1. Chair’s Opening Remarks
Gisele Hauser welcomed the group and noted that she would be chairing the meeting as Corinne Walsh was away.
2. French Mental Health and Addictions System Navigation Program: An Overview Gisele provided an overview of the project she is working on. The program is funded by the Local Health Integration Network to provide access to mental health and / or addiction support services in French. Through this program, clients are connected to professional health care providers in French via the Ontario Telehealth Network (OTN).
3. Additions to Agenda

4. Adoption of Previous Minutes
A motion to approve the amended November 12, 2014 Minutes(Rita van Meyel’s name was added to attendees) was made by Josh Archer, seconded by Rita van Meyel and approved.
5. Central Council Updates – Huda Hussein
Huda Hussein reported highlights from the last Central Council meeting:
LMLIP was awarded the 2014 London Diversity Race Relations and Inclusivity Award;

Cristelle Desforges, presented on Reseau de soutien – Francophone Immigration Network. The mandate of this group is to provide support to Francophones within our and other communities and provide recommendations provincially and federally for change. The Network explores opportunities for collaboration and partnerships with LIPs across Ontario;
Pathways to Prosperity is holding their annual conference on November 24 and 25 in Montreal;
Students from the Community Engaged Learning program at Western will work on some projects with some Sub-councils; Council provided some ideas which may be banked for future use;
The Settlement Sub-council is working on engaging landlords with regard to some systemic barriers in housing;
The Education Sub-council reported that a chapter on Welcoming All Voices has been accepted to be published in a book;
Ontario Trillium Foundation has approved the funding to support We Are London TV show led by the Elgin Middlesex Oxford Workforce Planning and Development Board and
Updates from the OCASI and Alberta Provincial Summits were provided by Vicki Esses and Wilma de Rond.

Gisele asked the group if they have questions and or need clarifications with regard to item (a) and (c) as no update was provided for item (b). Gisele inquired about the duration of the Seeds of Change Project. Janet McAllister noted that the Ontario Trillium Foundation has approved funding for two more years for the project. The funding will support work with English as a Second Language (ESL) teachers, settlement workers, faith leaders and mental health and addiction professionals who work with refugees and immigrants. Resources will be developed and training will be delivered for the next two years.
7. Achievements for the 2014 fiscal year: projects that are running - Huda Hussein It was noted that this Sub-council is currently working on the three projects noted above. The Position Paper will be finalized and shared before the end of the fiscal year; Seeds of Change will resume.
8. 2013-2016 Strategic Plan Implementation - Strategic planning for 2015/16: A. identify potential projects with consideration of limited human resources and time Led by Gisele, the group discussed opportunities to maximize capacity, reaching out to other Sub-councils to learn from; exploring projects that are more likely to get funding support and or involving agencies to maximize outcomes. After some discussion, the following suggestions were brought forward:
Leverage on existing initiatives: the Child and Youth Network (CYN) is working on different priorities and members from this Sub-council may join

the existing tables to bring the immigrant perspective; Invite members from the CYN to join the Sub-council (Josh is a sitting
member who is also a manager of one of the CYN Priorities); The larger meeting for the CYN will be held on February 12 at the Goodwill
Centre on Horton Street. Members are invited to attend to learn more and Invite Adrienne Small to present on the Family Centres and what the
opportunities are for this Sub-council
9. Partnering with the Experiential Learning Centre at Western : where we are at, and identify agencies from London that may be part of the project No update. Gisele noted that she would like to be on this project
10. Open Doors workshop opportunity to partner with Networking for an
Inclusive Community (NIC) The session will be held on February 24 at Earl Nichols Arena. Members are encouraged to promote and attend the session
11. Chairperson’s Closing Summary and Review of Action Items Gisele Hauser thanked everyone for their presence and contribution. She encouraged the group to provide their input in setting the agenda and requested members to send any agenda item that they would like to discuss to project staff. She reminded the group to take note of the upcoming meetings and record them in their calendars and also to note that the March meeting will extend to two hours.

