1. Co-Chair’s Opening Remarks – Elisabeth White

Elisabeth White welcomed Sarah Middleton, representative of United Way, and three students from Western University, who were later introduced by Rose Aquino. Elisabeth noted that recruitment of the new LMLIP Project Assistant was almost complete and the decision would be made soon. Elisabeth informed the group that Mohamed Al-Adeimi, Vicki Esses and Huda Hussein received separate invitations to appear before the Citizenship and Immigration Standing Committee at the House of Commons to share their input on the topic of Promoting Economic Prosperity through Settlement Services. Huda and Mohamed are due to appear on February 26 in Ottawa, and Vicki Esses will appear later in March. A thank you card from Janet Tufts, former co-chair, was shared and passed around the table.

2. Adoption of Previous Minutes

Motion to approve November 17, 2014 minutes was moved by Vicki Esses, seconded by Mohamed Al-Adeimi and approved.

4. Presentation on Housing Video – Mohamed Al-Adeimi

The Settlement Sub-Council worked for over a year on a video to aid newcomers navigate the process of securing rental housing. The video which was shown to Council will eventually be uploaded to the LMLIP website

Highlights of the video:

- shows types of housing available - focuses on rights and obligations of tenants and landlords - provides step-by-step instructions to newcomers on methods of finding a new

home, lease agreement rules and how to maintain a healthy tenant and landlord relationship

Given the amount of work done by a volunteer videographer to create the video, Mohamed Al-Adeimi requested Council to give him a Certificate of Appreciation to acknowledge his work. Council endorsed the request.

5. Update: Pathways to Prosperity Project – Vicki Esses

Plans for this year’s conference in November 2015 have commenced. The event venue will most likely be Toronto. Organizers are considering charging a nominal fee in order to subsidize travel expenses for some participants. Vicki Esses also noted that the Migration and Ethnic Relations (MER) Graduate students’ conference is planned for April 2015.

6. LMLIP Day of Learning Feedback – Huda Hussein

Feedback on the day was very favourable and suggestions for future days of learning have been received. Many who participated identified the event as one of the few opportunities they or the organization has for professional development and encouraged LMLIP to consider holding it again and more frequently. It was also noted that the Day of Learning provided an opportunity to help people think in a different way which will aid in the systemic changes necessary to improve the experience of all newcomers.

7. Updates and Actions from Previous Business

1. Nomination Committee – Elisabeth White

Elisabeth White reported on behalf of the Nomination Committee. She reminded members of the process used by the Committee. A request for Expressions of Interest (EOI) was sent to Council members to seek applications for the position of Co-chair. The committee received two applications. The Committee recommends the appointment of Dev Sainani to the Co-chair position. Dev was asked to present on his priorities as a Co-chair. His priorities included Branding and Profile of the LMLIP, Opportunities and Programs, Partnership and Network A motion to endorse Dev’s nomination to the Co-chair position, was moved by Wilma de Rond, seconded by Gaston Mabaya and approved.

2. Multimedia Engagement Work Group: Dev Sainani

Dev Sainani reported that the group successfully received funding from Trillium Foundation for ‘We Are London’ through the Elgin Middlesex Oxford Planning and Development Board. A community producer has been hired to take responsibility for the production. Sub-councils have been asked to provide ideas for the show. It was also noted that LMLIP will be working with Middlesex, Oxford and Elgin counties as each develops its own programming, while ensuring the consistency and identifiable brand of the LIP.

3. Recruiting Members-at-large – Huda Hussein

Huda Hussein noted that we have three positions to be filled. One application has been received so far; members are requested to share this need with others. Council members were asked to consider any gaps in representation. Reaching out to the business community and media were suggested.

4. Guest Speaker for April 2015 – Huda Hussein

Huda suggested inviting Dharshi Lacey, from Pillar to speak on the topic of DiverCity on Boards. A motion to approve was moved by German, seconded by Rose, and approved. Wilma suggested inviting the London Cross Cultural Learner Centre (CCLC) to present on Diversity Training in May. A motion to approve was moved by Vicki Esses, seconded by Wilma de Rond and approved.

8. Questions and feedback on Sub-councils’ Reports

Mohamed Al-Adeimi informed the group that an event on engaging tenants and landlords will be held on April 28, from 1-4pm at the Central Library; the Mayor is scheduled to speak; event poster is completed and will be sent out and shared with the group; week. Funding for the event was provided by Housing, the City of London.

