The Executive Board accepted the resignation of The Honorable Katie S. Louchheim(United States of America) and, in conformity with Article V. 4 of the Constitution,appointed Miss Louise Gore to replace her until the end of her term.

In conformity with Article V. 4 of the Constitution, the Executive Board appointedMr. Basil Mweene Monze to fill the vacancy which has occurred as a result of thedeath of Mr. Pitty Paul Banda (Zambia), for the remainder of the latter’s term.

METHODS OF WORK OF THE ORGANIZATION

Report of the Executive Board’s Special Committee (83 EX/2 and Annex Corr. )

The Executive Board,

1. Having examined the report of the Special Committee on the method ofelection and duration of term of office of members of the Executive Board(83 EX/2, Part I),

Method of election

2. Recommends that the General Conference adopt the following resolutionat its sixteenth session:

“The General Conference,

1. Recalling the terms of resolution 11. 2 adopted at its fifteenthsession,

2. Having considered the report submitted to it by the ExecutiveBoard in pursuance of that resolution,

3. Decides to continue for the sixteenth and seventeenth sessions, ona provisional and experimental basis, the system of electoralgroups adopted for the fifteenth session (15 C/Resolution 11. 1,paragraph 1 (c) );

4. Decides to adopt, for the election of members of the ExecutiveBoard at the sixteenth and seventeenth sessions of the GeneralConference, the procedure followed at the fifteenth session, andconsequently decides, in accordance with Rule 108 of the Rulesof Procedure of the General Conference, to suspend, for the pur-poses of those elections, those provisions of Rules 30, 89 and 95of the Rules of Procedure and of Rules, 2, 3, 7, 11, 12, 13, 15,16 and 17 of the Rules for the Conduct of Elections by SecretBallot which are incompatible with the special provisions adoptedfor the fifteenth session, as well as those of any other rule ofthese two sets of Rules which may be incompatible with thosespecial provisions”.

Duration of term of office

3. Recommends that the General Conference continue the existing system asestablished when it amended the Constitution at its fifteenth session;

1. Having studied the report of its Special Committee concerning the methodsof work of the Finance and Administrative Commission of the Board(83 EX/2, Part II),

2. Considering that this Commission has a very important task to performregarding the technical examination of the draft programme and budgetcontained in document C / 5,

3. Recognizing that the Finance and Administrative Commission has beenworking under difficult conditions since it had to meet simultaneouslywith the Programme and External Relations Commission, and that atten-dance at the Finance and Administrative Commission will improve if thetwo Commissions do not, in appropriate cases, meet at the same time,

4. Decides:

( a) To include in Article 16 of its Rules of Procedure a new para-graph (4) as follows: “The Finance and Administrative Commissionis requested by the Executive Board to submit the draft programmeand budget to a technical examination, which shall include a de-tailed study of the advisability of some of the administrativemeasures proposed and of their financial implications, and tomake a detailed report thereon to the Board”;

(b) to make henceforth, for the Spring session of the second year ofthe biennium, the necessary arrangements for the Finance andAdministrative Commission not to meet concurrently with theProgramme and External Relations Commission during one weekin order to enable it to carry out under more satisfactory condi-tions its technical examination of the budget proposals containedin the C/5 document as well as the study of other important itemsof its Agenda.

1. Having examined the reports of the United Nations Joint Inspection Unit:

(a) On the organization and proceedings of the General Conference(83 EX/3);

(b) on some aspects of Technical Assistance activities of the UnitedNations (83 EX/26) ;

(c) on the activities of the Joint Inspection Unit (January 1968-June1969) (83 EX/27 and Corr. );

2. Notes the report on the activities of the Joint Inspection Unit (83 EX/27and Corr. ) ;

3. Notes also the report on some aspects of the Technical Assistance activi-ties of the United Nations (83 EX/26) and the preliminary observations onthis subject submitted by the Director-General (83 EX/26 Add. );

4. Recalls that most of the recommendations set out in document 83 EX/26are already being applied by Unesco, in accordance with previous direc-tives of the Executive Board to the Director-General;

5. After making a preliminary examination of the report on the organizationand proceedings of the General Conference (83 EX/3),

6. Takes note of the Director-General’s intention to implement the recom-mendations contained in that report where he is competent to do so andinso far as they are consistent with the decisions and directives of the Gen-eral Conference and of the Executive Board and within the approved budgetprovisions, and without prejudice to any decisions the Board might subse-quently take on the recommendation of the Special Committee;

7. Requests its Special Committee to continue its examination of the reportwhen considering the organization of the work of the sixteenth session ofthe General Conference on which it is to report to the 84th session of theExecutive Board, bearing in mind the observations made during the dis-cussion in the Board,

