UGVCL/IDAR DO/E-TENDER/2019-20/ No.-52 GENERAL INSTRUCTION TO TENDERER 1. Sealed Tenders are invited for the work of Maintenance of HT Line ,LT Line &

Transformer Centre for specified S/Dn office/offices under division office Idar from the contractors/ firms who have executed works of similar nature i.e. erection of HT Line ,LT Line & Transformer Centre and magnitude successfully.

2. Tender documents shall be in one bid system only i.e. “Technical Bid” only.

Technical Bid shall have to be submitted in a separate sealed envelop by Subscribing specifically the envelop as “Technical Bid”. “Price Bid” shall have to be submitted on line only. In case of not full filling these conditions the tender will not be processed & such tenders shall be liable for rejection without any scrutiny

of technical. 3. For Technical Bid (All documents must be arranged as per Sr.No.of Tender

conditions.) :-

The Technical bid shall have to be submitted with all the documents as under, failing to which the tender shall be liable for rejection without correspondence & assigning any reason.

(i) Solvency certificate/Bank Guarantee issued from any Nationalized/Scheduled bank amounting to the sum equivalent to an estimated cost of minimum – Rs. 5 Lacks. (ii) Separate EPF number copy allotted by RPFC and chalan copy of last six months of current/previous year separately are to be submitted. (iii) Experience certificate for HT, LT & TC erection work (5 Years /3 Years ... tender amount 10.00 lacks and above / tender amount up to 10.00 lacks of same work) (iv) Annual work order copy for HT, LT & TC erection work (5 Years /3 Years ... tender amount 10.00 lacks and above / tender amount up to 10.00 lacks of same work) (v) Copy of Group insurance policy of the insured labourers under Workmen

Compensation act 1923. (vi) The vender or the company/firm must have the electrical contractor license in the respective name & the copy of the same shall have to be submitted.

(vii) The Contractor must have UGVCL valid vendor Registration Certificate of appropriate class for participating in respective Tender and copy thereof must be attached with/in TECHNICAL BID, otherwise it will be considered as technically disqualified.

(viii) The copy of PAN card should be attached.

(ix ) GST registration is compulsory & registration copy must be submitted. GST-TDS Applicable as per company rules. (x) In case of non inclusion of any of the attachment mentioned herein with the Technical bid, the Tender may be liable for rejection.

( xi) The Technical bid with all required documents must be submitted in a separate sealed cover. Name of S/Dn., Name of Work, TECHNICAL BID, & name of Tenderer/Company etc. to be mentioned on the sealed cover. (xii) (a) Income tax at prevailing rate will be deducted as per income tax act. (b) GST will be applicable as per government rules. (c) Any charge in rate of GST shall be entertained during contractual period of contract. (d) The total bill amount 80% payment will be paid & 20% bill amount will be

under retention account with held & same will be released after producing challan of GST & certificate of practicing C.A.

(xiii) Labour licence certificate if applicable (xiv) Income tax return latest copy 4. For Price Bid :-

Further bidders are requested to submit price bid (Schedule -B) on-line only through Web site https://ugvcl.nprocure.com and not to submit the price bid in physical form. This is mandatory. If price bid is submitted in physical form, same will not be opened and only on -line submitted price bid will be considered for evaluation.

5. No hard copy of tender shall be issued from Division Office. i.e. it shall have to be downloaded from the website of UGVCL only. 6. Tender will be opened on the date & time shown in tender notice in presence of present bidders if possible. Otherwise tender will be opened on any other next convenient date by the under signed.

7. No correspondence shall be done for any incomplete tender for any of the Tenderer/Bidder.

8. The bidders shall submit their offer without any deviations in general terms and conditions of the contract or in technical specification/items. Tenders of

such deviations may also be rejected. Incomplete and conditional tenders shall not be considered.

9. UTTAR GUJARAT VIJ COMPANY LIMITED reserves the right to split up the

work covered in the scope of this contract amongst more than one contractor as per necessity. 10. Intending bidders should submit their tenders after studying all the tender

conditions/ document carefully and visiting the site or satisfying themselves of actual site conditions, location and accessibility of site and nature, extent of the work involved & scope of works etc. Submission of tenders implies that bidders

have obtained all necessary information and other deemed data required for executing the work. No claim for extra charges for on account of any

misunderstanding or non-inclusion or otherwise will be allowed. 11. All approaches to the site shall be in scope of bidders. 12. In the experience certificate, contractor shall have to furnish the details of

similar works i.e. execution of erection work of HT Line, LT Line & Transformer Centre, works executed by him along with the list of equipments, tools and tackles and manpower available with him along with the details of the same, which he intend to deploy on the site of work to bring in the knowledge of the Company.

