1. Chair’s Opening Remarks

Ahmed Yahya Ali welcomed the group including Brian Shewfelt, guest from Ministry of Children and Youth Services, and new project staff Gina

Brain shared information about his agency, and offered the group to visit the court on a Monday morning, and then decide on how to better work with the court on newcomer youth issues

Huda asked whether LMLIP could make a presentation to the court. Dave noted that he is the liaison and usually brings updates on the LMLIP Justice & Protection Sub-council to the staff meetings

Dave to follow with Brain on providing g LMLIP updates to the court

Huda to follow up with Brian on confirming time for LMLIP’s visit to the court

A. Central Council-Yahya

The LMLIP Strategic Plan April 2013-March 2016 was approved at by the Central Council, and on-line version will be made available soon. We are London show is being aired.

B. ICCE Project Update

Huda reported back on behalf of Taghrid who was not able to attend today’s meeting. It was noted the Immigrants Community Capacity Engagement (ICCE) Project got funding approval of $150,000 from the Ontario Trillium Foundation. Recruiting for a support worker for the Nepalese Community is underway. The two communities identified for this year are the Bhutanese and the Spanish speaking community.

With regard to the Amethyst Award, Huda reported on behalf of Neena that Neena submitted the application for the Ontario Public Service Recognition award, and will keep the group updated.

5. 2013-2014 Justice & Protection Services Strategic Implementation Plan

A. Situation Scenarios on challenges facing immigrants of all ages (Trish/Neena)

C. Plan a presentation related to safety, prevention and legal aid at family centres

Huda noted that a presentation by a service from this group may be presented at one of the Family Centres before Mar 31 2014. Rick noted he could do such a presentation in his catchment area at Carling Heights Family Centre. Jessica will coordinate with Carling Heights Family Centre on logistics and follow up.

Susan noted she could present information on the Community Legal Services and some information on legal aid.

Huda shared that Thames Valley School Board was exploring to adapt outreach materials of Children’s Aid Society on child protection and family relationships.

Yahya noted We are London show with Rogers TV was completed taping with involvement of 6 sub councils, and 2nd season of the show was approved at the Central Council meeting. The recruitment process of Sub council members was approved too. At the Central Council meeting, a guest

speaker made presentation about the proposed changes to the Citizenship Act, and encouraged the group to look more information regarding the important changes on line at

B. ICCE Project Update

Huda shared the project hired a Bhutanese speaking support worker starting from Mar 31 2014, and worked with a Spanish speaking worker from John Howard Society.

C. Youth Court

Huda and Yahya visited the Youth Court on Mar 17 with the help of Dave and Brian Shewfelt who is the probation officer from Ministry of Children and Youth. There is opportunity existed to work with Centre for Children in the Justice System which provides therapeutic counselling, where LMLIP can be a resource for the centre when dealing with immigrant families.

5. 2013-2014 Justice & Protection Services Strategic Implementation Plan

A. Situation Scenarios on challenges facing immigrants of all ages (Trish)

Trish shared the project was in the process of information collection, but encountered some difficulty in obtaining enough relevant information. Trish will work with Neena to filter available information and develop methodology on conducting case study.

B. Plan a presentation related to safety, prevention and legal aid at family centres

Huda noted she was in touch with Carling-Thames family centre, and will get back to Nick for possible presentation. Gina shared Westmount family centre was open to hold information sessions, and will connect with them for possible dates. Rich provided contact person for Westmount area.

Election of the Vice Chair

4. Reports and actions from previous business Yahya shared the presentation on Expression of Interest (EOI) by Dr. Vicki Esses. The EOI is a process to apply for entry into Canada that has been developed in order to reduce the current backlog of applications. At its core, EOI will choose the best applicants and those most able to fit the jobs available. Now it has changed name to Express Entry (not clear). All Sub-councils’ chairs will be using the approved template to report to the Central Council on progress to date against stated priorities/strategies and actions.

