Belhar police arewarning young people torefrain from getting involved in gangs or tojoin in, form part of, or participate in anycriminal activities, thinking that the lawcan’t touch them.There is a perception that exists amongst

the young people that they cannot be arre-sted because of their age, says acting-StationCommander for Belhar, Captain Herman deJager.“This fact is exploited by gangs who are

of the view that persons under the age of 17cannot be arrested.“Although the Child Justice Act makes

provision that minors may under certaincircumstances not be arrested (for minor of-fences) however, it all depends on the natureof the offence.

Gang membership illegal“For serious offences juveniles may be ar-

rested, detained, and brought before courtand not released, as the perception exists, inthe care of their parents.”De Jager further explained that people

may be prosecuted for belonging to gangs orfor forming a grouping with the intention ofcommitting criminal activities.

He said that the section of law that dealswith these issues is depicted or forms partof the Prevention of Organized Crime Act121 of 1998.“This act makes is unlawful for any per-

son to belong to a gang, to display gang tat-toos or paraphernalia, to assist them inwha-tever form, to benefit from the proceeds ofcriminal activities or from money launde-ring.”De Jager further warned that highflyers

or crime generators in theBelhar SAPS areahave been identified and the police are slow-ly building up a profile of these people.“Once the investigation has been comple-

ted or sufficient evidencehad been obtained,arrests will be made and these cases will be

prosecuted by the High Court.

Seizing assets“With the arrest and prosecution the poli-

ce,with the assistance of the courts, togetherwith the Asset and Forfeiture Unit we willthen also apply for a preservation order andseizure any assets, including properties ac-quired or gained through criminal activi-ties.”In relation to gang offences, De Jager

pointed out that if a person has tattoos itdoes not necessarily means they are linkedto any gangs. If there is a link, police wouldneed to prove it.

The Cape has got a musical fraternity thatreally cares and some top players are get-ting together onFriday to help a youngplay-er get his own keyboard.Led bybassist ChadleighGowar, theywill

be hosting a concert in Stellenbosch to raisefunds for young keyboardist ChristianMar-tins, from Macassar.Chadleigh says that this 18-year-old has

been impressing music lovers for a numberof years now but the time has come for themto help him get his own equipment.“If you’ve heard Christian play you will

know that he is serious aboutwhat hewantsto do in life,” says Chadleigh.“His family says he was only four when

he was interested in playing guitar and atfirst it was just noise, they say, but then sixmonths later his aunt was singing a chorusand he started playing the chords.“That was just the start but there were

bigger things to come.”In 2008 his mother sent him to a music

school and that is when his musical hori-zons started expanding.“This is when I started getting into jazz

and playing piano,” says Christian.“The music of Miles Davis, Charlie Par-

ker, HerbieHancock andBob James just gottome. I was hungry formoremusical know-ledge and after school I would go straight tothe keyboard and start playing.“Sometimes they had to force me to stop

to eat,” he laughs.

While his ability kept improving, circum-stances led to him being unable to completehis music studies. But he was not going tolet that get him down and continued bywor-king on some of his own ideas.One thing he is very proud of is making

contact with the legendary George Duke so-

me months before his death.“George Duke is one of my major

musical role models,” he continues.“When I told him about my fears

he encouraged me to keep going. Togive it time andmy talent will revealitself, and I would know how to re-act.”News of the young musical prodi-

gy spread and in 2010 he got the op-portunity to travel with Gospel sin-ger Trevor Sampson, even goingoverseas.Since then he’s performedwith so-

me of the best in the business, inclu-ding Manuel Jardine, Sammy Web-ber, Dustin Julius, and HeinrichIsaacs just to name a few.Christian also finds great inspira-

tion from our SA pianists like Ra-mon Alexander, Mark Fransman,Camillo Lombard, Temba Mkhize,Andre Petersen and Celeste Willi-ams, amongst others.Some of them will be performing

wer just keeps coming their way as long asthe sun shines and the wind blows.Todd Lambert is the excited homeowner

who has embarked on a project to use solarand wind power for his household energyneeds and now hewants tomake the worldaware of how it can be done.He is very excited about showing you

around the array of panels, batteries andother equipment that keeps his homepowe-red, confessing the seed for alternate powerwas first planted in 1997.“Duringmywork in the cabling business

