The Executive Board approved the Agenda contained in document 78 EX/l Rev.,with the addition of item 1 .l below. It decided to refer the following items ofthe Agenda to the Commissions:

The Executive Board accepted the resignation of H .E . Dr. Hans Joachim vonMerkatz (Federal Republic of Germany) and, pursuant to Article V.4 of the Consti-tution, appointed Dr. Hans Reimers to replace him until the end of his term of office.

3.1 Report of the Special Committee of the Executive Board (78 EX/2 and Add.).

Composition of the Executive Board

The Executive Board

1. Having examined the study of the composition of the Executive Board made bythe Special Committee in accordance with the decision adopted by the Board atits 77th session (77 EX/Decisions 3.1 .IV) and contained in documents 78 EX/2and 78 EX/2 Add. ,

2. Recommends to the General Conference the adoption of the following resolution:

” The General Conference,

Recalling its resolution 14 C/Resolutions, 7, which states, inter alia that theproblem of the composition of the Executive Board should be reviewed by theBoard so as to ensure an equitable, balanced representation of the various cul-tures and geographical regions, bearing in mind that members elected to theBoard should also be persons with experience and competence in the fields pro-per to Unesco, in accordance with the spirit and letter of Article V.A.2 of theConstitution; bearing in mind, further, that half the number of Member Stateshave never been elected to membership of the Executive Board,

Having studied the report submitted by the Executive Board in compliance withthe above-mentioned resolution, containing its recommendations on the composi-tion of the Executive Board,

Noting with satisfaction that the number of Member States of Unesco has in-creased over the past few years,

Appreciating the need for taking the various measures specified in the presentdecision, which taken together constitute an appropriate means for achievingthe objective of the above-mentioned resolution,

1. Decides

(a) to increase the number of members of the Executive Board to 34;

(b) to change the length of the term of office of members of the ExecutiveBoard, who shall be elected for a term of six years, and shall not beimmediately eligible for a second term, it being understood that thisdecision shall not affect the length of the term of office or the re-eligibility of the present members of the Executive Board under theprovisions of the Constitution in force prior to the adoption of the pres-ent resolution;

(c) to establish for the fifteenth and sixteenth sessions, on a provisionaland experimental basis, a system of electoral groups of Member States,which shall govern only elections to the Executive Board and to ex-amine the results of the new system in the light of the experience ofthese two sessions. The allocation of seats and the composition ofgroups shall be as follows:

3. Decides to make the following changes in its Rules of Procedure:

Rule 95 - Elections

Paragraph 1

The paragraph shall be replaced by the following:

" 1. At each of its ordinary sessions, the General Conference shall elect bysecret ballot the number of members of the Executive Board required tofill the vacancies occurring at the end of the session.”

Rule 95A - Transitional provisions

The rule shall be replaced by the following:

Notwithstanding the provisions of paragraph 3 of Article V of the Consti-tution, members of the Executive Board elected at the thirteenth and four-teenth sessions of the General Conference for a first term and memberselected by the Board pursuant to the provisions of paragraph 4 of ArticleV of the Constitution to replace members serving a term of four yearsshall be eligible for a second term of four years.

At the fifteenth session of the General Conference, nineteen members shallbe elected to the Executive Board pursuant to the provisions of Article V ofthe Constitution. Rule 96 - Re-eligibility

This rule shall be replaced by the following:

Rule 97 - Term of office

The word ” second” shall be replaced by ” third” .

4. Decides that the election of members of the Executive Board at the fifteenthand sixteenth sessions of the General Conference shall be governed by thespecial provisions annexed to the present resolution, and consequently de-cides, in accordance with Rule 108 of the Rules of Procedure of the Gene-ral Conference to suspend, for the purposes of these elections, those pro-visions of the Rules of Procedure of the General Conference and of the Rulesfor the Conduct of Elections by Secret Ballot, which are incompatible withthe above-mentioned special provisions ." ;

3. Requests the Director-General to prepare, for submission to the General Con-ference at its fifteenth session, the special provisions to be annexed to theabove-mentioned draft resolution, basing himself on the draft amendments tothe Rules of Procedure of the General Conference and to the Rules for the Con-duct of Elections by Secret Ballot proposed by the Special Committee in para-graphs 4 and 5 of the draft resolution set out in paragraph 199 of its report(78 EX/2) and in Annex I of document 78 EX/2 Add.;

4. Recommends further that the General Conference give priority to the study ofthe above-mentioned draft resolution, so that elections to the Executive Boardmay take place after consideration of the question of the composition of the Ex-ecutive Board by the General Conference in plenary meeting.

