ADOPTION OF THE AGENDA(76 EX/l Rev. and Add. )

The Executive Board approved the agenda contained in document 76 EX/l Rev. and Add.;

It decided to refer the following items of the agenda to the Commissions:

(1) to the Programme and External Relations Commission, items 4.2.2, 4.2.3,4.2.4, 4.3.2, 4.3.3, 4.4.3, 4.5.1, 4.5.2, 5.1, 5.3, 5.4 and 5.6.

(2) to the Finance and Administrative Commission, items 6.1, 6.2, 6.3 and 6.4.

APPROVAL OF THE SUMMARY RECORDSOF THE 74th AND 75th SESSIONS(74 EX/SR.l-6 and 75 EX/SR.l-4)

The Executive Board approved the summary records of its 74th and 75th sessions.

METHODS OF WORK OF THE ORGANIZATION

Special Committee to Study the Methods of Work of the Organization(Ad Hoc Committee). First report (76 EX/2 and Add.)

The Executive Board,

1. Having considered the first report of the Special Committee to Study the Methodsof Work of the Organization (Ad Hoc Committee) (76 EX/2 and Add.),

Takes note of the report of the Committee;

Requests the Director-General to circulate the report to Member States, togetherwith the summary records of the meetings of the Executive Board at which it wasdiscussed, and to invite them to reply before the end of September 1967 to the ac-companying questionnaire, and to forward, additionally, any explanations of theirviews or any comments they wish to make on the points raised in the report;

4 . Invites the Special Committee to consider also the following items:

(a) Composition of the Executive Board (14 C/Resolutions 7, paragraph 25);

(b) Further study of the functions and responsibilities of the organs of Unesco(14 C/Resolutions 15.1 (i));

(c) The main characteristics and structure of the Director-General’s Reports onthe activities of the Organization, their relation to the draft programme andbudget and the procedure for their consideration by the Board(72 EX/Decisions 3.1.2 (II));

5. Further, invites the Special Committee to present to the Board, at its 77th session,either a preliminary or a final report on the study of the question of the Board’scomposition;

6. Invites the Members of the Board to submit to the Special Committee, in writing,any special question coming within the terms of reference described above, with aview to its examination by the Committee.

3.2 Application to Unesco of Recommendations of the UnitedNations Ad Hoc Committee of Experts to Examine theFinances of the United Nations and the Specialized Agencies(76 EX/3 and Add.)

Considering resolution 19 adopted by the General Conference at its fourteenthsession concerning the implementation of the recommendations of the SecondReport of the Ad Hoc Committee of Experts to examine the finances of the UnitedNations and Specialized Agencies, which, inter alia,

“2. Requests the Executive Board, on the basis of the Report by the Director-General, to give the recommendations in the Second Report of the Ad HocCommittee of Experts detailed consideration with a view to their implemen-tation at the earliest possible date and in particular to take into account theserecommendations when the Draft Programme and Budget for 1969-1970 isbeing considered”,

Having examined the Director-General’s Interim Report on this subject as con-tained in document 76 EX/3,

Noting with satisfaction that a number of measures recommended by the Ad HocCommittee have been in practice for some time in Unesco,

Welcomes action by the Director-General in relation to the studies and actionsoutlined in Annex II to document 76 EX/3 and invites the Director-General to takesteps further to implement the recommendations which are elaborated in Annexes Iand II;

Invites the Director-General to continue co-operating in inter-agency consultationsconcerning in particular the proposed establishment of external audit and of an in-spection unit for the organizations of the United Nations system; and

Invites the Director-General to submit a further Report on these matters to theExecutive Board at its 77th session.