The Executive Board,

1. Considering resolution 9. 11 adopted by the General Conference at its fif-teenth session, and the Report by the Director-General on the implemen-tation of that resolution (83 EX/4) in the context of the specific aimsassigned to Unesco in the matter under the terms of the Preamble andArticle I of the Constitution,

2. Having regard to the discussions of the Board on this question, the sug-gestions made by its members and reproduced in the Commission’s re-port, (l) and the statement by the representative of the Director-General,

3. Expresses its satisfaction at the course taken by the Director-Generalincarrying out the above-mentioned resolution, particularly in regard to:

(a) The setting up, within the Secretariat, of a working group to co-ordinate and stimulate, within its terms of reference, the activi-ties on behalf of peace set out in the various chapters of the pro-gramme for 1969-1970;

(b) the publication of a supplement to the programme and budget forthe current period in which these activities are set out systema-tically in accordance with the principles and outline of the propo-sals submitted by the Director-General to the General Conferencein document 15 C/50, which provided the basis for resolution 9.11of the General Conference;

(c) the invitation extended to the international non-governmental or-ganizations in consultative relations with Unesco;

4. Considers that the outline plan for the years 1971-1976 which the Director-General is to submit to the General Conference at its sixteenth sessionshould include, as part and parcel of the group of long-term activities onthe planes of intellectual co-operation, aid to development and ethicalaction, those activities relating more particularly to the problem of peace;and recommends that in selecting these activities, the Director-Generalshould take account of the observations of members of the Board regard-ing documents 83 EX/4 and 15 C/50 and of the intellectual and administra-tive possibilities of the Secretariat;

5. Considers it necessary to urge that provision be made, both in the sphereof education at all its levels and in those of science, culture and communi-cation, to educate man for peace; with regard to questions concerning theinternational community, instruction should be given on the structures ofthe international organizations and the machinery for the prevention orsettlement of disputes, and men’s minds should be imbued with the moti-vations deriving from awareness of the conditions and procedures wherebythose organizations, and more particularly Unesco, carry out their activi-ties in a practical, positive and effective way with regard to intellectualco-operation, aid to development and ethical thought;

6. Suggests that the Director-General undertake or encourage peace studies,within the bounds of the Organization’s competence, with particular ref-erence to the various economic, social, political and psychological causesof aggression and the determining factors in living peacefully together.An analysis should also be made of the consequences arising from thepresent-day forms of colonialism and racialism, and from the inequali-ties in the domain of development, and of the effects of population problems;

Supports the action proposed by the Director-General in regard to betteruse of information media for the promotion of peace, for which purposeit considers it desirable to encourage as far as possible the free flow ofinformation, and stresses the need to counter the steadily increasing cultof violence; the leading members of the professions concerned With com-munication should be associated with such investigations with a view toencouraging and assisting the preparation, adaptation and publicizing of“codes of ethics” to govern the use of communication media - one suchscheme having already been discussed at Strasbourg with Unesco’s CO-operation - which are at present being considered with a view to adoptionby the competent bodies;

8. ___Invites the Director-General to consider, at the appropriate time, thepossibility of starting or continuing talks and negotiations (some of whichhave already borne fruit) with the leaders and most authoritative repre-sentatives of religious, social, political and economic circles, and withinternational associations of women and youth movements which have shownthemselves, and continue to show themselves, constantly concerned withpeace, in the sense both of ensuring its maintenance and of warding offthe dangers threatening it, acting in accordance with the terms of the GeneralConference’s resolution and, where appropriate, appealing to the readi-ness to co-operate of the Member States directly concerned.

4. 2.1 International Education Year (83 EX/6 and 83 EX/35)

The Executive Board,

1. Having studied the second progress report of the Director-General onpreparations for the International Education Year (IEY) (83 EX/6),

2. Having examined the resolution on the IEY adopted by the Economic andSocial Council of the United Nations at its 47th session,

3. Expresses to the Director-General its satisfaction on the successful man-ner in which he is promoting and co-ordinating preparations for the IEYand requests him to continue this action, taking into account the commentsof the Executive Board;

4 Notes with satisfaction the measures taken by the organizations of theUnited Nations system with a view to contributing, as far as their resourcespermit, to the achievement of the objectives of the IEY;

5. Stresses the importance of the contribution which the non-governmentalorganizations can make to the success of the Year;

6. Stresses the importance which individual representative action, either bymembers of the Board or senior Secretariat officials, might have forgovernments of Member States, with a view both to emphasizing the natureand importance of the activities of Member States within the frameworkof the IEY and co-ordinating at an international level their contribution tothe objectives of the Year;

