I know 4-H is looking a little different this year than many of you hoped or have ever remembered. Our current situation is challenging all of us to try new things and think of things in a different way. It might even cause some of us to work outside our comfort zone. The number of things that have been cancelled or moved to a virtual format can be challenging and even disheartening at times for each of us, from the member, to the parent, to the volunteer, to the 4-H professional. In 4-H, we have always strived “To Make the Best Better” and this year will be no different! We will make the best of a less than ideal situation. We will adapt, we will adjust and we will be flexible as we work through this year. I encourage each of you to take a few minutes and think about why you joined 4-H and the goals you had set for

4-H Member Activity Fee Waived for 2020 The circumstances created by the COVID-19 outbreak are nothing like any of us have ever experienced. Due to these extremely extenuating circumstances, we will be waiving the $10 activity fee for all 4-H members for 2020 ONLY! We understand the financial burden that many families may be under currently or in the near future. We also understand that most clubs have been and are still unable to conduct any fundraiser which may have helped to cover the cost of these fees in addition to other expenses like project books. If you have already collected these fees from your members, you can refund them in a trackable method, when it is safe to do so, or you can keep your record of who has paid and apply it to their fee for 2021. Either way, please keep good records!

4-H Club Meetings until after July 6 Yes, volunteers and members will still need to attend 6 club meetings from January to September (giving you an extra month). Typically, a meeting must consist of three parts: business, education and recreation. There is nothing typical about how we are doing things now due to the coronavirus outbreak. We are adjusting, adapting and being flexible. We know clubs will have to adjust their current club schedule to include more meeting opportunities once we are permitted to have face-to-face meetings. Until that time comes, we encourage our clubs to meet virtually, if possible, and have meetings that consist of both the business and education components, when possible. Virtual meetings can count towards your total of 6 meetings per member. However, you cannot count it against a member who is unable to participate virtually.

It may require a little more planning in advance with the volunteers and officers to prepare and share the agenda in advance. If you have Cloverbuds, you might want to think about having them meet at a separate time from the project age members as many families may only have enough devices and internet capabilities to connect to one meeting at a time. We are not asking a lot happen during these virtual meetings as we understand that some have time limits. We do, however, want to make sure you are connecting with your members and their families, making sure they are aware of the changes, making sure they have the resources they need or the understanding of how to get the resources they need, and answering their questions. We understand that not all members have reliable internet connections, so try a buddy system. Volunteers can help connect their member with little or no service with a “buddy” member whose has reliable service. The members can connect over the phone prior to the virtual meeting starting. The member with reliable service can put their phone on speaker phone so the other member will be able to hear the meeting and actively participate in conversation. Ohio 4-H Conference Educational Sessions Available Online While the Ohio 4-H Conference scheduled for March 14 was cancelled due to COVID-19, we are excited to share with you session videos recorded by a number of the conference presenters. You can find more than 30 session recordings here. There are some great opportunities for free 4-H Volunteer Development from home!

Community Service Grants Due to current restrictions on face-to-face interactions for 4-H related activities including participating in group community service projects, we have decided to suspend the Community Service grants for 2020. Please encourage your club members to participate in the 4-H Takes a Stand program which is a community service project that all members can participate in from home! We look forward to resuming our Community Service Grants next year!

Online Officer Training Be sure to encourage your club officers to watch online training videos that are available for their officer position at http://www.ohio4h.org/families/members/officer-resources. The training videos were revised, so be sure to take a look!

Ohio 4-H Cloverbud Connections Ohio 4-H Cloverbud Connections has been a resource for 4-H volunteers and Extension staff since the 1990’s. This blog resource provides a unique blend of education, activities, and fun to build and challenge 4-H Cloverbud Volunteers teaching kindergarten through second grade youth. Rule of Three Reminder Important reminder to 4-H volunteers to practice the Rule of Three even when meeting virtual with your club this year. The Rule of Three means there are always two youth and one adult present, or two adults and one youth present. When meeting virtually with your club, please make sure two volunteers are present at your meeting prior to any youth arriving to your meeting platform.

one minor traffic violation upon starting as a volunteer; cannot receive any traffic violations while serving as a volunteer; and must commit to attending at least 5 of 11 monthly sessions each year. 4-H CARTEENS Volunteer Applications is available to complete online at http://go.osu.edu/gccarteensapp and must be submitted by June 1, 2020.

