De- pending on the outcomes, we will either issue a notice to get it registered or to face closure. Non-registration is a serious matter, and one which by law we are compelled to act upon,” said Foster. This comes after toddlers were recently ex- pelled from Shuttle Kidz with immediate ef- fect, apparently due to their parents’ behav- iour. “The expulsion letter was found in my child’s bag at the close of the day, and there wasn’t even a manager or owner available to discuss it,” said one parent. “The teacher didn’t even know about the letter. That alone speaks to the lack of professionalism.” The letter was received on Tuesday 8 No- vember, and stated to be “effective as at the close of business today”, with a refund for the balance of fees paid. According to different parents they had giv- en notice to Shuttle Kidz that their children would be enrolled at a different school from 2012. “We gave notice, without knowing that oth- er parents had done the same. And suddenly we’re labelled as being conniving,” said a par- ent. “They should look in the mirror. The ac- cusations made in the letter were horrific, and we weren’t allowed to go back the next morning.” According to the letter, the Gales were up- set about “the collusion” that went on be- tween parents with regard to parents all “dropping Shuttle Kidz at the end of Novem- ber”, and described it as “totally unaccepta- ble”. They were also unhappy about parents making negative comments about the busi- ness, and the letter described these parents as “two-faced” and “cowardly”. “The children have also been practising for the Christmas concert, only to be kicked out just like that,” said a parent. “For the sake of our child we’ve approached a child psy- chologist to help guide us through this. For these kids this is all they know, and to have that structure and friendships with other children taken away from them so abruptly... They didn’t even get a chance to say goodbye. It would have been just two more weeks be- fore the school closed, and the children would have left anyway.     According to Brian Gale from Edgemead,who runs the business with his wife Leslee,they have been operating for about 18 years.But the provincial department of social devel-opment has never heard of them.

    According to Marius Crous, acting di-rector for planning and building develop-ment management for the City of CapeTown, Discovery Daycare at 1 Monte Vis-ta Boulevard and Endeavour Educare at6 Park Lane in Century City have beenzoned for daycare and creche facilities,

    but applications for the proper zoning ofDiscovery Too at 7 Monte Vista Boule-vard and Apollo Aftercare at 14 PringleWay in Edgemead were only submittedthis month, and a decision is pending dueto outstanding information relating tothe application, which Shuttle Kidz has60 days to provide.

    Zoning for land usage by the munici-pality is separate from the registrationand approval of the daycare by the pro-vincial government.

    People can say what they want, butthis is our experience and disappoint-ment as parents, said a parent. At theend of the day Im doing whats best formy child.

    According to Foster, parents shouldcontact the department to lay any com-plaints or concerns. We will then get asocial worker or ECD assistants to inves-tigate the matter ... . For the protection of the children

    Gemengde gevoelens oor DelftLYNNE MATTHYSEN

    Inwoners van Karavaanpark in Ruyter-wacht het verskillende gevoelens oor dieskuif na Delft. Dit kom nadat hulle Don-derdagoggend die kans gekry het om Blik-kiesdorp in Delft te besoek.

    Die besoek is deur die provinsiale departe-ment van vervoer en openbare werke gerelnadat di departement n saak teen die infor-mele nedersetters gewen het om die grond teverlaat.

    Deon Gardener en Bernard Petersen van didepartement het inwoners vergesel en hulleis deur Shane Hindley (senior bestuurder viroperasionele grondbestuur vir die departe-ment) en amptenare van die Stad Kaapstad,wat betrokke is by die bestuur van Blikkies-dorp, daar ontmoet.

    Inwoners is Maandag 14 November deurShane en amptenare van die Stad besoek omte verseker hulle weet van die hofbevel, asookdie kans om Blikkiesdorp te besoek, s RobinCarlisle, minister van vervoer en openbarewerke.

