He claimed he was driving inthe opposite direction to me (head-ing towards Panorama) and whenhe passedme he sawme holding thecell phone to my ear and proceededto make a u-turn and followedme inorder to confiscate my phone andfineme. He demanded that I removemy SIM card and give him myphone. “I refused, saying we shouldgo to the Bothasig police station,”says Pépin. At the police station the situation
became “quite threatening”, ac-cording to Pépin, “because everytime he asked me something and Ididn’t give him a straight answer,he would say that if I resist givingthe information required, he willhavemearrested”. “Heproceeded tofine me and confiscate my phone,”according to Pépin. She then turned to all possible av-

She told me to go tothe municipal prosecutor in Parow,aMrsTKamall. she had no choice but to pay theR1100 fine in order to get her phoneback. “Even though Iwas allowed tokeep my SIM card, all my contactswere saved tomyphone. I ama busi-ness manager, covering ten dialysisclinics in the Eastern and WesternCape, and I am not office bound sohaving already lost two days’ workI had no choice but to retrieve myphone. As soon as I reconnected myphone to the car’s bluetooth,my callhistory was displayed on the radioface. This displayed my call to myregional manager at 08:31 on theday. I proceeded to take a photo ofthis, and a screen shot of the call his-tory on my cell phone.“I went back to Chief Inspector
Valentyn to produce the evidencethat officer Groepies had falsely ac-cused me. He told me to appear incourt on 31 August,” says Pépin. She says she wants her money

‘Deaf or dead’ not the only optionsMICHELLE LINNERT
@linnertmb
A medical doctor from Stellenberg al-most went deaf from TB medicationafter contracting the dreaded multi-
drug resistant (MDR) strain of the disease. Now she is advocating for cheaper, safer
new antibiotics for TB treatment throughTB Proof, the NGO she now works for.“I didn’t lose my hearing completely,” Dr
Dalene von Delft told TygerBurger.“The TB medication that causes hearing
loss is anantibioticweuse to treatMDRTB,”she said. This strain of the bacteria causes the same
disease as “regular” TB, butDalene explainsit is resistant to first-line antibiotics becauseit has become mutated.Dalene contracted MDR TB through her
work in 2010. Because the bacteria is air-borne, inhaling it causes the majority (up tothree quarters) ofMDR cases in the country.“We are currently using a very old regi-
men of medication with a very old combina-tion of drugs for treatingMDRTB,” she said.
Sideeffect is hearing lossThis usually consists of six or seven differ-
ent kinds of antibiotics – including a groupof antibiotics called the aminoglycosides –used to treat different types of bacterial in-fections.“These antibiotics are widely used; they
are ‘old’ drugs which have been in use sincethe 1950s. It is still frequently used in hospi-tals, but for short periods, usually less thantwo weeks. In MDR TB one has to use it longterm,” she said. The World Health Organisation’s (WHO)
guidelines recommended treatment withaminoglycosides for MDR TB for eightmonths, with total treatment lasting up totwo years.“Unfortunately one of the side-effects is
hearing loss.”“Because these drugs are already 60 years
old, their patents have long expired andthey’re very cheap and made by differentmanufacturers,” she said.“Yes, it comeswith awarning that it could
cause hearing loss, but it’s not like you cansue the drug company, because it is used ‘off-label’.“This means the drug companies do not
recommend long term use of these drugs forthe treatment of MDR TB, but doctors areforced to use these drugs as there are no al-ternatives, and it is a deadly disease,” Da-lene said. The WHO recommends regular screening
for hearing loss by means of audiograms,”she said, explaining this meant hearing atdifferent frequencies and amplitudes.“We don’t understand how it causes hear-
ing loss, but it affects the nerve responsiblefor hearing – the cochlear nerve – and theouter hair cells which pick up high frequen-cy tones, are affected first,” she said.“Low tones still sound okay for patients,
but they start strugglingwith consonants ‘f’,‘s’, ‘k’, ‘p’, ‘t’. They might not pick up highsoprano notes.“Sometimes people are unable to pick up
if their high frequency hearing is deteriorat-ing. Some report ‘going deaf’ overnight.”Studies estimate that about one third of
MDR patients lose their hearing, Dalenesaid. And there are no alternatives.“You either become deaf or dead. In most
cases you cannot stop the old treatment eventhough you might lose your hearing.”SowhenDalene learnt thesewere her only
two choices, she tried to access a new drugbeing tested in South Africa.“I didn’t want to accept that. If I became
deaf, I wouldn’t be able to listen to music orconversations anymore; I wouldn’t be ableto practice as a doctor anymore,” she said. She spoke topeoplewhohavehadcochlear
implants, Dalene said, one of them a nursewho contracted MDR TB and had the im-plant done, but still had trouble using astethoscope.“I realised this was a career ending situa-
tion. Week after week it just got worse. Myhearing deteriorated. Then I heard of a newdrug – the first new TB drug in 40 years,”she said.Janssenpharmaceuticals (part of Johnson
& Johnson) were doing clinical trials inCape Town on a drug called Bedaquiline, of-fering a slim chance of hope.“Treatment of MDR TB has been at a dead
end until recently.”She found out about the newdrug and con-
tacted the principal investigator and tried toget the drug available on compassionate use.
“Sometimes they make new drugs availa-ble before the clinical trials are completed, seeing as these can take years and years. Italready took about 25 years to develop Be-daquiline.“We are very lucky. So far small studies
suggest that this new drug is effective andthere’s a chance it might replace the olddrug,” she said.“It was a gamble, but I applied to be a part
of their programme. Luckily the drug com-pany and the Medicines Control Council ap-proved my participation. It ended up beingvery successful,” she said.
No price on value of hearingDalene only lost her high frequency hear-
ing and can still use a stethoscope.“I took it for six months and there were
nomajor side effects. So I started advocatingfor it. There are some concerns that the newdrug has an effect on the heart, but it seemsto be safe so far.“They’ve opened the clinical access pro-
gramme for the newdrug. The drughas beenaround for about two years.“This year our government decided the re-
sults of the drug look so promising, althoughit still costs about R10 000 to R15 000 per pa-tient per six-month treatment, they are go-ing to make it available for certain patientsin the public sector,” she said.Another new development – with a South
African technology partner – is the KUDUw-ave portable clinical audiometer.“Now clinic sisters can readily test peo-
ple’s hearing, because thismachine is porta-ble,” Dalene said.If a patient qualified to get the new drug,
the cost would be about $900 for a six-monthcourse.“Yes, it’s still a bit expensive, but how can
you put a price on hearing?“One cochlear implant costs about R250
000,” she said.
Dr Dalene von Delft advocates for a new MDRTB drug that has shown its effectiveness inpatients like herself.

