The Public Procurement Act, which helps modernize procurement by provincial public bodies, will come into effect on March 24, 2018. Regulations to accompany the act have now been published in the Newfoundland and Labrador Gazette.

The regulations include rules regarding open call for bid thresholds; exceptions; group purchasing; delegation of authority; absence of bids; limited calls for bids and procedures; change orders and extensions; and reporting requirements.

Rules relating to supplier debriefings, the complaint process and supplier performance will come into effect six months after the rest of the act is proclaimed.

More information on the regulations is contained in the backgrounder below.

The new Public Procurement Act will replace the decades old Public Tender Act. The new legislation responds to feedback from public consultations, as well as a 2008 report by Read and Associates that recommended changes. The new procurement legislation includes:

Ÿ Increased oversight over a broader range of procurement activity;Ÿ More transparency in the procurement process;Ÿ Increased consistency in procurement practices, and greater flexibility in how public bodies can proceed with

buying what they need;Ÿ Provides public bodies with the ability to achieve best value in procurement;Ÿ Professional services previously not included in the Public Tender Act will now be subject to greater oversight

than before;Ÿ Narrowing the scope of exemptions afforded to Nalcor so its procurement for many operating expenses like

office space, supplies and furnishings are now included; andŸ Public reporting will be required on exempted activities.

In its campaign platform and The Way Forward, the Provincial Government committed to modernizing the public procurement framework and expanding opportunities for local businesses. The new framework will take into consideration: innovation and contribution to local economic growth, best value for money, social, economic and environmental priorities, purchasing efficiencies and the scaling of goods and services procurements.

The Department of Health and Social Development with the Nunatsiavut Government will be constructing a

new building in Hopedale, Labrador. The building is approximately 15,000 square feet and is a two storey

wooden structure. Interested contractors should be advised that this project will be tendered in April for the

2018 construction season.

beneficiaries of the trust’s existence where not doing so would unreasonably disadvantage the beneficiaries.

As a result of the Court’s decision in Valard Construction v. Bird Construction, wherever a general contractor (or

alternatively an owner) has called for a labour and material payment bond (L&M Bond), it will now owe the

bond beneficiaries a duty to ensure they are informed of the bond’s existence. Just what a contractor or owner

must do to discharge this duty is not yet clear. But the decision raises the question: are the benefits of having

an L&M bond worth this new risk?

NEWSCCA helps shine light on endangered placesCanadian Construction Association (CCA) announced today that it has partnered with the National Trust for Canada to sponsor the 2018 Top 10 Endangered Places List. Each year, the list shines a national spotlight on historic places at risk due to neglect or lack of funding. Nominate a place by filling out a form or by tweeting a photo and description with #10endangered before March 27. This year’s Top 10 Endangered Places List will be announced in May.

Constructors mixed on new federal EA processCCA chair Chris McNally similarly said it was early in the process and was too early to issue a full comment. However, he said, “We are certainly encouraged by the concept of one project, one assessment. That is something that is long overdue. We need to remind everyone about the pipeline in B.C. It's on, it's off, it's on, it's off. That really discourages people from investing in this country and that is not good.” McNally also said more certainty on the timeline is “very welcome,” and commented the dual approach to reviews, differentiating between small and large projects, made sense.

New Infrastructure funding sources step up in CanadaChris McNally, chair of the Canadian Construction Association, agrees (that the vast majority of projects are underway), but wants myriad infrastructure initiatives already in place to be consolidated. Each pot of money includes its own restrictions and approved uses, requiring provinces to sign agreements with the federal government on how infrastructure dollars are spent. The multiyear plans tend to overlap, he says.

Can humans be realistically expected to scan entire buildings every day and keep an accurate log of progress? Doxel, an artificial intelligence company, is attempting to solve both problems through the use of stair-climbing land robots and drones. The robots take HD pictures and laser scans of each room throughout the entire duration of the project. The software then cross references those images and scans with the uploaded budget and schedule to determine how your project is performing.

'Superdense' wood could revolutionize materialsEngineers at the University of Maryland have found a way to make wood more than 10 times stronger and tougher than untreated wood. The researchers developed their superdense wood using a two-step process. First, the wood is chemically treated by boiling it in a solution of sodium hydroxide and sodium sulfite. This breaks down the lignin in the wood. The second step is to squeeze the wood between metal plates heated to 100 C at a pressure of five megapascals, which is roughly 50 times more than atmospheric pressure.

