    at Phillip Avenue. The BRTexclusive guideway would

    connue east in the median of Laskin Road unl it reaches

    Birdneck Road. The configuraon of Laskin Road including

    the BRT guideway would be similar to the proposed LRT

    configuraon, including an elevated structure over First

    Colonial Road. At Birdneck Road, the BRT vehicles would

    exit the exclusive guideway and turn south on Birdneck

    Road. BRT would operate in mixed traffic on Birdneck Road

    and 19th

    Street unl it reaches the terminal staon at the

    Oceanfront Resort Area.

    2.1.2StaonsStaon locaons have been idenfied for the alignment

    alternaves under consideraon. These staons would be

    accessible by pedestrians, buses, cars, and bicycles.

    Parking would be available at many of the staon sites,

    while others would be walkon only. The parking locaons

    are idenfied in the descripons of the staons on the

    following pages.

    The sta

    orms are ini

    ally planned toaccommodate one bus rapid transit vehicle or one light rail

    vehicleapproximately 90 feet in length. The sites

    idenfied would allow for the future expansion of the

    plaorms for use with twocar vehicle sets.

    While this project is currently early in the planning and

    conceptual design phase, there will be typical characteriscs

    incorporated in all staons. Staon amenies for light rail

    and bus rapid transit staons would be similar to those

    currently found on The Tide. Staon designs would provide

    accommodaons for the needs of all users, including the

    elderly and persons with disabilies.

    North Oceana Staon

    The NorthOceanaStaon(Figure2.111)would be located

    on Poers Road west of Air Staon Drive. A surface Park &

    Ride lot with approximately 275 parking spaces to serve the

    staon would be located on a Cityowned parcel located

    north of the former NSRR ROW. This site is currently used

    for construcon material disposal and emergency storm

    debris storage. The staon would have two side plaorms.

    HRT bus service would be provided to the staon along

    Poers Road. The immediate area of development for the

    staon and parking would be approximately 6.2 acres.

    The LynnhavenStaon(Figure2.110) would be located along the former NSRR

    ROW near the intersecon of North Lynnhaven Road and Southern Boulevard.

    This staon would have two side plaorms. A parking area to serve the staon

    would be located on the north side of Southern Boulevard, an area that is

    currently occupied by a small office building and an adjacent paved parking lot.

    Both the building and the exisng parking lot would be removed to accommodate

    a Park & Ride lot with approximately 184 parking spaces. The southwest poron

    of the Park & Ride lot would be reserved for a proposed tracon power substaon

    (TPSS). HRT bus service would be provided to the sta

    on along SouthernBoulevard. The area of development for the staon and the parking lot is

    approximately 3.0 acres.

    Convenon Center. Staon amenies, street furniture, and

    landscaping would follow the material guidelines of the

    Virginia Beach Convenon Center and the Citys proposed

    19thStreet Corridor Improvement Plan. The construcon ofthe staon would require modificaon of 19

    thStreet,

    adjacent parking lots, and areas of the Virginia Beach

    Convenon Center plazas.

    The ConvenonCenterStaon(Figure2.112B) for

    Alternave 3 would have a center plaorm in 19th

    Street

    west of the Virginia Beach Convenon Center. A new Park

    & Ride lot is not planned for this staon, but adjacent

    Convenon Center parking lots could be used by transit

    patrons when space is available. The design of the transit

    Convenon Center Staon

    The proposed Virginia Beach ConvenonCenterStaon

    (Figure2.112A) for Alternave 2 would be located on

    Washington Street south of 19th

    Street. The staon would

    have two side plaorms and sufficient space adjacent to the

    plaorms to accommodate increased passenger traffic that

    would use the staon for special events. There is no new

    Park & Ride lot associated with this staon, but the exisng

    Convenon Center parking lots could be used for transit

    when space is available. The design of the transit staon

    would complement the architecture of the Virginia Beach

    Oceanfront Staon

    The eastern endofline OceanfrontStaon(Figure2.113)

    for the proposed NSRR Alternave is at 19th

    Street between

    Arcc and Balc Avenues. This staon would serve the

    Oceanfront Resort Area and future development on City

    owned property in the vicinity. A new Cityowned parking

    garage is under development directly north of the proposed

    staon. The Oceanfront Staon would be a center plaorm

    in a new median on 19th

    Street. The staon would be

    designed to accommodate high passenger loads that would

    be expected at this staon during the summer and for

    special events. The staon and the surrounding amenies

    would be coordinated with the design of the Citys

    proposed 19th

    Street corridor improvement plan. Transfers

    to HRT bus service would be provided at nearby bus stops

    located in coordinaon with proposed developments.