5. Issues arising from Sub-councils

i. Supports for School Staff Work Group – Muriel AbbottMuriel Abbott noted that the Support for School Staff usually present two or three times a year to individuals who include: school staff, educators, pre-service teachers at the Faculty of Education Western University and the Early Childhood Educators on diversity and cultural sensitivity issues. On behalf of the Working Group, Muriel requested that certificates of participation be issued to volunteers attending sessions on diversity. The request was approved and a note was made to further discuss the process at the Governance Work Group meeting.

9. Closing Summary and Review of Action Items

Elisabeth White thanked members and guests for their attendance and active participation. She encouraged members to share the EOI for members-at-large among their network and consider individuals with certain skills and backgrounds. In preparation for the next Strategic Plan, Elisabeth encouraged members to focus on how we can be more engaging with the community.

The Settlement Sub-Council has worked for over a year on preparing a video to aid newcomers navigate the process to secure rental housing, the video was shown to the council. The video will eventually be uploaded to the LMLIP website

No requests for additions to the agenda. 4. Presentation by Rita Van Meyel of the RBC Centre for at Risk Children and Families

- The purpose of the centre is to produce better mental health outcomes for the immigrant and refugee population within London;

- At risk families and children who experience moderate to severe mental health concerns are the focus;

- Focus on service improvements in hospital and collaborative/interface with the community and community partners and

- The project has three phases – Environmental Scan (now completed), Development of Model of Practice and Identifying Sustainable Strategies to support, model and produce desired outcomes.

5. Update: Pathways to Prosperity (P2P) Project – Vicki Esses

- Two new reports are on the P2P website: evaluation of post-secondary bridging programs for internationally educated health professionals; promising practices in Francophone official language minority communities. Recommend setting up a national registry of bridging projects since information is hard to find;

- A library of abstracts of student theses on immigration, which will include students’ contact information will be launched soon;

- Launched a graduate student exchange program; first call for proposals is in progress;

- P2P is launching a workshop series in different locations on a variety of topics, including measurement of LIP outcomes, how to use iCARE data and providing services in smaller/remote communities;

- A graduate student conference at Western on April 9 is being organized by students in Migration Ethnic Relations (MER) and

- MER has launched a new website – www.migration.uwo.ca 6. Updates and Actions

Governance Task Group – Corinne Walsh

- Received two applications for members-at-large; information provided to council; both applicants were approved; one more position to be filled

Multi Media Engagement – Dev Sainani

- Three new shows taped. Total of 12 shows planned with two to be taped each week;

- Discussion with Christelle Desforges on April 8 for a thirteenth show in French. - Two shows per Sub-council as well as shows for Middlesex, Elgin County (a total

of 30 shows);

- Each show will run for a month. New shows will run till the end of June, then reruns will air until fall when new shows will start again and

- Rogers will host full episodes of all shows on their website. LMLIP will be credited for the shows.

Community Engaged Learning (CEL) Program – Corinne Walsh, Rose Aquino, Mohamed Al-Adeimi & Jessica Justrabo

The following projects have been implemented in conjunction with Western students from the CEL program at Western:

- Video on mental wellness of newcomers to raise awareness and profile of this issue – Corinne Walsh

- The Inclusion Civic Engagement (ICE) Sub-council worked with four students from the CEL program to produce “20 Great Ideas for Civic Engagement”. The students presented their project at the Sub-council’s March meeting; Sub-council to submit an RBC grant to support one of the great ideas that were presented in the students’ report. Students will also submit annotated bibliography of their research – Rose Aquino

- Organization of an event related to housing ‘Landlord & Newcomer Tenant Forum’ – bringing landlords and tenants together on April 28. Students have been part of the planning and executing committee for the event – Mohamed Al-Adeimi

- Neighbourhood Watch has a project to raise awareness of this program with newcomers. Connected with Simon Pont, Executive Director, who is working with five students to broaden the program’s reach – Jessica Justrabo

7. LMLIP Participation in Conferences – Huda Hussein, Mohamed Al-Adeimi, Dev Sainani

House of Commons – Huda Hussein & Mohamed Al-Adeimi

- Presented on Promoting Economic Prosperity through Settlement Services on Feb 26, 2015;

- Mohamed noted that his presentation also focused on the role of neighbourhood-based programs that assist in making the newcomer’s experience a positive one, which in the long run helps in promoting economic stability and

- Questions centred mainly on employment. Pre-arrival process was also of interest

Francophone Annual Conference – Dev Sainani

- Held on February 24, the event featured representatives from StatsCan who presented data on the Francophone community. Likely to use information gathered as part of “We are London” show;

- Held workshops on service delivery for clients and - Offered us the option of continuing to attend meetings, will consider it.