Rhonda Collings Glenn Collings Ltd. 2018/19 Chair

Rhonda Collings is Office Manager/Co-owner of Glenn Collings Ltd. and has been in business in Gander since 1997. Glenn Collings Ltd. is a commercial mechanical contractor providing heating, plumbing and HVAC systems for private and public customers. Rhonda manages communications, safety, daily accounting, human resources, and project estimating and management support. Glenn Collings Ltd. was awarded the 2012 Joe and Clarice Goodyear Business Achievement Award. Rhonda has been a Director of many community and sport associations, provides financial and volunteer time to local charities and is a member of the Gander Rotary Club. She has served on the Board of Directors holding the position of

Central Director for 4 years before holding the seat on the Executive since 2014.

James Loder Academy Canada 2018/19 Vice-Chair

Mr. Loder is Co-Owner and Director of Admissions with Academy Canada and Eastern Academy, two of the largest private colleges in Newfoundland and Labrador (NL). Over the last 22 years he has worked as an Instructor, Trades Campus Principal, Admissions Officer and Manager at the school’s campuses in Canada and the Caribbean. James has served as a proud member of the NLCA Board of Directors for 3 years. He currently serves on the Executive as 2nd Vice-Chair and helped facilitate the Association’s new Strategic Plan. He is currently chairing the NLCA

50th Anniversary Conference and Gala. James has also served as a Past-President of the National Association of Career Colleges (NACC), a not-for-profit organization that represents the interests of independent college students, faculty, staff and partners from every Canadian province. James has also worked as a Director with the Provincial Apprenticeship Board (current), NL Association of Career Practitioners (2011-13), NL Association of Career Colleges (current), Better Business Bureau (2010) and Mount Pearl Soccer (Coach – 2005-07). He is an active volunteer and believes strongly in the value of community. James holds a Bachelor of Commerce degree from Dalhousie University. He is married to Renee and has two daughters – Jordan and Hannah.

Craig Drover Jenco Electrical Contractors 2018/19 Second Vice-Chair

Craig Drover is owner and president at Jenco Electrical Contractors, an NLCA member since 1980.

He started out in the construction industry in 1990 and is a Red Seal Certified construction electrician since 1999 and has earned GSI designation. Craig has been involved in numerous construction projects from a helper to a project manager with varying scopes of work from single outlet to complex retail and institutional installations. Craig is an active member of NLCA as 2017/2018 3rd Vice-Chair.

Sandy Murphy Brook Construction (2007) Inc. 2018/19 Third Vice-Chair Nominee

Sandy Murphy is the senior project manager with Brook Construction. He graduated as a civil engineer from the Technical University of Nova Scotia in 1983, and spent one year with an architectural firm in Antigonish, Nova Scotia. He entered into the construction field the following year spending two years in Lunenburg, Nova Scotia as an estimator. Sandy moved to NL in 1987 and went to work with Lundrigan Construction as their estimator and was later promoted to chief estimator and junior project

manager. He went on to work with Merit Management in Deer Lake as a project manager/chief estimator in 1992. In 1996, he went to work with his current employer, Brook Construction as an estimator and project manager and is currently their senior project manager. Sandy has spent the last five years on the board of the Construction Association as Western Director. He also serves on the board of the Humber Community YMCA, and is Gold Seal Certified.

Stephen Hayward Extreme East Metals Inc. 2018/19 Incoming Secretary-Treasurer & Past Chair

Stephen Hayward started his construction career over thirty years ago working summers as a labourer for his father’s construction business. Those early years were spent learning the ropes from the bottom up and from there a move into the office to pursue Estimating and Project Management. Mr. Hayward started his family owned business and NLCA member firm Extreme East Metals Inc. in 2002 and it has grown over the years with one of the most modern facilities in the province for custom metal fabrications. Mr. Hayward joined the Board of Directors of NLCA in 2011 and served as Trade

Specialty chair for two years prior to moving up to the NLCA Executive. During his involvement with NLCA he has served as Awards Committee Chair, Golf Committee Chair and has also been a member of Conference Committees since joining the board in 2011. Mr. Hayward is Past PAC Chair for Robertson Building Systems.