7. Urges Member States to establish and announce their national programmesfor the IEY as soon as possible, because only when these are implemented,can the IEY assume its full significance;

8. Welcomes the practical and positive response of a number of MemberStates to the Director-General’s invitation to communicate their nationalprogrammes for the IEY;

9. Invites Member States which have not done so to submit to the Director-General, not later than the end of the year 1969, their national plans forspecial activities during the International Education Year, indicating towhich of the twelve priority themes enumerated in resolution 1. 112 of thefifteenth session of the General Conference, they propose to accord high-est priority during the IEY;

10. Further invites Member States to include in their communications theirplans for special efforts on the occasion of the IEY, through bilateral and/or multilateral programmes, in assisting developing countries in the fieldof education.

The Executive Board,

1. Having examined document 83 EX/7, which contains the report by theDirector-General on the implementation of General Conference resolu-tion 15 C/Resolution 1. 113 concerning the possible establishment of aneducation fund,

2. Expresses its satisfaction at the clarity with which the problem in ques-tion is dealt with in the said report;

3. Invites the Director-General to take into account the suggestions containedin the report of the Programme and External Relations Commission(83 EX/35) during the present session;

4. Authorizes the Director-General to continue, with the help of consultantsif he deems it necessary or in any other manner that he may choose, thestudies designed to ascertain, on the basis of the criteria set out in para-graphs 29 and 30 of document 83 EX/7, the contribution which he mightexpect from certain Member States and to enter into such consultationsas he considers desirable with a view to securing, for the same purpose,donations from industrial and commercial enterprises, private foundationsor international organizations;

5. Requests the Director-General to report the results of his studies to theExecutive Board not later than its 85th session, in order that the estab-lishment of the education fund may, if possible, be one of the actions ac-complished during the International Education Year.

Urgently calls upon the Government of Israel to remove immediately anyobstacles to the import and use of the textbooks approved by the Director-General in the UNRWA/Unesco schools in the occupied territories so thatthe textbooks would be in practical use in the said schools as early as pos-sible in the present scholastic year;

8 Asks the Director-General in the event of the Government of Israel failingto comply with paragraph 7 of this resolution to report urgently to theBoard, so that the Board may reconsider the whole situation;

9 Asks the Director-General to report to the Executive Board at its nextsession on the application of this resolution.

1. Having examined document 83 EX/lO: Report by the Director-General onthe evaluation of the aid furnished by Unesco to the Latin American Edu-cational Film Institute (ILCE) and the report of the Special EvaluationCommission annexed thereto,

1. Having examined the Director-General’s proposal to draw up standardrules to govern the award of prizes, existing and future, for meritoriouswork in literacy (83 EX/ll),

2. Cognizant of the offer by the Government of the USSR of an annual prizeworth 5, 000 roubles, to be known as the Nadezhda K. Krupskaya Prize,for meritorious work in literacy,

Extends its sincere gratitude to the Government of the USSR for this ges-ture, which will help to stimulate the fight against illiteracy;

ANNEX

GENERAL RULES GOVERNING THE AWARD OF PRIZESFOR MERITORIOUS WORK IN LITERACY

1. Purpose

The purpose of these prizes is to reward the services of institutions, or-ganizations or individuals displaying outstanding merit and achieving special suc-cess in contributing to the fight against illiteracy. The award of these prizes alsohas the object of securing and maintaining the sympathy and support of public opinionfor literacy programmes in progress.

2. Official name of each prize

Each prize will be given an official name, to be settled by mutual agree-ment between the donor and the Directory-General.

3. Prizes and honourable mentions

Such prizes, the amounts of which will be fixed by the donors, may beawarded each year. The amount of a prize not awarded in a particular year maybe attributed the following year as an additional prize. A few candidates may alsobe awarded honourable mentions in accordance with the criteria set out in paragraph 6.

4. Selection of prize-winners

The selection of institutions, organizations and individuals to whom prizeswill be awarded shall be made by a jury of at least five persons of different nation-alities, appointed by the Director-General for a minimum period of two years. Thejury may adopt its own Rules of Procedure. A staff member of Unesco may be ap-pointed by the Director-General to serve as secretary of the jury.

Eligibility

The prizes are open to institutions, organizations or individuals display-ing outstanding merit and achieving special success in contributing to literacy.

