Abstract

This report provides information on the issuance of building permits in 2017 to identify areas of growth within the Gene-see-Finger Lakes Region (G-FL Region) that might require transportation planning and service modifications. The G-FL Region is comprised of Genesee, Livingston, Monroe, Ontario, Orleans, Seneca, Wayne, Wyoming, and Yates Counties. The report analyzes the number of permits issued, total square footage, and total value for buildings for each municipali-ty within the region as well as within the Metropolitan Planning Area (MPA). The MPA is comprised of Monroe County plus the adjacent developed areas of Livingston, Ontario, and Wayne counties. The analysis looks at the following cat-egories and respective subcategories: “residential” (single-family, two-family, three or four-family, five-or-more family, mobile/manufactured homes); “industrial;” “commercial” (offices/banks, retail/service, service stations, hotels/motels); “community service” (hospitals/health facilities, schools/churches, public works/safety, utilities); and “not elsewhere clas-sified.”

Introduction The Genesee Transportation Council (GTC) provides annual funding for the Regional Land Use Monitoring Report (LUMR) under its Unified Planning Work Program. The purpose of this report is to provide information for building permits by type, size, and value to identify areas of growth within the Gene-see-Finger Lakes (G-FL) Region that may, as a result, require increased transportation planning and services. The Regional Land Use Monitoring Report includes residen-tial, industrial, commercial, and community service building permit data for all nine counties in the G-FL Region. The categories (and associated subcategories) for building permit data are as follows:

• Residential (single-family, two-family, three-or-four-family, five-or-more-family, and mobile / manufac-tured homes)

• Industrial • Commercial (offices/banks, retail/service, service

stations, hotels/motels) • Community Service (hospitals, schools) • Not Elsewhere Classified

A five-year trend analysis is provided for permitted residen-tial units in all nine counties and industrial, commercial and community service building permits are analyzed over the five-year period. This time-series analysis is based on this year’s and the four previous years’ Land Use Monitoring Re-ports produced by the Genesee/Finger Lakes Regional Planning Council (G/FLRPC).

In addition, a time series (historical trend) analysis is provided for residential, industrial, and commercial development and subdivision approvals in the MPA. The MPA consists of Monroe County plus the adjacent de-veloped areas of Livingston, Ontario, and Wayne counties. Table 1 represents the municipalities that, along with Mon-roe County, comprise the MPA. An analysis of the collected data on the number, value, and size of buildings permitted in 2017 is provided for each county as well as the MPA. Table 1

The data on permitted building activity are provided in ap-pendices at the end of this report for the reader to use for their own needs and analysis.

Methodology The building permit data included in this report was collect-ed through surveys sent to the municipal or county officials responsible for the collection and dissemination of such da-ta in the nine counties. In six counties, these officials were often the code or zoning enforcement officers and in some cases were the municipal clerks. In Seneca and Wyoming Counties, building permit application approval and inspec-tion are the responsibility of the respective county building departments and thus these departments provided the rel-evant data. In Monroe County, the Planning and Devel-opment Department’s Division of Planning administered the surveys, received the responses from municipal officials in the County, and forwarded the data to G/FLRPC. As noted above, each municipality other than Seneca and Wyoming Counties received a survey in January of 2018 asking for the requested data. The initial survey was fol-lowed up with a reminder e-mails and telephone calls to those municipalities that had yet to respond. In some cases, several calls or e-mails were made to the appropriate par-ties in an effort to acquire the requested information. Over-all, 97.87% of the data was collected from 184 of the 188 municipalities within the nine-county G-FL Region. The survey requested information on the number of permits issued, and the total square footage and total value for buildings in the defined categories and associated subcat-egories. In addition, the same building permit information for buildings outside of these categories was requested along with a description of the type of building(s) in the

“Other” category. All analysis conducted in this report is based on data provided by each LUMR survey contact. The instructions for completing the survey were as follows:

“Include only permits for the construction of buildings in 2017. Do not include additions, repairs, decks, in-ground pools, etc. or buildings used for storage such as sheds and pole barns. Do not include per-mits for construction that was completed in 2017 but permitted in a previous calendar year. If the responses below include a town and a village on the same sheet, please denote this by listing them sepa-rately on the same line (example: T – 8/V – 12).”

