The city can not have things that cost money with- out paying for them. It is not always wise tp seek cheapness alone, and It would be unwise to make mere low tax rates the aim. On the other hand there is a limit to the things than can be had, even though they are good things, because the taxes can not be made large enough to secure all the good things. Care to avoid unneces- sary levies and to see that the public funds are properly spent is ever es- sential. Likewise it is to be borne in mind that those who are connected with the city government are custo- dians, not of their own, but of other people's money, and those who dis- burse other people's money are charg- ed with greater care than if the ex- penditure wefe their own. On the other hand the re is a limit to the th ings than can be had, even though t h e y are good things, because the taxes can not be made large enough to secure all the good things. Care to avoid unnecessary levies and to see t ha t the public funds are properly spen t is ever essential. Likewise it is to be borne in mind that those who a r e connected with the city government are custodians, not of their own, but of other people ' s money, and those who disburse other people's money are charged with greater ca re t han if the expendi ture wefe their own.