6. Criteria for award of prizes

The prizes, which will be indivisible, will be awarded in conformity withthe following criteria:

(a) Institutions, organizations or individuals must have carried out literacyactivities:

(i) By direct teaching, or

(ii) by organizing literacy programmes at the national or locallevel,or

(iii)

(iv)

by promoting support from the public, or

by producing teaching materials or special media for literacyprogrammes, or

(v)

(vi)

by carrying out research in fields related to literacy (methods,languages, evaluation, social sciences, etc. ), or

by carrying out special surveys of primary importance for literacyplanning, or

(vii) by offering youth the possibility of taking part in literacyactivities;

(b) in addition, the following criteria will be considered:

(i) The duration of the activity, which must be sufficient to permitan assessment of results and proof of success obtained;

(ii) the contribution to the basic objectives of the educational systemof the country;

(iii) the contribution to local and national development;

(iv) the value of the activities as an example to stimulate furthersimilar action;

(v) the impact of the action carried out with a view to mobilizingnew resources for literacy programmes;

(vi) the contribution to the understanding and development of the na-tional society and culture;

(vii) the contribution to the appreciation of other cultures and to inter-national understanding.

7. Selection and submission of candidatures

Candidates for the prizes will be proposed to the Director-General ofUnesco by governments of Member States, in consultation with their National Com-missions and by international non-governmental organizations specializing in edu-cation, which have consultative status with Unesco, and each of which may nomin-ate one candidate.

Arrangements for selection, suited to national conditions, may include:

(i) The announcement of the prizes;

(ii) the establishment of a committee or committees for the selectionof candidates at the national level;

(iii) the submission of candidatures to the Director-General of Unesco.

8. Submission of candidatures

Governments and international non-governmental organizations shallsupply, in support of each candidature, a recommendation covering not more thanfive standard pages and including:

(i) A description of the activities carried out;

(ii)

(iii)

an account of the results achieved;

an evaluation on the basis of the criteria mentioned above; and

(iv) the appraisal of the committee responsible for the final selectionat the national level.

9. The last date for submission of candidatures to the Director-Generalshall be 31 May of each year.

10. The winners of the prizes and honourable mentions willusually be announcedevery year on International Literacy Day (8 September).

ANNEX

STATUTES OF THE INTERNATIONAL ADVISORY COMMITTEEFOR OUT-OF-SCHOOL EDUCATION

Article I

An “International Advisory Committee for Out-of-School Education”hereinafter referred to as the Committee, is hereby established.

Article II

The function of the Committee will be to advise the Director-General indrawing up and implementing Unesco’s programme in the field of out-of-schooleducation, in the related fields of adult education and adult literacy.

Article III

1. The Committee shall be composed of 16 members serving in a personalcapacity. The members shall be appointed by the Director-General on the basis oftheir competence in the field of out-of-school education and bearing in mind theneed to ensure wide geographical distribution.

2. The Committee may divide into an appropriate number of sub-committeesconcerned broadly with the main aspects of the programme of out-of-school educa-tion as established by the General Conference. The Director-General will havethese considerations in mind when appointing members of the Advisory Committee.

3. The term of office of members of the Committee shall be four years.Terms of office may be renewable.

4. In the event of the resignation, incapacity or death of a member of theCommittee, the Director-General shall appoint a replacement for the remainderof the term.

Article IV

1. The Director-General shall designate members of the Secretariat ofUnesco to represent him on the Committee without the right to vote.

2. The Secretariat of the Committee shall be provided by the Secretariat ofUnesco.

Article V

1. The Committee and any sub-committee it may set up shall meet at leastonce every two years.

2. At each of its sessions, the Committee shall elect a chairman, one vice-chairman (or possibly more according to the number of sub-committees that maybe set up) and a rapporteur-general, who shall remain in office until the follow-ing session of the Committee.

3. The chairman of the Committee, the vice-chairman or vice-chairmen ofthe Committee and the rapporteur-general shall constitute the Bureau of theCommittee.

4. Each vice-chairman of the Committee shall be chairman of any sub-committee that may be set up. Sub-committees may, as necessary, elect a vice-chairman and a rapporteur.

5. All sessions of the Committee and of any sub-committee that may be setup shall be convened by the Director-General. The Director-General may alsoconvene the Bureau.

Article VI

The travel and subsistence expenses of the members and of the expertsreferred to in Article IX shall be borne by Unesco, in accordance with the pro-visions of the “Travel Rules”.

Article VII

1. Member States and Associate Members of Unesco may send observers tomeetings of the Committee.

2. The United Nations and other organizations of the United Nations systemwith which Unesco has concluded mutual representation agreements may send re-presentatives to meetings of the Committee.

Article VIII

The Director-General may extend invitations to send observers to meet-ings of the Committee, etc

1. Organizations of the United Nations system with which Unesco has notconcluded mutual representation agreements;

2. intergovernmental organizations; and

3. international non-governmental organizations, in accordance with theDirectivies concerning Unesco’s relations with international non-governmentalorganizations.