Eligibility for re-election of Board members appointedto replace members serving a four-year term

The Executive Board,

1. Noting that the draft amendment to paragraph 13 of Article V of the Constitutionnotified to Member States at the request of the Executive Board by the Director-General in his communication CL/1931 of 27 March 1968 does not deal with theposition of members of the Board who have been or may be appointed by theBoard to replace members of the Board serving for a four-year term,

2. Considering that it would be desirable for the eligibility of these members forre-election to be clearly specified,

3. Invites the Director-General in accordance with Rule 104 of the Rules of Pro-cedure of the General Conference to communicate to Member States threemonths in advance of the opening of the fifteenth session of the General Confer-ence (i.e. by 15 July 1968) an amendment of the amendment of paragraph 13 ofArticle V of the Constitution relating to transitional provisions, in the followingterms:

” after the words ‘for the first term’ insert the words, ’ and members appointedby the Executive Board under paragraph 4 of this article to replace membersserving for a four-year term’ ” .

Aware of the importance attached by the General Conference to long-termplanning, as evidenced in paragraph 4 of resolution 7 of the fourteenth session,

Having examined, on the one hand, that part of the recommendations of theUnited Nations Ad Hoc Committee of Experts concerning long-term planning,which are aimed at promoting greater co-ordination of the programmes andactivities of Unesco, both within the Organization itself and with those ofother agencies of the United Nations system in order to ensure the most ra-tional use of available resources

Having considered, on the other hand, the environment in which the Organiza-tion operates, the constitutional provisions, and other factors special to Unesco,which would affect any application to the Organization of the recommendations ofthe United Nations Ad Hoc Committee of Experts, as set forth in detail in para-graph 73 of its report,

Conscious that the nature of Unesco’s work in itself requires that the Organiza-tion’ s activities should in general be of a long-term or continuing nature andthat to an increasing extent particular programmes and projects are alreadydrawn up on a long-term basis covering more than one biennium,

Noting also with appreciation that by means of various documents, including inparticular the introduction to document C/5 and the evaluation paper C/4, theDirector-General has frequently drawn the attention of the General Conferenceto various general elements of long-term planning,

7. Believing, nevertheless, that the Organization has now reached a stage of de-velopment at which it is both possible and desirable to establish an integrated,balanced and flexible long-term plan,

8. Recommends that the General Conference at its fifteenth session should con-sider and decide upon the following proposals:

(a) The Director-General should be invited to prepare for the sixteenth ses-sion of the General Conference - using for this purpose the medium of docu-ment C/4 - a long-term plan covering three budgetary periods (six years)which would include:

(i) A statement of the objectives to be aimed at during this period;

(ii) Proposals for the activities through which these objectives might beattained; it being made clear that in respect of the first two years ofthe period it would be a case of laying down the main lines of the pro-gramme, the concrete projects which would be contained in the draftprogramme and budget for the forthcoming biennium, 1971-1972, andthat in respect of the two succeeding biennia the proposals would beexpressed in the form of a sketch programme which would describethe major fields of activity but would not suggest particular projects;

(iii) An estimate of the financial implications of the proposals expressed interms of anticipated tempo of growth;

(b) The Director-General should be requested to take into account, in preparingthe long-term plan, the priority needs of Member States, the need for pro-per co-ordination with the long-term programmes of the other institutionsof the United Nations family, the necessity and desirability of multilateraland regional action in Unesco’s areas of competence, an assessment of theresources likely to be available to the Organization, and the estimated ca-pacity of the Organization to undertake the activities proposed;

(c) The General Conference should discuss the proposed long-term plan at thesixteenth session and take action upon it in the following manner:

(i) It should, as at present, decide upon the programme and budget for theforthcoming biennium (1971-1972) on the basis of the document C/5;

(ii) It should in the course of the general debate, and in the ProgrammeCommission as appropriate, discuss the proposals made in the sketchprogramme for the two following biennia and reach conclusions for usein the preparation of the next two future programmes but would at thesame time reserve to subsequent sessions of the General Conferencethe duty of re-examining the long-term plan in the light of the devel-opment of the programme and with continuing regard to the criteriamentioned in paragraph 8(b) above;

(d) The Director-General should be invited, for each session of the GeneralConference subsequent to the sixteenth session, to bring the long-termplan up to date by extending it on each occasion for a further two yearsso that at every session there would be a six-year plan covering the acti-vities of the Organization.

