MESSAGETO THE MEMBERSHIP Worker safety and health are not abstract concepts or ideals. They are real, everyday values in companies that understand that protecting their workforces is vital to their profitability and sustainability. ISEA member companies are the world leaders in providing innovative protective equipment and technologies that enable companies to meet their obligations to keep their workers whole and healthy.The evolving workplace presents many challenges – novel hazards, changing demographics, new regulations, economic pressures. ISEA provides the forum for companies to come together and address these challenges, harnessing the collective knowledge and experience of the industry to solve problems and create opportunities. The association continues to grow in size, scope and influence. Following up on the highly successful QSSP program, we’re nearing rollout of new workforce training courses. Federal agencies seek our counsel on safety and health issues, and we’re positioning the association to continue its influence in the new Administration. ISEA standards are baseline documents for selection, use and regulation of safety equipment in the US and overseas.All of this progress depends on the vision, dedication and constant effort of a legion of member company representatives, who work together for progress, prosperity and healthy workplaces around the world. LEADING THE INDUSTRYISEA is the Voice of Credibility for the Safety Equipment IndustryFor more than 80 years, ISEA has set the standard for personal protective technologies, supporting and promoting the busi-ness interests of its member companies, united in the goal of protecting the health and safety of people worldwide. ISEA advocates for public policies that favor worker protection, and ISEA members are leaders in the safety equipment industry.

Manufacturer and Associate members alike are building relationships with key audiences to advance their organizations, grow the industry and promote product performance standards and the proper use and selection of safety equipment to keep workers safe on a global scale.

The association ended the 2016 season in sound financial condition, with a reserve of funds available for expanded member programs and services. ISEA had the most membership growth ever in a single year, and revenues are keeping pace with this growth. In addition to new memberships, ISEA tripled the education program revenue.

ISEA MISSION & VISIONMission:To support and promote the common business interests of its member companies. ISEA member companies are united in the goal of protecting the health and safety of people worldwide exposed to hazardous and potentially harmful environments.

The association provides the forum through which its members can work to:

• promote the standardization of safety equipment,

• represent the industry’s interests before government bodies, andinterpret government actions to the industry,

• collect and disseminate information about the industry,

• maintain links to other organizations in the safety industry worldwide,

• promote the proper use of personal protective equipment asessential to worker safety and health.

GOVERNANCEISEA is run by its members and decisions are made by the Board of Trustees, product groups and committees, and implemented by a full-time professional staff. The Board of Trustees, elected by the membership, is the governing authority. The Board makes the policy decisions, approves the budget, and develops the Strategic Goals that sets the direction for ISEA programs. ISEA is a not-for-profit corporation, organized under a set of Bylaws and policy documents that ensure that its activities conform to all legal requirements, preserve members’ rights, and represent the consensus view of the industry. Each member company, regardless of size, has one vote in any matter before a product group or the association.

ISEA Product Groups – An Essential Part of ISEA MembershipProduct groups are the essential building blocks of ISEA membership. They enable companies making and marketing the same product or products to work together on common interests and concerns.

• Product groups supervise ISEA’s standards development activities. They host standards drafting committees,interpret standards for users and regulators, and appoint ISEA representatives to standards committees of outsideorganizations.

• Product groups review and evaluate government policies and initiatives, and provide ISEA input to Congress andagencies on product issues.

• Product groups plan and conduct market-focused programs such as data collection programs, product use andselection guides, and product promotional efforts.

Leadership comes from within the group, with a chairman elected every two years. Each member company of ISEA participates in the product groups for which it is eligible, and each member company, large or small, has one vote.

Advocacy and Government AffairsISEA tracks legislative and regulatory issues affecting our member companies and their products and markets, maintains working contacts with public officials and policymakers, influences development of laws and regulations, and keeps member companies informed.

Outreach, Communications and MembershipISEA is a voice for the industry to customers, specifiers, users, regulators and the public, promoting the importance of personal protective equipment and the value of using equipment that complies with standards. 2016 MILESTONESStandards and Technical Activities ANSI/ISEA 105 Hand Protection Classification Standard Revision, with Key Updates for Cut-Resistance Testing and Corresponding Classification Levels“The 2016 version reflects a proactive process to include state of the art material performance and technology and to harmonize

with other existing standards. The updates will assist end users and specifiers in properly selecting appropriate hand protection

based on testing and classification.”

ISEA Updates ANSI/ISEA 107 American National Standard for High-Visibility Safety Apparel and AccessoriesThe latest update, developed by ISEA’s High-Visibility Products Group and approved by key stakeholders representing utility workers, safety professionals, transportation safety experts, testing laboratories and government agencies, is a voluntary industry consensus standard, recognized by federal, state, local authorities and private industries.