Cloverbud Family Fun Night Update Unfortunately, due to current restrictions, we will be unable to have Cloverbud Family Fun Night at Deerassic Park Education Center as planned. Stay tuned for details on the Virtual Cloverbud Family Fun Night we are working on for Cloverbud families to do together at home! Details will be emailed to Cloverbud families in the beginning of June.

Ohio 4-H Presents Statewide “Camp…ish” Opportunity! Calling all stay-at-home campers! Ohio 4-H staff miss summer camp as much as you do, and we want to do what we can to bring elements of camp to your home! On June 9-11, you are invited to join us for Ohio 4-H Camp…ish! It is open to any youth ages 8-18 across the state of Ohio. Fr iends who are not in 4-H are welcome to register, too! There is no cost for attending, although some activities will require the use of basic art supplies, household

4-H Takes a Stand - #4hstrong Due to COVID-19 restrictions, we have decided to take a slightly different approach to our 4-H Takes a Stand program in 2020. Please review the 4-H Takes a Stand flyer on page 6 for full details explaining the new format. We encourage all 4-H families to participate each week as we show support for new groups. This is a countywide community service project and a great way to show we are #4hstrong together! Please help us make this program a huge success! Watch your email and facebook each Friday for the list of

new groups/places.

4-H CARTEENS Volunteers Needed Guernsey County 4-H is starting a 4-H CARTEENS program and we are in need of teen volunteers to help facilitate the program. 4-H CARTEENS is a traffic safety program conducted by 4-H teen leaders and their program partners for juvenile traffic offenders. 4-H CARTEENS goals include: reducing the number of repeat juvenile traffic offenders, decreasing the number of teen traffic offenders, and increasing teen awareness of traffic/vehicular safety. 4-H CARTEENS Volunteers must: be at least 15 years of age and have an Ohio learner’s permit or driver’s license; have no more than

items, or things found outdoors. Please visit go.osu.edu/campish to register by June 7! Activities will be hosted at the following times each day: 9-11 AM, 1-3 PM, 4-5 PM. Campers are not required to attend all sessions, so sign up and come for the times you can enjoy Camp…ish activities brought to you by Ohio 4-H Camp…ish Directors!

Still Project Judging Alternative ideas for how Still Project Judging will be conducted are being explored in case they are needed. We will share our plans once they have been finalized. Please keep working on your projects in the mean time!

4-H Public Speaking Contest All project age 4-H members, are eligible to participate in our 4-H Public Speaking Contest. We are currently in the process of reorganizing our event and working with new state guidelines to accommodate a virtual contest. Please watch your email for additional details as they become available!

A Team Update Due to current restrictions on face-to-face interactions for 4-H related activities, we have decided to suspend A Team for 2020. We look forward to resuming A Team in 2021. We encourage all youth interested in participating in community service to check out the current 4-H Takes a Stand program that is geared towards community service this year!

emailed to members soon. Equine Registration Packets are available online. All youth leasing an equine for their 4-H project must submit their Lease with their Equine Registration Packet. Lease Information is available online.

Change to Pre-Fair Registration of Livestock Typically, several junior fair species are required to participate in a pre-far registration (ex. weigh-in, tag-in, tattooing, tag pick-up, registration form) with their livestock in June. Due to COVID-19 and no face-to-face activities for Junior Fair events or activities through July 6, the pre-registration will take place through 4HOnline. Additional details on how youth are to pre-register their animals will be emailed directly to youth enrolled in the projects and all volunteers in the coming weeks. Youth will be required to complete the 4HOnline Animal Registration by the original date of their Pre-Fair Registration. Market Lambs - June 3 Breeding Boer Doe - June 6 Market Boer Goats - June 6 Market Dairy Goats - June 10 Market Hogs - June 20

Attention Market Hog Exhibitors Beginning this year, all market hogs must be Ractopamine-free. Senior Fair Board just approved the signed affidavit(s) that youth are required to submit during fair weigh-in. All youth are required to bring the signed Parent/Guardian Affidavit. Youth who purchased their animal(s) are also required to bring the signed Producer Affidavit. Multiple animals can be listed on one affidavit for a family. Affidavits are available online at http://guernsey.osu.edu. Once all enrollments are submitted, this information will be emailed directly

Face-to-Face Junior Fair Activities/Events Cancelled through July 6 Senior Fair Board is putting the safety of everyone as their number one priority and has decided they will be follow the same timeline of face-to-face restrictions as OSU and 4-H. Therefore, Guernsey County Junior Fair will have no face-to-face events or meetings through July 6th, unless they are conducted virtually.