Reports Committee

The Executive Board,

1. Having studied the work of the Reports Committee in the course of its examina-tion of the methods of work of the General Conference carried out in accord-ance with resolution 15 of the fourteenth session of the General Conference,

2. Noting that of the two functions now entrusted to the Reports Committee, thatof considering the reports by Member States on the submission of internationalinstruments adopted by Unesco to their competent national authorities, couldappropriately be carried out by the Legal Committee, while that of consideringreports by Member States on the implementation of conventions and recommenda-tions could be examined by a suitable committee of the Executive Board in thesame manner as is now in force for the examination of the reports on the imple-mentation of the Convention and Recommendation on Discrimination in Education,

3. Recommends to the General Conference that it pass the following resolution:

Taking note of the Report of the Executive Board on the methods of work of theGeneral Conference, undertaken in accordance with resolution 15 of the four-teenth session of the General Conference in which it examined the work of theReports Committee of the General Conference,

Noting that the work of this committee has diminished and that the remainingduties could conveniently be undertaken by other organs,

(a) Decides that the duty of examining the reports of Member States on the sub-mission of international instruments adopted by Unesco to their competentnational authorities should be undertaken by the Legal Committee, as fromthe sixteenth session of the General Conference;

(b) Decides further to modify, with effect from the end of the fifteenth sessionof the General Conference, Rule 32 of the Rules of Procedure concerningthe functions of the Legal Committee in the terms of the amendment whichis annexed;

(c) Invites the Executive Board to make appropriate arrangements for reportsby Member States on the implementation of conventions or recommendationsto be examined by a subsidiary organ of the Board, such as the present spe-cial Committee on Discrimination in Education, it being understood that thereport of this subsidiary organ and the Executive Board’s comments thereonwould be discussed by the General Conference in plenary meeting, and thata special item would be included in the agenda of the General Conference forthat purpose .”

The Executive Board,

1. Having examined the proposal by H.E . Mr. Carlos Chagas (Brazil) contained indocument 77 EX/2, Annex II, and taking into consideration the discussion towhich it gave rise in the Ad Hoc Committee, reported in paragraphs 13-22 ofdocument 77 EX/2, and also the discussion on the subject which took place inthe Board, reported in document 78 EX/SR.4,

2. Considering that it is desirable to continue to enlist the effective co-operationin the deliberations of Unesco’s organs of distinguished generalists and spe-cialists who, by reason of their knowledge and experience, are able to reflectthe aspirations of world public opinion in regard to the great problems withwhich Unesco is concerned and to provide the basis of an adequate solutionthereto,

3. Suggests that, for the future, the Director-General, by the ways and means ap-propriate and having regard to the budgetary resources available, resort morefrequently to formal or informal consultations, for the purposes of:

(a) critical study of Unesco’s task in the world of today and of the future;

2. Having examined the report and preliminary study contained in document78 EX/9, and appreciating the need both to consult Member States and to con-duct more detailed studies,

3. Decides to include the following question in the provisional agenda of the fif-teenth session of the General Conference: “Desirability of drafting an inter-national convention concerning the illicit import, export and transfer of owner-ship of cultural property” ;

4. Being of opinion that such a convention should be drafted in such terms as tomake it ratifiable by a large number of Member States, and thus respond to thedesire expressed in resolution 4.413 adopted by the General Conference at itstwelfth session,

5. Requests the Director-General to provide the General Conference with a sum-mary of the Executive Board’s discussion on this matter; and

6. Recommends that the General Conference debate the question at its fifteenthsession.

Recalling that the General Conference in resolution 4.13 adopted at its four-teenth session, authorized the Director-General to undertake “a study of thefeasibility of launching a pilot project on the use of satellite communicationfor education and economic development, as well as other preparatory mea-sures as may be necessary, and to submit to the Executive Board a report onthe results of the study so that the Board may submit its recommendationsthereon to the General Conference at its fifteenth session” ,

Having considered a report (78 EX/7) prepared by the Director-General pur-suant to the above-mentioned resolution,

Noting that this report, based on the findings of a Unesco expert mission toIndia, described the possibility of a project in the use of satellite communi-cation for national development in that country,

Noting with satisfaction that the Government of India is exploring the possi-bility of implementing a project for the use of satellite communication, takingaccount of the results of the Unesco study,

Recognizing that the project will require extensive exploration and prepara-tory work including study, research and a broad training programme,

Authorizes the Director-General, upon request from the Government of Indiaand within the framework of Unesco’s programme and budget, to continue tolend assistance to studies needed on the use of satellite communication;

Invites the Director-General to submit to a future session of the ExecutiveBoard, for its study, any subsequent reports received from the Governmentof India on this subject;

Commends document 78 EX/7 to the favourable attention of the General Confer-ence at its fifteenth session, in the light of the discussion which took place atthe 78th session of the Executive Board.

