Significant employment growth 2006 and beyond

Following very moderate growth rates beetween 2002 and 2005 employment growth has significantly accelerated through 2006 according to EU Commission‘s latest Labour Market Review.

Voices from demographs and business leaders are warning that labour force (skilled and unskilled) will become scarce.

Where will the labour force come from in the future ???

Available Labour limits growth

With 7,5% of world‘s labour force EU currently produces about 1/3 of world‘ s GDP (1/5 purchasing power parity)

EU labour force will shrink projected by ILO EU – 27 : labour force will be down by 4,4 million persons in 2020

compared to 2006 CEE accounts for 3,3 million of these India will gain 116 million Turkey 5,5 million Among new european countries Turkey is by far the largest winner

with 5,5 million people EU share of world‘s labour force will decline from 7,5% to 6,2% in

2020

Labour shortage limits growth

Shortage of highly educated and skilled labour will be even more pronounced as education in several important emerging markets is catching up

EU‘ s share in global GDP is set to decline over the next 15 years not only in low skill industries, but also in medium- and high-tech industries

Recommendations

EU and its companies could slow this process by further investing in their productivity lead and by becoming even more global and promoting demand oriented immigration (ensuring conditions under which this is beneficial both for immigrants and the incumbent population)

CEE will play a particularly important role over the next 15-20 years thanks to adopting economic models of the EU and maximizing their advantages from technology, management and capital transfer to enhance productivity and competitiveness.

Need for more flexible labour evident

Temporary Work Agenciesgrowing in an enlarged EU 2004 report (EU 15 plus Norway) – findings: TAW accounting for 1% - to > 2,5% (NL,FR,UK) of all

employees – employed by appr. 20.000 firms, turnover about 100 billion Euros across the 16 countries

For sure the figures increased considerably 2004-2007 and will keep growing as our company growth shows

We expect up to 5% TAW in 2010 - CEE catching up quickly Trenkwalder‘s growth rate over the last 5 years was 60%

p.a. in turnover and temporary work force

Our core business still is supply of temporary workers

Over the last years we experienced an increase in the temp to permanent placement

More than 30% of temporary staff –in administration and accounting up to 40% is offered fulltime permanent jobs

Growing segment of search and select – premium segment of labour supply

There is a massive shortage of qualified and even (willing and flexible) unskilled labour in many of CEE countries

Labour shortage results in increaseof Temp to Perm placement

Recommendations

Even if unemployment rates are going down in many CEE countries there is room for less buraucracy, building an effective and efficient employer service to place people quickly and invest in training and qualification (supported by European Social Fund).

Investment in education and the speed of modernizing school system is crucial for long term economic growth.

Investment in infrastructure will attract even more international companies. The increasing domestic demand for qualified and semi skilled workers takes away pressure from migration. Flexible labour demand will increase considerable. We see expanding business of TWA in the CEE countries.

Trenkwalder will be a major and successful partner.
