Mission Statement

The Genesee/Finger Lakes Regional Planning Council (G/FLRPC) will identify, define and inform its member counties of issues and opportunities critical to the physical, economic and social health of the region. G/FLRPC provides forums for discussion, debate and consensus building, and de-velops and implements a focused action plan with clearly defined outcomes, which include programs, personnel and funding.

Abstract

This report provides information on the issuance of building permits in 2016 to identify areas of growth within the Genesee-Finger Lakes Region (G-FL Region) that might require transportation planning and service modifications. The G-FL Region is comprised of Genesee, Livingston, Mon-roe, Ontario, Orleans, Seneca, Wayne, Wyoming, and Yates Counties. The report analyzes the number of permits issued, total square footage, and total value for buildings for each municipality within the region as well as the Metropolitan Planning Area (MPA). The MPA covers Monroe Coun-ty and the municipalities adjacent to Monroe County in Livingston, Ontario, and Wayne Counties, as well as the Town and City of Canandaigua. The analysis looks at the following categories and respective subcategories: “residential” (single-family, two-family, three or four-family, five-or-more family, mobile/manufactured homes); “industrial;” “commercial” (offices/banks, retail/service, service stations, hotels/motels); “community service” (hospitals/health facilities, schools/churches, public works/safety, utilities); and “not elsewhere classified.”

Introduction The Genesee Transportation Council (GTC) provides funding annually for the Regional Land Use Monitoring Report (LUMR) under its Unified Planning Work Program. The pur-pose of this report is to provide information for building per-mits by type, size, and value to identify areas of growth with-in the Genesee-Finger Lakes (G-FL) Region that may, as a result, require increased transportation planning and ser-vices. The Regional Land Use Monitoring Report includes residen-tial, industrial, commercial, and community service building permit data for all nine counties in the G-FL Region. The categories (and associated subcategories) for building permit data are as follows: Residential (single-family, two-family, three-or-four-family,

five-or-more-family, and mobile/manufactured homes) Industrial Commercial (offices/banks, retail/service, service sta-

tions, hotels/motels) Community Service (hospitals, schools) Not Elsewhere Classified A five-year trend analysis is provided for permitted residen-tial units in all nine counties and industrial, commercial and community service building permits are analyzed over the five-year period. This time-series analysis is based on this year’s and the four previous years’ Land Use Monitoring Re-ports produced by the Genesee/Finger Lakes Regional Planning Council (G/FLRPC).

In addition, a time series (or historical trend) analysis is pro-vided for residential, industrial, and commercial develop-ment and subdivision approvals in the MPA. The MPA includes Monroe County and the adjacent munic-ipalities to the south and east as well as the City and Town of Canandaigua. Table 1 represents the municipalities that, along with Monroe County, comprise the MPA. An analysis of the collected data on the number, value, and size of buildings permitted in 2016 is provided for each county as well as the MPA.

Given that many conclusions can be drawn from the data on permitted building activity tables are provided in ap-pendices at the end of this report for the reader to use for their own needs and analysis.

Methodology The building permit data included in this report was collect-ed through surveys sent to the municipal or county officials responsible for the collection and dissemination of such da-ta in the nine counties. In six counties these officials were, in most cases, the code or zoning enforcement officers; in some cases the municipal clerks. In Seneca and Wyoming Counties building permit application approval and inspec-tion are the responsibility of the respective county building departments. Those two departments provided the data for their counties. The Monroe County Planning and Develop-ment Department’s Division of Planning administered the surveys, received the responses from municipal officials in the County, and forwarded the data to G/FLRPC. As noted above, each municipality other than Seneca and Wyoming Counties received a survey in January of 2017 asking for the requested data. The initial survey was fol-lowed up with a reminder e-mail along with a telephone reminder to those municipalities that had yet to respond. In some cases, several calls or e-mails were made to the ap-propriate parties in an effort to acquire the requested in-formation. Overall, 100% of the data was collected from all 190 municipalities within the nine-county G-FL Region. The survey requested information on the number of permits issued, total square footage and total value for buildings in the defined categories and associated subcategories. In addition, the same building permit information for buildings outside of these categories was requested along with a de-scription of the type of building(s) in the “Other” category.

All analysis conducted in this report is based on data pro-vided by each LUMR survey contact. The instructions for completing the survey as printed on the survey document were as follows:

“Include only permits for the construction of buildings in 2016. Do not include additions, repairs, decks, in-ground pools, etc. or buildings used for storage such as sheds and pole barns. Do not include per-mits for construction that was completed in 2016 but permitted in a previous calendar year. If the responses below include a town and a village on the same sheet, please denote this by listing them sepa-rately on the same line (example: T – 8/V – 12).”