Chatham Kent LIP Strategic Meeting – Dev Sainani

- Chatham Kent’s first multicultural event on February 11 was attended by the mayor, local MPPs and Citizenship & Immigration Canada (CIC) officials. Great turnout from service providers from the region;

- Presented as keynote speaker on the work of LMLIP and TV shows; - Good experience to see how other communities are working and excellent

networking opportunity, considering for future networking and

- Creating the Chatham Kent Not-for-Profit-Network.

Upcoming Conference – Dev Sainani

- Dev Sainani noted that Vicki Esses invited him to present on media engagement and how LMLIP is promoting a more welcoming community at a seminar on integration in Quebec City from May 30-June 3.

8. Questions and feedback on Sub-councils’ Reports

- Housing is one of the most significant contributing factors to successful settlement and well-being.

- Mohamed Al-Adeimi will send flyer for the housing event

9. Other Business

Muriel Abbott shared information on an upcoming event; medical students at the Newcomer Health program are organizing a viewing of ‘Refugees of Shangri La’ on April 15 from 6:00-10:00 pm in the Medical Sciences Building. Q & A session follows the show. London has 400 refugees from Bhutan.

10. Closing Summary and Review of Action Items

Elisabeth White thanked members and guests for their attendance and active participation. She mentioned that there are numerous events scheduled during the next month including the airing of the first show of “We are London” on April 6; the film on Bhutanese refugees on April 15 and the Housing event on April 28.

1. Presentation on Pillar’s DiverCity Project – Dharshi Lacey Co-Chair Dev Sainani introduced guest speaker Dharshi Lacey, Diversity Program Manager, Pillar Nonprofit Network. She presented on “DiverseCity onboard – Effective Leadership for Modern Governance.” Dharshi noted that the program was developed to match qualified, visible minority and under-represented immigrants at a leadership level with nonprofit, charitable organizations as well as public agencies, boards and commissions. The diversity on boards is meant to reflect the communities they live in. Funded by the Ontario Trillium Foundation, London is running the lead program for the province. 2. Co-Chair’s Opening Remarks – Dev Sainani Dev Sainani welcomed the members and introduced two new members-at-large, Sonali Advani and Mahin Ghasemiyani. He also announced that German Gutierrez-Sanin had requested a leave of absence from the Central Council as he had been nominated as a candidate by a political party. In accordance with the LMLIP’s Terms of Reference, political affiliations are not allowed. Thanking the Council, German mentioned that he appreciated being part of the LMLIP.

3. Declaration of conflict of interest Dev asked members if anyone had interests that conflict with the LMLIP’s Terms of Reference. There were none. 4. Approval of agenda A motion to approve the agenda was moved by Saad, seconded by Vicki and approved.

7. Update: Pathways to Prosperity Project – Vicki Esses

- Planning has begun for the 2015 conference in November in Toronto. The venue has to be decided

- Videos on plenary sessions from last year’s conference are now online on the Pathways to Prosperity website

- Planning has begun for the 2015 Journeys of Migration conference. They will meet soon to start the process and LMLIP Sub-councils will be included

- The Migration and Ethnic Relations (MER) graduate student conference held on April 9 at Western, attracted presenters from France, Montreal and Manitoba Attendee feedback will be considered when planning next year’s conference.

8. Updates and Actions from Previous Business

a. Multimedia Engagement – Dev Sainani

- Six shows have been taped and each episode will be aired for a month with a hiatus for summer. New episodes will be aired again from September

- Two more shows will be taped shortly. London has 12 shows plus a 13th

Francophone show which will feature the 400th anniversary of the Francophone

community in Ontario and highlight provincial celebrations. A member of the Francophone community will host the show and there are plans to make the French show a permanent fixture

- Elgin, Oxford and Middlesex Counties shows will air in the Fall - Based on feedback, many changes were made to the new season of the show

including the music and themes. Rogers has been very supportive.

b. Governance Task Group – Recommendations - Elisabeth White

Elisabeth White reported that the Task Group met on April 16 to discuss two main issues: (i) issuing certificates to volunteers and (ii) amendments to LMLIP’s Terms of Reference (i) Recommendations for Certificates Two types of certificates will be issued: Appreciation and Completion.