“Low visibility is one of the most serious dangers on a jobsite and ISEA’s High-Visibility Products Group members remain

committed to ensuring that the updates in the revision serve to meet end user needs by considering all occupational tasks and

hazards and to ensure garments provide visibility of the worker from either side: front or back.”

ANSI/ISEA 107 Recognition by Federal Highway AdministrationThe Federal Highway Administration (FHWA) announced that high-visibility safety garments that conform to the newly revised American National Standard for High-Visibility Safety Apparel and Accessories, ANSI/ISEA 107-2015, will be in compliance with the 2009 Manual on Uniform Traffic Control Devices (MUTCD).

New ISEA Initiative to Quantify and Classify Impact Protection Offered by Industrial GlovesISEA launched a project to develop back-of-the-hand impact protection testing and performance criteria, as a component to the widely used ANSI/ISEA 105-2016, American National Standard for Hand Protection Classification. Dorsal side injuries are particularly common in oil and gas drilling, mining and heavy construction industries.

New Standard Initiative to Protect Workers from Dropped ObjectsISEA’s objective is to provide employers with a document that establishes minimum design, performance, and labeling requirements for solutions that reduce dropped objects incidents in industrial and occupational settings. An industry first, the proposed standard will focus on preventive solutions actively used by workers to mitigate these hazards, and address the classification and testing of these solutions.

Advocacy and Government Affairs OSHA Renews Alliance with Partners to Protect Roadway Construction WorkersISEA and the Occupational Safety and Health Administration extended its alliance with the National Institute for Occupational Safety and Health and the Roadway Work Zone Safety and Health Partners by five years.

“ISEA and its members are committed to the goal of getting every worker home safely, and aligned with the alliance to protect

workers in roadway construction work zones from injuries, illnesses and fatalities. Together with alliance member representatives,

from employers, labor unions, federal and state agencies, we will work to ensure that those exposed to work zone hazards can

return home safely to their families.”

ISEA Welcomes OSHA Release of Walking- Working Surfaces Rule, Establishing Personal Fall Protection System RequirementsFirst proposed in 1990, the OSHA rule has been in development for a number of years, and a revised proposal was issued in 2010. ISEA provided comments on the proposal, and testified at a 2011 public hearing in Washington. Since that time, the association has been urging OSHA to complete the rule, recognizing that falls continue to be among the top causes of fatalities in the workplace.

Clarifying the roles of FDA and NIOSH in Approval of Respirators for HealthcareISEA helped plan and conduct a 2016 National Academy of Medicine workshop to clarify the roles of FDA and NIOSH in approval of respirators for healthcare. One of ISEA’s government priorities is strengthening relationships with the FDA.

The Public Readiness and Emergency Preparedness (PREP) ActThe Public Readiness and Emergency Preparedness (PREP) Act provides liability protection for FDA-related drugs, devices and biologics, that are needed to mitigate a Public Health crisis. However NIOSH-certified respiratory protection and other PPE, such as gloves, splash proof protective garments, or face shields, are not part of this Act.

ISEA member companies design, test, manufacture and supply items that could be used in a medical facility to keep workers safe from unknown biological exposure, and are working to make certain these items have liability protection when they are needed. ISEA drafted legislative language to provide liability protection to cover PPE called for by the CDC to protect workers during a pandemic.

Outreach, Communications and Membership ISEA has added 12 companies to its membership rolls since the beginning of 2016, making it the largest one-year growth in many years for the association. More safety equipment manufacturers and distributors are getting the message that there’s value in association, and working together to improve business for everyone.

2016 Membership SurveyHow can the association fulfill its mission of supporting and promoting its member companies’ common business interests? To ensure that ISEA is on course to serve the needs of member companies, the association conducted a membership survey to measure member satisfaction with ISEA’s programs, services and activities, as well as the value members would attach to possible new programs and services.

The ISEA planning committee and Board are using the survey results to develop programs and services that fulfill the association’s mission and meet the needs of member companies.

What Did the Survey Tell Us?

The survey confirms the importance of standards development as a primary function of ISEA. Members trust ISEA as a standards developer, and value the information the association provides on standards. Members also express interest in a stronger technology base, especially in protection against emerging hazards, materials technology, and communicating the technical basis for performance requirements in standards.

Developing New Programs and Services

The most-favored new program areas focused on providing monitoring and reporting services, targeted technology issues as well as both state and international affairs, and support for more knowledge exchange and data collection programs.

End-User PPE SurveyISEA and the Voluntary Protection Programs Participants’ Association (VPPPA) conducted a joint survey of safety professionals to identify the current status, trends and use of personal protective equipment (PPE) in the workplace.