Corinne Walsh welcomed new members Sahar Atalla and Nehad.
2. Additions to Agenda
Corinne Walsh suggested changing the agenda to have Josh Archer start with his presentation on the Family Centres. Adriana Diaz Rodriguez approved the motion which was seconded by Josh and approved.
3. Presentation on London’s Family Centres - Josh Archer, Child & Youth Network (CYN). Some highlights:
Currently four Family Centres – Carling-Thames, Westmount, White Oaks and Argyle (its still under construction, expected to launch in next few months)
Family Centres developed as a result of a community consultation process – families indicated the system was fragmented; operated by lead agencies who took on the initiative (e.g., Childreach, YMCA, London Children’s Connection, South London Neighbourhood Resource Centre). This is a community and service provider initiative in London.

neighbourhood meeting
In response to a question on how this group may support the work of the Family Centres, Josh suggested that LMLIP members could join either governance for impact at the system level or the Family Centre itself. More details can be found on the CYN website.
4. Adoption of Previous Minutes
A motion to approve the January 14, 2015 Minutes was moved by Jean-Marc Boisvenue, seconded by Roxanne Riddell, and approved.
5. Central Council Updates – Huda
Huda Hussein reported the following highlights from the last Central Council meeting:
a. Sara Middleton was welcomed as the representative from United Way London & Middlesex;
b. The housing video, coordinated by the Settlement Sub-council was shown. The video is one component of engaging landlords and tenants on issues impacting new renters. A forum is organized for April 28, 2015;
c. Pathways to Prosperity is planning its annual conference that will be held in November 2015 in Toronto;
d. LMLIP Day of Learning – Evaluation was positive, 81-90% rated it between excellent and very good; respondents provided ideas about next steps;
e. The nomination committee reported their recommendation for appointing Dev Sainani, a member-at-large since the inception of the Council. Group endorsed the appointment of the new Co-Chair;
f. Multimedia Engagement Work Group reported that a community producer was hired through the Elgin Middlesex Oxford Workforce Planning and Development Board. With the funding, the “We Are London” show will include Middlesex County, St.Thomas Elgin and Oxford Local Immigration Partnerships;
g. Group is still looking for member-at-large applications. One has been received and
h. Three members from the Council, Vicki Esses, Mohamed Al-Adeimi and Huda Hussein have been invited to appear before the Standing Committee on Citizenship and Immigration, the House of Commons to present on Promoting Economic Prosperity through Settlement Services
6. Questions/feedback regarding:
a. Opening Doors Project – “Bridging the Gap: Generation & Immigration,” facilitated by Sarah-Lee and Amina, was held on February 24 in partnership with NIC. Thank you to Roxanne Riddell for providing further information

Josh suggested distributing the information through Familyinfo.ca as it might be another place to publicize the database and distribute question documents. It was also suggested we distribute the information through the LMLIP website, our LMLIP network, and possibly Pillar Nonprofit Network

Roxanne Riddell advised there have been no updates since the last meeting. They have received a two-year grant to fund a coordinator position. We understand the position has been posted and the hiring process is underway. The Seeds of Change resources have been adapted and should be finished
7. Achievements for the 2014 fiscal year: projects that are running -
a. Relationship with the London Child & Youth Network – Heather Seddon attended HEHPA meeting;
b. Josh Archer indicated some ideas re: HEHPA priority and CYN:
Currently planning next large marketing campaign around physical activity (In Motion campaign) – partnering is part of that initiative and members from our group have been invited to participate in this working group;
Grade 5 Acti-Pass program – Grade 4s will be registered this year and will receive their Acti-Pass in July to use from August. Students in Grade 5 who were not registered in Grade 4 can register online in the Fall and
Healthy Kids Community Challenge – $1.5M funding opportunity from MOHLTC around community health initiatives: healthy eating, physical activity and adequate sleep. The province is actively seeking to ‘move the needle’ in these three areas.
8. Information Sharing
Jean Marc Boisvenue – Working with French and bilingual colleges to do their practicum internships and field placements in SW region; one student currently at London Health Sciences Centre (LHSC) and more coming in the future – How to support French/bilingual students who

Dr. Mike Evans (23.5 hours documentary) is giving a public lecture at Western as part of their Distinguished Speaker series - details available on Western website;
2000 Words to Grow campaign – marketing campaign from CYN literacy about the importance of words – evidence-informed – study shows that you need to hear about 2,000 words an hour in formative years to reach your highest potential – one of the first literacy campaigns internationally that has good traction, receiving interest from CBC Toronto as well as companies in the United States, etc;
Mobilizing Newcomers and Immigrants for Cancer Screening project Adrianna Diaz Rodriguez gave a brief summary of the project that was funded by the Public Health Agency of Canada, working with other partners (LIHC, MLHU, Canadian Cancer Society, SW Regional Cancer Care, etc) to create awareness on targeted ethnic communities with regard to cancer screening and
Life as a Refugee event – June 19, organized by the Cross Cultural Learner Centre (CCLC); further details will come from CCLC.