Karl Maher Olympic Construction Ltd. 2018/19 Director at Large Nominee

Karl Maher was born and raised and still resides on the Southern Shore of the Avalon Peninsula. He has always had an interest of building and construction which took him to his studies at Memorial University of Newfoundland and Labrador. Upon graduating from the Civil Engineering Program at MUN in 2002, he immediately pursued a career in Construction by accepting a position with a company providing service and infrastructure in Voisey’s Bay. Once construction on Voisey’s Bay winded down, he headed west to work on a couple of mining infrastructure projects in Ontario and Alberta, then to BC to

work on the construction of a new Shipping Port Terminal and eventually back to Voisey’s Bay to work on a capital works project. Opting for a home-based job, he signed on with Olympic Construction Ltd. in 2008 as a Project Engineer and shortly thereafter as a Project Manager where he continues to manage projects today. Aside from his work endeavours, Karl has been active in his continued education obtaining his Gold Seal Certification in Project Management as well as completing LEED courses, Project Management, Safety, and Trust Management. He is also a member of the Board of Trustees for Labourers Atlantic Region District Council Health and Wellness Trust, as well as the Southern Shore Joint Council and the chair of the Local Service District Council of Mobile, NL.

Dana Penney Pinnacle Engineering Limited 2018/19 Director at Large Nominee

Working as a Project Manager with Pinnacle Engineering, Wrightland Development and KMK Capital for over 6 years, I am managing both commercial and residential builds for in house and contracted developments. My initial experience as an Architectural Team Lead with PHB Group for 12 years provided me with invaluable experience in working on projects of all magnitudes from the Janeway Hospital project and the prime consultant’s role in The Rooms, to smaller commercial builds and renovation work. My move to Pinnacle Engineering in 2009 lead me to becoming a certified PMP and managing projects such as Tiffany Village Retirement Residence, Queen’s College and most recently

the KMK Building. I have enjoyed working with the board of the NLCA this past term and would like to continue to serve the members by advocating on behalf of the construction industry in representing you on the Masters Specification Committee. I have been an active board member with BOMA NL for 10 years. I am also a member in good standing with AETTNL and the Project Management Institute. Max Day Can-Am Platforms & Construction Ltd. 2018/19 Director at Large Nominee

Max Day P.ENG, GSC is the Site Engineer with Can-Am Platforms & Construction Ltd. and has been employed with Can-Am since 2015. Max is a graduate from Memorial University’s Engineering Program and earned his Gold Seal certification thru the NLCA centre of excellence. Max has worked in the construction industry since 2008 and has always been with firms that are members of the NLCA. Max is an avid user of the NLCA services and is always participating to the General Contractors section meetings.

Shannon Broderick JMJ Holdings 2018/19 Director at Large Nominee

Shannon Broderick, General Manager / Owner of JMJ Holdings Limited, has been working in the construction industry for over 18 years. Shannon started his career in Newfoundland and Labrador with Arrow Construction Products as warehouse / inside sales. Over the course of his career Shannon has worked in all aspects of our construction industry from the supply industry to working for General Contractors to owning a general contracting company. Derek Brown Life Safety Systems/Atlantica Mechanical Contractors Inc. 2018/19 Director at Large Nominee

Derek was born and raised in Mount Pearl. He received his Engineering Degree from Memorial University. Since then, he has obtained his Professional Engineering license (P.Eng), obtained his Project Management Professional (PMP) designation, and has completed a Masters Certificate in Project Management from the Gardiner Centre. Currently, he is pursing his MBA from Edinburgh Business School on a part time basis. Derek started his career with The Cahill Group of Companies back in 2008 as a Project Engineer working on various shut down projects at the North Atlantic

Refinery Site. From there, he was promoted to Project Manager and began leading construction projects throughout the Province. In 2011, Derek was assigned as Project Engineering Manager for the $2B Vale Long Harbour Processing Plant Project. During his tenure, he was promoted to Nightshift Operations Manager responsible for the overall construction execution. Most recently, as Project Manager of major industrial projects, Derek is leading a team of over 300 across multiple sites in the construction of the HVDC infrastructure as part of the Lower Churchill Development as part of a >$150M contract. Derek is the proud father of two wonderful boys (Davis and Mason) and currently resides in Paradise. Derek has a tremendous passion for the local construction industry and understands the importance of mentoring and developing the next generation of leaders in this sector and will champion this initiative as an aspiring director of the NLCA.