ISEA is analyzing the results of the survey, and the findings will provide valuable information on user perception of ISEA standards and products. The survey results will be communicated to the public in early 2017.

Updated ISEA Website and New Knowledge Center Brings More Online VisitorsISEA’s updated website and Knowledge Center receives over 700 readers and online visitors on a daily basis. In 2017, ISEA will continue to develop and add though leadership content to the Knowledge Center to meet end-user demand for information on safety equipment best practices.

Workforce Development and Training The Qualified Safety Sales Professional (QSSP) Course MilestoneThe QSSP program graduated its 1,500th student in early 2016, and ISEA expands training and professional development opportunities for manufacturers and distributors.

“The (QSSP) course was challenging, but I had no difficulty keeping up. I’m not a novice in the business, but I certainly learned

things I hadn’t previously known.”... For a safety veteran, “being in safety means you never stop learning.”

Technology UpdatesISEA implemented a Learning Management System to streamline registrations and course updates, and updated the QSSP website to support the education program’s growing technology needs.

ISEA sponsored the 2016 International Society for Fall Protection (ISFP) Symposium, and the 2016 International Society for Respiratory Protection (ISRP) Conference. Through a relationship with Halliburton, ISEA members participated in the 2016 Halliburton Safety Fair.

Partnerships Trusted Partner and Regulatory ResourcePolicymakers, regulators and safety organizations view ISEA as a trusted resource. The association has close working relationships with regulatory bodies, and organizations who contact ISEA first when they need information on the industry.

PLANNING FOR THE FUTUREJoining Forces to Support the Growth and Vitality of the Safety Equipment IndustryISEA will build on leveraging the resources and abilities of other organizations by establishing strategic partnerships. Establishing sponsoring partnerships, community partnerships, and partnerships with non-competing organizations that serve a similar demographic or provide complimentary services will benefit member companies, and exponentially expand the association’s visibility.

As we work closely with safety partners, we will continue to grow our programs and benefits specifically for the safety industry including education, training and research, reinforcing our shared commitment “to be the preeminent thought leader and unite the safety equipment industry worldwide through knowledge, networking and advocacy”.

Prioritizing New Programs and Services to Develop ISEA will continue to work closely with members on the creation of programming and services specifically to support our industry and create value from association membership. The 2016 Membership Survey revealed that members favored new program areas focused on providing monitoring and reporting services, targeted technology issues, state and international affairs, and support for more knowledge exchange and data collection programs. ISEA’s Product Groups, Committees and Board, will work to prioritize the development of new program and services from the following list:

1. Monitoring and reporting on research on the selection and use of PPE in emerging hazard environments andworkplaces employing new technologies

2. Monitoring, reporting and advocacy on state legislation and regulation affecting PPE use, manufacturing anddistribution

3. Monitoring and reporting on international legislation, regulations and standards

4. Monitoring and reporting on research and developments in materials technology affecting PPE design andperformance

5. Developing and conducting technical training on ISEA standards

6. Establishing ISEA and member companies as trusted advisers to end-users and external audiences on PPE andworkplace safety

7. Monitoring and reporting on the technical underpinnings of performance standard requirements

8. Providing additional opportunities for industry education and information exchange, such as Webinars, specializedconferences and regular conference calls

9. Collecting, analyzing and publishing data on PPE production, distribution, sales and markets

10. Monitoring, reporting and advocacy on channel issues affecting the production, marketing and distribution of PPE.

Growing the MembershipThe work ISEA members do on behalf of our industry association is what attracts new members, keeps them in the fold, and turns them into active participants. Our goal is to increase the conversations members have about ISEA in their contacts and interactions with others in the industry. We want more members to tell their colleagues about the value they get from participation, and continue to turn prospects into new members.

Growing the Education ProgramThe Qualified Safety Sales Professional (QSSP) program, ISEA’s flagship course, continues to be the industry’s premier training program for safety sales and marketing professionals. ISEA’s education program expansion includes development of two new web-based courses, “Introduction to Occupational Health and Safety” and “Understanding Arc Flash Protection,” coming early 2017.

Increasing Industry Engagement Through the End-User CouncilISEA is the voice of credibility for the safety equipment industry. We make it our mission to promote the proper use of personal protective equipment as essential to worker safety and health. Numerous end-users visit our website, or call us on a daily basis for standards related information, or for safety equipment best practices. To further engage with end-users, and create opportunities where end-users and safety equipment manufacturers can have mutually beneficial dialogues, we plan on creating ISEA’s first End-User Council.

The Council will be designed to increase outreach with user and decision maker groups to identify gaps in standards from the non-manufacturer perspective, determine additional categories for PPE standards, and include SMEs and other stakeholders in the standards drafting process.
