Education to Provide pre-service teachers with workshops related to
the immigrant community. A session with pre-service teachers will be held at
Western University, Faculty of Education on December 06, 2013.
She also noted that the position paper: “Ontario Pre-service Teacher Education:
The Case for Equity, Inclusion and Diversity Training” has been endorsed by 10
Local Immigration Partnerships (LIPs). The Ministry of Education and the Ministry
of Training, Colleges and Universities confirmed receiving the Position Paper. The
Ministry of Education reiterated its policies on enhancing its initial teacher
education program beginning September 2015 and noted the importance of
preparing teacher candidates to teach diverse classrooms.

1. Co-Chair’s Opening Remarks:
Elisabeth welcomed members and noted that Shawn Luo has resigned from the Central Council due to his tight schedule. Elisabeth shared his resignation letter with the Council. With Shawn Lou’s resignation, Elisabeth asked Council’s approval to recruit two members-at-large instead of one in December 2013. Council unanimously approved the proposal.
Elisabeth noted that Huda and Vicki presented at the P2P conference. Huda has also done a poster presentation. She thanked Vicki and Huda for their work. Elisabeth also noted that on November 24, 2013 the International Student Day was cancelled due to bad weather. The event has been rescheduled for November 30, 2013. Finally on behalf of Janet, Elisabeth requested Council members to connect with Janet as per her request to meet individually with members.

Motion to approve the October 28, 2013 minutes was moved by Dev,
seconded by Gaston and approved. .

4. Pathways to Prosperity Project – Vicki
Vicki noted that the session on ‘Journeys of Migration’ organized by the
Migration and Ethnic Relations (MER) Program was not well attended due to
the weather. She also noted that MER will be working closely with the
LMLIP Inclusion & Civic Engagement Sub-council to host future joint events.
Vicki shared a poster for the Fall Colloquium Series 2013 on Thursday,
December 5th at the Social Sciences Centre organized by the Centre for
Research on Migration and Ethnic Relations on “Changes to Economic
Immigration Programs and Canada’s National Settlement Program”
presented by Corinne Prince St Amand – Director General of the Integration
and Foreign Credentials Referral Office at Citizenship and Immigration
Canada. Vicki invited everyone to attend the presentation.
Vicki noted that P2P conference was very busy and well attended. The
conference provided the opportunity to sharing information and to examine
the progress that LIPs have made against the initiatives’ strategic
objectives. She also reported that a presentation on the Agency of the
Future was delivered by researchers.
5. Updates and Actions from Previous Business
Media Engagement Work Group (Information/Discussion)
Dev informed Council that the cooking segments have been recorded at the
Covent Garden Market’s Kitchen and recording for the Settlement and
Employment Sub-council’s 1st and 2nd segments have also been done. He
thanked Huda for providing information on settlement services in London
and area and her continued support to the Media Engagement Work Group.
He also mentioned that Bonnie Macklin from WIL Employment Connections
provided information on behalf of the Employment Sub-council on the
importance of newcomers connecting with employment services in the
community. Dev also noted that recording will continue until mid-January
2014.
The links to the segments from each show will be posted on the LMLIP
webpage with Rogers’ consent. After some discussion on how the show will

be promoted, tracking the number of hours spent by members, the copy
right of the show and how to evaluate the impact of the show, Dev noted
that he will take back these questions to the Media Engagement Work
Group and will update Council in January 2014.
Draft Strategic Plan 2013 - 2016 (Information)
Huda noted that the Draft Strategic Plan 2013 – 2016 was shared with the
Council on 22nd of November via email for comments and corrections. She
thanked members who provided their feedback and noted that edits and
comments will be incorporated in the second draft of the Strategic Plan. She
informed Council that the new Plan will be submitted to Citizenship and
Immigration Canada in January 2014.
6. Prioritization of Central Council’s Strategic Plan (2013 – 2016)
(Discussion)
Huda noted that every Sub-council has selected a couple of activities to be
implemented by March 2014. She invited Council to select some strategies
from their Plan that will be pursued by Council in the next few months. She
noted that at the LMLIP Inclusion & Civic Engagement Sub-council, the
group is exploring organizing a “Meet the Candidate” event for the
newcomers to learn about the Municipal Elections and also for the
politicians to learn about the newcomers’ concerns. She suggested that the
Central Council may collaborate with the Inclusion & Civic Engagement
Sub-council to organize such event. Council discussed this option and
further recommended that a meeting to be coordinated for the
Outreach/Advocacy Work Group to discuss their action plan in term of
educating the public and the immigrants and also explore the feasibility of
the Meet the Candidate event. Recommendations from the Work Group will
be brought to Council.
Huda also noted that the recruitment process for the Sub-council member
needs to be addressed as there was concern from a number of Sub-
councils on the process.
7. Highlights from Sub-councils (Information)
LMLIP Settlement Sub-council
Mohamed noted that the Settlement Su-council met on November 06, 2013.
The Sub-council discussed the draft strategic priorities that may be
completed by March 2014. A Work Group has been established to review
and edit the existing Settlement Brochure and to develop a brochure on the
services in London to be shared with the educational institutions. He also
noted that the Family Settlement Collaborative continues to expand and
Huda to coordinate a meeting for the Outreach/Advocacy Work Group as well as the Governance Work Group