3. Central Council Updates – Corinne Walsh & Huda Hussein
The following highlights were reported from the last Central Council meeting:
Rita van Meyel from the RBC Centre for at Risk Children and Families, a 10-year project focusing on better mental health outcomes for the immigrant and refugee population in London, made a presentation to Central Council;
Updates on each Sub-council will be available on the LMLIP portal.
Our Sub-council and three other Sub-councils are also involved in projects with Western University students through the Community Engaged Learning (CEL) program;
The first episode of season two of ‘We are London’ aired on April 6. The Health & Wellbeing Sub-council is contributing to two shows, which will be taped in May: one to address mental health and the other will focus on access to interpretation;
The Pathways to Prosperity website offers a wealth of information, so members may wish to access it regularly. The site offers current information particularly on immigration related issues;
Three LMLIP members – Mohamed Al Adeimi, Victoria Esses and Huda Hussein were invited from London to speak at the House of Commons on how settlement services contribute to prosperity and

Co-chair Dev Sainani attended the annual Francophone conference. He was also the keynote speaker at the Chatham Kent LIP Strategic Meeting, explaining the work of LMLIP.
4. Guest Presentation – Simon Pont, Executive Director, Neighbourhood Watch London
Highlights:
Set up in London in 1983 by a citizen concerned by growing crime rates, Neighbourhood Watch London (NW) now has 470 watches across the city. Strong communities are seen as vital in deterring crime. Crime is down 50% since NW started because it has preventative effect.
London Police have launched a website www.raidsonline.com that tracks reported crime in the city. Citizens are encouraged to report crimes to the police. NW promotes the OARS strategy – Observe, Acknowledge, Report, Share.
NW’s Board of Directors will launch a strategic planning process. They may need to dismantle current mechanisms to reach new target segments. Currently most NWL members do not represent all segments of society. NWL would like to have more newcomers and young families. Being part of NWL makes Londoners feel engaged in their community. However, it’s difficult for established organizations to reach immigrants.
NW is now present in areas considered safe. Spreading to new areas is sometimes hindered by citizens’ fear of reprisals.
Literature needs to be translated into French and Spanish and NW is looking for volunteers to do so. They would also like to talk to as many groups as possible to spread awareness of the organization.
5. Questions/feedback regarding:
a. Access to Interpretation – Beth Mitchell
The position paper is about to be finalized and available for distribution. A staff member from the Toronto LHIN will join the next working group meeting to share information regarding their program which offers professional telephone interpretation on health issues.
b. Mapping city and community spaces – Corinne Walsh
There are two pieces to the project. First is a database that lists low or no cost community spaces. It’s a living document and not comprehensive or representative of all faith communities but an attempt will be made to connect to more organizations. The second document was developed to inform immigrants about the questions they need to ask when renting space. The Community Spaces document should be reviewed in two years to update all information.
c. “I am a Londoner, I am not alone” Video Project with Western students (Community Engaged Learning Team)
The video will be promoted through various venues including LMLIP. It may also be featured on ‘We are London’ either this season or next.

d. Seeds of Change – Janet McAllister
Hired two part-time coordinators who will be introduced to the HWB council in June. Their first task is to devise a strategic plan for the 19 months left of the 24-month Trillium funding.
Turnover on committee means there may be some new ideas and changes.
Phase I of the project has been completed. Phase II & III will be launched simultaneously since they are interdependent. Phase II focuses on developing support for faith leaders, ESL teachers, teachers and settlement workers on what to say and do when approached for help on mental health or addiction concerns. Phase III involves training staff at mental health and addiction services on engagement and inclusivity. Both phases will be launched in the next 19 months.

Cathy also mentioned that Beacock and other libraries have groups that meet once a week to walk around neighbourhoods. Josh Archer – London Sports & Activity Expo will be held on May 9 at BMO Centre. Focus on newcomers and translation services will be provided. Huda Hussein – A Landlords & Tenants forum is being held on April 28. Andrea Bobadilla – Migration and Ethnic Relations (MER) graduate students’ conference, 8:30-6:40 pm at Western on April 9

5. Questions/feedback regarding
a. Access to Interpretation – Presentation by Melanie Elms and Dr. Beth Mitchell
‘Speaking Freely: Making a Case for Health Interpretation in London Ontario’ is a position paper focusing on immigrants who are unable to speak English or French, making it difficult for them to access healthcare services. It recommends the use of professional interpreters since that has a positive