4.1 Reports by the Director-General on the activities of the Organization

4.1.2 Oral Report for the period from 1 January 1967to the opening of the 76th session

The Executive Board,

1. Having examined the Report of the Director-General on the activities of the Or-ganization in 1966 and having heard his Oral Report on the period from 1 January1967 to the opening of the 76th session (76 EX/INF/4),

2. Notes with satisfaction the way in which these Reports have been prepared andpresented;

3. Expresses satisfaction in general that these Reports gave rise to a broad discus-sion, from which certain ideas furnishing guidance on the lines to be followed infuture programmes have emerged as early as the first half of 1967;

4. Expresses satisfaction in particular at the convergence of views which becameapparent concerning:

(a) the measures taken by the Director-General, in pursuance of14 C/Resolution 2.342 of the General Conference, to solve the inter-agencyco-ordination problems arising in connexion with agricultural education;

(b) the Director-General’s intention to present to the Executive Board, at its77th session, among his proposals relating to important innovations likelyto be introduced in future programmes, a preliminary scheme of studies andactivities which might be undertaken in coming biennia to promote the train-ing of leaders and specialists, both national and international, for develop-ment purposes;

(c) the need for giving, where appropriate, an ever-more practical characterto the ideas formulated in general resolutions and the measures followingfrom those resolutions.

4.2 Education

4.2.1 This item has been withdrawn from the agenda of the 76th session. It will be in-cluded in that of the 77th session.

2. Approves the Statutes of the Advisory Committee on Unesco’s Educational Pro-gramme in Asia, reproduced in the Annex to this resolution.

ANNEX

STATUTES OF THE ADVISORY COMMITTEE ONUNESCO’S EDUCATIONAL PROGRAMME IN ASIA

Article I

An “Advisory Committee on Unesco’s Educational Programme in Asia”, hereinafterreferred to as “the Committee”, is hereby established.

Article II

The function of the Committee shall be to advise the Director-General on the develop-ment, co-ordination and execution of Unesco’s regional educational programmes inAsia.

Article III

1. The Committee shall be composed of nine members serving in an individualcapacity. They shall be appointed by the Director-General from among leading Asianeducators from Member States served by the Bangkok Regional Office for Education.

2. The terms of office of members shall be six years. Nevertheless, at its firstsession, the Committee shall choose, by drawing of lots, three of its members whoshall retire after two years and a further three members who shall retire after fouryears. In the event of the resignation, incapacity or death of a member, the Director-General shall appoint a replacement for the remainder of the term.

Article IV

Article I

An “International Advisory Committee for Out-of-School Education” hereinafter re-ferred to as “the Committee”, is hereby established.

The function of the Committee will be to advise the Director-General in drawing upand implementing Unesco’s programme in the field of out-of-school education.

1. The Committee shall be composed of 24 members serving in a personal capacity.The members shall be appointed by the Director-General on the basis of their com-petence in the field of out-of-school education, and bearing in mind the need to ensurewide geographical distribution.

2. The Committee may divide into an appropriate number of sub-committees con-cerned broadly with the main aspects of the programme of out-of-school educationasestablished by the General Conference. The purpose of the Prize is to contribute to securing and maintaining the sympathyand support of public opinion for literacy programmes under way, by awarding thePrize in recognition of the services of an institution, association or individual dis-playing outstanding merit and achieving special success in contributing to the fightagainst illiteracy.

2. Selection of prize-winners

The selection of institutions, associations or individuals to whom prizes will beawarded will be made by a jury of three persons designated by the Director-Generalof Unesco. A staff member of Unesco will be appointed as Secretary of the jury.

3. Value and periodicity of the Prize

A Prize to the value of approximately US $2,000 will be awarded annually. If thePrize is not awarded one year, its amount will be carried forward for awarding anadditional prize in the successive year.

(iii) by promoting support from the public, or

(iv) by producing teaching materials or special media for literacy programmes,or

(v) by carrying out research in fields related to literacy (methods, languages,evaluation, social sciences, etc.), or

(vi) by carrying out special surveys of primary importance for literacy planning.

