Land Use

We understand from preliminary discussions with City officers that the proposed use is permissible within this precinct subject to normal approvals and potential consultation requirements being met.

We consider the proposed use is clearly consistent with the objectives and intent of this precinct, as well as principles of orderly and proper planning.

The precinct in which the subject site is located comprises predominantly of small scale, light industrial uses and other commercial operators. Residential appears limited in this immediate location, ensuring that amenity expectations can be easily managed, and any chance of conflict is extremely low.

The peak periods of operation for the proposed use will be between 6am-8am, and 5pm- 8pm, as the majority of our clients will be attending classes either before or after work. Whilst the premises will remain open during the day, classes will be limited in frequency due to a lack of demand during this period.

The proposed hours of operation will also ensure that this precinct is activated outside of normal business hours, improving surveillance around the immediate area and surrounding streets, and reducing the likelihood of antisocial behaviour in the locality.

We note that the broader East Perth / Highgate area is currently experiencing rapid urbanisation and growth, as new high-density residential / mixed use developments are completed in the area. Our proposed recreational facility will allow this increasing population to recreate in close proximity to where they reside, and will make a positive contribution to the urban fabric of the area.

Car Parking

As noted above, there are four existing bays provided on site, as well as ample on-street parking in the immediate locality. We understand from our review of the City’s Parking and Access Policy that we would be required to provide 5 on site parking bays as a base case (assuming 1 bay per 4 persons and 18 people on site). We note that our proposal satisfies the adjustment criteria IB and 2, and therefore permits a parking reduction in the order of 35% (or 3.25 bays adjusted parking requirement).

Given that our peak periods are outside of normal business hours, the proposed use is highly unlikely to generate any conflict with existing operators in the immediate locality, and will ensure that sufficient on-street parking is available during peak periods for those Clients that won’t be accessing the premises via the Claisebrook train station, which is within easy walking distance of approximately 650m.

We also have sufficient space to accommodate the requisite number of bicycle parks, and we intend on installing end-of-trip facilities prior to occupation of the premises (subject to the relevant building approvals).

We are excited by the opportunity to locate our business at 84 Parry Street, and feel that as the business continues to grow, we will become an important asset for the local community, and a significant contributor to the urban fabric of the Highgate / Northbridge area.

On this basis, we respectfully request that the City grant planning approval for the proposed use. We understand that the proposed use may require approvals under building and health legislation, and we will be pursuing these approvals separately in due course.