    Francois Taljaard (39) was n lid van dieagt-man Suid-Afrikaanse toutrekspan watonlangs tweede plek in die 720 kg-afdelingvan di kampioenskap in Engeland behaalhet. Volgens hom het 18 spanne van reg oordie wreld meegeding. Dit was my eerstekeer oorsee, en dit is regtig n ander wrelddaardie, s hy. Die toutrek daar is baie har-der.

    Vanjaar het Francois al 13 medaljes inplaaslike, streeks- en nasionale kompetisiesgewen, en hy begin al voorberei vir die w-reldkampioenskap wat volgende jaar Sep-tember in Switserland gehou gaan word.

    Toutrek vat baie dissipline en volhar-ding. Jy moet hard oefen, reg eet, en jy moet

    die regte gewig h, s hy. Volgens hom moetelke span in n gewigskategorie nie ligter ofswaarder wees as die vereiste totale gewigvir daardie span nie.

    In April begin die stoeiseisoen, maar onsis al besig met voorbereiding. n Mens kanop jou eie oefen, maar dis die beste om ditin n span te doen, s hy. Vir hom is die sportlekker, uitdagend en ontspannend.

    Miskien wel die eerste om die nooddienstedaaroor in te lig

    In elk geval, ek kry die brandweer se nom-mer, want hulle het n afdeling vir die verwy-dering van diere. Ek het meer gedink dis virjou huiskat wat hoog in die boom sit of jouboerboel wat die gat in die heining oorskat het,maar n mens weet nooit. Dinge verander.

    Die vrou by die brandweer is ddseker syhet verkeerd gehoor. Sy s sy gaan my deursit

    na disaster management, ek moet vir Rus-sell vra.

    Ek het nie gedink dis n disaster nie, nognie. Ek het nie eens gedink die voorval isal op krisisvlak nie.

    Ek vertel Gary nie,maar ek het skiet oor-weeg dis een van mymeer twyfelagtige ta-lente. Maar toe gewon-der oor die geraas, gedink disaster manage-ment kan dalk dan wel opdaag.

    Gary vra waar die slang nou is. Ek s, wel,ek reken in die agterplaas. Kyk jy nou daar-na? Nee, ek het dit met n emmer toegemaaken die emmer in die grond probeer indraaisodat die addertjie nie kan wegseil nie.

    Lewe die slang nog, vra Gary. Ja, laas toeek gekyk het. Ek dink nie suurstofnood kanso gou intree nie. Dit is nie n groot slangnie en dis nie n klein emmer nie.

    Gary s hys oor tien minute daar. En hyis. Met n groot houer en n slangvangstokstorm hy van die voordeur af sonder huiwe-ring na die agterdeur en toe reguit na die

    emmer. Jy sal sweer die man was al voorheenhier.

    Snaaks, ek merk n sagtheid in sy o op. Ekhet meer van n koudheid verwag.

    Hy lig die emmer stadig op, nog meer, heel-temal. Gits, het die salmandertjie nou wrag-gies verdwyn? Maar toe steek Gary rustig syhand vorentoe, tel die krullende dingetjie op

    en praat uiters rustig ter-wyl die slangetjie om syhand krul. Dis n ouslakvretertjie. Heelte-mal onskadelik. Eks blyjy het hom nie doodge-maak nie. Hulle bly maarin mense se tuine en houdie slakke onder be-heer.

    Terwyl Gary sy goedoppak nadat hy die sla-kafmaaiertjie in die hou-er gesit het, s hy dat eni-ge slang in die Wes-Kaapmet strepe oor die rug,onskadelik is. Ja, Gary,maar wat mk ek metdie slang? Hy kyk myhalf vraend aan. Jy houhom in jou tuin, maar ashier katte in die omge-wing is, moet jy liewer

    dat ek hom kom haal. Daardie goed is sowreed met slange Ek verbeel my daar wasemosie in sy stem.

    Half skuldig dink ek aan my ou spinnendeliefbol wat ewe rustig in die vensterbankhaar kloue sit en skoonlek. Sy? Wreed?

    Hulle is besig om uitgeroei te raak. Ek salhom op n veilige plek loslaat, beloof hy. Enek glo hom.