5.1 Examination of the Draft Programme and Budget for 1969-1970(15 C/5) and recommendations thereon by the Executive Board

Having examined the Introduction to the Draft Programme and Budget for 1969-1970 (15 C/5) and having heard the Director- General’s oral introduction of itto the Executive Board;

Recordinp its satisfaction with both the written text and the oral statementon account of the clarity and value of their conclusions, which provide avaluable evaluation both of the methods of preparing the programme and budgetand of their effect in promoting a more efficient organization of the work of theGeneral Conference;Decides to submit document 15 C/5 with the following conclusions and recom-mendations to the General Conference at its fifteenth session;

Resolutions of the General Conference

The general policy resolutions adopted by the General Conference at its thir-teenth and fourteenth sessions have had a substantial influence on the trends,content and structure of successive draft programmes and budgets by ensuringthe continuity of development of the Organization’ s activities on clearly definedlegislative bases; for that reason the Board believes that they should be con-stantly publicized by means of a document making them readily accessible,specially when modifications seem advisable as a result of changing circum-stances.

IIConsultation with Member States for the preparation of the programme

The preliminary consultation with all Member States in regard to the prepara-tion of the Draft Programme and Budget for 1971-1972 should be maintained,but the procedure for it should be altered and Member States should be re-quested to send their proposals and suggestions for the 1971-1972 biennium tothe Director-General before 30 June 1969, to enable him to take them into ac-count in the preparation of the document regarding major innovations andchanges which he will submit to the Executive Board at its autumn 1969 session.

The General Conference should also draw the attention of Member States tothe importance of taking fuller advantage of this latter procedure, with a viewto increasing the number and value of the replies , which should as far as pos-sible take into account the discussions of the General Conference on the subjectof the future programme, so as to secure greater coherence in the common en-deavour .

Document C/5, and its introduction in particular. should be studied in conjunc-tion with other documents of equivalent importance, such as the reports of theDirector-General on the activities of the Organization. document C/4 dealingwith the evaluation of Unesco’s activities and future prospects and documentC/6, containing the Executive Board’ s comments and recommendations to theGeneral Conference in accordance with the provisions of Article V.B.5 of theConstitution. Each of these documents has a particular purpose and should bestudied as closely as document C/5 itself.

Experience shows the advisability of simplifying the structure and drafting ofdocument C/5, without making it any less a working instrument of the Confer-ence, for several reasons: (a) because it should be made easier to read andunderstand, for the benefit alike of members of National Commissions or of theGeneral Conference and its various organs, and of specialized bodies and cir-cles and international non-governmental organizations; (b) because it is inlarge measure the actual structure of this document which determines themethod of work followed and the time involved in its examination; (c) becauseof the importance of ensuring that more time is available to enable the GeneralConference to formulate those directives regarding the future programme whichmust increasingly form the means by which the proper control of the programmeby the General Conference is exercised.

In order to enable progress to be made in this direction at the sixteenth ses-sion of the General Conference it is desirable that the General Conferenceshould authorize the Director-General, in consultation with the ExecutiveBoard, when preparing document 16 C/5, to reduce substantially the numberof resolutions to one for each chapter of the programme and to condense thework plans as far as possible, without detracting from the necessary clarity;he should also be requested to prepare an index for the document, to correlatethe different sectors more clearly, and to make comparison with previousdocuments C/5 easier, particularly in regard to the most important subjects.

In the light of the foregoing suggestions, and as proposed by the Director-General, it is considered advisable that the time-table of the Executive Board’ssessions should also be changed in order to allow the Secretariat more timefor the preparation of document C/5; and, in particular, that the autumn ses-sion in the odd years should be held in September instead of October.

IV

(a) Unesco’ s contribution to peace

11. The Board draws the attention of the General Conference to the action takenfirstly by the Director-General and then by the Board under resolution 10 of thefourteenth session in connexion with the plan concerning Unesco’ s contributionto peace; this is the origin of the proposals contained in the draft programmeand budget submitted for its examination, on which a special Secretariat docu-ment (15 C/50) is to be produced, providing an opportunity for the GeneralConference to propose any new ideas or methods through which the Regularprogramme might be strengthened in close co-ordination with the activities ofother organizations of the United Nations system.