Parameters for issuing appreciation certificates:

The work done is actively led by the LMLIP Council and/or Sub-council(s)

The work is approved by the chair(s) and brought up to Governance for approval

The volunteer has gone above and beyond

Parameters for issuing certificates of completion for workshops delivered and or coordinated by the LMLIP Sub-councils. Workshops:

have clear outcomes

are participatory

are at least two hours in length

are recommended by the chair(s) of the Sub-councils

Certificates are to be signed by the co-chairs and/or the project coordinator

Templates created and approved by the Governance Task Group

All certificates issued will be tracked

How:

All certificates are to be signed by the Co-chairs and or the Project Coordinator.

This process will be reviewed after one year.

Elisabeth asked for a motion to accept the process and the draft template for the certificate. Mohamed suggested adding, “in recognition of his/her contributions” to the certificate when acknowledging the work of a volunteer. Certificates with the addition and the process have been endorsed.

(ii) Recommendations for proposed changes to the Terms of Reference (ToR)

- Make the ToR a living document.

- Recruitment to LMLIP Sub-councils should continue throughout the year if needed and not just in Spring or Fall.

- Add the word “Central” before Council throughout the document

- Modify the “quorum” for Sub-council meetings and add that “quorum will be whoever is present at the second meeting if the first could not be held due to a lack of quorum”

- Under ‘Composition’ add United Way as #6, followed by ex-officio members the Réseau de soutien à l'Immigration Francophone as #7 and the LMLIP as #8.

The motion to approve the changes to the Terms of Reference was moved by Naeem and seconded by Mohamed. 9. Strategic Planning: 2016-2019 – Elisabeth White Elisabeth White noted that the Governance Work Group discussed the planning for drafting the next Strategic Plan and have the following recommendations:

- The Governance Work Group will take the responsibility of meeting on a monthly basis and bring their recommendations to the Central Council

- Strategic Planning 2016-2019 to be a standing agenda item for the coming few months

- Will review and analyze the previous processes;

- The five overarching themes 1) Supports and services for immigrants 2)

Communication and access to information 3) Engaging the host community 4) Supports for service providers and 5) Advocacy/Systemic change, will continue to guide our priorities

- Will review and make use of existing resources such as “20 Great Ideas for Civic Engagement”, the Immigrant Employment Report, and research conducted by Pathways to Prosperity.

Given the amount of work this will entail, Elisabeth asked if the current members would recommit to be on the Governance Task Group and if others would like to join. She also noted that Wilma expressed her interest in joining the group. Elisabeth further noted that members may send staff a note if they decided to join the group. Elisabeth then asked Council for their feedback, suggestions and endorsement of the above recommendations. Council approved the Governance Task Group’s recommendations 10. Questions and feedback on Sub-councils’ Reports

- Rose Aquino announced that the Civic Engagement Work Group, led by Networking for an Inclusive Community, had been awarded the RBC grant to adapt a resource on civic engagement from Alberta and share with immigrants. The resource will be translated into French, Arabic and Spanish.

- Mohamed Al Adeimi mentioned that preparations were on for the Landlord and Newcomer Engagement forum and that more 100 people had registered for the event on April 28

1. Presentation on Intercultural Competency Training - Katy Boychuk

Co-Chair Dev Sainani introduced guest speaker Katy Boychuk, Intercultural Education Specialist at the London Cross Cultural Learner Centre. She presented on Intercultural Competency Training. Katy explained that the program has been devised to be relevant to the Canadian context and looks at the everyday experiences of people. Rather than teaching cultural norms, it aims to help participants find their own personal understanding of themselves, which helps them identify commonalities with others. 6. Business arising from last meeting

- Wilma de Rond noted that the Employment & Education Joint Committee raised a concern that Rogers TV only reaches around 90,000 people, which is a small segment of London’s population. They suggested that members use all avenues available to them to promote ‘We are London’, publicizing the show along with its schedule.

- Dev Sainani welcomed Christelle Desforges who will now represent ex-officio member, Réseau de soutien à l'Immigration Francophone, on the Central Council. He mentioned that as agreed at the last meeting, German Gutierrez-Sanin is on a leave of absence from the Central Council since he has been nominated as a candidate by a political party.

- The Multimedia Engagement Group met on May 20. - Wilma de Rond, Gaston Mabaya and Muriel Abbot have joined the Governance

Task Group.

7. Strategic planning for 2016-2019 Governance Task Group Update

- Dev Sainani explained that the Governance Task Group is meeting monthly to plan the new strategy and the Theory of Change has been identified as the model that will be used to draft the strategy.

Theory of Change (ToC) process ToC is a methodology that defines long-term goals and then maps backward to identify actions that need to be taken to achieve those goals. The presentation below explains ToC.