TheWestern Cape minister of communi-ty safety, Dan Plato joined role-playersfrom Goodwood on Friday last week fora walkabout through the suburb.Plato’s office will now draft a detailed
report to address problems identified. After the walkabout Plato said he was
very happywith the results. “I am happywith a successful walkabout with theGoodwood Neighbourhood Watch(NHW) on Friday evening and the ser-vice the dedicated community membersare providing in their own community.“The solidarity walk with the NHW
saw a show of force of more than 50 peo-ple taking to the streets in Goodwoodwhich included members of the Good-wood NHW, the Community Policing Fo-rum and the South African Police Ser-vice as well. The area covered in thewalkabout consisted of both the Voor-trekker Road Central Business Districtarea as well as the surrounding neigh-bourhoods,” Plato said. Some of the problems already identi-
fied include the prominence of vagrants

Police are warning the public about anew scam targetting recipients of so-cial grants that may be spreading
across the Western Cape.In Bishop Lavis and surrounding areas
SAPS communications officer Captain Ma-rie Louw says the fraudsters have identifiedaway inwhich to de-fraud receivers of Sassagrants of their income in Bishop Lavis andsurrounding area.“A call is made by a person, giving a ficti-
tious name, but acting as if he/she is official-ly employed by Sassa. They ask to identifyyourself and to confirm it and also to givethe last four digits of your Sassa card num-ber. The person is told theywill be receivinga food parcel after supplying the informa-tion. This clearly never happens and the vic-tim later finds that withdrawals have been
made from the account. People must beaware of this scam if theyare called or if theyare visited by persons promising these ham-pers.”A Bonteheuwel resident who did not want
to be named also pointed out that there wasalso a trend for these scamsters to visit peo-ple in various areas as well. “My mother-in-law was approached by a young personclaiming to be a student working for Sassawho was armed with very official lookingdocuments,” he said. His mother-in-law had left her card with
his wife and when she called them to bringit to her the man left saying that he wouldreturn later. It was later discovered he hadduped some residents into ‘filling’ out thoseforms for grocery hampers only to find thatillegal withdrawals were made.

