@BetonyKelly
Treasury and the Civil Service Board have
asked us to produce business cases for the
next phase of digital transformation;
Government as a Platform
2GDS
We’re referring to this discovery work as the
Enabling Strategy – laying the groundwork
for Government as a Platform
3GDS
First, some context…
4GDS
Since 2011 we’ve been
delivering the Digital by
Default strategy, the first
phase of digital
transformation

…this work is continuing
It’s time to begin
the next phase
17GDS
Government as a Platform is a new
vision for digital government…
18GDS
A common core infrastructure of shared digital
systems, technology and processes on which it’s easy
to build brilliant, user-centric government services
19GDS
We’ve been using this video to
explain what it means…
20GDS
At the moment, government reinvents
the wheel every time it builds a service
22GDS
It’s expensive
23GDS
It’s expensive
It’s time-consuming
24GDS
It’s expensive
It’s time-consuming
It’s hugely inefficient
25GDS
It’s expensive
It’s time-consuming
It’s hugely inefficient
It’s hurting our users
26GDS
Government as a Platform means solving
problems shared by all of us once, in a way
we all benefit from
It establishes a robust digital infrastructure
that services can make use of
27GDS
Take identity
28GDS
Until recently, if you needed to confirm your users
identity there was a different solution for every service
– wet signatures, face-to-face appointments, etc
29GDS
Now we have GOV.UK Verify –
a platform for identity
verification that will soon be
available to everyone
30GDS
Buying technology is another problem – until
recently it’s been difficult to control specific
parts of services you commission
31GDS
Digital Marketplace makes
it easier to commission,
much more flexible and
significantly cheaper
32GDS
We’ve needed consistent, actionable metrics
about digital services for years, but contracts
and capability have made that difficult
33GDS
The Performance Platform
is free for all services to
use, and gives us
consistent metrics to
improve our services
34GDS
And publishing – only two years ago
every department paid for and ran a
separate digital publishing platform…
35GDS
Now we share one, an
award-winning platform
used by thousands of civil
servants and millions of
users every day
36GDS
Other platforms might include…
37GDS
38
A payment platform
GDS
39
A payment platform
People will be able to pay government
the same way, whatever service they’re
using…
GDS
40
A payment platform
People will be able to pay government
the same way, whatever service they’re
using…
…which will massively reduce
processing costs
GDS
41
A status tracking platform
People will easily be able to track
the status of their registrations and
applications…
GDS
42
A status tracking platform
People will easily be able to track the
status of their registrations and
applications…
…and we will know how our services
are performing
GDS
43
An address and contact platform
People will be able to update their
details for all central government
services in one go…
GDS
44
An address and contact platform
People will be able to update their
details for all central government
services in one go…
…and we’ll get more joined-up
government
GDS
Every platform represents an
improvement for users, and
a way we can all save money
45GDS
The Enabling Strategy will prepare the way
for building these new platforms
46GDS
We’re working with organisations to discover;
What the shortlist of platforms should be
How much money they’ll save
How they’ll transform organisations
47GDS
As well as building prototypes for new platforms

By looking at how platforms will work across
organisations we’ll get an accurate picture

So what does this mean for policy making?