For each of the nine counties, there is a discussion of permit-ted building activity in 2017 and county maps of residential units permitted in 2017 by municipality (Maps 1 – 9, Map 10 represents Permits for Residential Units for the nine-county G-FL Region). Data of industrial, commercial, and community service building permits issued in 2017 are presented on maps of the nine-county G-FL Region (Maps 11-13). The information and data provided for permitted building activity in Monroe County and the remaining portion of the MPA follows the same format. Maps 14 through 17 present the number of permitted residential, industrial, commercial, and community service buildings in the MPA in 2017. Map 18 shows the distribution of residential building permits among the Transportation Analysis Zones (TAZ) within the MPA outside of Monroe County. The residential data for MPA municipalities were used in a time series analysis of the number of residential units permit-ted by municipality for the years 2008 through 2017. The number of permits issued for industrial and commercial

buildings from 2008 to 2017 in the MPA outside of Monroe County is also presented and discussed in the same man-ner. The data gathered on number of building permits issued, square footage, and value in each category/subcategory by municipality in, and for the MPA, outside Monroe County are presented in Appendices A through H. 2017 County Building Permit Analysis Genesee County Residential Permits:

Fifty-two (52) residential building permits representing 53 units were reported in Genesee County in 2017.

The largest number of units (19) was reported in the Town of Batavia. The Town of Pavilion reported the second most units with five.

Map 1 shows the number of residential unit permits in Genesee County in 2017. Industrial Permits:

• Three (3) industrial building permits were reported in 2017.

Map 11 shows the number of industrial building permits by munici-pality in the G-FL Region in 2017. Commercial Permits:

• Five (5) commercial buildings permit were reported in 2017.

Map 12 shows the number of commercial building permits by mu-nicipality in the G-FL Region in 2017. Community Service Permits:

Demolition Permits:

• Twenty (20) residential demolition permits and two (2) commercial demolition permits were reported in Genesee County in 2017.

Livingston County Residential Permits:

• Seventy-one (71) residential building permits repre-senting 1 25 units were reported in Livingston County in 2017.

• The largest number of units reported was in the Vil-lage of Geneseo (62) and Town of Livonia (13) re-spectively.

Map 2 shows the number of residential units permits in Livingston County in 2017. Industrial Permits:

• There were six (6) industrial building permits reported in 2017.


• Two (2) commercial building permits were reported in Livingston County in 2017.

Map 12 shows the number of commercial building permits by mu-nicipality in the G-FL Region in 2017.

Community Service Permits:

• One (1) community service building permit was re-ported in 2017.


• Sixty-five (65) permits that did not correspond to the above-described categories were issued and in-cluded as not elsewhere classified. These permits in-cluded barns, accessory additions, and other acces-sory structures.

Demolition Permits:

• Twenty-four (24) residential demolition permits, one (1) Industrial demolition permit, and two (2) Com-mercial demolition permits were reported in Living-ston County in 2017.

Monroe County Residential Permits:

• Municipalities in Monroe County reported 737 resi-dential building permits for a total of 1,235 residential units in 2017.

• The largest number of permits reported was in the Town of Webster (120) and the Town of Henrietta (107). The Towns of Penfield and Greece reported the next largest number of residential permits with 94 and 70, respectively.

• A total of 46 multi-family unit permits were reported

for 541 units in the county. Map 3 shows the number of residential unit permits in Monroe County in 2017. Industrial Permits:

• There were 54 industrial building permits reported in the County, 24 in the Town of Chili, 13 in Brockport, and 3 each in the Towns of Henrietta, Parma, and City of Rochester.


• There were 14 commercial building permits reported in Monroe County. The Towns of Henrietta and Web-ster reported the most with 3 permits each.


Seven (7) permits were reported for community ser-vice buildings in Monroe County, with 6 in the Town of Webster.

Map 13 shows the number of community service building permits by municipality in the G-FL Region in 2017.

Not Elsewhere Classified Permits:

• Twenty-six (26) permits were reported that did not correspond to the above-described categories and are identified as not elsewhere classified. Fifteen (15) of the permits were reported by the Town of Henriet-ta.

Demolition Permits:

• One hundred seventy-six (176) residential demolition, one (1) industrial demolition, and nineteen (19) commercial demolition permits were reported in Monroe County in 2017. With the most in the City of Rochester (79).