- ToC fits with the LIP’s logic model. - It lends itself to complexities such as developmental models. - Underlying principles of the LIP will remain unchanged and it will stay true to its

mandate. - The focus will not be on statistics but metrics have evolved to reflect soft targets,

so outcomes are measurable.

8. Updates:

a. Pathways to Prosperity (P2P) Project – Vicki Esses

- The 2015 conference will be held from November 30 – December 1 at the Delta Hotel in Toronto. A pre-conference workshop on November 29 will focus on measurement strategies for settlement organizations, LIPs, RIFs;

- A workshop is being held in Edmonton on October 21 on ‘Creating and Sustaining Multi-Stakeholder Partnerships’;

- A national call for proposals for research related to different Pathways to Prosperity themes will be released in an upcoming eBulletin. Topics include economic integration of immigrants; social and cultural integration of immigrants; effective

multi-stakeholder partnerships; temporary resident streams; role of the settlement sector and not for profits in Canada; health and well-being of immigrants and location decisions of immigrants;

- A new report has been posted on the P2P website regarding helping and receiving help from neighbours. It is related to civic engagement, trust and reciprocity;

- Several new reports will be posted on the P2P website shortly. These include - What employers know about hiring and supporting newcomers - Pre-arrival strategies and use of services

- The study-migration pathway for international students as regulated health professionals, and

- Work is progressing on developing a laboratory at Western funded by the Canada Fund for Innovation (CFI). It offers a secure data storage and analysis suite, videoconferencing and a video and image production suite. LMLIP could potentially have access to the facilities when not in use.

b. Multimedia Engagement – Dev Sainani

- The tenth show was recorded and there are two more to be shot in the Fall. Work will start on shooting the counties’ shows after shooting on 4-5 cooking segments is completed this week;

- Will start to look at content and ideas for a subsequent season; - The episode on the Landlord and Tenants engagement forum will be aired in June

followed by reruns until fresh content is aired in the Fall;

- The episodes shot will carry the show until the second quarter of next year. More will be shot later since the producer is on board until the end of 2016;

- The Work Group met on May 20. The next meeting is planned for the Fall when the group will be reconstituted. New members are invited to join, and

- The Franco Fete on June 20 will be featured on the French episode. Participants are also being finalized and it’s hoped that the French episode will become a regular feature.

9. Feedback from Sub-councils’ Chairs

- Corinne Walsh informed the group that the vice chair of the Health and Well Being Sub-council has accepted a position outside London. The vice chair position will be filled at the June meeting.

- Rifat Hussain commented that positive feedback had been received for the Landlord and Newcomer Engagement forum held on April 28

- Rose Aquino invited council members to attend the launch party for the ‘I am London’ campaign on June 4. She mentioned that 61 people had registered.

- Ahmed Yahya Ali mentioned that the Immigrant Community Capacity Engagement Project (ICCE) which aims at educating newcomer communities on the Canadian justice system, is very successful. The Arab community has had 13 sessions attended by 200 people, while the Somali community held one focus group with 11 attendees. More sessions are planned by both communities.

Dev Sainani thanked members and guests for their attendance and participation. He then invited members to attend the ‘I am London’ campaign launch on June 4. He also encouraged them to publicize the ‘Life as a Refugee’ event on June 19.

1. Central Council Professional Development: Presentation on ‘Speaking Freely: Making a Case for Health Interpretation in London Ontario’.

Elisabeth White introduced guest speakers Melanie Elms and Dr. Beth Mitchell, members of the Health and Well Being Sub-council, who presented a position paper on behalf of the Sub-council’s Accessibility to Interpretation Working Group.

- The paper focuses on immigrants who are unable to speak English or French, making it difficult for them to access healthcare services. It recommends the use of professional interpreters since that has a positive impact on outcomes, reduces errors and improves patient understanding of diagnosis, treatment and management of chronic disease and

- The paper points out that despite concerns regarding the cost of interpretation there is growing evidence that its use is likely to result in net savings because it lessens the use of diagnostic testing, decreases hospital admissions, reduces lengths of stay and allows healthcare professionals to use their time more efficiently.

2. Co-Chair’s Opening Remarks: Elisabeth White

Elisabeth White welcomed members and thanked all those involved in the ‘I am London’ launch and campaign. She mentioned that the campaign was highly visible this year, proving that the impact is expanding.

She noted that Citizenship and Immigration Canada (CIC) had issued details for the Request for Proposals (RFP) today. LMLIP will be submitting an RFP since it is funded till March 2016.

