Committee led by Abby Schultz, Erin Cross and Carrie Ottum have gone above and beyond to organize a passionate group of professionals to enhance your professional development and networking at the 2019 WPRA Annual Conference & Trade Show: VIP – Value. Impact. Purpose. at the Kalahari Resort & Conference Center in Wisconsin Dells, November 5 - 8!

If you haven’t bought your tickets for the show, be sure you follow the path to success by attending the conference! You will be intrigued by the changes the group is providing at all levels of this conference! With heavy focus on quality presentations and education sessions, enhanced trade show and entertaining socials, it will be exciting to see all members enjoying the experience!

The Conference will kick off with a variety of pre-conference opportunities, including the Certified Playground Safety Institute, an exclusive Kalahari Facility tour, and staff training. In addition, I would like to extend an invitation to all members currently in WPRA leadership roles and those interested in becoming more active leaders to attend our first WPRA Board & Committee Orientation on Tuesday evening! The Annual Conference will be filled with dynamic presenters in all tracks that will provide quality content throughout the week! Highlights from Jessica Pettitt, “Conversations that Matter”; Peter Kageyama, “For the Love of Parks & Cities” and Alonzo Kelly, “Lessons from the Apple Tree - Prioritizing Our Ability, Not the Result” are just a few that will keep you engaged!Continue networking and expanding your knowledge of items in the field on Wednesday afternoon with our Commercial Members and Sponsors at the Trade Show! Take full advantage of learning about products and services that can enhance your agencies and communities! In addition, please extend your gratitude to

our commercial members for their continued support to WPRA! Without their involvement, it would be challenging to offer all the services of this wonderful conference. To further enhance the VIP experience, I want to encourage all to attend the WPRA Awards Presentation & Banquet on Thursday evening to recognize professionals and communities for their achievements throughout the year. The Awards Committee, led by Holly Glainyk, collaborated with the Conference Committee and WPRA Office to make this an evening to remember! Definitely get this on your schedule as we reflect on the professionalism throughout WPRA.Last but not least, be sure to look for details in the near future regarding networking experiences through fun socials for all members! On behalf of the “Next Level V.I.P” Conference Committee, we are excited to invite you back to Wisconsin Dells for the 2019 WPRA Annual Conference and Trade Show. This committee’s goal is to offer all attendees a VIP experience that they will NOT want to miss! This year’s session opportunities in Parks, Recreation, Executive, Aquatics, and the Young Professional Network (YPN) offer a wide variety of topics that will show everyone Value, Impact and Purpose. Our Keynote, General Assembly, and Endnote presenters will inspire you to take the steps to become “Next Level” professionals.

Besides the impressive educational sessions and amazing presenters, we are also offering three outstanding pre-conference sessions including the CPSI (Certified Playground Safety Institute) Certification, a “Kalahari Customer Experience & Aquatic Facility Tour,” and “Training Your Camp Staff from A to Z” presented by Jed & Roz Buck. New this year, the YPN (Youth Professional Network) is hosting a Mentor/Mentee Luncheon on Thursday, November 7th, where the goal is to discuss networking and mentorships, and everyone will walk away with a mentor/mentee that they can keep in touch with until next year’s WPRA Annual Conference.

Our VIP experience continues with our evening socials that are sure to be crowd pleasing! Tuesday night, the social will be at Tom Foolery’s in the Kalahari with bowling, plenty of other games, and a DJ. On Wednesday, we are heading to The Keg Patio & Grill in downtown Wisconsin Dells for a live band, lawn games, evening appetizers, and a s’more’s bar. We’ll end with our social at the Kalahari on Thursday evening with the President’s Reception while enjoying the N.E.W Piano Guys Dueling Pianos. The “Next Level V.I.P” committee is excited to be back in Wisconsin Dells! We know you’ll have the VIP experience you deserve at the 2019 WPRA Annual Conference.

Attending conferences is beneficial to you and your community for a number of reasons. You can get the most out of your conference experience by having a plan before you arrive. Below are some techniques to get the most out of your conference investment.1. Arrive Ready to Network – Interacting with others, especially people we

don’t know, requires stepping outside of your comfort zone, but it’s worth it. The contacts, learning, and interaction will boost your confidence and create great connections that you will find helpful in the future. Be prepared to start conversations with strangers or ease into group discussions where you have information or ideas to contribute.

2. Be Prepared – Plan Ahead. Use your conference time wisely. Decide in advance what sessions you want to attend so that you can focus on other things once you get to the conference.

3. Carefully Consider Your Learning Objectives – Why do you want to attend? What do you hope to learn at the event? Who do you need to connect with? What industry trends do you want to know more about?

4. Depart and Leave Your Work at Work – It is very common to see conference delegates checking emails, making phone calls and even participating in conference calls during breaks while at an event. Let people know you will be away, and set up your voicemail and email auto responder to notify people that you are not available. Do whatever you can to keep your work obligations from stealing your attention from your educational investment.

5. Every Minute of Exhibit Hall Time is Valuable – The exhibit hall is a key part of every conference. The exhibitors can show you new technologies and products that can dramatically enhance your work performance. Use your time in the Exhibit Hall wisely and plan to visit every booth…in addition to meeting new people and learning lots of new things, you could win some great prizes! And please remember to thank our exhibitors for coming… their support makes a huge difference to our conference.