Members discussed several possible education topics for upcoming Central Council meetings including Family Centres, community development for newcomers, risk assessment for newcomers, and updates on specific projects of each Sub-council , for example the Immigrant Community Capacity Engagement Project (ICCE)

The Sub-council is happy to provide a presentation on ICCE for the upcoming Central Council meetings

ICCE Project Update

Taghrid emailed the following updates:

The first focus group for the Spanish community was delivered on April 22 at the Canadian Latin American Association. Attendance was good

The second focus group for the Spanish community is scheduled on April 25 at the London Cross Cultural Learner Centre

The first Focus group for the Bhutanese community is scheduled on Saturday, April 26 at St. Lawrence Church on Huron Street

The second focus group is scheduled on May 8 at St. Lawrence church

4 volunteers from both communities have been recruited, oriented and trained so far, we are hoping to recruit two more from each community

Outreach to both communities has been done.

Partnerships were developed with LUSO, CCLC, Merrymount, St. Lawrence, Canadian Latin American Association, and Goodwill Centre

An ad with information on the ICCE project and invitation to the community was posted on the La Jornada Spanish Newspaper (in Spanish language)

Posters and flyers in both languages were delivered to the community and some were posted at different convenience stores and markets for both communities

Ema and Faranak to form a Work Group to explore possibilities of adapting existing materials on child protection and family relationship for use by ESL learners

Family Settlement Collaborative: a presentation about Children’s Aid Society was completed at Citi Plaza in March

Collaborate with Family Centres on safety, prevention and legal aid

information: the second session is planned to be held at Westmount

Family Centre on April 29 on fire safety. The first session was held at Carling-Thames Family Centre in March

Supports for Service Providers

The Sub-council will invite guest speakers from the immigrant communities to the Sub-council meetings, and develop a format when sharing guest speakers’ presentation with wider communities with a special focus on confidentiality.

Given the attendance of the last and today’s Sub-council meeting are not optimal, the chair will send an email to remind all members to come to all of Sub-council meetings and commit to its implementation plan

7. New Business: Election of the Vice Chair

Susan Dill noted that she will leave the Sub-council since she will retire soon. Yahya thanked her for her contributions to the Sub-council in the past years

The group decided to defer the election to the next meeting to give all members the opportunity of participating in the election process

8. Information Sharing:

Susan shared that Women’s Community House (WCH) will provide drop-in counselling service for both women and men beginning September 2014

Jessica noted that Bridges Out of Poverty workshop will be held on May 9th and she also shared about Circle Ally Interest Survey & Application of Goodwill Industries Ontario Great Lakes Circles® Campaign

Jessica Justrabo, the new Vice Chair of the Sub-council, welcomed the group on behalf of Yahya Ahmed Ali.

Motion to approve April 17, 2014 minutes was moved by Neena Sharma-Kendrick, seconded by Jessica Justrabo and approved.

3. Additions to Agenda None.

4. Central Council Update

The Education Sub-council Chair did a presentation on the Welcoming All Voices (WAV) project. The project aims to build an inclusive school parent council. The resource binder is ready and the accompanying DVD is close to completion too. The Work Group will draft a distribution plan and look into the project’s sustainability;

We are London: the Work Group is evaluating the first season, and preparing for the second season. Sub-councils have been asked for ideas and content for the second season. The Work Group is considering having six shows, but may extend it to 13, with each show containing two segments. Oxford County and St. Thomas-Elgin LIPs will be participating in the second season. The Work Group is preparing a funding application to Ontario Trillium Foundation for administrative support for the second season;

Cultural competency continues to be a priority for LMLIP. LMLIP has shared the Resources on Diversity, Equity and Cultural Competency Training and Media Literacy Training Workbook, which is available on the LMLIP webpage, and with the community, such as Mobilizing Newcomers and Immigrants to Cancer Screening Programs and

Sub-council Chairs reported the progress of their work using the endorsed reporting template

5. Updates from Work Groups

a. ICCE project update - Taghrid Hussain

The project is in phase 2 targeting Bhutanese and Spanish speaking communities;

Six focus group discussions have been held, three for each community. About 60 people attended;

The project recruited three volunteers from each community to help. Total time contributed is 150 volunteer hours;

