The first major point of the Congressional plan was that the South ratify the 14th Amendment. Then the South refused because they didn’t want to give blacks equality, and was put under the authority of Congress; this was called the Reconstruction Act of 1867. Next, the South was put into five districts and were overseen by the military. One of the problems the KKK started to arise in retaliation.

After the Presidential Recon. Plan, a new plan was formed called the Congressional Reconstruction plan. First, the Congressional plan was made because of the South’s refusal to ratify the 14th Amendment. The South didn’t want to ratify this amendment because they didn’t want to give blacks equal rights. Next, because the South disagreed with the Congress, the KKK formed due to southern hatred of blacks. In order to reign in the South, all Southern states were placed under Congressional authority and placed into one of five military run districts; this was known as the Reconstruction Act of 1867.

To begin with the Presidential Reconstruction plan was not too good. First it allowed the rebel states back in after only 10% swore allegiance and the state accepted the 13th amendment. Second the Radical Republicans took issue with the South’s attitude towards the newly freed slaves; for example, they hated the Black Codes, which were laws that kept blacks less than whites. In fact, the R.R. wanted much harsher punishment for the south and even led the charge to impeach President Johnson

To begin with the Congressional Reconstruction led to the rise of many things. One of these things was the corruption of the 14th Amendment, Black citizenship. Also it led to the Reconstruction Act of 1867. Since the KKK rose in the South, Congress created 5 military districts there, and GA was in the 3rd district.

The second Reconstruction process is known as Congressional Reconstruction. To begin with, the 14th Amendment needed to be ratified. Then the South refused ratification and Congress took control over them. Because of this, Congress passed the Reconstruction Act of 1867 which divided the South into 5 military districts. One other problem includes the rise of the KKK.