I was intriguedwhen I came across a housethat was already running on solar power atthe time,” he says.“At the time I looked at it but it was very

expensive but the bug was there in mybrainand I just kept researching it andkee-ping track of developments in that indus-

try.“Then round about 2008 the problems

with power from Eskom started and it justspurred me on to start looking at conver-ting to alternate power.”In 2010 he finally got a basic system going

with a modest output of 1,9KW, but that sy-stem has now grown to a system that canproduce power for all his household needs.“Once I started itwas just amatter of kee-

ping up with developments in the industryand it is still growing,” he said.“At the moment on a good day of wind

and sunlight I can generate between 15 and20KW.”For the technically minded the system

that he uses is a 24V main solar power sy-stemwith two 2500W inverters. The batterybank consist of 1140Amps at 24V.There’s also a smaller 12V system with

800W inverter and a 48V system with a1200W inverter.“The house can run on the battery bank

for 3 to 4 days, only depleting 40% of thebatteries capacity,” he explains.“The total solar panel watts equates to

3200W and the wind generator is a 1500Wunit.”Todd sees these systems

as amajorway to helpwiththe power problems fore-seen for the future, andthat is why he is preparedto assist people in the com-munity who are interestedin how they can powertheir homes.“Every household has

different needs,” he says.“I firmly believe in it,

not just as savingmoney inthe long run, but it is alsogood for the environment.“My dream is also to get

young people interested infinding out about solar po-wer so schools can contactme to do little workshopsfor them. Sometime’s thesimplest of solar power ex-periments can spark an in-terest that lasts a lifetime.“Look how it inspired

Youth at risk in Belhar are getting a nudgein the right directionby the local anti-crimeforum.The Belhar Anti-Crime Forum recently

hosted a workshop for youths at the localcouncillor’s offices in Huguenot Square,withmore than 40 youngsters from the areaattending.Fahgmeeda Ameerodien, who coordina-

ted the event, pointed out that the aim ofthis project was to give youths the opportu-nity to explore a positive direction in theirlives.“It is very unfortunate that in too many

areas our youth are growingup surroundedby many negative influences,” she said.“With these workshops we want to show

them that the most important person whocanmake a difference in their lives is them-selves.“We just want to be the catalyst in this

process by giving them the opportunity tosee what they can be if they want to make

that paradigm shift.”Speakers at the workshop included offici-

als from the Department of Social Develop-ment, theZoeSkillsAcademy, police aswellas learners from local schools.“It was also important for us to feature

Maccsand (Pty) Ltd is a company that concentrates on sandmining in the Western Cape. Since the resource of the currentmine, Farm 508/12, Symphony Way Sand Mine has beenextracted according to the mining permit conditions as grantedby the Department of Mineral Resources (DMR), Maccsandhas initiated a closure process for the sand mine operations.The sandmine is anticipated to close in 2014.

Closure of themine will entail the decommissioning of themineand all infrastructure and the rehabilitation of the area for urbandevelopment according to the City of Cape Town SpatialDevelopment Framework (SDF). Authorisation is required forthemine closure process in terms of theMineral andPetroleumResources Development Act, 2002 (Act No. 28 of 2002). Celebrations for Elsies River’s Elswood Se-condary School’ 50th anniversary are in fullswing.The learners, staff and members of the

community recently got together at theschool for this occasion and the local Shop-rite branch baked a special cake for theevent.Speakers spoke of their pride at attending

the school and how they remained proudthat it was still a beacon of education for the

youth in the area.There was also a special treat for the lear-

Delft residents are using technology to ex-pand their own businesses and hopefullymake a valuable contribution to the localeconomy.

The Home of Compassion Ministries ba-sed in Delft, is connecting residents to econo-mic opportunities through a range of skillsdevelopment initiatives.

The not for profit organisation is one ofthree NPO’s selected to roll out the WesternCape Government’s Free Wi-Fi project.

It is estimated that 82% of the skills deve-lopment trainees at the centre go on to findemployment.

Steven Hendricks (19), a participant in theInformation and Communications Techno-logy course, plans to open his own businessin the next four years.

“I’ve always been interested in computersand since I have been here I have learnedso much. In the next three to four years I willopen my own computer business,” said Hen-dricks.

Residents also receive training on mana-ging budgets and entrepreneurial skills.

Alan Winde, Minister of Finance, Econo-mic Development and Tourism, visited theNPO last week to see first-hand how commu-nities are benefitting from internet access.

Home of Compassion Ministries has recei-ved a R1 million grant from the Western Ca-pe Government to offer Free Wi-Fi to Delftresidents.

It is estimated that 43 000 people in Delft

will be connected to wireless internetthrough the project. Twenty-two schoolswill act as central connection points, whichwill allow learners to access curriculum-ba-sed content and reading material.