(b) The elimination of colonialism and racialism

12. The Board approves the Director-General’s intention to present a document(15 C/49) to the fifteenth session of the General Conference, dealing with thesteps taken to implement resolution 11 of the fourteenth session of the GeneralConference concerning the gradual elimination of colonialism and racialismand, more especially, concerning the co-operation that Unesco should give tothe countries and peoples which have recently attained independence or whichhave not yet attained it, in order to assist them in the development of educa-tion. science and culture.

VRegional activities

13. This question should be approached not only from the standpoint of the distri-bution of the resources allocated to each region, but also from that of thequality and efficiency of the activities conducted by Unesco or with its collab-oration, and of the particular effects of such activities in each region in ac-cordance with the characteristics of that region and the universalist concep-tion of the Organization’ s activities. From this standpoint, each region shouldconstitute an area in which the various centres are mutually complementary,thus avoiding expensive proliferation: in order to avoid this, it is essential tomake periodic evaluations, which will enable a genuine policy to be carried outin future at the level of the various regions. In accordance with the resolutionsadopted by the General Conference at previous sessions, Unesco should aidthese centres while progressively facilitating the transfer of their financing toregional or national authorities.

14. The Executive Board reaffirms the importance which it attaches, in each sec-tor of the programme, to regional activities, and notes with satisfaction theDirector-General’s proposals regarding the development of those activities forAfrica, Latin America. Asia, the Arab States and Europe.

VICo-ordination in the United Nations system

15. The Executive Board expresses satisfaction at the work done by the Director-General in contributing to the co-ordination of programmes within the UnitedNations system, welcoming especially the agreements concluded with variousorganizations belonging to this system, particularly the UNDP; it is concerned,however, at the proliferation of specialized bodies set up to perform this workof co-ordination, the guiding principles of which should be applied under thecentralized direction of the Economic and Social Council, and expresses itsconviction that soundly conceived co-ordination should enable Unesco to carryout all the functions assigned to it by its Constitution, as well as to take therequired action to implement the decisions of the General Assembly of the Uni-ted Nations which concern the Organization’ s fields of competence.

VIIForward studies

16. The adaptation of Unesco to the needs of a radically and rapidly changing worldmakes it essential to provide the Director-General with a flexible system ofmeans appropriate for this task, more particularly means enabling him, out-side the organic framework of the institution, to consult persons of eminencefor their learning and for the extent to which they represent world public opin-ion, with a view to initiating a critical examination of Unesco’ s activities andundertaking more or less long-term forward studies calculated to orient it to-wards the highest aspirations of humanity. It was in this spirit that the Boardadopted Decision 3.2 at its present session.

VIIIThe Secretariat

17. The reorganization of the Secretariat proposed by the Director-General isthe result of long experience of the gradual and progressive development of

programme activities and of the gradual recruitment of staff, most of themspecialized owing to experience acquired in the Secretariat itself. An accountof this reorganization is given in the organization chart accompanying document15 C/S, which shows not only the structure of the staff but also the distributionof activities, thus making it possible to compare, in its various sectors, theunity and coherence which govern both the programme and its implementation.

18. It is important that further rationalization of the work should give the Director-General and the the Secretariat the necessary time and freedom of mind to en-able them to ponder the important problems which, depending upon the courseof events, may be presented to Unesco in new or unforeseeable forms.

IXMethod of budgeting and amount of the budget*

19. Experience has shown the advantages of the method of establishing the budgetlaid down in resolutions 7.IV and 14, adopted by the General Conference at itsfourteenth session, and in resolution 5 .l adopted by the Executive Board at its77th session, particularly in regard to the fixing of the ” budgetary basis” ; andsatisfaction should be expressed at the efforts made by the Director-General topresent the budget estimates on a realistic basis.

20. Nevertheless, the Board wishes to draw attention to the constant disproportionbetween the desires of Member States and the growing demands for faster pro-gress in education, science and culture, on the one hand and, on the other, theinadequacy of the budgetary resources available to satisfy them.

21. Consequently, and in view of the limited growth rate proposed by the Director-General in the Draft Programme and Budget for 1969-1970 (15 C/5) the Execu-tive Board recommends to the General Conference a total budget - excludingUNDP contributions corresponding to the Executing Agency costs of SpecialFund projects - of $71,307,000, to which should be added the supplementaryexpenditure ($370,000) required for the incorporation of the InternationalBureau of Education into Unesco, should the General Conference so decide.

