As summer winds down, children across Erie County are heading back to school and once again yellow school buses dot our highways. For over 130,000 elementary and secondary students in Erie County, the school day begins and ends with a trip on a school bus. Many chil-dren will be going to school for the first time and may not be careful when crossing the street or running to catch the bus. Older children know the routine, but may forget in their excitement to catch up with friends. Unfortunately, every year some school bus trips end in tragedy and children are injured or killed when motor-ists fail to follow the rules of the road. Statistically, more children are hurt outside the bus than inside by motorists illegally passing a stopped school bus. This could be easily prevented. Although drivers are re-quired to stop for a school bus while it is loading or unloading passengers, children should not rely on them to do so, a fact that parents should discuss with their children. The rules of the road in New York State are specific when it comes to school buses. Drivers need to know and obey the "flashing signal light system" that school bus drivers use to alert motorists of pending actions. Yellow flashing lights indicate that the bus is prepar-ing to stop to load or unload children. That is the time to slow down and prepare to stop your vehicle. Red flashing lights and extended stop arms indicate that the bus has stopped and that children are getting on or off. Motorists must stop their cars and wait until the red lights stop flashing, the extended stop sign is with-drawn, and the bus begins moving before they can start

Rules of the Road: School Bus SafetyMotorists Must Stop When a School Bus Flashes its Red

Lights- It’s the Lawdriving again. This law applies on all roadways in New York State even when driving on the opposite side of a divided highway. All drivers should know that the fine for passing a stopped school bus ranges from a minimum of $250 for the first violation to a maximum of $1,000 for three vio-lations in three years. A conviction places 5 Points on your driver's license and may result in increased insur-ance premiums. If convicted of three violations in three years, your license will be revoked for a minimum of six months. Even one instance of passing a stopped school bus is unacceptable; it could mean the life of a child. Parents need to also take time to instruct their school-aged children on school bus safety. Children need to know to stand at least three giant steps (6 feet) away from the curb when waiting for the bus to arrive. Chil-dren must also wait until the bus comes to a complete stop, the doors open, and the driver says it is okay be-fore stepping onto the bus. According to the National Highway Traffic Safety Administration, the greatest risk is not actually on the school bus, but getting on or off. Children need to be reminded to be cautious in and around the "danger zone" of the school bus, which is the 10 feet in front, behind and on each side of the bus. School is back in session - slow down around school zones and be alert for children approaching or exiting school buses. The Citizen Forums, part of the 2015-16 Consolidated Plan process, are intended to provide an opportunity for citizens to express community development and housing needs and to discuss possible projects which would benefit low- and moderate-income persons, the elderly and disabled in Erie County.

Proposed projects, meeting U.S. Department of Housing and Urban Development national objectives and eligibility criteria, will use federal funds in the following Community Development Consortium communities: Cities of Lackawanna and Tonawanda, the Villages of Akron, Alden, Angola, Depew, East Aurora, Farnham, Gowanda, Lancaster, North Collins, Orchard Park, and Springville, and the Towns of Alden, Aurora, Boston, Brant, Clarence, Colden, Collins, Concord, Eden, Elma, Evans, Grand Island, Holland, Lancaster, Marilla, Newstead, North Collins, Orchard Park, Sardinia, Wales and West Seneca.

The Erie County Urban Consortium is eligible for Federal Community Development, HOME and Emergency Solutions grants under Title I of the Housing and Community Development Act of 1974, as amended, the HOME Investment Partnership Program, and the Stuart B. McKinney Homeless Program.

Citizens are urged to attend this Forum as well as scheduled local municipal Community Development hearings to make known their views and/or written proposals on potential projects to be submitted for possible funding through the Federal Community Development grant, HOME Investment Partnership and Emergency Solutions grant programs.

The Forums will also present a review of prior Community Development projects and expenditures and a discussion of eligible activities. Each meeting room is wheelchair accessible. Donald D. Cline Donald D. Cline, 93, of Eden, New York, entered into rest Wednesday, August 20, 2014 in his home surrounded by his family. Don served his country in the Merchant Marines. Since 1955 Don was active in the St. John’s United Church of Christ; now known as St. John’s Community Church. There he was a Past Sunday School Superintendent and Sunday School Teacher. He helped in the fundraising and building of the Eden Town Pool, was a Past President and Board Member for the Eden Emergency Squad and was a past Boy Scouts Leader. He was a member of the For-tune Lodge #788, F & AM. He enjoyed Round and Square Dancing, sailing and was an avid wine maker and gardener. He will be remem-bered for his love for his fam-ily, his great sense of humor and his singing and playing his mandolin. He was the devoted hus-band of late Ruth E. (nee: Finkbeiner); Loving father of Bruce R. Cline of Buf-falo, NY, Steven A. (Audrey) Cline of Dayton, NY, Linda (Tom) Benkelman of Eden, NY and late David D. Cline. Henry A. Daniels Henry A. Daniels, 88, of North Collins, NY, passed away peacefully at home surrounded by his family on August 20th. Beloved hus-band of Victoria (nee Janik); loving father of Dr. Da-vid (Mary Katherine), Dr. Cheryl (Steven) Ortel, Mi-chele (Christopher) Koch, and Douglas (Marilina); 9 grandchildren; and 3 great grandchildren. Henry served in the Army during WW II as a tank commander and driver. He then attended the Univer-sity of Miami where he co-founded Delta Sigma Phi fraternity and graduated with a BSCE. Henry was employed as a civil engineer for the NY State Depart-ment of Transportation un-til his retirement in 1988. His service culminated in the supervision of the con-struction of the Chautauqua Lake Bridge.