For each of the nine counties, there is a discussion of permit-ted building activity in 2016 and county maps of residential units permitted in 2016 by municipality (Maps 1 – 9, Map 10 represents Permits for Residential Units for the nine-county G-FL Region). Data of industrial, commercial, and community service building permits issued in 2016 are presented on maps of the nine-county G-FL Region (Maps 11-13). The information and data provided for permitted building activity in Monroe County and the remaining portion of the MPA follows the same format. Maps 14 through 17 present the number of permitted residential, industrial, commercial, and community service buildings in the MPA in 2016. Map 18 shows the distribution of residential building permits among the Transportation Analysis Zones (TAZ) within the MPA outside of Monroe County. The residential data for MPA municipalities were used in a time series analysis of the number of residential units permit-ted by municipality for the years 2007 through 2016. The



number of permits issued for industrial and commercial buildings from 2007 to 2016 in the MPA outside of Monroe County is also presented and discussed in the same man-ner. The data gathered on number of building permits issued, square footage, and value in each category/subcategory by municipality in, and for the MPA, outside Monroe County are presented in Appendices A through H. 2016 County Building Permit Analysis Genesee County Residential Permits: • Fifty-nine (59) residential building permits were reported in Genesee County in 2016. The largest number of permits (30) was reported in the Town of Batavia. The Town of Darien reported the second most permits with five. Map 1 shows the number of residential unit permits in Genesee County in 2016. Industrial Permits: • No industrial building permits were reported in 2016. Map 11 shows the number of industrial building permits by munici-pality in the G-FL Region in 2016. Commercial Permits: • Two (2) commercial buildings permit were reported in

2016. Map 12 shows the number of commercial building permits by mu-nicipality in the G-FL Region in 2016.

Community Service Permits: • No community service building permits were reported in

2016. Map 13 shows the number of community service building permits by municipality in the G-FL Region in 2016. Not Elsewhere Classified Permits: • No permits were reported that would be included as not

elsewhere classified for Genesee County municipalities in 2016.

Demolition Permits: • Nineteen (19) residential demolition permits were reported

in Genesee County in 2016.



Livingston County Residential Permits: • Seventy five (75) residential building permits were reported

in Livingston County in 2016. The largest amount of permits reported were in the Town of Livonia (13) and Town of Conesus (7) respectively.

Map 2 shows the number of residential unit permits in Livingston County in 2016. Industrial Permits: • There were13 industrial building permits reported in 2016. Map 11 shows the number of industrial building permits by munici-pality in the G-FL Region in 2016. Commercial Permits: • Two (2) commercial building permits were reported in Liv-

ingston County in 2016. Map 12 shows the number of commercial building permits by mu-nicipality in the G-FL Region in 2016.

Community Service Permits: • No community service building permits were reported in

2016. Map 13 shows the number of community service building permits by municipality in the G-FL Region in 2016. Not Elsewhere Classified Permits: • Thirty seven (37) permits that did not correspond to the

above-described categories were issued and included as not elsewhere classified.

Demolition Permits: • Twenty seven (27) residential demolition permits were re-

ported in Livingston County in 2016.



Monroe County Residential Permits: • Municipalities in Monroe County reported 787 residential building permits for a total of 1,285 residential units in 2016. The largest number of permits reported was in the Town of Henrietta (118) and the Town of Webster (106). The Towns of Gates and Greece reported the next largest number of res-idential permits with 91 each.

• A total of 42 multi-family unit permits were reported for 534

units in the county. Map 3 shows the number of residential unit permits in Monroe County in 2016. Industrial Permits: • There were 39 industrial building permits reported in the County, four in the City of Rochester and three in the Towns of Henrietta and Mendon respectively. Map 11 shows the number of industrial building permits by munici-pality in the G-FL Region in 2016. Commercial Permits: • There were 12 commercial building permits reported in

Monroe County. The Town of Henrietta reported the most with six permits.

Map 12 shows the number of commercial building permits by mu-nicipality in the G-FL Region in 2016. Community Service Permits: • One (1) permit was reported for community service build-ings in Monroe County. Map 13 shows the number of community service building permits by municipality in the G-FL Region in 2016.