22. The Executive Board has noted with pleasure that the Director-General isready, if the General Conference is prepared to endorse the Board’s recom-mendation, to submit to the Conference information concerning the sectors ofthe programme and chapters on administrative expenditures in which, in hisopinion, savings could be made, taking into account the opinions expressed onthis subject by the members of the Board, and also paragraphs 8 to 13 of reso-lution 5.1 C .II adopted by the Executive Board at the present session, withoutdetriment to the main part of the programme.

23. Owing to the circumstances which have led to a substantial rise of salariesin the host country, it must be anticipated that the total cost of the programmeas proposed by the Director-General in document 15 C/5 will increase in pro-portion both to the rise in the salaries of the Headquarters staff, and to the in-creased cost of goods and services. The Director-General will be obliged totake account of these factors when submitting to Member States the revisedbudget estimates for 1969-1970, in accordance with the provisions of para-graph 6 of resolution 14 adopted by the General Conference at its fourteenthsession. In view of the fact that it will not be possible to calculate the bud-getary implications of these factors until the beginning of August 1968, the Ex-ecutive Board has authorized the Director-General to communicate thesechanges to Member States on 15 August 1968 (instead of 15 July) and invitedhim to submit to the Executive Board at its 79th session (29 August - 13 Sept-ember 1968) his revised budget estimates based on the information availableon 15 July, so that the Board may transmit its recommendations thereon to theGeneral Conference.

At the same time the Board draws the attention of the General Conference tothe results of the close examination which it has undertaken of the variousparts of the draft programme and budget, both in respect of the content of theprogramme and of its financial and administrative aspects; the conclusions ofthis detailed examination are to be found in the other recommendations of theBoard in this respect, which are contained in resolutions B and C below.

3. Expresses its general satisfaction with the contents of the Education programmewhich is well balanced between the conceptual framework and operational acti-vities as well as between long-term actions and short-term projects;

4 . Approves the priority assigned to education in the programme for 1969-1970,which reflects the growing needs of Member States in educational development;

5 . Endorses in principle the structure proposed for the Education programme;

6. Draws attention to the need for a further strengthening of a selective approachso that the programme could be more and more concentrated on priority areas;

7. Expresses the view that collaboration should be further strengthened betweenthe sections concerned with the quantitative and qualitative aspects of education,so that the inherent interrelationship between these two aspects could be en-sured;

8. Expresses the hope that the Organization will play an increasing role in theencouragement and evaluation of modern trends in education which are aimedat eliminating the existing gap between the development of education and theneeds of rapidly changing societies;

9. Draws attention to the large number of conferences and meetings proposed for1969-1970 and proposes its reduction;

10. Draws attention to the International Education Year for which 1970 is likelyto be chosen by the United Nations General Assembly at its forthcoming sessionand suggests that appropriate projects in 15 C/5 as commemorative events bereformulated;

11. Approves the prudent approach to the programme of life-long integrated educa-tion which needs thorough preparation touching upon the general philosophy ofeducation;

Expresses satisfaction with the interdisciplinary approach in the programmeof teacher training and draws attention to the importance of introducingteachers to the techniques of educational research and of docimology;

Welcomes the new programme on rural development and expresses the viewthat the programme should be co-ordinated with other activities particularlythose relating to youth and to the access of women to education as well as withsimilar activities of other international organizations;

Draws attention to the importance of following and encouraging new trendswith regard to curricula, methods and techniques and to the evaluation and in-tegration of proposals related to individual subjects and methods in a compre-hensive plan of contemporary education;

Expresses the view that Member States should be given more aid to developtheir foreign language teaching at the primary, secondary and higher levels;

Notes with satisfaction the extension of the higher education programme but ex-presses the view that it should be further expanded in the light of the recom-mendations of the 1967 European Conference of Ministers of Education on Ac-cess to Higher Education, in keeping with the university’s role in society;

Welcomes the expansion of the programme of education for international under-standing and co-operation and for peace, and recommends the extension ofUnesco Clubs, the publication of reading materials aimed at promoting inter-national understanding as well as the extension of out-of-class activities re-lated to the moral and civic education of youth;

Expresses the hope that international instruments be drawn up prohibiting thepropagation of the ideas of war, revanchism, racialism and violence in schoolcurricula and textbooks, and dealing with the promotion among young peopleand adults of the ideas of peace and mutual understanding among the peoples;

Expresses the view that the programme for youth should be reviewed andstrengthened with a view to promoting the education of the younger generationin the spirit of peace, mutual respect and understanding among peoples;

23. Expresses satisfactionwith the work of the International Institute for Educa-tional Planning and the proposal that it give priority to general methodology inplanning and recommends that the activities of the Institute be extended to in-clude the qualitative aspects of school, higher and out-of-school education;