impact on health outcomes, reduces errors and improves patient understanding of diagnosis, treatment and management of health issues. The paper also points out that despite concerns regarding the cost of interpretation, there is growing evidence its use is likely to result in net savings because it lessens the use of diagnostic testing, decreases hospital admissions, reduce lengths of stay and allows healthcare professionals to use their time more efficiently.
The paper was presented to Central Council at their meeting on June 22; the Council unanimously voted to endorse the paper.
The Working Group requested members to share the paper and its findings widely, to ask their organizations whether there are policies on interpretation and, if there are none, to encourage the introduction of such policies.
The Health and Well Being (HWB) Sub-council will make a formal request to the London-Middlesex Health Providers Alliance to present its findings to them at their next meeting. It was noted that the South West Local Health Integration Network (SWLHIN) sits at that table.
It was also suggested the HWB Sub-council make a formal request to SWLHIN to present about their policies and plans on the issue of professional health interpretation
b. Seeds of Change – Presentation by Michele Manocchi and
Fatmata Tarawalley
The project, which stemmed from this Sub-council, aims to help immigrants and refugees struggling with mental health and addiction issues in a compassionate and culturally competent way. Teachers, faith leaders, settlement workers and service providers will be trained to recognize signs of mental health issues and addictions to help clients access resources.
Phase I of the three phase project looks at establishing and disseminating a common vocabulary. Phase II is community engagement and designing training resources for target populations, and Phase III is the facilitation and delivery of training courses. Modular training will be provided in a variety of mediums (webinars, databases, reviews, literature references, websites, free training materials, etc.). The project wants to develop easily accessible and relevant resources without duplicating what is already available. Data, case studies and stories that are relevant to London will be included.
Further, seeds will be sown at the end of the project with the creation of a train-the-trainer program with multiple training mediums (in person, online); the facilitation of the implementation of training products, and the creation of a sustainability plan.

c. Mapping city and community spaces - Cathy McLandress
Cathy updated the information about the London Public Library’s spaces and use of space in the Shared Space document.
6. Central Council Updates – Corinne Walsh
The Central Council has met thrice since the last HWB Sub-council meeting in April. Following are the highlights:
The eight-member Governance Working Group is using the Theory of Change framework to plan the new strategy. Sub-councils will be asked to provide input. An environmental scan is being completed in the summer and consultations will begin in the Fall. The Strategy will be completed by March 1, 2016.
Pathways to Prosperity (P2P) has sent out a national call for proposals for initial research projects related to its current national research themes. The deadline is the end of July. P2P will also hold its annual conference from November 30-December 1 in Toronto.
The Migration and Ethnic Relations Centre ‘Journeys of Migration’ event will be held in November.
Ten episodes of ‘We are London’ have been taped and shooting is now continuing for the counties. The last two episodes for London will be taped in the Fall. Rogers will air repeats during the summer, with fresh content being added in the Fall.
The I Am London social media campaign is now under way.
7. Information Sharing Jayne – InMotion begins a 31-day physical activity community challenge this October. Information folders on the challenge were shared with members and she explained that rack cards would be translated into Arabic, Spanish and Chinese. Jayne requested members to contact her if they wished to have activities organized at their work places.

4. Central Council Updates
A presentation by the Access to Interpretation work group from the Health & Wellbeing Sub-council was given at the last Central Council meeting; Council endorsed the paper and the work group be drafting a communication strategy to disseminate the paper through other Local Immigration Partnership. The paper will also be sent to funding bodies
Strategic planning for 2016-2019 discussions have begun and
Multimedia reported that 10 shows have been filmed in London; Middlesex County, Elgin and St. Thomas and Oxford County will be filming their shows in the summer. The Health and Wellbeing has one more show to be taped which will focus on mental health.
5. Strategic Planning
This process has already started and we will have a joint LMLIP planning meeting on October 21.
This joint meeting is a great opportunity for Central Council and Sub-

Councils to discuss where we want to be and what impact we want to have in the next 10 years.
We want to identify the change we want to see in 10 years – and what we need to focus on in the next 3 years to prepare for these changes.
The group broke off into smaller groups to discuss and report back on: The following needs for newcomers / immigrants in the next 3 years have been identified:
Employment / jobs Invest in educating the general population Affordable / adequate housing Integrate stigma and mental health in our organizations Develop a plan to support barriers through centralization of support
systems through electronic means – interpretive / translation services – preparation in advance to have the language service they will require – letting them know that they can request this service
Training of service providers More cooperation between community and professionals – utilize the
skills of professionals who are immigrants to service the refugees Better organize and coordinate the services that we already have –
Collaborate Help community to develop tools and strategies to assist the
newcomers immediately – create dialogue to work on the issues that are relevant

c. In Motion - update Jayne provided an August update handout. They will launch the program on Sept 26 at the London Knights game. Many radio stations are involved. It is well promoted. The challenge starts on October 1
st and
recording of activities in minutes will be tracked. The goal for London/County this year is five million minutes of active life.

Jean-Marc – spoke about a free app translating English to French called med-interpret Seeds of change update will be provided by Janet and included with minutes.

Multimedia strategy: We Are London is continuing, Dev mentioned we have enough shows till Fall 2016. Francophone community had a great response.