Verlede week is ’n man met ’n rekenaar-
The comment article “Greatestdanger lurks in the home”,TygerBurger, 1 July, refers: Aslong as society does not stoptheir behaviour, this problemwill not go away. We have somuch stress, the newspapersare dripping of blood, the TVshows people beating eachother up, killing and scream-ing. People don’t talk to eachother, it’s the cell phone.Neighbours never go furtherthen a “hallo”, no interactionor communication. The newstalks about nothing else thancorruption from the top down.Well, pop a pill, lots of drugsare on the market on everycorner for next to nothing. Thejails are full, so criminals arereleased on bail or because ofgood behaviour. Children donot have much chance tobecome calm, well-behaved andrespectful adults. The world isoverpopulated, but here thepoorest of them all breed moreand more. So where do we stopthe vicious circle?

With the school holidays infull swing, I appeal to parentsto familiarise themselves withthe various social medianetworks that their childrenuse, to help keep them safefrom online predators. Each social media platform
has unique risks and manychildren don’t realise thedangers. They underestimatehow easily accessible theirinformation is and forget thatothers are watching theironline activity. The MetroPolice department recommendsthe following tips:
. Talk to your childrenabout the dangers of socialmedia so they’ll think twicebefore posting a photo or
Social media, teachkids how to be safe
sharing their locations online. Discuss real-life situations
where social media has causedharm, e.g. news stories aboutchildren being “cyber-bullied”.Make it clear to your child thatthey can approach you withquestions or for help.
. Establish an age limit as towhen children are allowed touse social media. Most socialnetworks require users to be 13or older to create an account.
. Put rules in place, e.g. set atime limit for how long yourchild can spend on social mediaduring the week and set specifictimes to go online with yourchild to practise social mediasafety.
. Keep the computer in acommon area of the homerather than allowing children tokeep it in their bedroom.
. Check your child’s privacysettings on each social networkon a regular basis.Social media can be a won-
derful tool, but we need to keepa close eye on its usage inorder to keep our children safe.

LEGAL DEDUCTIONS FROM SOCIAL GRANTS
The SASSA Payment Card
Which Deduction Is Legal?
How can SASSA assist social grant beneficiaries with illegal deductions?
Safety tips for all social grant beneficiaries:

Western Cape Helpline @ (021) 469 0235 or 0800 60 10 11.
The South African Social Security Agency (SASSA), would like to provide communities with the
following information regarding social grant deductions:
The SASSA branded payment card, was introduced to allow social grant beneficiaries the convenience of
accessing their social grant anywhere and at any time. The SASSA payment card is a debit card and
allows for cash to be withdrawn from ATM's, purchases to be made from suppliers and legal deductions to
be made. The introduction of the SASSA payment card into the banking system unfortunately also
provided an opportunity for social grant beneficiaries to be exploited through unauthorized deductions.
Before the social grant is paid into the bank account of a beneficiary only deduction is allowed to be
made for a funeral policy, which may not exceed 10% of the total value of the social grant. This premium is
deducted by SASSA before the social grant is paid to the beneficiary and then paid over to the relevant
insurance company.
Once the social grant is paid into the bank account that is linked to the SASSA debit card, legal deductions
instituted by financial entities will take effect for purchases that were made ie: airtime, electricity, micro-
loans, credit instalments, policy premiums etc. Any disputes should be resolved directly between the social
grant beneficiary and the entity that instituted the deduction.
Social grant beneficiaries are requested to report any illegal deductions to the nearest SASSA
office/service point where they will be assisted to complete a claim form so that the matters can be
investigated. Alternatively beneficiaries can contact the SASSA call centre @ where
SASSA staff will record the relevant details and refer the matter for investigation. Where beneficiaries have
not authorized deductions or for their SASSA cards/account details to be used by others, the deducted
amounts will be paid back to them. This is usually done within a period of 3 working days. Should any
social grant beneficiary not receive the required assistance from a SASSA office or staff member this must
be reported to the office manager or the
• Do not to respond to SMS messages offering airtime, electricity and other services. By responding
to these messages, beneficiaries are actually taking on a "subscription" service and the amounts
will be deducted off the bank account through the EFT debit system every month.
• Do not use your SASSA payment card as security for loans and to purchase any financial services
products.
• Do not authorize deductions to be made against your card except for the one funeral policy
deduction that should not exceed 10% of the social grant value.X1Q9Q24H-AL080715