Animal Possession Deadlines Remain Unchanged Possession deadline for all animals remain unchanged. To verify your possession deadline, please refer to pages 36-39 of the 2020 Guernsey County 4-H Member & Volunteer Handbook. Each 4-H family should have received a copy from their club volunteers, unless they joined after the no face-to-face meeting restrictions were put in place in March. Check out the online version, if you need quick access!

Livestock Quality Assurance Livestock Quality Assurance certification is required by any junior fair livestock exhibitor with a market animal or lactating dairy cow or lactating goat project by July 1 for exhibition at the Guernsey County Fair. Please refer to the Quality Assurance Certification Options document located online, for additional details. Pre-registration for the final two Zoom QA programs closes on May 25th.

Equine Sign-up Packets and Lease Information Available All youth enrolled in a 4-H equine project and planning to exhibit at the 2020 Guernsey County Fair must complete and submit their Equine Registration Packet through 4HOnline by June 1, 2020. Instructions for submission will be

to all youth enrolled in a market hog project.

State Fair Junior Horse Show Registration Instructions Due to COVID-19 restrictions, the requirement to qualify at a PAS Show for the Junior Horse Show at the Ohio State Fair has been waived for 2020. The show will be limited to 850 entries on a first-come, first-serve basis with priority given to senior 4-H/FFA members in their last year of eligibility. Therefore, each exhibitor must submit their own entry and pay their $50 stall fee online at www.ohiostatefair.com. The registration window opens June 1, but only the first 850 entries will be taken. In addition to submitting their entry online to Ohio State Fair, exhibitors must also complete a survey for the Extension Office so we are able to verify your entry submission for State Fair. Exhibitors can access the survey at http://go.osu.edu/2020gcpas. The survey must be completed by June 1. Class numbers needed for registration can be accessed by clicking here. Boer Goat Exhibition Clarification Youth enrolled in 135BM Breeding Meat Goat or 135M Meat Market Goat can own any meat type breed for their 4-H project. However, in order to exhibit a live animal for the meat goat projects at the Guernsey County Fair, youth must purchase a Boer goat. Boer Goats are a breed of meat type goats. The Guernsey County Fair has a Boer Goat Breed Show and Boer Goat Market Show which means the goats exhibiting through these shows must be the specific breed of Boer.

Market Broiler Orders Due All youth exhibiting market broilers are required to order their broiler project animals from the Poultry Committee Chairman, Sandy

regardless of the age, size or type of animal. Youth are not permitted to share animals. This includes still projects with animals.

Fairgrounds Horse Arena Closed Senior Fair Board is closing the horse arenas to all riders at the fairgrounds until further notice in order to keep everyone safe. Do not take your horse to the fairgrounds!

Equine Royalty Applications Deadline Moved to August 1 Any equine exhibitor who has completed one year of equine exhibition, may apply for either the King/Queen/Prince/Princess, depending on their age. The application deadline has been moved to August 1. Please note, applicants must participate in Equine Skillathon to apply!

Livestock Skillathon Alternative ideas for how Livestock Skillathon will be conducted are being explored in case they are needed. We will share our plans once they have been finalized. Please keep studying in the mean time!

Attention Rabbit Exhibitors - Letter to Exhibitors The Junior Fair Rabbit Committee has updated their Letter to Exhibitors and it is currently posted online. This document is full of lots of helpful information to help rabbit exhibitors stay on track as they work through their project and prepare for exhibition at the county fair.

Junior Fair Livestock Rules Be sure to take some time to review the Junior Fair Rules. Rules for all species, sale and general rules can be found online. A complete list of rule changes for 2020 can be found at the end of this newsletter. Please note that the rules are posted as they were approved in December/January. However, there have been a few changes to the rules, approved by Senior Fair Board, due to COVID-19. For example, due to new face-to-face activities, no pre-fair livestock registration will take place in person. Youth will now complete pre-fair registration through 4HOnline for 4-H members and through their FFA advisor for FFA members.

Reminder for Youth with Animal Projects of Any Size Youth must have their own individual animal for a project

work through their project and prepare for exhibition at the county fair.