Not Elsewhere Classified Permits: • Sixty three (63) permits were reported and that did not

correspond to the above-described categories and in-cluded as not elsewhere classified.

Demolition Permits: •One hundred eight five (185) residential demolition permits

were reported in Monroe County in 2016.



Ontario County Residential Permits: • Ontario County municipalities reported 387 residential structures permitted in 2016. The Town of Victor reported the most permits with 128. The Town of Farmington reported the second most with 89 followed by the Town of Canandaigua with 60. Map 4 shows the number of residential unit permits in Ontario County in 2016. Industrial Permits: • There were seven industrial building permits reported in

Ontario County in 2016. Map 11 shows the number of industrial building permits by munici-pality in the G-FL Region in 2016. Commercial Permits: • Sixteen (16) commercial building permits were reported in

Ontario County. The Town of Victor reported the most with 9.

Map 12 shows the number of commercial building permits by mu-nicipality in the G-FL Region in 2016.

Community Service Permits: • There was one permit reported for community service

buildings in Ontario County in 2016. Map 13 shows the number of community service building permits by municipality in the G-FL Region in 2016. Not Elsewhere Classified Permits: • Sixty five (65) permits were issued and that did not corre-

spond to the above-described categories and were in-cluded as not elsewhere classified.

Demolition Permits: • Thirteen (13) residential demolition permits were reported

in Ontario County in 2016.



Orleans County Residential Permits: • Forty (40) residential building permits were reported in Or-

leans County in 2016. The Towns of Carlton and Claren-don reported the most in the County with seven and five respectively.

Map 5 shows the number of residential unit permits in Orleans County in 2016. Industrial Permits: • Six (6) industrial permit was reported in Orleans County in

2016. Map 11 shows the number of industrial building permits by munici-pality in the G-FL Region in 2016.

Commercial Permits: • Seven (7) commercial building permits were reported in

Orleans County in 2016. Map 12 shows the number of commercial building permits by mu-nicipality in the G-FL Region in 2016. Community Service Permits: • One community service permit was reported for Orleans

County in 2016. Map 13 shows the number of community service building permits by municipality in the G-FL Region in 2016.

Not Elsewhere Classified Permits: • Six (6) permits were reported and included as not else-

where classified for Orleans County municipalities. Demolition Permits: • Thirteen (13) residential demolition permits were reported

in Orleans County in 2016.



Seneca County Residential Permits: • Fifty-six (56) residential building permits, were reported in

5-Year Building Permit Analysis (2012 – 2016) Genesee County Residential Units: • From 2012 through 2016, 265 residential units were permit-

ted in Genesee County. • The Town of Batavia permitted the most residential units in

Genesee County with 122. The Town of Pembroke issued the next highest number of units (22). The Towns of Pem-broke and Darien had the next highest number of units with 22, and 19 respectively.

Industrial Units: • Eight (8) units were permitted for industrial buildings in

Genesee County from 2012 to 2016. Commercial Units: • Eleven (11) commercial units were permitted in Genesee

County from 2012 to 2016. Community Service Units: • One (1) community service unit was permitted from 2012

to 2016.



Livingston County Residential Units: • From 2012 through 2016, 404 residential units were permit-

ted in Livingston County. • The Town of Geneseo reported the highest number of resi-dential units (94) from 2012 to 2016, more than any other municipality in Livingston County. The Town of Livonia per-mitted the next largest number of residential units with 56, followed by the Town of West Sparta with 21. Industrial Units: • Thirty six (36) industrial units were permitted in Livingston

County from 2012 to 2016. Commercial Units: • Five (5) commercial units were permitted from 2012 to 2016. Community Service Units: • Three (3) community service units were permitted in Living-

ston County from 2012-2016.



Monroe County Residential Units: • From 2012 through 2016, the total number of units permit-ted in Monroe County was 5,742, more than all other coun-ties’ five-year totals combined. • The Town of Webster permitted the largest number of resi-

dential units (763) followed by the Towns of Greece (740), Perinton (676), and Henrietta (630).

Industrial Units: The Towns of Chili and Penfield do not categorize industrial and commer-cial permits. • A total of 79 industrial units were permitted in Monroe

County from 2012 through 2016. The Town of Chili permit-ted the most (27).

Commercial Units: The Towns of Chili and Penfield do not categorize industrial and commer-cial permits. • A total of 141 commercial building permits were issued

from 2012 to 2016. The Town of Henrietta and the City of Rochester permitted the most commercial units with 72 and 24 respectively.