    Gary groet, s ek moet n lekker dag h. Hykyk met die uithardloop om, weer die warmo: Dankie dat jy hom nie doodgemaak hetnie.

    Goodwood se sektor 3-subforum het on-langs hul eerste buurtwag gestig en diepaar lede het groot planne.

    Ons het nog nie n buurtwag vir sektor3 gehad nie, s ao. Quinton Nortje.

    Ons het al n paar lede, maar ons probeernou om nog inwoners te kry om aan te sluit.Dit gaan help om meer sigbaar te wees in diegebied en om meer o op die grond te h.

    Volgens die polisie gaan lede van diebuurtwag ook opleiding ontvang.

    Daar is n oorkoepelende wetteloosheidwat in die gebied ingekruip het, met baie

    mense wat net rondhang, s Archie Steyn,nuutverkose voorsitter vir di subforum.So ons beoog om die polisie te ondersteunmet die stigting van hierdie buurtwag en omons strate te begin opruim.

    Volgens Archie werk die gemeenskapspo-lisiringsforums (GPFs) saam met dieplaaslike polisie om misdaad te beveg.

    Onder die GPFs is daar sektorkomitees,waaronder daar ook straatkomitees is. Onsbeoog om n lid van so n komitee in elkestraat te h, s hy.

    Spotlight on victim supportAn open day will be held on Saturday (26November) in the Victim Support Roomat the Bothasig Police Station.

    Subcouncil pledges to save waterLYNNE MATTHYSEN

    A pledge to save water was madeby members of Subcouncil 3 at ameeting on Thursday morning.

    This precedes the public launchof the City of Cape Towns Keep Sa-ving Water campaign on 30 Novem-ber.

    The campaign aims to avoid wa-ter wastage, which will eventuallyhelp to avoid water shortages, saysNina Viljoen from the water conser-vation unit of the department of wa-ter and sanitation. We hope to car-ry the message across to communi-ties by having community leadersmake a pledge to show their com-mitment to saving water. We hopethis will encourage communities tofollow their example.

    According to Nina the campaignwill run for three years, duringwhich time a range of interventi-ons, events, exhibitions, and work-shops will be held.

    The City will conduct pre andpost campaign water checks to me-asure the impact of the campaign,says Nina.

    According to a report on sectoralwater use in the city for 2010/2011,city residential units use almosthalf (47,2 percent) of the 922.21 Mlof water provided by the city perday.

    Having water is a right, and sa-ving water is everyones responsi-bility, says James Vos, chairmanfor Subcouncil 3.

    In order for the campaign to besuccessful, the support and co-ope-

    ration from everyone is essential. Ipledge to value the use of water inmy personal life and through myspheres of influence, and in my ca-pacity as a water ambassador to re-ducemydaily consumption fromto-day, to share water saving tips withmy family, neighbours and co-wor-kers, to discourage and avoid waterwastage caused by preventable le-aks, and to report bad conduct andwater wastage that will lead to wa-ter shortages.

    Subcouncil 3 includes Wards 1, 3,5 and 70, which includes Goodwood,

    Tygerberg Hills, Welgedacht, Loe-venstein, Plattekloof, Panorama,Welgelegen, Edgemead, Monte Vis-ta, Bothasig, Plattekloof Glen, andTygerdal.

    The public launch will take placein Prince George Drive in LavenderHill.

    Water Saving Tips:. Never pour water down the

    drain when there may be anotheruse for it, such as watering a plant

    or garden, or for cleaning.. Check that your home is leak-

    free. Read your water meter beforeand after a two-hour period whenno water is being used. If the meterdoes not read exactly the same, the-re is a leak.. If the toilet handle stays in the

    flush position, letting water runconstantly, replace or adjust it.. Dont let water run while sha-

    ving or washing your face or brus-hing your teeth.. Avoid flushing the toilet unne-

    sects, and other waste in the trashrather than in the toilet.. Do not leave sprinklers or ho-

    carwash that recycles water. If youwash your own car, park on thegrass and use a hose with an auto-matic shut-off nozzle.. If you have a swimming pool,

    consider a new water-saving poolfilter.