Ontario County Residential Permits:

• Ontario County municipalities reported 336 residen-tial building permits in 2017, representing 425 residen-tial units.

• The Town of Victor reported the most permits with ninety-eight (98) permits that corresponded to 98 units. The Town of Canandaigua reported the sec-ond most with 71 permits for 155 units followed by the Town of Farmington with 61permits for 61 units.

Map 4 shows the number of residential unit permits in Ontario County in 2017. Industrial Permits:

• There were eleven (11) industrial building permits re-ported in Ontario County in 2017, with nearly half of all permits (5) in Canandaigua.


• One (1) commercial building permit was reported in Ontario County.

Map 12 shows the number of commercial building permits by mu-nicipality in the G-FL Region in 2017.

Community Service Permits:

• There was one (1) permit reported for community service buildings in Ontario County in 2017.


• Thirty (30) permits were issued that did not corre-spond to the above-described categories and were included as not elsewhere classified.

Demolition Permits:

• Fifty-one (51) residential demolitions, one (1) industrial demolition, and four (4) commercial demolitions were permitted in Ontario County in 2017.

Orleans County Residential Permits:

• Twenty-four (24) residential building permits repre-senting 24 units were reported in Orleans County in 2017.

• The Town of Carlton reported the most in the County with 5 permits corresponding to 5 units and the Vil-lage of Albion and Town of Kendall were close be-hind with 4 permits and 4 units each.

Map 5 shows the number of residential unit permits in Orleans County in 2017. Industrial Permits:

• One (1) industrial permit was reported in Orleans County in 2017.

Map 11 shows the number of industrial building permits by munici-pality in the G-FL Region in 2017.

Commercial Permits: • Eleven (11) commercial building permits were re-

ported in Orleans County in 2017. Map 12 shows the number of commercial building permits by mu-nicipality in the G-FL Region in 2016. Community Service Permits:

• No community service permits were reported for Or-leans County in 2017.


• Thirty-six (36) permits were reported and included as not elsewhere classified for Orleans County munici-palities.

Demolition Permits:

• The highest number of permits reported in the Coun-ty was in the in the Town of Ontario with 33 permits and units, followed by the Town of Wolcott with 10 permits and units.

Industrial Permits: • There were five (5) permits reported for industrial

buildings in Wayne County in 2017. Map 11 shows the number of industrial building permits by munici-pality in the G-FL Region in 2017. Commercial Permits:

• Two (2) commercial building permits were reported in Wayne County for 2017. With 1 each in the Town of Macedon and the Village of Newark.


• No community service building permits were report-ed in Wayne County for 2017.

Residential Units:

• From 2013 through 2017, 298 residential units were permitted in Genesee County.

• The Town of Batavia permitted the most residential

units in Genesee County with 138. The Town of Dari-en issued the next highest number of units (21). The Town of Pembroke had the next highest number of units with 18.

Industrial Units:

• Nine (9) units were permitted for industrial buildings in Genesee County from 2013 to 2017.

Commercial Units:

• Fourteen (14) commercial units were permitted in Genesee County from 2013 to 2017.

Community Service Units:

• No community service units were permitted from 2013 to 2017.

Livingston County Residential Units:

• From 2013 through 2017, 446 residential units were permitted in Livingston County.

• The Town of Geneseo reported the highest number

of residential units (94) from 2013 to 2017, more than any other municipality in Livingston County. The Vil-lage of Geneseo permitted the next largest number of residential units with 75, followed by the Town of Livonia with 54.

Industrial Units:

• Thirty nine (39) industrial units were permitted in Liv-ingston County from 2013 to 2017.

Commercial Units:

• Seven (7) commercial units were permitted from 2013 to 2017.


• Three (3) community service units were permitted in Livingston County from 2013-2017.

Monroe County Residential Units:

• From 2013 through 2017, the total number of residen-tial units permitted in Monroe County was 5,856, ap-proximately 1,617 units more than all other counties’ five-year totals combined (4,239).

• The Town of Webster permitted the largest number of residential units (755) followed by the Towns of Per-inton (699), Penfield (687), Henrietta (631), Greece (611), and the City of Rochester (584).

Industrial Units: The Towns of Chili and Penfield do not categorize industrial and commer-cial permits.