A link and information on the Immigration Report presented to City Council last month was sent to council members. 3. Declaration of conflict of interest

Endorsing the position paper ‘Speaking Freely: Making a Case for Health Interpretation in London Ontario’ was added as an agenda item. A motion to approve the amended agenda was moved by Gaston Mabaya, seconded by Mohamed Al-Adeimi and approved.

7. Strategic planning for 2016-2019

Governance Task Group Update: Elisabeth White

- The group which now has eight members, met on June 17 and is reviewing documents and resources to identify gaps and best practices that have to be noted while formulating the new strategy;

- The strategy aims to align with the City of London’s Strategic Plan which also focuses on attracting and retaining immigrants;

- The group will engage the Sub-councils as well as Central Council in the process;

- Action items achievable in a three year plan will be included; - The final Strategy will be ready by March 1, 2016 and - Elisabeth White requested the group to contact Huda Hussein with their

input and suggestions. After some discussion it was suggested that the group assesses the LIP’s impact on the host community and not only on service providers and immigrants.

Elisabeth requested members to review CIC’s new RFP and to see what strategic areas are being suggested.

8. Updates:

a. Pathways to Prosperity (P2P) Project: Vicki Esses

- P2P has sent out a national call for proposals for initial research projects related to its current national research themes. The deadline is July 31;

- Registration for the 2015 conference will open in early July; - P2P’s website now lists information on almost every LIP in Canada; - The Migration and Ethnic Relations Centre is starting to plan ‘Journeys of

Migration’ and is looking for members to join the work group and - In response to an email survey conducted to ask if additional events should

be held concurrently during ‘Journeys of Migration’, the feedback that it should remain a standalone event has been noted.

b. Multimedia Engagement: Huda Hussein - The taping of London’s shows has been completed and work is continuing

on shooting the counties’ shows; - Re-runs will be aired in summer with new episodes being broadcast in Fall

and - Shooting of the Francophone show is underway and it will be aired in

November.

9. New business – Endorsement of Position Paper

Elisabeth White requested the Central Council to endorse the ‘ Speaking Freely: Making a Case for Health Interpretation in London Ontario’ position paper. The motion was moved by Naeem Qureshi, seconded by Corinne Walsh and approved unanimously.

Elisabeth requested that the paper be shared with other LIPs and forwarded on to LHINs. She also encouraged members to share the paper with their individual networks.

LIPs will be requested to include local data in their cover letters when endorsing the position paper. 10. Feedback from Sub-councils’ Chairs

- Corinne Walsh informed the group that the Health and Well Being Sub-council would be meeting later in the week. The new vice chair will be announced at that meeting;

- Ahmed Yahya Ali mentioned that the Justice and Protection Services (JPS) Sub-council met last Thursday. The Immigrant Community Capacity Engagement Project (ICCE) which aims at educating newcomer communities on the Canadian justice system is very successful. Another project being worked on is a one-page handout describing the services offered by agencies connected to the justice system. The hand-out will be collated by project staff and submitted to the settlement sector for inclusion

in their newcomer welcome package. The handout aims to further raise awareness of the justice system among newcomers. Agencies have been asked to submit their text by the end of July. The joint Education/JPS group continues to work on newcomer outreach material;

- Rose Aquino informed the group that Inclusion and Civic Engagement (ICE) Sub-council members would be at the LIP’s tent at Harris Park on Canada Day. She added that the Sub-council’s work groups would be working on various projects throughout the summer;

- Mohamed Al-Adeimi mentioned that the Settlement Sub-council’s meeting had been postponed to June 24 due to quorum;

- Wilma de Rond noted that the Employment Sub-council had a very productive year. They organized a number of events with the Small Business Centre and obtained feedback from participants requesting them to continue holding the events. The Sub-council is considering organizing a resource fair to bring employers and service providers together and

- Muriel Abbott mentioned that some Education Sub-council members would be meeting during the summer. These include the Support for Parents’ Work Group, the Support for Students’ Group and the joint JPS/Education Group.

Elisabeth White thanked members and guests for their attendance and participation. She encouraged members to share the ‘Access to Health Interpretation’ position paper with their networks.

Members were requested to email their input for the Strategic Plan to Huda Hussein and the co-chairs.

She reminded members that the annual celebration, which had been postponed, would be held in September.