6. Follow Up – Collect business cards from colleagues and commercial partners and write personal notes on the back to help remind you of your discussion. Stay in touch through Facebook, Twitter, or LinkedIn. Send a quick email reminding people of your conversation at the conference.

7. Go Back Home and Share What You Learn with Your Colleagues – It will reinforce your own learning, strengthen your team, and make it easier to negotiate attending the event next year. Ask to present the best ideas captured at your next staff meeting.

For the Love of Parks & Cities“What I do is travel around and talk to other communities I tell stories. I’m always looking/or the next story that’s going to make me go, “Wow, that’s cool” and how I might relate that to another community to help them with a problem that they’re having.”

Peter Kageyama is fascinated by cities - not just the tall buildings or park systems, the innovative modes of transportation, nor the architecture. Kageyama is fascinated by the interconnectedness of cities the things that lie in between - the things that connect people to their cities and how this impacts the lives. This fascination propelled Kageyama to head a local movement, Creative Tampa Bay, and to build a Creative Cities Summit. He won national acclaim as a thought leader in urban planning, development, and design with his first book, “For The Love of Cities: A Love Affair Between People And Their Places”, and its follow-up was “Love Where You Live: Creating Emotionally Engaging Places.” Peter is a Senior Fellow with the Alliance for Innovation, a national network of city leaders and a special advisor to America In Bloom. He is an internationally sought-after community development consultant and grass roots engagement strategist who speaks all over the world about bottom up community development and the amazing people who are making change happen.When asked to name some people that have influenced him Kageyama replies. “My mentor is an Englishman by the name of Charles Landry. His most famous book is called “The Creative City.” Charles is this vivacious eater of life. He travels around the world and he tells stories, so he has very much been an influence upon me. This year’s Conference Committee has worked hard to ensure student attendees are getting the tools they need to help build the bridge from the classroom to an internship or first professional position. RecreationImplementing TackleBar in your Youth Football ProgramTim HealyTackleBar Football is a safer approach to youth football that preserves the tradition and spirit of the sport. Players wear traditional football equipment, plus a TackleBar harness that holds two foam bars across the lower back. The defender must track and engage the ball carrier with proper form tackling technique, then wrap the ball carrier and rip the bar from the harness. With this approach, players stay on their feet rather than taking the ball carrier to the ground.

TackleBar Football is an ideal progression between flag football and tackle football. Football associations across America are adopting TackleBar Football as a game format. It integrates seamlessly with programs to help increase participation and provide a safer option. USA Football is recommending associations create a development model whereby players progress from no pads to eventual full contact as they move towards high school age. We believe TackleBar can be used as a great bridge to help associations serve that transition. TackleBar Football allows players to have the real football experience and learn proper fundamentals in a safe and competitive atmosphere. Youth Mental Health First Aid Danette HopkeThis session will introduce the Youth Mental Health First Aid (YMHFA) training program to all attendees. This session will include an overview of the course objectives, which includes typical adolescent development, discussion of common mental health concerns, signs & symptoms, and review of the ALGEE action plan, which facilitates an appropriate response to youth that are experiencing signs of distress, which may or may not be connected to a mental health disorder or crisis. In addition, this session will present the data that has been collected by UW-Madison’s Division of Extension through their efforts to promote this work across the state since August of 2018. Data presented will include evaluation and implementation data from the training period and the six month follow up survey that is conducted.

21st Century Park Fees The Case of Washington CountyJamie Ludovic, Chad Cook & Eric Hyde As operating costs for park maintenance continue to rise, park fees offer an alternative to cutting expenses or raising taxes. In 2018, Washington County, Wisconsin implemented a system-wide park user fee using an innovative technology system. As a result of this initiative and the use of other revenues, the parks’ budget increased in 2019, marking the first real accrual in over five years for parks in Washington County. Fulfilling a Community’s Needs Through an Innovative Multi-Faceted Community ParkDan Williams & Dan SchmittVerona had identified a need for additional outdoor aquatic recreation options, however, with no suitable parcels currently available, the City turned their focus to improvements at the existing Fireman’s Park Beach.

An aging bathhouse, limited playground space and athletic fields that were prone to flooding did not provide the amenities that the community needed to recognize the potential of the existing beach and park space.

In early 2018, MSA was hired to update the Master Plan with a new focus. Fireman’s Park was to be the primary aquatic facility, but also needed to be a community recreation hub. The plan incorporated a new pavilion and restroom, flow-through splash pad, beach improvements including ADA accessibility, connection to the Ice Age Trail, fishing and picnic areas, playground, basketball court, athletic fields, new parking lot, Stormwater detention, and extensive landscaping.

Equitable access remained a concern and all site elements maintain ADA accessibility. In addition to development of Construction Plans, Specifications and Estimates MSA also coordinated a stewardship grant submittal to Wisconsin Department of Natural Resources for assistance with trail implementation.

MSA’s surveying team and civil engineering staff has prepared a Site Infrastructure Analysis for the base documents required for construction detailing. The Plans, Specification, and Estimates (PS&E) were completed in July and construction began in September 2018. Substantial completion was reached in June 2019 and final project closeout was August 2019.

Name Badges: All attendees will receive a name badge when checking in for the conference. Badges are required for admittance to education sessions, exhibit halls, meals, functions, special events and socials. Name badges will contain all of your meal tickets and special event admission tickets. Cancellation and Refund Policy: Cancellations received in writing by October 5th, 2019 will receive a refund minus a 25% administrative fee. No refunds will be issued after October 5th, 2019.