• A total of 130 industrial units were permitted in Mon-roe County from 2013 through 2017.

Commercial Units: The Towns of Chili and Penfield do not categorize industrial and commer-cial permits.

• A total of 138 commercial building permits were is-sued from 2013 to 2017. The Town of Henrietta and the City of Rochester permitted the most commer-cial units with 60 and 23 respectively.


• Fourteen (14) community service building units were permitted in Monroe County from 2013 to 2017.

Ontario County Residential Units:

• From 2013 through 2017, the total number of units permitted in Ontario County was 1,907.

• Ontario County issued the second most residential permits and totaled the second most units in the re-gion behind Monroe County. The Towns of Canan-daigua, Victor, and Farmington totaled the highest residential units permitted with (584), (464), and (381) respectively.

Industrial Units:

• One hundred fifty five (155) industrial units were per-mitted in Ontario County from 2013 to 2017, 68 of which were issued in the Town of Victor.

Commercial Units:

• One hundred thirty six (136) commercial units were permitted in Ontario County from 2013 to 2017. The Town of Victor permitted 72 commercial units, the most of any municipality in Ontario County.


• Six (6) community service units were reported in On-tario County over the five-year period.

Orleans County Residential Units:

• From 2013 through 2017, 153 residential units were permitted in Orleans County.

• The Town of Carlton issued 31 permits and the Town of Kendall issued 23 permits.

Industrial Units: • Ten (10) industrial units were permitted in Orleans

County from 2013 to 2017. Commercial Units:

• Twenty-two (22) commercial units were permitted in Orleans County from 2013 to 2017.


• One (1) community service unit was reported in Or-leans County from 2013 to 2017.

• The Town of Tyre issued fifty-six (56) residential permits between 2013 and 2017, with thirty-eight (38) permits in Seneca Falls and Waterloo.

• Ten (10) industrial building permits were reported in Seneca County from 2013 to 2017.

Commercial Units:

• There were a total of fifteen (15) commercial build-ing units permitted from 2013 to 2017. The Town of Seneca Falls issued the most with five (5).


• There was no community service units reported in Seneca County from 2013 to 2017.

• From 2013 through 2017, 698 residential units were permitted in Wayne County.

• The Town of Ontario permitted the most units (117). Towns of Macedon and Wolcott permitted ninety-six (96) units each over the same five-year period.

Industrial Units:

• Twenty six (26) industrial units were permitted in Wayne County from 2013 to 2017.

Commercial Units:

• Fourteen (14) commercial units were permitted in Wayne County from 2013 to 2017.

• From 2013 through 2017, 177 residential units were permitted in Wyoming County.

• The Town of Arcade permitted the most residential units over the five-year period with 28. The Towns of Bennington, Castile, and Orangeville permitted 25, 15 and 12 units respectively.

Industrial Units: Wyoming County does not categorize Industrial permits. Commercial Units:

• Wyoming County municipalities permitted a total of thirty-seven (37) units from 2013 to 2017.

Community Service Units: Wyoming County does not categorize community service permits.

most permits with 74. Accordingly, Ontario County reported the most permits in the MPA outside of Monroe County with 88 permits.

• Livingston County reported 23 Industrial permits, with

the Town of Caledonia reporting the most permits (16). Wayne County reported 13 Industrial Permits with Williamson reporting the most permits (8).

Commercial: • One hundred fifty seven (157) permits were reported

for commercial buildings in the MPA outside of Mon-roe County between 2008 and 2017.

• The most permits reported were in Ontario County (142) with the Town of Victor accounting for 116 of these permits.

• Livingston County issued one permit for commercial

buildings between 2008 and 2017.

• Wayne County issued 14 permits for commercial buildings between 2008 and 2017.

Transportation Analysis Zones (2017) Addresses of residential building permits issued in 2017 were collected from municipalities located within the Metropoli-tan Planning Area (MPA) outside of Monroe County. Ad-dresses were then geo-coded using Geographic Infor-mation System software to determine which Transportation Analysis Zone (TAZ) each permit was located in. Some ad-dresses did not geocode accurately and were manually moved to the approximate location based on a review of aerial imagery. Map 18 shows the number of residential permits issued in each TAZ in the MPA outside of Monroe County in 2017.