OHIO STATE UNIVERSITY EXTENSION

4-H Takes A Stand As Guernsey County 4-H prepares for our 2020 4-H Takes a Stand program, we wanted to share our new program format, which will enable more people to participate while remaining safe and healthy at home! Each year 4-H Council selects a theme which encourages 4-H members to take a stand supporting a

current issue. In February, 4-H Council selected the theme #4hstrong to help youth understand that

together we can support each other and accomplish more. Little did they know how appropriate this theme would be for our current situation. Please join Guernsey County 4-H and program sponsors, Guernsey County Sheriff, Jeff Paden, and Guernsey County 4-H Council, as we challenge all 4-H members, volunteers

and alumni to help us demonstrate that we are #4hstrong as we pledge “my hands to larger service” for our community and show

support for local community members who may be at long-term living facility with loved ones unable to visit or essential workers who are putting themselves on the frontline or working to make sure everyone else has what they need at home. It is important during this challenging time that we come together and show how strong we are together!

Each Friday in the coming weeks, we will release the names and addresses of a few facilities or groups

of community members who need to see their community is behind them. We are asking our 4-H families to send them a “Thinking of You” card to let them know we are thinking of them or

a “Thank You” card to let them know we appreciate all they are doing to keep us safe or provide us with the supplies we need at home. The cards can be bought or better

yet homemade with the supplies you have at home. Feel free to draw them a picture or tell them what you love about 4-H, but be sure to write #4hstrong on it somewhere! Families are

encouraged to share pictures of what they created on social media and tag it #4hstrong. Pictures can also be shared with 4-H Program Assistant, Lesley Jirles, at [email protected].

We will select so many to share each week on our Guernsey County 4-H Facebook page! Current 4-H members and volunteers will receive a keepsake from Sheriff Paden to remind them to take a stand, be #4hstrong, and 4-H Kids are Drug Free!

OSU Extension is proud to have offered the 4-H Takes a Stand program for Guernsey

County 4-H members for 15 years. So, remember to keep an eye out for our Facebook posts and

emails each Friday and help us shower the featured groups with cards in the coming week.

2020 Guernsey County Junior Fair Rule and Procedure Changes

(Reviewed & Approved by Senior Fair Board)

Beef None Dairy

1. Add a Junior Champion of All Breeds.

Dog 1. Discontinue the Dog Show.

Equine None

Boer Goat 1. Market Boer goats will weigh with a collar (Nylon- not exceeding more than an inch

in width or small choker). If the collar does not meet fair board or committee guidelines, the collar will be removed for weigh in.

2. Market Boer goats must have acceptable scrapie identification in place (Scrapie tag or official registration tattoo with original registration papers) when the animal arrives at the June weigh in or the animal will not be able to go on scale. Therefore the animal will be ineligible for exhibition at the fair.

3. Market Boer goats must be castrated or have a band in process at June weigh in or goat will not be able to step on the scale. Therefore the animal will be ineligible for exhibition at the fair.

4. Only permitted Scrapie ID is official Scrape tag or registration tattoo with original registration papers.

Dairy Goat 1. Dairy and pygmy goats must be dehorned. Fair veterinarian will have final

determination in what are horns and what are scurs. 2. Pee Wee and Decorator Show for all goats is Monday at 7:00 p.m. in the Rabbit

Pavilion. 3. The Dairy Goat Show will be Monday at 8:30 a.m. with a barn meeting at 3:00 p.m.

on Sunday (at the start of fair) at the Dairy Goat Barn. At that time, pen fees will be paid and class “scratches” will take place.

4. Only permitted Scrapie ID is official Scrape tag or registration tattoo with original registration papers.

5. Dairy goats are to be out of the eight breeds recognized by the American Dairy Goat Association, American Goat Society or Canadian Goat Society. These breeds are Alpine, LaManacha, Nigerian Dwarf, Nubian, Overhasli, Saanen, Sables, and

Toggenberg. Crossbred dairy animals from within these eight breeds may be exhibited in the Dairy Goat Show.

6. Market Dairy goat must be a wether or doe born January 1 through March 30 of the current year.

7. All market goats must be tagged at Market Dairy Goat Pre-Fair Weigh-in on June 10th from 6:00 – 8:00 p.m. at the Sheep Barn on the Fairgrounds. Members are permitted to weigh-in up to three goats, but are only permitted to exhibit two at the fair.