Candace Dominix LSG Construction Limited 2018/19 Central Director Nominee

Candace Dominix graduated from College of the North Atlantic with an Architectural Engineering Technology Diploma in 2006. Since then she has worked with LSG Construction Limited (formally Granco Construction Limited). Candace started her career as a draftperson and office administrator. She continues to work on Design/Build construction projects but now works closely with the field as a Project Manger, Estimator and Safety Advisor/Coordinator. In addition to a busy work schedule, Candace and her husband Josh have two

girls, Shyanne and Kylie.

Candace has been involved with the NLCA for a number of years and has recently served as Central Director and Education & Training Committee Chair.

Darren Park Island Roofing Co. Ltd. 2018/19 Western Director Nominee

Darren Park is the President / Co-owner of Island Roofing Co. Ltd. and been with the roofing business since his dad purchased the company 1981. He began his work as a labourer for the business from 1981-1995, from there he moved into the superintendent until taking on the role of Manager where he took the on the responsibilities of accounting, estimating and project management. At this point, Darren was offered the role of President of the company; with a grade 10 education, Darren decided to accept the challenge. With the support of his father who passed away in 2013, Darren proved that he had the abilities to run a successful business. He currently manages the business with the role of

estimator, project manager, safety coordinator.

The business was passed down from the father to Darren and his older brother Donald. The Island Roofing Co. Ltd. has been completing roofing projects from Port aux Basques to St. Johns and Labrador since 1981 and continues to provide professional roofing needs to the west coast and central Newfoundland.

Darren has been heavily involved in the community for many years including serving on many boards and local volunteer fire dept.

Island Roofing Co. Ltd been an active member of the NLCA for the past 34 years where Darren has been involved in many committees including the Annual Charity Auction Committee, Golf Committee, and Conference Committee.

Greer Hunt Jr. Hunts Transport Ltd. 2018/19 Labrador Director Nominee

Greer Hunt Jr. was born in St. John's in 1992 and was raised in St. Philips by two loving entrepreneurial parents. Since the early age of 7 Greer was developing his business and financial mind – either through rolling and counting pennies or loaning out his lunch money to friends with interest. For as long as he can remember, Greer has been following in his father’s footsteps, working from the ground up. Throughout high school, Greer dabbled in the family business, Hunt's Transport Limited, in all sections of the transportation industry, from loading trucks to

making deliveries, to sales and corporate operations. Greer then decided to pursue a Bachelor of Commerce (Co-op) degree from Memorial University and is a proud graduate of the 2015 class.

Throughout his University work terms, Greer has been involved in many provincial projects serving the oil and gas, construction, natural resources and energy sectors; including positions with Imperial Oil as a Project Accountant, and as a Business Analyst for a startup financial technology company, Street Contxt, in Toronto, ON. Greer is currently a key member of the Hunt’s operations team in the position of Business Development for Newfoundland & Labrador and Ontario.

Greer’s third year on the board was very successful and a positive experience; he is excited to be back for another year. As he continues to learn and evolve in the province’s business industry, Greer is eager to explore new opportunities and positively contribute to the stimulating economy of Newfoundland and Labrador.

Gary Hayes H & F Electrical Ltd. 2018/19 Electrical Section Chair Nominee

Gary Hayes is co-owner of H&F Electrical with 25 years’ experience in the Newfoundland and Labrador construction industry. Upon graduation from the Electrical Technology program at the Marine Institute of Newfoundland in 1991 Gary joined Controls and Equipment Limited as a field technician. Over the following 18 years he held various positions with the company, including Manager of Commercial Controls. He also earned his Gold Seal certification in project management. Gary became co-owner of H&F Electrical in 2009 utilizing his experience to broaden the company's technical range and helped grow the

company to its current size. Patrick Lafreniere Marco Services Limited 2018/19 General Contractors Section Chair Nominee

Patrick moved to Newfoundland in 1999 leaving a first career in the technology

industry to pursue a new path here in St. John’s. He began on-the-job-training in

the structural steel business where he learned about estimating, detailing and

project management. After some time decided to attend the College of the North

Atlantic pursuing a Diploma in Architectural Engineering Technology where today

he is an Applied Science Technologist (AScT). A short time after graduating,

Patrick continued his career working with a metal siding and pre-engineered

building contractor for many years. In 2009, Patrick joined Marco Services

Limited and is currently their Senior Project Manager.