    Facelift for FactretonLYNNE MATTHYSEN

    More than 156 backyard units in Factre-ton are set to get a facelift thanks to theCitys backyarder upgrade project.

    The project was launched by the executivemayor of Cape Town, Patricia de Lille lastweek Wednesday.

    The units in Factreton will get enclosedflush toilets and upgraded electricity infra-structure once renovations get under waymid-2012.

    This pilot project was approved in lateSeptember, and according to the City, les-sons learnt in Factreton will influence theexpansion of this project to Langa and Hano-ver Park.

    Currently, the housing waiting list inCape Town sits at around 400 000 house-holds, and due to the pressures of numbersand limited resources, housing delivery hasbeen slow, said De Lille.

    This programme is the first of its kind inthe country, and has involved consultationwith all stakeholders, including City offi-cials, representatives from all backyardercommunities across the metro, and land-lords. The units provide access to clean wa-ter, washing facilities and electricity.

    According to De Lille, the City will contin-ue to conduct engineering surveys of back-yarder communities over the next fiveyears, in order to assess the scale of servicesneeded in each community.

    Scam could haveended in disasterTuesday (15 November) at 13:30 I wasdriving inBellville onDurbanRoad in thedirection of the N1 highway.

    At a red robot, the driver of the vehiclebehind me (a white commercial van withorange adverts across the top) got out ofhis car and approached my window say-ing that I had petrol leaking from the backof my car.

    When the robot turned green I found asafe place to pull over (at the bus stop stillin Durban Road) and he pulled behind meon that busy road, like a Good Samaritanwho was assisting me out of a fix.

    I got out of my car and he inspected un-der my car and said there was a definiteleak and that he would help me, whereaf-ter he signalled that I should follow him.

    When we both got into our respectivecars and pulled off, he overtook me andturned immediately left at the approach-ing intersection assuming that I would

    follow him.I ignored this stranger and proceeded

    straight.I went to the nearest petrol station just

    a little stretch away and asked the petrolattendant to assist me in determining ifI had a fuel leak under my car pointingat the exact location where the concerneddriver had pointed.

    Two petrol attendants checked the bot-tom of my car and there were no leaks.This con artist was white, sounded Afri-kaans and in mid-twenties.

    This is a scam aimed at misleadingwomen travelling on their own.

    Had I accepted his assistance, he proba-bly would have dispossessed me of my ve-hicle, stolen my bag and jewellery andmost likely harmed me. It all happenedvery quickly!

Countless examples ofthis freedom permeated the press and con-tributed to numerous restless nights forthose corrupted by power. Now we are atthe crossroads. The significance of thisbill cannot be overemphasised. A freepress has played an invaluable role inbringing untouchable citizens to justice Shabir Shaik, Jackie Selebi, Bheki Cele,Gwen Mahlangu-Nkabinde.

    City andGrandWestlove kidsThe City of Cape Town and GrandWest Casi-no will host a charity concert titled Love OurChildren on 15 December to raise funds forthe Mayoral Special Fund.

    The top three finalists of the SA Pop Idols2011 competition, winner Dave van Vuuren,Crushanda Forbes and Mark Haze, will per-form alongside Dr Victor and the RastaRebels and comedian Kurt Schoonraad atthe concert.

    The Mayoral Special Fund is the Cityscharity fund to assist victims of emergenciesor disasters, individuals or organisationsexperiencing hardships, and to supportcauses that promote the Citys values.

    Executive Mayor Patricia de Lille says theconcert will boost the Citys efforts to assistCapetonians going through difficult times.

    This fund is one of many resources reliedon to build a caring City by helping thosepeople who need our help the most.

    My office is inundated with requests forfinancial assistance for worthy causes by in-dividuals and organisations doing an in-credible job to build a more caring City.Many of these requests are from poor fami-lies struggling to bury their loved ones or or-ganisations taking care of children with spe-cial needs.