As the NPO already offers several skillsdevelopment programmes, Winde said itwas important to use benchmarks to meas-ure the impact of the initiatives.

“This is a great example of how internetaccess connects people to economic opportu-nities. Soon, with a device and connectivity,people will be able to work from where everthey are.

“According to the World Bank, every 10%increase in high speed broadband penetrati-on in developing countries results in a 1.3%increase in economic growth.

“That’s why we are driving broadband ini-tiatives in the areas where they make thebiggest difference,” he said.

Delft is one of four areas chosen for theFree Wi-Fi pilot project. Atlantis, Robertsonand the Garden Route are the other locati-ons.

Through this pilot, 90 000 people will be-connected to the internet.

“This pilot project is going to pioneer themodel we will roll out to the entire province.Eventually, every resident must have accessto free or affordable internet,” said Winde.

This pilot project is part of the Western Ca-pe Government’s R1.3 billion broadbandplan.

Today, most businesses are run on com-puters nowadays. But using the inter-net to access emails, surf the internet

and interact on socialmedia sites carries thethreat of attacks from malicious program-mes and viruses.Ransomware, like the name suggests, is anew form of malicious software that cybercriminals are using to literally hold yourcomputer to ransom, demanding paymentfor the safe return of your information, ex-plains Roberto Caprio, MD of Dial-a-Nerd.Currently the most dangerous ransomwa-re programme is CryptoLocker. The authorsof this programme have gone to greatlengths to make it so – by bringing out newversions, keeping upwith changes in protec-tion technology and targeting avariety of pe-ople over a sustained period.

InfectionCryptoLocker focuses on all versions ofWindows, including XP, Vista, Windows 7and 8.The easiest way for this programme to re-ach an extensive number of people veryquickly, is via email spam.The infection is typically spread throughemails pretending to be work related issuessuch as delivery requests, payment details,and so on, sent to company email addresses.The email contains an .EXE attachment,disguised as aPDF file ‘PDF.EXE’, thatwhenopened, infects the computer, Caprio conti-nues.Newer attacks seem to be via Facebook inthe form of video downloads, where the vie-wer is asked to download an application torun the video. This application in all likeli-hood is some form of malware, with theworst case scenario being CryptoLocker, hesaid.“Once the ransomware has been downloa-ded onto the computer it will encrypt the fi-

les and display a CryptoLocker paymentprogramme on the screen, demanding a ran-som be paid in order to decrypt the files.“A timer will also be displayed statinghow much time is left to complete the pay-ment.Oncepayment is received the fileswillbe decrypted, although this is not 100% gua-ranteed,” Caprio warns.Not only does CryptoLocker affect the lo-cal files on the computer, but files that areon ‘mapped’ drives can also be affected (filesthat have been given a drive letter such asD; E; F).

These files could be on an external harddrive, folder on a network or a document inthe Cloud. If you have your Dropbox folder,for example, mapped locally, it could en-crypt those files as well.

Back up your dataAlthough it may seem like there is no ho-pe, there are a number of things that you cando to protect your computer against Crypto-Locker.

V Backup your data:“We cannot reiterate this enough. Bac-

king up your data is the most importantthing you can do if you own a computer. Itwill keep your data safe in a number of situa-tions.“We suggest that youmake backing up yo-ur data part of your daily regime. Backingup to the Cloud is a simple and automatedprocess thatwill provide huge peace ofmindin the event of a disastrous situation,” hecontinues.In the event of an attack from ransomwa-re, being able to restore a recent backupwillmean that very few of your documents willbe lost.

V Install a reputable security protectionprogramme.

V Show hidden file extensions:

ProtectionBecause Microsoft does not show extensi-ons by default, all the attachments fromCryptoLocker look like normal PDF files. Byre-enabling the ability to see the full file-ex-tension, it will be easier to spot suspiciousfiles.

V Always keep your software up to date.Malware authors pounce on users run-ning outdated software as they are aware ofthe weaknesses in the operating system,which they abuse in order to attack yourcomputer. Be aware that malware authorsare sneaky and can disguise their creationsas software update notifications. Enable au-tomatic updates, but possibly double checkon the software vendor’swebsite tomake su-re that they are legitimate.

V Disconnect from the WiFi or unplugfrom the network immediately if you thinkyour computer might have succumbed torandomware, but the CryptoLocker screenhasn’t appeared.Disconnecting from the WiFi or networkmay interrupt the encryption process andsave some of your files.