1. Co-Chair’s Opening Remarks: Elisabeth White Elisabeth welcomed the group and noted the following:

Maria D’Souza is away for a few weeks

Martina Kaisar, from Elisabeth’s office, was introduced and thanked for her continued support to the LMLIP;

During the summer, LMLIP submitted an application for the next three years through Citizenship and Immigration Canada (CIC) Request for Proposal;

The Governance Task Group has been meeting throughout the summer to gather information on existing resources, plan for October 21st consultation meeting with LMLIP members and the community to get input for the 2016-2019 Strategic Plan;

As we look at 2016-2019, we allocated funds for a formal evaluation of the impact of LMLIP in 2017.

2. Declaration of conflict of interest

Members were asked if anyone had interests that conflict with the LMLIP’s Terms of Reference. There were none. 3. Addition to and approval of agenda

5. Business arising from last meeting

None 6. Strategic planning for 2016-2019: Dev Sainani Dev provided an update on the work of the Governance Task Group and noted:

the group has been working through its planning using the Theory of Change model;

conducted literature search for existing data in the community;

preparing a landscape survey of various stakeholders, will also include similar organizations in order to see what others are doing;

major task has been prepared for focus day with all Sub-councils and other community members to decide on strategic directions – October 21 at the Earl Nichols Arena – this will be a major event to receive input from Sub-councils and the community;

focus will be visioning for the next ten years and immediate actions for the next three years;

three main activities – two will include cross section of all Sub-councils and one within each Sub-council;

materials, agenda, etc will be sent in advance to all members.

Dev noted that all the Sub-councils have provided some input at their September meetings and he requested input from Council as to what may be the needs for newcomers and immigrants in London and Middlesex in the next three years. The following needs were identified:

ongoing concern for length of time related to receiving Canadian credentials by internationally trained individuals (ITIs), specifically internationally trained medical doctors and engineers;

understand issue of ITIs is a complex situation that is not necessarily controlled by us or our community but by governing provincial professional bodies and legislation;

supports in place to help newcomers settle; issue of settlement has become very complex; is a continuous need; recognize the complexity of current needs of immigrants as well;

continuum of services that includes newly arrived, recently arrived and those who have been here longer; each group has different needs; are we able to address them?

is there a role for the already arrived and more established to help with newly or recently arrived, in the settlement process?

information is needed – gap between information immigrants receive outside the country and information they receive when they get here

is Express Entry working and for whom is it working – is this the intent?

recognize the host community has a role to play too – people can live in a community for decades without feeling they truly belong

the issue of retention;

review the recent Strategic Plan for Ontario developed by the Ministry of Citizenship, Immigration and Trade (MCIIT) and see how it connects with our planning;

connecting with the francophone community and address existing gaps (example until recently information for immigrants was available in English only)

how can we help our community to be ready? What can we be doing to support our community to get ready to receive, welcome and support immigrants and newcomers?

continue support to existing organizations who support immigrants in gaining employment.

7. Central Council Professional Development – Discussion 8. Closing Summary and Review of Action Items

Elisabeth White thanked members. She informed members that Muriel Abbott, the Chair of the Education Sub-council will be stepping down for one year as she has accepted a new position at the Health Unit. Muriel was thanked for her immense contributions and wished her the best. Muriel will continue to serve on the Governance Task Group.

The following actions were reviewed:

Central Council must be focused on what we do and have control over and how we keep moving forward as a community

Plan to attend the October 21st LMLIP Mobilizing for 2016-2019 session

2. Professional Development-Mayor advisory panel on poverty- Dharshi Lacey, Pillar Nonprofit Network

Panel is to be six months in duration and will bring a report to the Council by the end of March 2016

panel is focused on trying to gain a shared understanding of how to define, understand or address poverty more effectively in London

Questions discussed:

How do you define poverty and how does it shape your work? a. must look into the underlying causes of poverty – money is not the only

measure to be considered, there may be other cause and effects – particularly if considering newcomers and immigrants

b. need to identify specific groups or lens – immigrants – do not have social network or support upon arrival or shortly thereafter – access to affordable recreational activities or to knowledge of what’s available

Primary root cause of poverty – what drives poverty in London? a. addiction, mental health, employment, family challenges, lack of education b. high unemployment rates for youth and immigrants

6. Central Council Professional Development Discussion- Huda Hussein Huda asked the group about some ideas for professional development opportunities concerning immigration for future meetings. Some ideas:

Mental Health and Immigration; The Seeds of Change Project is funded by the Ontario Trillium Foundation, could be an option.

Health concerns; speaker from the health unit with social determinants of health suggested.

Refugees; Regarding the influx of refugees, what will the community response be?