    The proceeds of the concert will go a longway to enabling theCity tomakeadifferencein the lives of deserving individuals, accord-ing to De Lille.

    The chairman of SunWest International(owners of GrandWest), Hassen Adams, saysthe charity concert is part of their commit-ment to effect positive change in poor com-munities.

    Through supporting the concert and pro-gramme we can better equip and provide fortomorrows generation, said Adams.

    Thirty four children with cleft lips andpalates have just received the gift of smil-ing. They underwent life-changing facialreconstructive surgery from 14 tot 18 No-vember at Tygerberg Hospital as part ofSmile Week.

    The hospital, Vodacom and the SmileFoundation joined forces to make this initia-tive possible. Smile Foundation is an NGOthat does facial reconstructive surgery freeof charge for children from disadvantagedbackgrounds with facial conditions.Through its partnership with academic hos-pitals in the country, Smile Foundation hashelped about 800children to date.

    Not only chil-dren with cleft lipsand palates, but al-so children withear conditions,some cranio-facialconditions, andburn wounds wereoperated on.

    On Tuesday 15November, West-ern Cape PremierHelen Zille met thechildren who hadsurgery, as well astheir parents. Shewas joined byWestern Cape Min-ister of Health The-uns Botha.

    In her keynoteaddress, Zille saidthe work done bythe Smile Founda-tion and Vodacomis a great exampleof how the private sector can assist govern-ment in delivering quality healthcare to citi-zens.

    Around 80 percent of the health budget isspent on diseases and injuries that are pre-ventable and often a consequence of life-stylechoices. This means we do not have enoughmoney to provide care and assistance to peo-ple living with disabilities.

    The value that Smile Week will bring tothe lives of these children, who will be giventhe opportunity of a future with a higher self-esteem, a sense of dignity and most impor-tantly, full and joyous smiles, is truly im-measurable, she said.

    Botha added to this, saying: I am so proudof this partnership where our hospital staff,specialists and nurses are joining handswith Vodacom towards a future generationof smiles.

    This is a project that cannot be boughtwith rands and cents but is borne out of com-passion and goodwill.

    So says Clive Justus, chairperson of Sub-council 4, who urged residents during the sub-council meeting in Parow last week to reportillegal dumping.

    The solid waste management departmenthas reaffirmed its commitment to keeping Ca-pe Towns built and natural environment cle-ar of waste, he said.

    According to Justus, last month alone thedepartment issued fines amounting to almostR100 000 the majority of which were for theillegal dumping of builders rubble and tyres.Someof the fines issuedwere ashighasR2 500.

    Cleaning up illegal dumping is very costly,he said.

    A clean environment is an investment inthe future and it clearly contributes to ourquality of life. I therefore make an earnest ap-peal to all residents to be vigilant and reportall instances of illegal dumping. Please provi-de details such as the vehicle registrationnumbers and the date, time and place of trans-gressions.     Edurock tries to narrow the education gapThe first EduRock festival will be in aid ofACVV Koeberg.

    The festival takes place on 25 and 26 Novem-ber at ROAR from 19:00 each night.

    So far, Death Row Diaries, Sindulgence,Thats What She Said, Forgive us Not, Stri-dent, Someday Rush, When Karma Sleeps,The Ghostbane Collective and Playing withReason have been confirmed.

    This is a pilot project of what will hopefully

    become an annual event. The project hopes tohelp to provide and improve education for asmany of South Africas children as possible.Each year they will be donating the proceedsfrom the event to a different organisation.

    This year the proceeds with be going to theACVV Koeberg, a non-profit organisation.Currently they are working in a small schoolroom that can only accommodate 30 children.

    Their final goal is to build a bigger school.

    Here they will teach 200 underprivilegedchildren between the ages of four and six andequip them with the knowledge and strengthneeded to tackle the mainstream schoolingsystem. Many of these children never get a re-al chance at a normal school career as theyoften lack preschool stimulation.

