Mission Statement

The Genesee/Finger Lakes Regional Planning Council (G/FLRPC) will identify, define and inform its member counties of issues and opportunities critical to the physical, economic and social health of the region. G/FLRPC provides forums for discussion, debate and consensus building, and de-velops and implements a focused action plan with clearly defined outcomes, which include programs, personnel and funding.

Abstract

This report provides information on the issuance of building permits in 2016 to identify areas of growth within the Genesee-Finger Lakes Region (G-FL Region) that might require transportation planning and service modifications. The G-FL Region is comprised of Genesee, Livingston, Mon-roe, Ontario, Orleans, Seneca, Wayne, Wyoming, and Yates Counties. The report analyzes the number of permits issued, total square footage, and total value for buildings for each municipality within the region as well as the Metropolitan Planning Area (MPA). The MPA covers Monroe Coun-ty and the municipalities adjacent to Monroe County in Livingston, Ontario, and Wayne Counties, as well as the Town and City of Canandaigua. The analysis looks at the following categories and respective subcategories: “residential” (single-family, two-family, three or four-family, five-or-more family, mobile/manufactured homes); “industrial;” “commercial” (offices/banks, retail/service, service stations, hotels/motels); “community service” (hospitals/health facilities, schools/churches, public works/safety, utilities); and “not elsewhere classified.”

Introduction The Genesee Transportation Council (GTC) provides funding annually for the Regional Land Use Monitoring Report (LUMR) under its Unified Planning Work Program. The pur-pose of this report is to provide information for building per-mits by type, size, and value to identify areas of growth with-in the Genesee-Finger Lakes (G-FL) Region that may, as a result, require increased transportation planning and ser-vices. The Regional Land Use Monitoring Report includes residen-tial, industrial, commercial, and community service building permit data for all nine counties in the G-FL Region. The categories (and associated subcategories) for building permit data are as follows: Residential (single-family, two-family, three-or-four-family,

five-or-more-family, and mobile/manufactured homes) Industrial Commercial (offices/banks, retail/service, service sta-

tions, hotels/motels) Community Service (hospitals, schools) Not Elsewhere Classified A five-year trend analysis is provided for permitted residen-tial units in all nine counties and industrial, commercial and community service building permits are analyzed over the five-year period. This time-series analysis is based on this year’s and the four previous years’ Land Use Monitoring Re-ports produced by the Genesee/Finger Lakes Regional Planning Council (G/FLRPC).

In addition, a time series (or historical trend) analysis is pro-vided for residential, industrial, and commercial develop-ment and subdivision approvals in the MPA. The MPA includes Monroe County and the adjacent munic-ipalities to the south and east as well as the City and Town of Canandaigua. Table 1 represents the municipalities that, along with Monroe County, comprise the MPA. An analysis of the collected data on the number, value, and size of buildings permitted in 2016 is provided for each county as well as the MPA.

Given that many conclusions can be drawn from the data on permitted building activity tables are provided in ap-pendices at the end of this report for the reader to use for their own needs and analysis.

Methodology The building permit data included in this report was collect-ed through surveys sent to the municipal or county officials responsible for the collection and dissemination of such da-ta in the nine counties. In six counties these officials were, in most cases, the code or zoning enforcement officers; in some cases the municipal clerks. In Seneca and Wyoming Counties building permit application approval and inspec-tion are the responsibility of the respective county building departments. Those two departments provided the data for their counties. The Monroe County Planning and Develop-ment Department’s Division of Planning administered the surveys, received the responses from municipal officials in the County, and forwarded the data to G/FLRPC. As noted above, each municipality other than Seneca and Wyoming Counties received a survey in January of 2017 asking for the requested data. The initial survey was fol-lowed up with a reminder e-mail along with a telephone reminder to those municipalities that had yet to respond. In some cases, several calls or e-mails were made to the ap-propriate parties in an effort to acquire the requested in-formation. Overall, 100% of the data was collected from all 190 municipalities within the nine-county G-FL Region. The survey requested information on the number of permits issued, total square footage and total value for buildings in the defined categories and associated subcategories. In addition, the same building permit information for buildings outside of these categories was requested along with a de-scription of the type of building(s) in the “Other” category.

All analysis conducted in this report is based on data pro-vided by each LUMR survey contact. The instructions for completing the survey as printed on the survey document were as follows:

“Include only permits for the construction of buildings in 2016. Do not include additions, repairs, decks, in-ground pools, etc. or buildings used for storage such as sheds and pole barns. Do not include per-mits for construction that was completed in 2016 but permitted in a previous calendar year. If the responses below include a town and a village on the same sheet, please denote this by listing them sepa-rately on the same line (example: T – 8/V – 12).”

For each of the nine counties, there is a discussion of permit-ted building activity in 2016 and county maps of residential units permitted in 2016 by municipality (Maps 1 – 9, Map 10 represents Permits for Residential Units for the nine-county G-FL Region). Data of industrial, commercial, and community service building permits issued in 2016 are presented on maps of the nine-county G-FL Region (Maps 11-13). The information and data provided for permitted building activity in Monroe County and the remaining portion of the MPA follows the same format. Maps 14 through 17 present the number of permitted residential, industrial, commercial, and community service buildings in the MPA in 2016. Map 18 shows the distribution of residential building permits among the Transportation Analysis Zones (TAZ) within the MPA outside of Monroe County. The residential data for MPA municipalities were used in a time series analysis of the number of residential units permit-ted by municipality for the years 2007 through 2016. The

number of permits issued for industrial and commercial buildings from 2007 to 2016 in the MPA outside of Monroe County is also presented and discussed in the same man-ner. The data gathered on number of building permits issued, square footage, and value in each category/subcategory by municipality in, and for the MPA, outside Monroe County are presented in Appendices A through H. 2016 County Building Permit Analysis Genesee County Residential Permits: • Fifty-nine (59) residential building permits were reported in Genesee County in 2016. The largest number of permits (30) was reported in the Town of Batavia. The Town of Darien reported the second most permits with five. Map 1 shows the number of residential unit permits in Genesee County in 2016. Industrial Permits: • No industrial building permits were reported in 2016. Map 11 shows the number of industrial building permits by munici-pality in the G-FL Region in 2016. Commercial Permits: • Two (2) commercial buildings permit were reported in

2016. Map 12 shows the number of commercial building permits by mu-nicipality in the G-FL Region in 2016.

Community Service Permits: • No community service building permits were reported in

2016. Map 13 shows the number of community service building permits by municipality in the G-FL Region in 2016. Not Elsewhere Classified Permits: • No permits were reported that would be included as not

elsewhere classified for Genesee County municipalities in 2016.

Demolition Permits: • Nineteen (19) residential demolition permits were reported

in Genesee County in 2016.

Livingston County Residential Permits: • Seventy five (75) residential building permits were reported

in Livingston County in 2016. The largest amount of permits reported were in the Town of Livonia (13) and Town of Conesus (7) respectively.

Map 2 shows the number of residential unit permits in Livingston County in 2016. Industrial Permits: • There were13 industrial building permits reported in 2016. Map 11 shows the number of industrial building permits by munici-pality in the G-FL Region in 2016. Commercial Permits: • Two (2) commercial building permits were reported in Liv-