(b) In addition, the following criteria will be considered:

(i) the duration of the activity so as to permit an assessment of results and proofof success obtained;

(ii) the contribution to the basic objectives of the educational system of the country;(iii) the contribution to local and national development;

(iv) the value of the activities as an example to stimulate further similar action;

(v) the impact of the action carried out with a view to mobilizing new resourcesfor literacy programmes;

(vi) the contribution to the understanding and development of the national societyand culture;

6. Selection and presentation

Candidates for the Prize will be proposed to the Director-General of Unesco by gov-ernments of Member States, in consultation with their National Commissions, andby international non-governmental organizations specializing in education, which haveconsultative status with Unesco, each of which may nominate one candidate.

Arrangements for selection, as suit national conditions, may include:

(i)(ii)

the announcement of the Prize;

the establishment of a committee or committees for the selection of candi-dates on the national level;

(iii) the recommendation to the Director-General of Unesco on the candidates forthe award.

7. Submission of proposals

Governments and international non-governmental organizations should supply threecopies of each recommendation, which in a maximum of five standard pages, shouldinclude:

1. Purpose

The purpose of the Unesco Science Prize is to reward a person or group of personsfor an outstanding contribution, through the application of science and technology, tothe development of a developing Member State or region, especially in the fields ofscientific and technological research and education, or in the fields of engineeringand industrial development,

2. Selection of Prize winner

The recipient of the Unesco Science Prize will be selected by the Director-Generalof Unesco, upon recommendation of a panel.

3. Value and periodicity of the Prize

The Prize will take the form of an honorarium of $3,000, together with an appro-priate plaque. The Prize will be awarded every second year coinciding with the yearin which the General Conference of Unesco is held.

4 . Eligibility

The candidate may be a person or a group of persons working privately or as mem-bers of a staff of a private or governmental organization.

5. The Panel

All candidatures will be considered and recommended by a panel of five scientists andengineers appointed by the Director-General. The panel shall include both scientistsand engineers eminent in academic life and in practice, belonging to various sectorsof science and technology as well as different regions of the world.

6. Selection and presentation

Candidates for the Prize will be proposed to the Director-General of Unesco by gov-ernments of Member States, in consultation with their National Commissions and byappropriate non-governmental organizations , which have consultative status withUnesco, each of which may nominate one candidate.

Recalling the functions assigned to the Inter-Agency Consultative Board (IACB),by General Assembly resolution 2029 (XX) on consolidation of the Special Fundand the Expanded Programme of Technical Assistance in a United Nations De-velopment Programme,

Noting the results of the meetings held to date by the IACB ,

Expresses its satisfaction at the manner in which the IACB is participating in theprocess of decision and policy-making in a consultative capacity and is being con-sulted on all significant aspects of the United Nations Development Programme;

Endorses the Director-General’s opinion that the Governing Council of the UNDP,a programme set up for the purpose of pre-investment operations, should berequested to keep in mind the importance of projects aiming at assisting the de-veloping countries to create the intellectual and technical conditions for theirdevelopment in building the network of institutions, national or regional, whichis required to train teachers and skilled personnel and give them employmentpossibilities and research facilities;

Recalling that, at its 72nd session, it invited the Director-General to draw theattention of the UNDP authorities to the desirability of enlarging the criteriawhich then governed assistance in the field of secondary education,

Noting that this matter was discussed, at the Director-General’s request, by theIACB at its second session,

Noting further that the Administrator of UNDP has agreed to consider sympathe-tically increased assistance to teacher training and general improvement of thequality of secondary education,

Expresses the hope that the governments of Member States of Unesco, in formu-lating requests for assistance under the Special Fund component of UNDP, willassign the necessary priority to projects in the field of secondary education;

Recalling further that, at its 72nd session, it invited the Director-General todraw the attention of the UNDP authorities to the need to extend the sphere ofactivity of the Special Fund sector so as to include teaching and research in thebasic sciences,