Since joining Marco, he has earned the designation of LEED AP BD+C, obtain his Gold Seal in General

Contracting, and most recently became a Project Management Professional (PMP). Patrick’s major

accomplishment while working at Marco is the management of the new St. John’s Long Term Care

complex in Pleasantville. He is currently the Senior Project Manager for the CORE Science Facility at

Memorial University of Newfoundland where he also championed this project to become a Gold Seal

Project – the first in Newfoundland and Labrador.

During the past year, Patrick has been the General Contractors Section Chair on the Board with NCLA

and previously a Director-at-Large in 2016. He was an active participant to board meetings and other

functions and now looking remain on the Board for 2018 as the General Contractors Chair. He is looking

forward to continuing on this role and the continuous improvement of issues brought forward as well as

being an active member alongside the other NLCA Board members.

Patrick actively supports community charities like the Autism Society of Newfoundland and Labrador.

Colin Doyle RONA 2018/19 Manufacturers & Suppliers Section Chair Nominee

Colin has worked in the construction industry since graduating from Business at Memorial University in 2007. Throughout his years at RONA Colin has been heavily involved with the NLCA. He has served six full terms as the section chair for Manufacturers and Suppliers and has sat on various committees and attended many of the NLCA events. Over the years, Colin has also been heavily involved with various not for profit organizations and the local sporting community.

Colin is part of the commercial sales team at RONA which are involved with all aspects of the commercial construction industry. They provide Contractors and Sub-trades with everything from building materials to speciality items. They strive to provide the industry with innovative products and exceptional customer service. Brendan Galgay Newcrete Investment 2018/19 Manufacturers & Suppliers Section Chair Nominee

Brendan Galgay is the Manager of Sales and Marketing for Concrete Products (a Division of Newcrete). He began his position with the company in October 2016 and continues to promote products that are “Manufactured Right Here.” Brendan holds a Bachelor of Arts in Political Science and a minor in Business Administration. He was a business owner for 17 years. After spending approximately two decades as an entrepreneur, he understands the determination and hard work of independent business owners. Brendan supports local companies and manufactures. His educational background, business experience, marketing and sales performance would be an asset for the position of “Manufactures & Suppliers Section Chair” position.

John Hiscock The Cahill Group 2018/19 Mechanical Section Chair Nominee

John graduated from Memorial University of Newfoundland (MUN) with a Bachelor of Mechanical Engineering and also holds a Masters of Engineering post graduate degree. He has numerous technical publications in pipe flow mechanics, high speed digital visualization techniques and underwater remotely operated vehicles. John is currently the Mechanical Section Chair of the NLCA Board and has held that position for seven consecutive years. He is also a member of the Public Safety Appeal Board, Mechanical Contractors Association, Marine Advisory Council, Joint Advisory Council of the NL Bid Depository and OH&S Chair.

John started his career in the construction industry with the Cahill organization as a senior engineering student on the Hibernia project in 1996. He has held progressive positions with G.J. Cahill including Project Engineer, Project Manager, Mechanical Manager, Operations Manager, Director of Operations and recently VP Construction East. His multi-discipline construction background includes experience in the oil and gas sector with projects at North Atlantic Refinery, NL Transhipment Facility and each of the Newfoundland offshore production facilities, experience in the mining sector with major projects including Voisey’s Bay, IOCC and Long Harbour, experience in the commercial/institutional construction sector with major projects such as hospitals, schools, offices, water and waste water treatment facilities and experience in the fabrication sector with pipe spooling, structural steel and ventilation ductwork. John has also taught engineering design, fluids and thermodynamics courses at the Engineering Faculty of MUN and at the Marine Institute.

Michelle Webb Harris Rebar 2018/19 Trade Speciality Section Chair Nominee

Michelle moved to Newfoundland in 1996 and having come from a manufacturing background, starting in Construction was a complete change for her in 1998. Michelle started with Harris Rebar in 1998 and is still employed with them today. She began with answering the phone and counter sales. Today she has a wide variety of responsibilities – from sales to shipping to tenders to quotes to payroll/timesheets. She is trained in office administration and basic accounting. Michelle first became involved with the NLCA as a member of the AGM organizing

committee in 2008 and was on it until 2015. She was elected to the board in 2013 as the Trade Specialty Chair. She also assists the Education & Training Committee with Scholarship selection.