    Great Neck Staon

    The GreatNeckStaon(Figure2.114)would be located on

    an elevated structure across Virginia Beach Boulevard west

    of Great Neck Road. This staon would have a center

    plaorm, and pedestrian access would be from elevators

    and stairways on both sides of Virginia Beach Boulevard. A

    surface Park & Ride lot with approximately 250 spaceswould be provided south of the staon. A bus loading area

    for HRT bus service is proposed adjacent to the Park & Ride.

    The total area of development for this staon would be

    approximately 6.1 acres.

    Hilltop West Staon

    The HilltopWestStaon(Figure2.115)would be located

    atgrade in the median of Laskin Road between Republic

    Road and the Hilltop Plaza Shopping Center entrance. It is

    proposed as a center plaorm staon with access from the

    intersecon at the Hilltop Plaza Shopping Center entrance.

    This intersecon would include pedestrian signal phases

    and crosswalks to access the staon from the north and

    south sides of Laskin Road. This staon is proposed as a

    pedestrian/cyclist walk/rideup staon with no designated

    Park & Ride lot. HRT bus service would be provided to the

    staon along Laskin Road.

    Hilltop East Staon

    The HilltopEastStaon(Figure2.116)would be a center

    plaorm located atgrade in the median of Laskin Road near

    the Hilltop East Shopping Center. A surface Park & Ride lot

    for this staon with approximately 250 spaces is proposed

    on the south side of Laskin Road east of Winwood Drive.

    The developed area of this site is approximately 3.0 acres.The proposed Park & Ride site is approximately 650 feet

    east of the staon plaorm, and a new paved sidewalk

    would be provided to connect the two locaons. Pedestrian

    signal phases and crosswalks would be provided to access

    the staon from the north and south sides of Laskin Road.

    HRT bus service would be provided to the staon with bus

    stops along Laskin Road.

    The BirdneckStaon(Figure2.117) would be located on

    Birdneck Road immediately south of Laskin Road. It is

    proposed as an atgrade center plaorm staon. Pedestrian

    signal phases and crosswalks would be provided at the

    Birdneck Road/Laskin Road intersecon to access the

    staon. A surface Park & Ride lot with approximately 150

    spaces would be provided at the southeast corner of Laskin

    Road and Birdneck Road. The developed area for the Park &

    Ride site would be approximately 3.0 acres. HRT bus servicewould be provided with bus stops on Laskin Road near the

    staon.

    Roadway access would be available from Poers Road; the

    access road into the site would need to cross Navyowned

    or VDOTowned property. The surrounding land is vacant

    (see Figure2.123).

    CapitalCosts

    Design and construcon of the LRT build alternaves

    (escalated to the year 2018, as the assumed midpoint of

    construcon) would have capital costs as shown in the LRT

    Alternave Summary Table2.13B. Addional detail on the

    cost esmates is aached in AppendixH.

    Ridership projecons for the LRT alternaves are presented

    BusFeederSystem

    HRT currently operates local and express fixed route bus

    service along designated routes through the VBTES Corridor.

    As part of the build alternaves, this HRT bus system would

    Operang and maintenance costs have been forecasted f or

    each of the LRT alternaves using FTAapproved

    methodologies. Operaon and maintenance costs of the

    LRT build alternaves are shown in Table2.13B.

    RidershipForecasts

    Ridership forecasts for the Virginia Beach Transit Extension

    Study were developed using the current HRTcustomized

    version of the Hampton Roads Regional Travel Demand

    Model. The model was originally developed by the Virginia

    Department of Transportaon (VDOT) for the Hampton

    Roads Transportaon Planning Organizaon (HRTPO).

    include increases in bus frequencies, stops at

    staons, and in some cases, modificaon of b

    alignments to enhance local connecvity. All o

    the VBTES Corridor would have expanded houto match the build alternaves operaons pla