24. Considers satisfactory the work of the regional school buildings centres butrecommends that an evaluation of the work of the Regional Centre for Africabe submitted to the General Conference;

25. Invites the Director-General to submit to the General Conference, at its fif-teenth session, a study on the measures that Unesco might take, in 1969-1970,in order to contribute more effectively to the solution of such problems as themodernization and democratization of the university; the effectiveness of itsteaching; equality of opportunity both as regards access to higher education andfurther study; and the prospects of employment available to university graduates;

26. Expresses the hope that the Director-General will be able lo submit to the Gene-ral Conference at its fifteenth session proposals on the measures that Unescomight take in 1969-1970 to reinforce its youth programme:

27. Recommends that the General Conference, at its fifteenth session, accord ahigh priority to the problems of youth, especially those relating to educationat secondary and higher levels and out-of-school education of young people;

NATURAL SCIENCES AND THEIR APPLICATION TO DEVELOPMENT

I

General

28. Observes that the presentation of the programme for natural sciences and cor-respondingly the Secretariat has been reorganized;

29. Takes note that:

(i) the third unit in Chapter 2 (Part II) of document 14 C/5 on application ofscience to development has been transferred to the second unit of the cor-responding chapter in 15 C/5, Science education and technological educa-tion and research, and that the Teaching of the basic sciences has beentransferred to this unit;

(ii) everything related to nature has been transferred from the second unitof the same chapter of 14 C/5 on International co-operation for the advance-ment of science teaching, research and documentation, to a new third unitof the corresponding chapter in 15 C/5 now called Environmental sciences andnatural resources research;

(iii) the rest of the former second unit of this chapter in 14 C/5 together withthe former first unit on science policy, has been joined into a new firstunit of the corresponding chapter in 15 C/5 with the title Science policy,scientific information and fundamental research;

30. Considers that, in the new organization of the programme, the distinction be-tween the advancement of science and the application of science to develop-ment is abandoned and commends the resulting improvement in the conceptionof the programme;

31. Endorses the new structure of the Natural Sciences Sector and welcomes espe-cially the creation of the new third Department of Environmental Sciences andNatural Resources Research;

32. Assumes, however, that this sector will not again be reorganized in the nearfuture;

33. Commends the programme of this chapter and expresses satisfaction with res-pect to the priority given to this part of the programme which reflects the re-quirements of the Member States in the development of the sciences;

34. Recommends that Member States be invited to ensure that their National Com-missions for Unesco should also establish a sub-committee on science and tech-nology;

Science policy, scientific information and fundamental research

35. Suggests that, when listing activities for creating favourable conditions for thepromotion of science in contemporary societies, the following addition shouldbe made to draft resolution 2.14:

” (e) and to consider any other means, in Unesco’s present publications, of en-abling public opinion to become aware of the impact of science on society .“;

36. Emphasizes the importance of close collaboration between the Promotion ofFundamental Research (2.16) and Higher Education (1 .26);

37. Suggests that Unesco co-operate with UNIDO, UNDP and other interested spe-cialized Agencies in order to study the possibility of establishing and develop-ing ” primary” scientific industries;

38. Observes with satisfaction the successful collaboration of Unesco with the In-ternational Brain Research Organization (IBRO) and pays tribute to the recentarrangement of the important International Symposium on Brain Research andexpresses the hope that the results of the above symposium will be publishedwithout delay because of the world-wide interest in that research;

39. Is aware of the need to stimulate research with a view to increasing the pro-duction of proteins, particularly by improving the yield of stock feed by gene-tic studies or through the study of guided mutations, especially through the uni-cellular organisms;

40. Considers it desirable that as required in the resolutions of the General As-sembly 2319 (XXII) and ECOSOC 1257 (XLIII), the activities of the United Nationsorganizations in this field should be integrated;

41. Is of the opinion that Unesco should, in accordance with the above resolutionsof the General Assembly and ECOSOC. be a constituent member of the ProteinAdvisory Group (GAP), and invites the Director-General to take the necessarymeasures in order to attain such membership status for Unesco;

Invites the Director-General to pursue his negotiations with UNDP on TechnicalAssistance Conteingency criteria and projects on the basis of directives of theBoard and General Conference, which include the fields of functional literacyand the preservation of cultural property in relation with the development oftourism;

Felicitates the Government of Morocco on the successful establishment of theSchool of Engineering;

Invites the attention of the Director-General to the following comments on thereport:

(i) the valuable lessons to be drawn from the report in the planning and execu-tion of projects of this type, in particular, the importance of providing foradequate counterpart staff;