Article IX

The Director-General may invite one or more experts when their adviceis considered essential with respect to particular subjects, to attend meetings ofthe Committee, in a temporary capacity. Such experts shall receive the sameallowance as the members of the Committee, but will have no voting rights.

Article X

1. The Committee shall adopt its Rules of Procedure, which shall be sub-mitted to the Director-General for approval.

2. The Agenda of the sessions of the Committee will be drawn up by theDirector-General.

3. After each session, the Committee or sub-committees shall present areport of their work and recommendations to the Director-General. The Director-General shall inform the Executive Board of the results of the Committee’sproceedings.

Article XI

These Statutes may be amended by the Executive Board on its own initia-tive or following proposals of the Director-General.

Article XII

Transitional provisions

1. Notwithstanding the provisions of Article III, paragraph 3, of the presentStatutes, the term of office of the 24 members appointed by the Director-Generalbefore the first session of the Committee will end on 31 October 1969.

2. After this date, the Director-General will proceed, in accordance withthe provisions of Article III of the present Statutes, to appoint 16 members of theCommittee; the term of office of eight of these members will end two years aftertheir appointment.

Expresses its deep concern at the violations by Israel of The Hague Con-vention, of resolutions 3. 342 and 3. 343 of the fifteenth session of theGeneral Conference and of decision 82 EX/Decisions 4. 4. 2 of the Execu-tive Board and at the disregard of the Recommendation on ArchaeologicalEx vacations which emerge from the reports of the Commissioners-General;

6. Invites Israel:

(a) To preserve scrupulously all the sites, buildings and othercultural properties, especially in the old city of Jerusalem;

(b) to desist from any archaeological excavations, the transfer ofsuch properties and any change of their features or their cul-tural and historical character; and

(c) to adhere scrupulously to the provisions of the above-mentionedConvention, Recommendation, resolutions and decision;

7. Invites the Director-General, in agreement with the legally sovereignState concerned and in conformity with the United Nations resolutionsmentioned in paragraph 3 of this resolution:

(a) To assist the parties concerned, both public and private, bytechnical advice relating either to questions of general importor to particular, specific problems and to supplement such ad-vice by technical assistance designed to facilitate its application;

(b) to seek the means of ensuring the rigorous and effective appli-cation of the said Convention, Recommendation, resolutions anddecision;

(c) to provide world public opinion with objective information onthese matters with a view to enlightening its judgement and alsoto promote, in connexion with the preservation of Jerusalem, avast movement of understanding and mutual respect between thecultures whose historical roots are there;

8. Requests the Director-General to consult the Governments Parties to TheHague Convention on the advisability of calling, as soon as possible, ameeting of the High Contracting Parties with a view to studying meanswhereby the scope of the said Convention can be made clear and its effi-cacy enhanced and to report to the Board at its next session on the appli-cation of this decision.

1. Purpose

The “Unesco Prize” for architecture is to be awarded to an architect, whois the author of a work inspired specifically by the aims of the Organization.

2. Periodicity

Unless otherwise decided by the General Conference, the Prize shall beawarded every three years on the occasion of the triennial congresses of the Inter-national Union of Architects (IUA) .

3. Choice of winner

The winner of the “Unesco Prize” for architecture shall be selected by theDirector-General, on the recommendation of the Jury, from the winners of theinternational contest between architectural students organized by the InternationalUnion of Architects, in accordance with the Rules laid down by the Union in thismatter.

4 Jury

The Jury for the “Unesco Prize” shall be the same as that for the contest.

5. Value of the Prize

The Prize shall be worth US $3, 000 subject to any alteration in this amountdecided by the General Conference.

6. Method of awarding the Prize

The Prize shall be awarded to the winner at the IUA Congress, or at UnescoHeadquarters, or in the home country of the winner by a representative of theDirector-General.