Community Service Units: • Nine (9) community service building units were permitted

in Monroe County from 2012 to 2016.



Ontario County Residential Units: • From 2012 through 2016, the total number of units permit-ted in Ontario County was 1,769. Ontario County issued the second most residential permits and totaled the second most units in the region (Monroe County issued/permitted the most). The Towns of Canandaigua, Victor, and Farming-ton totaled the highest residential units permitted with (518), (416), and (350) respectively. Industrial Units: • Eight five (85) industrial units were permitted in Ontario

County from 2012 to 2016, 66 of which were issued in the Town of Victor.

Commercial Units: • One hundred twenty eight (128) commercial units were

permitted in Ontario County from 2012 to 2016. • The Town of Victor permitted 80 units, the most of any mu-

nicipality in Ontario County. Community Service Units: • Five (5) community service units were reported in Ontario

County over the five-year period.



Orleans County Residential Units: • From 2012 through 2016, 156 residential units were permit-

ted in Orleans County. • The Town of Carlton permits issued the most with a total of

23 units. Industrial Units: • Nine (9) industrial units were permitted in Orleans County

from 2012 to 2016. Commercial Units: • Eleven (11) commercial building units were permitted in

Orleans County from 2012 to 2016. Community Service Units: • One (1) community service unit was reported in Orleans County from 2012 to 2016.



Seneca County Residential Units: • From 2012 through 2016, 326 residential units were permit-

ted in Seneca County. Industrial Units: • Ten (10) industrial building permits were reported in Sene-

ca County from 2012 to 2016. Commercial Units: • There were a total of 32 commercial building units permit-

ted from 2012 to 2016. The Town of Seneca Falls issued the most with 10.

Community Service Units: • There was no community service units reported in Seneca

County from 2012 to 2016.



Wayne County Residential Units: • From 2012 through 2016, 600 residential units were permit-

ted in Wayne County. • The Town of Ontario permitted the most units (135). Towns

of Macedon and Walworth permitted 98 and 79 units re-spectively over the five-year period.

Industrial Units: • Twenty (20) industrial units were permitted in Wayne County

from 2012 to 2016. Commercial Units: • Eleven (11) commercial units were permitted in Wayne

County from 2012 to 2016. Community Service Units: • Two (2) community service building units were permitted in

Wayne County from 2012 to 2016.



Wyoming County Residential Units: • From 2012 through 2016, 184 residential units were permit-

ted in Wyoming County. • The Town of Arcade permitted the most residential units

over the five year period with 31. The Towns of Bennington, Orangeville, and Warsaw permitted 23, 17 and 14 units re-spectively.

Industrial Units: Wyoming County does not categorize Industrial permits. Commercial Units: • Wyoming County municipalities permitted a total of 56

units from 2012 to 2016. The Town of Orangeville issued the most permits (21). However, it is unclear how many of these are truly ‘commercial’ due to the other building type being included.

Community Service Units: Wyoming County does not categorize community service permits.



Yates County Residential Units: • From 2012 through 2016, 266 residential units were permit-

ted in Yates County. • The Town of Jerusalem reported the most residential units

permitted with 71. Industrial Units: • Fifteen (15) industrial units were permitted in Yates County

from 2012 through 2016. Commercial Units: • Nineteen (19) commercial building units were permitted

from 2012 through 2016. Community Service Units: • Three (3) community service buildings were permitted

from 2012 to 2016.

Industrial: • One hundred eighteen (118) permits were reported for in-

dustrial buildings in the MPA outside of Monroe County be-tween 2007 and 2016. The Town of Victor reported the most permits with 77.

• Twenty one (21) industrial buildings were permitted in the

Livingston County portion of the MPA. • The Towns of Macedon (6) and Ontario (5) the most per-

mits for industrial buildings in the Wayne County in the MPA between 2007 and 2016.

Commercial: • One hundred seventy six (176) permits were reported for

commercial buildings in the MPA outside of Monroe County between 2007 and 2016. The most permits report-ed were in Ontario County (159) with the Town of Victor accounting for 119 of these permits.

• Livingston County issued four permits for commercial build-

ings between 2007 and 2016. • Wayne County issued 13 permits for commercial buildings

Transportation Analysis Zones (2016) Addresses of residential building permits issued in 2016 were collected from municipalities located within the Metropoli-tan Planning Area (MPA) outside of Monroe County. Ad-dresses were then geo-coded using Geographic Infor-mation System software to determine which Transportation Analysis Zone (TAZ) each permit was in.