(ii) the importance of helping the Government of Morocco to assure a full com-plement of counterpart staff, taking into consideration the time necessaryfor the training of such staff;

(iii) the problems which graduates of new institutes of this type may face withregard to status and salary offered in newly-created services;

(iv) the conclusions to be drawn from the successful placement of students inindustry even before they have graduated;

3. Expresses its satisfaction with the result of the negotiations which took placebetween the two Secretariats;

4. Approves in principle the draft agreement drawn up as a result of these negotia-tions, particularly the text of Article 4, paragraph 2, of this agreement;

5. Considers that, in Article 5 of the draft agreement, all reference to the annualnature of the sessions of the International Conference on Public Educationshould be deleted;

6. Recommends that the General Conference, on the proposal of the Director-General, approve the allocation to the Centre for the period 1969-1970 of thesum of $500, 000, which may possibly involve adding $370, 000 to the Director-General’s budget estimates as contained in document 15 C/5;

7. Invites the Director-General to continue his negotiations with the Director ofthe International Bureau of Education on the lines indicated above and takinginto account the views expressed during the present session of the ExecutiveBoard, in order to establish a final draft which would be likely to be approvedby the Council of the IBE and by the General Conference at its fifteenthsession;

8. Requests the Director-General to take all appropriate measures to obtain pay-ment by the members concerned of arrears in their contributions to the IBE.

Having examined the further report made by the Director-General concerningthe increase in salaries, allowances, pension contributions, and other unfore-seen expenses which have arisen or may arise during 1967-1968 and their fi-nancing (78 EX/24) as well as the report of the Finance and AdministrativeCommission thereon (78 EX/38 Part II),

Takes note of the report of the Director-General and of the steps taken byhim to accommodate part of the unforeseen expenses within the original appro-priations;

Recalling the provisional measures taken at its 76th and 77th sessions regardingadvances from the Working Capital Fund (76 EX/Decisions, item 6.3 and77 EX/Decisions, item 7.2).

Authorizes the Director-General, in conformity with resolution 28 adopted bythe General Conference at its fourteenth session, and as a provisional measure,to advance from the Working Capital Fund and to add to the appropriations forfor 1967-1968 a sum of $1,350, 180 (including a sum of $782,000 authorized bythe Board at its 77th session) necessary to meet the Organization’s known ad-ditional commitments for both 1967 and 1968: (a) arising as a result of amend-ments to the Regulations of the Joint Staff Pension Fund, and (b) for paymentof post adjustments for Professional staff and above and salary adjustments forGeneral Service staff;

Invites the Director-General to submit a further report, including a statementof savings which have arisen or are likely to arise during 1967-1968, to theBoard at its 79th session.

8.3 Progress report on the trends of expenditure in 1967 (78 EX/25 and78 EX/38 Part II)

Having examined the Progress Report by the Director-General indicating thetrends of expenditure for the first twelve months of the 1967-1968 biennium(78 EX/25),

Noting that the integrated presentation is an improvement over the past reportsand gives a more comprehensive view of the trends and of their salient charac-teristics,

Takes note of the information provided therein and in particular that the ap-pointment of experts constitutes one of the major difficulties in implementingthe integrated programmes, expresses its appreciation of the action taken bythe Director-General in carrying out a study of the problem, and stresses theimportance of adopting all appropriate measures to improve the situation;

Invites the Director-General to present such reports to the Executive Board infuture at the end of the first year and at the conclusion of eighteen months ofeach biennium;

Requests the Director-General to pursue his suggestion for combining this re-port with his printed reports on the activities of the Organization.

8.4 Level of the Working Capital Fund (78 EX/26 and 78 EX/38 Part II)

The Executive Board,

1. Having examined the report of the Director-General on the level of the WorkingCapital Fund (78 EX/26),

2. Agrees with the conclusion of the Director-General that the level of the Fundshould not be increased for 1969-1970;

3. Recommends to the General Conference that the level of the Fund for 1969-1970 be maintained at $3,800,000.

8.5 Consultations regarding appointments to the Secretariat: general appointmentspolicy and structure of the Secretariat (Rule 54(3) of the Rules of Procedure ofthe Board) (in private meeting)

In accordance with Rule 54(3) of the Rules of Procedure, the Director-General con-sulted the Executive Board, in private meeting, regarding general policy in thematter of appointments to posts in the Secretariat and regarding the structure of theSecretariat. This consultation gave rise to a broad exchange of views between themembers of the Board and the Director-General both on these matters and on theprocedure for consultations regarding them.