agencies/organizations at the table deliver the information as per the
identified need of the language learners. The working group has already met
and is working on this document. In response to one of the questions on the
distribution of the brochures, Mohamed noted that the brochures are
included in the welcome packages given to clients who access settlement
services in London. Huda also noted that more than 5000 copies have been
circulated so far including brochures shared with our contact at Pearson
International Airport.
LMLIP Justice & Protection Services Sub-council
Yahya noted that the Sub-council met on November 21, 2013 and discussed
their annual implementation Plan. The Sub-council is exploring reaching out
to the justice system and assist service providers with information pertaining
to immigrants. He also noted that the Immigrant Community Capacity
Engagement (ICCE) Project got funding approval from Ontario Trillium
Foundation for two years. For this phase, the ICCE Project will focus on four
communities: Arabic, Spanish, Somalis and Bhutanese. Grace added that
Marcel Marcellin from the JPS Sub-council shared the Lewis Coray
Trailblazer Award for Youth. This award will be given to a young person
from the black community who has demonstrated perseverance in pursuit of
academics success and social responsibility.
LMLIP Inclusion & Civic Engagement Sub-council
Valy noted that he was away at the last meeting and Andrea Brown chaired
the meeting. He noted that he learned from Andrea that the Inclusion & Civic
Engagement Sub-council discussed some activities that will be implemented
in the next few months. Huda added that the ICE Sub-council has decided
to continue I am London campaign from January 2014 with a focus on
successful immigrant youth and also to join efforts with Migration and Ethnic
Relations Program (Western University) and the Networking for an Inclusive
Community (NIC) with regard to hosting events.
LMLIP Health & Wellbeing Sub-council
Corinne noted that the Health & Wellbeing Sub-council met on November
13, 2013 and discussed their priorities for the coming few months. Corrine
noted that a few strategies were given high priority such as developing a
resource that includes mapping of shared spaces in facilities that may be
available to the community at low cost or no cost. A group has been formed
and it will work in this regard. Access to interpretation will continue their
work and the group is exploring writing a position paper on the value of
using professional interpretation by health care providers. She noted that
HWB Sub-council will continue to promote information developed through
London & Middlesex Local Immigration Partnership

Seeds of Change Project and the group is exploring organizing a Health
Fair. Anne added that she can share software that would help to have a
virtual health fair. Corinne thanked Anne for this offer. She noted that HWB
Sub-council also discussed the recruitment process of Sub-council
members in great detail. Elisabeth noted that Corinne can share the ideas
from the Sub-council with the Governance Work Group for their
recommendations.
LMLIP Employment Sub-council
Anne noted that the Employment Sub-council met on November 20, 2013.
She noted that the Employment Sub-council is collaborating with Small
Business Centre and arranging a couple of sessions for immigrants about
starting their own business. First information session will be hosted by Anne
in January 2014 and the 2nd one will be hosted by Nancy McQuillan in May
2014. LMLIP will circulate the information regarding these sessions through
its distribution list. Anne noted that the content updates on the Immigration
Portal are still facing some technical difficulties. She mentioned one website
www.worktrends.ca where current labour market information can be
accessed.
LMLIP Education Sub-council
Muriel shared with Council that the Supports for Parents Work Group have
contracted a videographer to work on the “Welcoming All voices (WAV)”.
The Support for School Staff Work Group will be presenting its first work
shop to pre-service teachers on December 6th 2013 at the Faculty of
Education. She also noted that the Group is coordinating a work shop for
non-teaching staff at the Thames Valley School Board (TVDSB) in the new
year and that a poster presentation will be submitted in February at York
University. The Students Support Work Group is working on the homework
Facebook and developing a resource guide.
8. Co-Chair’s Closing Summary and Review of Action Items.
Elisabeth thanked everyone for their contributions and reviewed the action
items from the meeting:
Outreach and Advocacy, the Outcome Measurement and the
Governance Work Groups will meet to discuss issues raised on
measuring outcomes, organizing events with the ICE Sub-council
and to discuss the recruitment process of the Sub-council member
Council agreed that the Governance Work Group recruit two
members-at-large given the second vacancy left by Shawn Lou