    Schools allSchools allbursting atbursting atthe seamsthe seamsWith only three weeks left before the endof the school year, schools in Bracken-fell, Durbanville, Delft and Kuils Riverare full to capacity.

    The Western Cape Education Departmentis wrapping up its preparations for the 2012school year, which includes the finalisationof enrolments.

    Says Bronagh Casey, spokesperson for ed-ucation minister Donald Grant: The com-pletion of enrolments for the followingschool year is imperative, as this determinesthe number of staff that will be allocated tothe particular school, the amount of furni-ture and stationery required and thenumber of learning materials such as text-books.

    According to her, this years early enrol-ment campaign has been a success, withhigh enrolment figures being capturedthroughout the province.

    The greatest demand for enrolment hasbeen in the metro region, with some areasreporting that they are full to capacity, shesays.

    While enrolment has been high in theEden/Karoo, Overberg and West Coast dis-tricts, there is still capacity in some of theschools.

    We are expecting around 100 000 learnersto qualify for enrolment in Grade 1 nextyear, and approximately 80 000 in Grade 8.

    Bronagh says the department does expectsome late enrolments next year, especiallyinvolving learners that have migrated fromother provinces or have enrolled late forpractical reasons, such as family relocation.

    We have identified areas where theremight be high levels of demand. These in-clude Mitchells Plain, Nyanga, Phillipi,Delft, Kuils River, Langa, Hanover Park,Manenberg and Oudtshoorn, she says.

    According to Bronagh there are still par-ents in the province who have children en-tering Grade 1 or Grade 8, but who have notyet enrolled them for 2012 . I strongly urgethem to do so now. Given that many of ourschools are already full, enrolment at thisstage may require some assistance by theWCED district offices.

    Parents must not leave enrolment to thefirst day of the new school year. This placesa massive amount of pressure on our offici-als and distracts our schools from their taskat hand which is an on-time start to tea-ching and learning.

    It is simply unfair for parents who havefailed in their responsibility to enrol theirchildren in good time to lay the blame on thedepartment and its officials at the start of thenew school year.

    Parents need to provide the following do-cuments when submitting their applicati-ons: birth certificate; immunisation card;transfer card or the last report card for lear-ners who have already been to school.

    Horse wasabused todeath

    A horse owner, charged with contraven-ing the Animal Protection Act in whatis described as one of the worst cases ofabuse of an animal in many years, wasgranted R3 000 bail in a Bellville courtlast week.

    The wounds on the horse were so exten-sive the animal couldnt stand.

    The animal, named Mr Lonely, was dehy-drated due to fatigue and in severe shockand trauma. He was lying prostrate on theground, partially covered by a blanket, histesticles badly swollen and with open welts.

    The horse couldnt stand as his hindquar-ters were giving way and he died shortly af-ter being found.

    MeganWhite of theCartHorseProtectionAssociation last week said the associationwill call for themaximumsentence tobe im-posed on the owner and another two adultmales from Freedom Farm. They appearedin court on Friday 17 November on chargesof cruelty and abuse.

    The horse was found after a patrol inspec-tor of the association received an urgentcall from a Freedom Farm resident, inform-ing her about a horse lying down in the fieldbehind his property.

    On arrival, she was totally unpreparedfor the shocking scene, White said.

    The horse was immediately injected witha strong painkiller and the inspector re-quested help from three bystanders to carryhim to the horsebox.

    En route to the Epping Clinic, the associa-tions consultant veterinarian was called toassist and treat the horse.

    The vet stated the condition of Mr Lonelywas likely caused by human cruelty andabuse, and that the prognosis was poor.

    White says witnesses stated they hadseen Mr Lonely pulling a cart driven by theowner and two youths over a period of threedays. They had been driving recklesslyaround the farm for long periods, beatingthe horse with a stick and a rubber hose.

    She said given the extreme nature of theabuse, and the torment that Mr Lonely en-dured, the management and committee ofthe Cart Horse Protection Associationunanimously agreed that charges be laidagainst the owner and two drivers.