Tim Benoit Belfor Property Restoration 2018/19 Trade Speciality Section Chair Nominee

Tim Benoit has been working with the Newfoundland and Labrador region with BELFOR Property Restoration since 2010. For the past three years, he has transitioned into the role of General Manager for the Paradise Branch - the largest staffed BELFOR Office in North America. Tim manages five lines of business; Property Restoration, Environmental, HVAC Cleaning, Firestopping, New Home Construction, and approximately 150 people each day. Born and raised in Burgeo, Tim was hired for his first job fresh out of trade school as an apprentice carpenter on the Star Lake Hydro project near Buchans NL. He has worked all across the province on different jobs, as well as some time in

Ontario. As a certified Journeyman Carpenter and Interior Systems Mechanic, a former Trades Instructor and a Gold Seal Certified Project Manager, Tim's over 20 years of experience in the construction industry has created many diverse opportunities for the management of everything from residential projects to large-scale commercial jobs. Actively involved with the NLCA since 2010, Tim is a strong advocate of the association and the benefits of belonging to its membership. Tim's philosophy: "It's about attitude and opportunity. I'm not one to sugarcoat things but I believe that with the right attitude people can succeed. I have learned that people often learn on their own and sometimes need a good coach. I believe in being the coach, in helping out when needed, standing up and remaining standing when things get rocky. When you do things for the right reasons, good things happen." Jon Cutler Platinum Construction Co. Ltd. 2018/19 Heavy Civil Contractors Section Chair Nominee

Jon Cutler is a Project Engineer/Manager with Platinum Construction. He started his career with them in 2013 while attending post-secondary education and has been with them ever since. He completed a diploma in Civil Eng. Technology at College of the North Atlantic in St. John’s in 2012 and went on to earn a Bachelor’s Degree in Civil Engineering at Lakehead University in Thunder Bay, Ontario in 2014. His expertise are in water and sewer/ road construction and duties range from tendering phase to project completion, including: estimating/ completing tender

documents, scheduling and coordinating projects, corresponding with owners and consultants and onsite superintendence. Before joining the construction industry, Jon worked with the Canadian Forces as a part-time reserve member. He has been with them for over 10 years and is still training with them today. With them he has worked with various community support groups from Hurricane Igor relief to collecting for the local food bank.

Brad Sheppard Allied Construction Management Inc. 2018/19 Standard Practices Committee Chair Nominee

Brad Sheppard, P.Eng., GSC, is a Project Manager/Estimator with Allied Construction Management Inc., located in St. John’s. He is in his 22nd year now with Allied, joining them in 1996. He has estimated and/or managed many types and sizes of projects over the years with some many upwards of $40 million. Mr. Sheppard is the current Standard Practices Chair and First Vice-Chair (interim) of the Newfoundland and Labrador Construction Association (NLCA), and is a Past Chair (2012 – 2013) having served on the Executive and Board since 2008. Brad has also served as a director on the Board of the Newfoundland and Labrador

Construction Safety Association (NLCSA) during his term with NLCA. Brad is a member of the Board of Directors of the Canadian Construction Association (CCA) as Director-at-Large and is currently Chair of CCA’s Standard Practices Committee and a member of CCA’s Executive Committee. Brad has also served as one of CCA’s representatives on the steering committee for the Institute for Building Information Modelling in Canada (IBC). Brad received his degree in civil engineering from Memorial University in 1988 and became a professional engineer in 1990. Brad is CCA Gold Seal Certified in the category Project Manager. Travis White North Shore Roofing Ltd. 2018/19 Membership Committee Chair Nominee

Travis White started his post-secondary education studying Business before switching to a Nautical Science Program. Upon completion, Travis spent several years working over much of the globe honing his Officer skills for German-based shipping companies. After deciding that a life at sea wasn’t a long-term desire, he returned to St. John’s to manage and own several large-scale hospitality venues. In 2004 he entered the construction trade at field level with NorthShore Roofing Ltd. working up through safety officer to a position as an estimator and eventually project manager. He now dedicates his time to furthering the mandate of the

NLCA by representing NorthShore Roofing Ltd. After serving two years as Director at Large, then the Chair of the Education and Training Committee, he now serves, as the Chair of the Membership Committee. Travis is an ardent advocate for 2 charities including 100 Men who give a Damn, and The St. John's Women's Center.