3. Expresses its satisfaction at the work accomplished by the Advisory Com-mittee for Venice at its first session; and invites it when continuing its im-portant work to use all available technical and other expertise;

4. Requests the Director-General to be prepared to co-operate with the ItalianGovernment in drawing up a general plan for the protection of Venice, whichcould be submitted to the Advisory Committee at its session in November1970;

5 Notes that it is the Director-General’s intention to set up an operationaloffice in Venice in 1970 which will work under the authority of the officeestablished in Rome in 1967 and maintain liaison with the programmingauthorities of the Italian Government;

4. Takes note of the Director-General’s intention to keep under review anysignificant changes in trends of prices and staff salaries and allowances,which may occur between now and finalization of his Draft Programme andBudget for 1971-1972, and prior to its consideration by the GeneralConference;

5. Recalling the decision taken by the Executive Board at its 77th session(77 EX/Decisions 5.1) that the inclusion in the 1969-1970 budget of aseparate appropriation line entitled “Appropriation Reserve” should bemade on an experimental basis,

16. Noting that the proposed appropriations for the projects described in PartII. A indicate an order of magnitude and do not necessarily represent a netincrease over the level of the current programme,

17. Taking note of the interpretation stricto sensu placed by the Director-General on the word “innovation” in document 83 EX/5, and of his state-ment that the changes and innovations contained in that document representonly part of the changes and modifications that will be submitted in the DraftProgramme and Budget for 1971-1972 (16 C/5),

18. Bearing in mind the resolution on the Future Programme (15 C/Resolution 10)adopted by the General Conference at its fifteenth session, which includessuggestions calling for an effort of imagination, acceleration and expansionin fact requiring initiative and change and drawing attention to the communi-cations addressed by Member States to the Director-General with a view tothe preparation of the Draft Programme and Budget for 1971-1972,

19. Invites the Director-General if, after considering the said communicationsfrom Member States, he deems it advisable, to prepare and present in docu-ment 16 C/5 the projects outlined in document 83 EX/5, in the light of therelevant observations and suggestions made by members of the Board duringthe debate, and of the following general conclusions;

Education

20. Recognizing the importance and present relevance of the idea of life-longintegrated education as a factor in the adaptation of education and the edu-cational system to the requirements of individuals and of changing societies,both in the developing and in the developed countries,

21. Invites the Director-General to present in document 16 C/5 a programme ofpractical activities, differentiated at national and at international level, anddirected to the following ends:

(a) Clarification of the idea of life-long integrated education and of theconditions for putting it into practice, more especially by makinguse, on a world-wide scale, of the research that has already beencarried out and by undertakingnew experiments in order to form asolid basis for Unesco’s future work in this respect;

(b) on this basis, promotion of the idea of such education as an integrat-ing factor in the Organization’s programme in education and in thefields of science, culture and communication;

Invites the Director-General to present in document 16 C/5 a project con-cerning the regeneration of secondary education, with the purpose of pro-posing various approaches and policies for the creation of more flexiblestructures, a reform of curricula and the content of education, the moder-nization of methods and the introduction of new techniques at national andregional level;

23. Emphasizes the importance of urgent measures to increase facilities forproviding an adequate supply of the trained middle-level manpower requiredfor national development;

Natural sciences and their application to development

24. Considering that science and technology constitute a major factor of devel-opment, and that it is desirable to intensify the part played by Unesco inresearch and science education and in the application of science in develop-ment, more especially by increasingly associating the international scien-tific community in Unesco’s work, and by assisting Member States in theplanning or strengthening of their science policy,

25. Invites the Director-General to include in the Draft Programme and Budgetfor 1971-1972 the four innovations for this sector set out in document83 EX/5, it being understood:

That the programme of the Science Policy Division will be extendedto the social and human sciences and that, so far as the studies men-tioned in paragraph 86 (c) are concerned, it will not deal with thesociological aspects of science in general but solely with problemsrelating to the status and career of scientific workers;

that, in view of the growth and rapid progress of scientific knowledge,the programme concerning science education as an aid to develop-ment implies, especially in the initial stage, close participation byscientists in educational renovation in this domain; that this factjustifies the continuation, for a certain period, of the policy of en-trusting responsibility for it to the Natural Sciences Sector, whileensuring that there will be close-co-operation between this Sectorand the Education Sector in implementing this programme;

that activities in the programme concerning science education atuniversity level should be integrated into those dealing with researchin the same disciplines, so that the vital r6le of research in highereducation may be given stronger emphasis;

that developments in the environmental sciences programme, whichis, at the moment, essentially world-wide in its scope, shouldgradually take on a regional character;

that the launching and execution of a long-term intergovernmentalprogramme on man and the biosphere should fit into the wider frame-work of a major international programme relating to Man and hisEnvironment, as outlined by the General Conference in its resolu-tions 15 C/Res. 10, Section III;

that the preparation and implementation of a long-term and expandedprogramme of oceanic exploration and research should be conceivedin the light of the resolutions adopted by the Intergovernmental OceanicCommission (IOC) at its sixth session ( Paris, September 1969)) and

that Unesco should increase its financial support to the IOC and en-large its Professional and other staff, including that for the IOC tomeet the requirements of this expanded programme;