It was found out that the Bhutanese community has obtained information about child welfare and Children’s Aid Society, so the project will focus on providing information about judicial processes to the group;

Partnerships were developed with LUSO, London Cross Cultural Learner Centre (CCLC), Merrymount, St. Lawrence, Canadian Latin American Association and Goodwill Centre. The workshop schedule has been set with Merrymount till December;

Outreach to both communities has been done and

Phase 3 of the project will focus on Arabic and Somali communities b. Situational scenarios on challenges facing immigrants of all ages

The Sub-council had a discussion and thought it would be good if Trish Taft could provide some clarity such as the purpose, format, scope, and parameters of the project. Meredith Hughes volunteered to join the Work Group. Project staff will set up a meeting with Trish and the Work Group in the summer to clarify the specifics of the project.

6. We are London Show The Sub-council suggested possible topics for the second season:

Function of probation and court system

Children’s Aid Society in the changing context

Justice and protection service system navigation

Spectrum of justice issues

7. Information Sharing Two immigrants from Vietnamese and Bhutanese communities came to the Sub-council in the past. The Sub-council will continue to invite guest speakers from immigrant communities to its meetings to speak about their pre and post migration experience.

Ahmed Yahya Ali welcomed the group, the new member from the Police Service, Constable Theresa Allott and guest, Surya Acharya, the Bhutanese Project Worker for the Immigrant Community Capacity Engagement (ICCE) project who will be presenting on the Bhutanese Community.

2. Adoption of Previous Minutes

A motion to approve June 19, 2014 Minutes was moved by Grace Johnson, seconded by Neena Sharma-Kendrick and approved.

6. Updates from the Work Groups a. ICCE project update -Taghrid Hussain

Taghrid Hussain provided the following update: Spanish community:

11 workshops delivered to date

1 workshop left

Two additional workshops will be offered due to the need of the community

The workshops are scheduled for October/November

Total attendance to date: 116 people

Bhutanese community:

8 workshops delivered

4 workshops left for October/ November

Total attendance to date: 134 people

102 volunteer hours contributed

In response to a question regarding using the workshops that have been developed through the ICCE Project and if the group may have access to it electronically, Tahgrid noted that she will share them electronically and project staff will explore posting them on the LMLIP website.

b. Situational scenarios on challenges facing immigrants of all ages

Neena Sharma-Kendrick reported that Trish Taft, project staff and herself met over the summer to clarify the goal and outcome for this project. Trish noted there was a gap in the service and by collecting case scenarios from each service at the table, services will be more informed on the action items to be taken to address an issue. Project staff sent a request asking for case scenarios and two were received. The group will meet again for further discussions and to update the Sub-council. The group will firm up ideas about moving forward, clarify the audience for this project and how to roll out the compiled scenarios.

c. Newcomer Outreach Materials

Huda Hussein reported that the request to adapt materials from the Children’s Aid Society (CAS) to be used as lesson plans was taken to the Education Sub-council. Five members from that Sub-council volunteered to meet with Ema Petrela and Faranak Aeeni to discuss the idea. Members were reminded that in 2012, a similar project on the Police was accomplished with collaboration among the Police Service, Thames Valley District School Board (TVDSB), Adult Education and this Sub-council.

7. Information Sharing

Theresa encouraged members to participate in the Doors Open London event in the city. Bus tickets will be available for $5.00 per family for the day.

She also noted that there is a CPR training on October 11 at a cost of $5.00 as per

an advertisement she saw on the bulletin board.

Jessica Justrabo who is currently working with the Child and Youth Network’s Poverty issue encouraged members to attend the food providers day on October 29, at the South London Neighbourhood Centre.

Taghrid Hussain reminded members to share and attend the Forum that the ICCE project will be hosting on the Nepalese Speaking Bhutanese and the Latino communities on September 30 at Goodwill.

Ahmed Yahya Ali thanked everyone for their participation, and noted the following action items:

Project staff will share information on the events discussed once they become available

Members are encouraged to attend the Forum; Doors Open London