8. New Pygmy Goat classes: Baby Wethers – 0 to 6 months Junior Wethers – 6 to 12 months Intermediate Wethers – 1 to 2 years old Senior Wethers – 3 years and older *Overall Grand Champion Pygmy Wether to be selected. Baby Does – 0 to 6 months Junior Does – 6 to 12 months Intermediate Does – 1 to 2 years old Senior Does – 3 years and older *Overall Grand Champion Pygmy Doe to be selected.

Poultry 1. Add the following classes to the Market Poultry Show:

Pen of 2 market ducks Pen of 1 market turkey

2. New rules pertaining to market ducks: a. A single market duck project will consist of a minimum of six birds, straight

run Pekin, purchased from the Poultry Committee. A pen of market ducks for exhibition consists of two birds. Members may exhibit and sell a maximum of one pen of market ducks.

b. Pen of market ducks minimum weight is 5 lbs. and maximum weight is 7 pounds per duck.

3. New rules pertaining to market turkeys: a. A single market turkey project will consist of a minimum of three birds,

sexed toms, broad breasted white, purchased from the Poultry Committee. A market turkey for exhibition consists of one bird. Members may sell and exhibit one market turkey.

b. A market turkey minimum weight is 15 lbs. and no maximum weight. 4. Rules adjusted to include market duck and/or market turkeys:

a. All breeding poultry must be in the ownership and possession of the exhibitor by June 1st. All market poultry must be in the ownership and possession of the exhibitor on the date scheduled by the committee for animal pick-up.

b. Broiler project and market duck project participants must enroll in another poultry project by April 1st. All birds exhibited must be shown. If breed projects are not shown, broiler project and market duck project will not be permitted to sell.

c. All market poultry projects are to be weighed on Monday evening of the fair at 6:00 p.m. Underweight and overweight birds are shown for grade only and are not permitted to sell.

d. No broilers or market ducks are permitted to be used for showmanship.

Rabbit

1. There will be a barn meeting at 3:15 p.m. on Monday of the fair (just before the fryer weigh-in) for all market rabbit exhibitors.

2. There will be a barn meeting at 4:00 p.m. on Sunday of the start of the fair for all rabbit exhibitors.

3. Exhibitors will show only one of their breed rabbits that has been in their possession since June 1st for showmanship, but they cannot use the doe from the doe and litter class or one of their market rabbits.

Sheep

1. The $5.00 tag fee charged per lamb at the tag and tattoo in June must be paid by cash only.

2. Market lambs must have acceptable scrapie identification in place (Scrapie tag or official registration tattoo with original registration papers) when the animal arrives at the June tag-in and tattooing or the animal will not be tagged or tattooed. Therefore the animal will be ineligible for exhibition at the fair.

3. Market lamb weigh-in will be Sunday (day prior to fair starting) at 4:00 p.m. 4. Only permitted Scrapie ID is official Scrape tag or registration tattoo with original

registration papers.

Swine

1. All market hogs must be free from exposure to all ractopamine (Paylean® or Optaflexx®) containing products. A signed affidavit stating market hogs have never been exposed to ractopamine containing products will be required prior to exhibition.

2. Farrow and owned class is discontinued.

General

1. Registered animals must be in exhibitor’s name or permanent residential address of the exhibitor.

2. All bred & owned classes must be shown prior to all other market classes. 3. Youth 12 years and older as of January 1 of the year to exhibit will be permitted to

use the online Youth for the Quality Care of Animals (YQCA) session as an additional option for QA certification. To receive QA Certification using this option, youth must complete and successfully pass their age-appropriate session and provide the

Extension Office with their certificate of completion by July 1 of the year to exhibit. No other online Quality Assurance programs or tests are permitted. OSU Extension will provide instructions for taking the online course to those eligible, upon request.

Sale

1. Allow division winning Skillathon participants to sell immediately following class winners unless they have already sold one pig in the champion portion of the sale.

2. Add the following options to the Poultry Market Animal Sale: Pen of 2 market ducks Pen of 1 market turkey

Junior Fair Booth Building Guidelines 1. Member’s names, club name and volunteer’s names should be clearly displayed

in/on the booth. They should be able to be read from the aisle and ribbons should not be placed over the member’s name.

2. No project books shall be accepted as the sole representation of a member’s project, except for animal projects where the animal is being shown at the fair. Display all projects so they can easily be seen.

3. All booths must be checked by the Junior Fair Booth Building Coordinator when they are complete. A club representative must be present during this check.

4. No electrical devices permitted in/on booths. 5. WOW award votes will be taken through 8:00 p.m. on Monday of fair at the Junior

Fair Booth Building.