(g) that activities for the promotion of science and technology as aids todevelopment in Asia, particularly the multidisciplinary researchcentres, will be conceived on an adequate scale and will constitutepilot projects providing experience which may be useful to otherregions;

Social sciences, human sciences and culture

26. Considering that the emphasis for 1971-1972 should be on the consolidation,strengthening and reorientation of the programme in the field of the socialsciences with particular reference to the application of those sciences todevelopment,

27. Invites the Director-General to propose in document 16 C/5 a strengthenedprogramme for the application of the social sciences including, on the onehand, a research programme of its own and, on the other hand, participa-tion in appropriate studies and activities in the fields of education, the na-tural sciences, culture and communication (83 EX/5 paragraphs 105(a) and(b)) . This strengthened programme would be implemented by an Office ofSocial Analysis created on the basis of the existing Division for the Appli-cation of the Social Sciences;

28. Stresses the importance of demographic studies in this connexion;

29. Considers it desirable to develop activities in the field of culture, especiallythose designed to stimulate artistic creation through any original and newforms of expression, in particular by encouraging the creation of works andby establishing audio-visual archives;

30. Stresses the general scope of the tasks of critical reflection entrusted to theDivision of Philosophy, and invites the Director-General to consider how,whether and if so, in what framework and at what level these tasks might beextended to pre-programming(l) activities;

31. Recognizes that, in order to arrive at valid conclusions regarding the struc-ture of the sector as a whole, it is advisable to continue during the 1971-1972financial period the experiment concerning it at present in progress;

Communication

32. Recalling that the activities of the sector are designed in large measure tobenefit the whole programme of the Organization,

33. Commends the proposed innovation, “Communication and Society”, andinvites the Director-General to include in 16 C/5 provisions for thelaunchingof a long-term co-ordinated international research programme, while en-trusting to the Sector of Social Sciences, Human Sciences and Culture thoseaspects of a sociological nature and those relating to artistic creation and thedissemination of the works of culture through the mass media, notably thecinema and television;

34. Commends the proposal to make preparations for assisting Member Statesin the formulation of their communication policies;

35. Considers that both the Department of Documentation, Libraries and Archivesand the Office of Statistics are called upon to play an increasingly importantrole, in providing the necessary basis for the planning and the execution ofthe Unesco programme and, particularly with the use of a computer, to bringthe Secretariat services concerned up to date;

3 Invites the Director-General to present in 16 C/5 a strengthened programmefor documentation, libraries and archives which should maintain a balanceamong the wide range of techniques designed to serve the varying needs ofMember States and continue to give priority to vital question of training;

37. Invites the Director-General to provide in 16 C/5 for an increase in the re-sources of the Office of Statistics which will take into account the growingstatistical requirements of Unesco’s programme, particularly in the plan-ning of education and science, as well as the need for adequate training ofeducational statisticians;

3 Invites the Director-General to include in 16 C/5 suggestions as to activi-ties that might be carried out by Member States and interested internationaland national organizations concerning the promotion of books, libraries andthe reading habit, and recommends that the General Conference be invited toconsider the desirability of proclaiming 1972 as an “International Book Year”;

International standards, relations and programmes

39. Noting that the proposed innovation concerning the establishment of a Copy-right Information Centre is designed to implement resolutions 5. 121 and5. 122 adopted by the General Conference at its fifteenth session,

4 Invites the Director-General to formulate this project, if appropriate, indocument 16 C/5 on the basis of the conclusions of the survey now in pro-gress and the recommendations of the International Copyright Joint StudyGroup, which met at Washington from 29 September to 3 October 1969;

Study on the regional integration of Latin America

41. Considers that the study on the regional integration of Latin America in thespheres of education, science, culture and information referred to inSection VII of the conclusions of the discussions on the Future Programmeappended to resolution 10 adopted by the General Conference at its fifteenthsession, constitutes an important innovation in the programme of Unesco;

42. Suggests that in carrying out the study and the above-mentioned consultations,the Director-General should take into account the following observations:

(a) Regional integration in the spheres of education, science, cultureand communication constitutes a process closely linked to the eco-nomic development of Latin America;

(b) regional integration does not necessarily presuppose the continuationor expansion of all the regional centres and institutes - a matterwhich will require to be carefully studied within the general frame-work of the evaluation of Unesco’s regional centres and institutes inLatin America that is planned for 1971-1972;

(c) consideration should be given to the most appropriate measures toenable the “centres of excellence” of the Latin American countriesto make an effective contribution to the development of the entire re-gion; this approach may lead to a major transformation of the sys-tem of regional centres and institutes;