Children, youth and families; CAS speak about the positive process with Muslim families.

Concerns regarding the Education Health Curriculum.

7. Strategic Planning for 2016-2019, LMLIP Mobilizing for 2016-2019 Update Disscussion – Dev Sainani

Dev recapped the event from Wednesday October 21, 2015. The focus question: In 10 years, how will life be better for immigrants living in London Middlesex? We gathered lots of information, and in the process of sorting and mapping now. The groups broke into sub councils and listed priorities.

Some common themes:

Coming to Canada is not transparent. Immigrants need to be aware of resources available, and have access to recreation activities.

Communication; the flow of information is hard from the bottom up to City Council, needs to be worked on.

Public awareness; some stakeholders are unaware of the settlement services provided. There is a level of frustration, people are unsure what resources exist, and communication is lacking.

Attraction and Retention; employers need to work harder at retention, with regards to discrimination, the focus has to change to the community.

City of London representatives received positive feedback

People were impressed with Welcoming All Voices, all tables felt that cross system understanding is important.

It was great to able to meet face to face, looking at doing this even once a year.

8. Closing Summary and Review of Action Items

Elisabeth White thanked members. Reminded council we have to step back and revisit our role, see the bigger issue. Attraction and Retention are important and what do we need to do going forward? Elisabeth is working on a business plan and will send a link.

What are the professional development opportunities that will help us move forward as a council? At the next meeting we will see how will we as sub councils work together.

P2P has been very focused on dissemination

Vicki presented at a workshop in Edmonton in October, on multi stakeholder partnerships. Was very well received.

The national conference is coming up next week in Toronto, 300 registered this year, up from last year.

Pre conference on Sunday is focused on measurement strategies for the LIP, Settlement Agencies, expecting at least 125 people.

The presentation in Edmonton was so well received Vicki is asked to also speak in Toronto

7. Response to Refugees –Elisabeth

The plan will be announced today (November 24, 2015). Sandra Datars Bere

(Managing Director Housing, Social Services and Dearness Homes) will head to

Toronto for a planning meeting to gather information and learn about next steps.

Once the information is received, as a city we will look at how to mobilize working

effectively with people in the community.

From a Provincial perspective, the consistent message is Emergency Management

Ontario is the lead agency. Main question- Is there adequate and affordable

housing stock?

There are 25,000 refugees coming, who are a mix of Government Assisted

refugees (GAR’s) and Private sponsored. They will be coming from camps outside

of Europe, very broad oversight

Settlement agencies are ready to receive families; from the LIP we are ready to

provide leadership and support. Also, providing information on resources,

settlement and health to both the Anglican and Catholic diocese as assistance.

Lots of unknowns- the number of families coming, where will be the first point of

contact, education/mental health levels etc.

The LIP will be providing a one page of ‘Important Resources’ for families

Windsor is a receiving site, London has not heard anything as of yet. London is

one of the 6 sites in Ontario that has a contract to receive GAR’s.

When they arrive in Canada, main issue is settlement. From there once children

are in school etc., can focus on employment and education. As a community,

thinking beyond typical provisions is key. How can we help as an agency? ie.- WIL

Employment Connections is exploring with partners in the settlement sector the

possibility of providing space for ESL Classes, possible space to store furniture

etc.

Federation of Canadian Municipalities (FCM) has been clear with the obstacles

communities will face. Beyond housing and employment is translation, health,

trauma costs, what are the literacy levels for parents/children?

United Way is connecting with agencies to activate 211 (Information London) as a

resource for new families to get them help wherever they need.

At this point, LMLIP will be providing information on resources and will support the settlement sector as needed. Council will wait and see what the next steps are and hear what the plan is. Elisabeth White as the Co-chair of the LMLIP and a City staff, will be sharing any information as they become available. Members are also requested to share any information with regard to the issue with LMLIP project team 8. Strategic Planning Update- Dev De- briefing from October 21. Governance group will meet in 3 weeks to look at creating themes, and pulling all materials together. One major theme is communication between sub councils, and this needs to be increased. What other activities could we do to support the role of new methods of communicating?

develop themes. - We need to be realistic with what each sub- council can take on and how to be

strategic. - Consultation with the ethno-cultural groups will be held; members were

requested to invite those they know to the consultation meeting on Dec 3

9. LMLIP Survey 2015- Vicki The survey was launched last week. Very similar to past surveys, gone out to all major organizations.

10. Journeys of Migration- Vicki - Really inspiring night - Total participants was about 140 -Great to see this to add traction in the community to help educate people.