Carol Foster JSM Electrical Ltd. 2018/19 Safety Committee Chair Nominee

Carol Foster is the HSEQ Manager with JSM Electrical Ltd.

Carol is a seasoned environmental, health and safety professional with 15 years’ experience in the development, implementation, and evaluation and managing of safety and health programs in industries ranging from industrial, construction, commercial and aviation. Carol completed her Bachelor of Arts Degree at Memorial University. After graduation Carol explored living in Iqaluit and began her career in the OHS field.

She has acquired her CSO designation and is a Gold Seal Intern. Carol is also an approved instructor for Workplace NL in Power Line Hazards and Occupational Health & Safety Committee Training. Further, she is an approved safety auditor and has also received her certification as an ISO 9001:2015 Quality Management Systems Internal Auditor. Carol is scheduled to write the CRSP exam and Gold Seal exam this year. Dayle Biggin Lindsay Construction 2018/19 Safety Committee Chair Nominee

Dayle is currently employed as a safety Officer with Lindsay Construction Limited and have been since 2011. As such, Dayle implements and maintains Lindsay’s safety program, Lindsay’s OHSAS 18001‐2007 Health and Safety Management System and enforces the NL Safety Acts and Regulations. Dayle is a trained auditor and have conducted or participated in Lindsay’s quarterly ISO 9001:2015 Quality System reviews and Lindsay’s yearly internal COR Safety Audits and triannual external COR Safety Audits through the Newfoundland and Labrador Construction Safety Association (NLCSA). Dayle conducts all of Lindsay’s OH&S committee meetings and inspections, and maintains all company case files

with Workplace NL. In 2010, Dayle obtained a Diploma in Health Safety and Environmental Processes from the University of New Brunswick. Dayle currently holds a Construction Safety Officer (CSO) designation from NLCSA and a Certified Health and Safety Consultant (CHSC) designation from the Canadian Society of Safety Engineering. In addition, Dayle have completed numerous professional development courses from DET NORSKE VERITAS, Dalhousie University and the NLCSA. In 2011, Lindsay Construction was awarded the Provincial Safety Award from the Newfoundland and Labrador Construction Association. When not at work, Dayle is active in her community, having served as a volunteer committee member and Sponsorship Chair for the Steps for Life Charity, North East Avalon Chapter for the past 6 years. Dayle holds a membership in the Newfoundland and Labrador Athletics Association and have participated more than 15 running road races per year for the last several years. Along with her husband, Dayle is the proud parent of two very active sons and enjoy being their biggest fan.

Holly Hicks Vigilant Management 2018/19 Education & Training Committee Chair Nominee

Holly has worked in the Construction Industry since 1989. In 1993, she completed a Bachelor's Degree in Civil Engineering from Memorial University of Newfoundland. She is Gold Seal Certified (Estimator), has attained the professional designation of CEC (Construction Estimator Certified), and is in the process of pursuing the PQS (Professional Quantity Surveyor) designation. A 20-year employee of ND Dobbin Group of Companies, holding the positions of Estimator, Senior Estimator, Project Manager, Construction Manager, and a partner for 5 years, Holly has also worked extensively in roles of Project Management, Contracts

Administration, and Cost Control. In 2016, Holly joined Vigilant Management, overseeing vertical construction projects. Holly has given freely of her time to various community and volunteer organizations, having participated in fund raising initiatives for The Red Seal Appeal, Lions Club, Canadian Cancer Society, and MS Super Cities Walk. Holly is extremely proud to have served on the NLCA (Newfoundland & Labrador Construction Association) Charity Auction Committee for 9 years, and will return to the committee again this year. Within the local business community, Holly held the position of Safety Chair on the NLCA Board of Directors, sat on the Board of the NLCSA (Newfoundland Labrador Construction Safety Association) Board, as well as the CLRA (Construction Labour Relations Association) Board of Directors. Holly was appointed to the Board of Directors for the St. John’s International Airport Authority, a position she has held since 2013. A fierce advocate of continued education, Holly has worked with the NLCA for many years to deliver the Construction Estimating course. In recent years she has developed and presented the Blue Print Reading course for the NLCA. Ever eager to assist, Holly has also shared her time and experience to work with educators such as CCA and KeyIn Technical College to assist in the development of technical management education programs.