(e) a high-level group of experts could be set up to carry out during thebiennium 1971-1972 a study of the possibilities which the movementfor Latin American integration is opening up for integration in thespheres of education, science, culture and communication. Such astudy should lead to specific proposals relating both to goals and ob-jectives and to the methods and instruments for action, and shouldprovide a basis for a large-scale regional integration plan to be sub-mitted to the Latin American Member States;

Requests the Director-General to include in the Draft Programme and Budgetfor 1971-1972 and in the six-year plan of the Organization’s activities a sys-tematic body of proposals designed to satisfy the wish expressed by the LatinAmerican Member States for the integration of such of the region’s activitiesas fall within the competence of Unesco;

Means and modalities of the execution of the Programme

Welcomes the Director-General’s efforts to rationalize, inter alia throughlong-term planning, the number, frequency and purpose of the conferencesand meetings falling under categories I and II;

Invites the Director-General to proceed with the policy of joint conferencesof ministers of education and ministers responsible for the application ofscience and technology to development in the developing regions, and to con-sider organizing regional conferences on culture and communication, moreparticularly in 1973, in Africa;

Expresses the hope that, to follow up international conferences in the waythat is necessary to enable Unesco’s work to become firmly implanted inthe life of their countries, the governments and National Commissions ofMember States and other relevant organizations will, in future, increas-ingly make it their practice to organize national conferences, in the fieldsof education, science, culture and communication, for which Unesco couldprovide some assistance;

Takes note with satisfaction of the Director-General’s analysis of measuresneeded to increase the quality and effectiveness of the Organization’s publi-cations and, in particular, the suggestions regarding a series of publica-tions on subjects of wide interest aimed at the broad, educated public;

Welcomes the Director-General’s proposals relating to the elaboration, forinclusion in the proposed Programme and Budget for 1971-1972 (and ensuingbiennia), of an integrated publications plan that will reflect, in a balancedmanner, the Organization’s various activities and objectives and be realisticin terms of the Secretariat’s administrative capacities and financialresources;

Invites the Director-General to include, in his next annual report on theactivities of the Organization, more detailed information on the volume of,and income from, the sale of Unesco publications;

Notes the Director-General’s intention to endeavour to stabilize the strengthof the staff at Headquarters and to reinforce the structure of the Secretariatin the field by means of the transfer or creation of posts;

The Executive Board,

1. Having reviewed the report of the Director-General on problems relating tothe co-ordination and planning of the Second Development Decade as seenfrom the point of view of Unesco (83 EX/16 and Corr. ),

2. Recalling resolution 5. 531 adopted by the General Conference at its fif-teenth session and noting the particular importance attached in discussionat the 83rd session of the Board to the concepts contained in the followingpassages from resolution 12 C/Resolution 8.1 (c), 15 C/Resolution 8.2.3and 15 C/Resolution 8. 2. 4, namely:

(a) “The concept of development should include economic and socialfactors as well as the moral and cultural values on which dependthe full development of the human personality and the dignity of manin society. ",

(b) “Not only is man at the origin of development, not only is he itsinstrument and beneficiary, but above all he must be regarded asits justification and its end. ",

(c) “The success of the Second Decade will depend on the quality of theaid provided for the developing countries and on increasing theamount of the resources whose insufficiency has been deplored. Anyprogress made towards consolidating peace will help to release re-sources which could be used to increase such aid. “,

3. Noting that the activities inspired by the International Education Year willbe one of the important preparations by Unesco and its Member States forparticipation in the Second United Nations Development Decade,

4. Notes with satisfaction and endorses the statements made by the Director-General to the Economic and Social Council at its forty-seventh session andby the Deputy Director-General to the Preparatory Committee for theSecond Development Decade at its third session, more particularly with re-gard to the twofold necessity of bearing in mind, in establishing the overallstrategy of development, the needs expressed in the various sectors of ac-tivity and submitted by the participating organizations and to consider thesatisfaction of these needs from the point of view of the harmonization of theobjectives of that strategy;

5. Requests the Director-General to draw the attention of the PreparatoryCommittee for the Second United Nations Development Decade to the objec-tives which, in the opinion of Unesco, should be assigned to the Decade inconformity with paragraph 2 above;

6. Invites the Director-General to take into account, in further preparing thedraft programme of the Organization’s contribution to the Second UnitedNations Development Decade, the elements provided in the decisions andrecommendations of the General Conference, particularly as contained inresolutions 15 C/Resolution 1. 241 and 15 C/Resolution 3. 251, the viewsexpressed at the Regional Conferences of Ministers concerning the futureprogrammes of Member States and of Unesco and the comments made onthis item of the Agenda at the 83rd session of the Board;