13. Price once quoted shall be firm, till overall completion of the work, under

contract and there will not be any price escalation/revision. 14. Date of opening of “Price Bid” will be decided later on for bidders who are

qualified in technical bid. ”Price bid” of only qualifying bidders on the basis of Technical bid shall be opened on line Price bid of bidders, who are not qualified technically as per general instruction to Tenderer as per requirement of Technical bid, shall not be opened on line.

15. Offers shall be valid for the period of 120 days from the date of opening of

price bid. Tenderer can not withdraw during the validity period, failing to which their EMD shall be forfeited during the said period of 120 days.

16. All the works shall have to be carried out as per the tender conditions and

relevant Indian Standard/Specifications/Requirements mentioned specifically.

17. Security Deposit :- The lowest tenderer whose tender is accepted shall have to pay 5% security

Deposit of the tender cost. In case Bidder/Tenderer fails, his earnest money will be forfeited and order shall be cancelled without issuing any further notice. 18. Tenders, which do not fulfil all or any of the conditions of the tender or

incomplete in any respect, are liable for rejection. 19. Uttar Gujarat Vij Company LTD., reserves the right to reject any or all tenders

without assigning any reasons thereof. 20. Undersigned as an when require can assign the work as shown in this tender

after issuing order of any of the S/Dn. of IDAR D.O. & he shall have to execute the work. The booking of such work of other S/Dn. shall be accounted in the order of parent S/Dn.

21. Contractor of other S/Dn. where the work would be assigned by undersigned if

required, can not oppose for execution of work by any other contractor of any of the S/Dn. of IDAR D.O. 22.1 In case of oppose for assigned work, it will be reviewed as negative in an

evaluation of the performance of contractor for issuance of next tender in future.

22.2 Contarctor must provide more then one labour gang as and when needed by s/dn or Division office and he should have separate labour gang for separate annual work order. One gang for more then one annual work order will not be allowed. 23. (i) Tender fee & EMD Cover & (ii) Technical bid cover thus both this covers

shall have to be put up in a Big third separate sealed cover, Subscribing the Name of Work, Name of S/Dn., Tenderers Name, Address, Mobile No. etc. on this 3rd main sealed cover.

24. The tender received after the due date & time, shall not be considered. 25. Tenderers should have his own store for keeping & storing the materials

safely which shall be inspected by the officials of UGVCL for the accounting purpose periodically/as & when needed.

26. For the Poles lying within 5 Km. radius area from the work place/site, shall

have to be carted at their own cost. 27. Bolt & Nuts of appropriate sizes /specifications and quantity will be supplied by the

company.

28. Fabrication materials being used in erection work shall have to be painted as per

standard specification. 29. If found successful and AT order is given, the concerned contractor shall

have to ensure that all the employees who ever may be working in his contract, will have to be provided with all safety equipments and will use those equipments at the time of Line erection work while execution of work.

i) All suitable & necessary safety measures must be taken by such contractor at the

time of execution of line work & proper awareness among the contractor’s employees shall have to be provided by such contractor.

ii) In case of any type of accident occurred to the contractor’s person while working,

UGVCL shall not be responsible for such accident & any type of compensation. Contractor will be solely responsible for such compensation, if any. In case of any accident occurred due to lack of safety measure by contractor , the contractor can be blacklisted

30. Jurisdiction :- Any dispute or difference arising out of or in connection with the contractors this contract if concluded it shall be subject to the jurisdictional area of Himatnagar District Court. 31. The GST at the prevailing rate should be paid as per the rules. Income Tax at prevailing rate will be deducted as per Income Tax Act. The rates shall be inclusive of PF . Any change in rate of GST shall be entertained during contractual period of

Contract.

31.6 Time limit & Extension of time limit :- (a) The time limit for completion of works will be given by Engineer in charge in sub

work order looking to the quantity & Emergency of works. (b) If for any reason the contractor is not in position to complete his works within the

stipulate time period he should put his application to the Engineer in charge before 7 (seven) days of the expiry of the stipulated time limit giving valid reason for the required extension.

(c) In case of any non supply of material from store, the contractor will have to intimate the sub-division office or division office quoting the MR no and date for non receipt of materials. The intimation will be consider for extension in time limit. The time limit will be consider on the base of nos. of working days or month.

It will be responsibility of the contractor to intimate the closing down and recommencement of works at all stage to the engineer in charge or vise versa in writing with de reason for the closing down of the works with specific of days for which works will remain closed. In case of failure on the pare of contractor his claim for extension of limit will not be entertained. In case of no intimation in this regard the reason for delay on this ground will not be accepted.

31.7 Penalty:- If the work is not done as per specification given by the UGVCL within the period

stipulated in the sub work order, penalty shall be levied at 0.5% per week on the total sub work order subject to maximum 10% of respective sub work order.

32. In case of emergency/cyclone, work given by engineer in charge of any S/Dn must be

carried out without any excuse. 32.1 One gang must be keep ready to overcome any emergency work, round the clock.