Taking note of the paper entitled “International Assistance in Basic ScienceTeaching and Research at University Level” presented by the Director-Generaland examined by the IACB at its third session,

Notes with appreciation that the Administrator of UNDP endorses the recom-mendations contained therein and intends to submit the paper to the UNDP Gov-erning Council at its fourth session,

Notes further the favourable reaction of other organizations of the United Nationssystem, and in particular that of the International Bank for Reconstruction andDevelopment,

Invites the Director-General to consult with the governments of Member Statesconcerned, with a view to preparing, for early submission to UNDP, a projectin this new field which may serve as a pilot experiment, of which other MemberStates could avail themselves;

AGREEMENT BETWEEN THE UNITED NATIONS EDUCATIONAL, SCIENTIFICAND CULTURAL ORGANIZATION AND THE LATIN AMERICAN PHYSICS CENTRE

Whereas the United Nations Educational, Scientific and Cultural Organization, here-inafter called “Unesco”, is the Specialized Agency of the United Nations responsiblefor promoting co-operation between nations in all branches of intellectual activity,including international scientific relations,

Whereas the Latin American Physics Centre, hereinafter called “the Centre”, is res-ponsible for promoting research and the training of research workers and universityteachers and for encouraging regional co-operation in the various branches of phy-sics, and in performing these functions, the Centre acts at all times in conformitywith the objectives of international peace and the common welfare of mankind forwhich the United Nations Organization was established and which its Charter pro-claims,

Whereas Article IX of the Agreement establishing the Centre provides that the Centreshall conclude an agreement with Unesco with a view to establishing ways and meansof close and effective collaboration between Unesco and the Latin American PhysicsCentre, more especially with regard to the assistance to be provided for research,the exchange of scientific personnel and information and the granting of reciprocalfacilities,

Whereas, under the terms of Article XI of its Constitution, Unesco may co-operatewith other intergovernmental organizations and agencies whose interests are relatedto its purposes,

Unesco and the Centre have agreed as follows:

Article I

1. The representation of Unesco at the Centre shall be governed by the provisionsof the agreement for the establishment of the Centre.

2. The Centre shall be invited to be represented at meetings of the General Confer-ence of Unesco , its Executive Board, and their organs, when questions of commoninterest are to be discussed, and to take part in the discussions, without the right tovote.

Article II

1. Unesco and the Centre shall consult regularly on all matters of commoninterest.

2. Each organization agrees to afford the other, at the latter’s request, its help andadvice in the field in which it is competent, with particular reference to the jointorganization of projects in the sphere of scientific education and research and assist-ance in activities undertaken by Unesco or the Centre which may be of interest to theother party.

Article III

The Director-General of Unesco and the Director of the Centre may make any arrange-ments necessary for the implementation of this agreement.

Considering the statements made in the name of his government by the permanentdelegate of France,

Approves the Director-General’s interpretation of the Headquarters Agreementin document 76 EX/27 and the provisional measures taken by him on receipt ofthe communication from the French Government, dated 15 March 1967;

Notes the statements to the effect that the French Government does not seek to goback on the exoneration from turnover taxes which the Organization has hithertoobtained on all purchases, payments for services rendered or operations effectedofficially, and in particular operations involved in the construction and alterationof the Headquarters premises;

Considers that the procedures by which the Organization is to secure exemptionsshould be determined by agreement, in accordance with Article 16 of the Head-quarters Agreement, with the proviso that the exemption system to be decidedupon shall involve no substantial budgetary repercussions for the Organizationand no major accounting inconvenience;

Authorizes the Director-General to negotiate new arrangements with the FrenchGovernment for the implementation of Article 16 of the Headquarters Agreement,and to conclude these negotiations by a new exchange of letters to replace thesystem hitherto in force;

Considers that, in view of the statements of the representative of the FrenchGovernment referred to in paragraph 4 of this resolution, the estimates for thenew building approved by the Executive Board at its 71st session remain valid;