The art of skilfully folding pieces of paperinto all sorts of shapes, is slowly but surelybeginning to take shape in Wesbank. This practice, thanks to the generous help
and coaching of onewoman, KyokoMorgan,is aimed at building the already creativeminds of local teenagers.Kyoko, a Japanese national whomoved to
SouthAfrica 23 years ago, has been teachingyoungsters in the crime-ridden area for overthree years how to fold papers as part of herorigami class. It is here, as part of a schoolholiday programme, where they are taughthow to fold paper into books, wallets orswans.Origami, from ‘ori’ meaning folding, and
‘kami’ meaning paper, is the art of paperfolding which is often associated with theJapanese culture, according to the online en-cyclopaedia, Wikipedia.Kyoko, founder and director of Origami
for Africa, started teaching children at theWesbank No 1 Primary School as part of aholiday programme. The programme wassoon expanded and now offers free classesto more teenagers at the Multi-purpose Cen-tre during school holidays.“I used to do origami as a child and as you
grow up you do not forget. It is like a gamefor children in Japan.“I was asked to do it at schools and also
did it with the awaiting trial youths at Polls-moor Prison,” Kyoko said. Apart from this, she also taught childrendisplaced as a resultof the recent xenophobic attacks.“From their reactions I then realised that
origami actually helps to empower children,it gives them confidence.“I never thought of it before, but realised
that for some children here it is interesting, they find it magical and it is also healing.“It is a great activity people can do either
by themselves or socially,” Kyoko said. Her aim now is to bring origami to town-
ships and underprivileged communitiessuch as Wesbank.“It is good for all, it helps you physically,
mentally and intellectually,” Kyoko said. The activity, she explains, though not as
action-packed as ball games appeal to bothboys and girls.“Some shapes have six steps, others have
600. There is slow progression, and that iswhat I think makes it so exciting.”A group of Wesbank teenagers will be
showing off some of their Origami skills tomembers of the public at the Iziko Museumin Cape Town this week.V Contact Kyoko on [email protected]

A new traffic calming policy, aimedat addressing a backlog of 500 pro-jects and protecting vulnerable pe-
destrians such as children on their wayto school, is being considered by the Cityof Cape Town.According to a statement, residents are
requested to air their views during thepublic participation process that is cur-rently underway.City mayco member for transport,
Brett Herron explains each year they re-ceive more than 400 requests for the im-plementation of traffic calming meas-ures.There is currently a backlog of 500 traf-
fic calming projects to the value of R30million.
Increase in requestsCounting among these are requests for
speedhumps, raisedpedestrian crossingsand intersections, mini-traffic circles, roadmarkings and road narrowing as de-vices to force drivers to slow down on res-idential roads.“Over the past years, we have seen an
increase in the number of requests fortraffic calming measures, which can beattributed to the deterioration in driverdiscipline and a general disregard for therules of the road by all types of road user.Given the current backlog and the steadyincrease in requests, it has become neces-sary to revisit the current regime. Assuch, a new policy which seeks to priori-tise the implementation of these meas-ures where pedestrians, and particularly
children, are most vulnerable at schools, parks and libraries is now on the tableand ready for public comment.”He explains the purpose of the newpoli-
cy is to provide for a system that is finan-cially sustainable in the long-run; respon-sive to critical safety problems on resi-dential roads; and that will assist ineliminating thebacklogwithin a reasona-ble time.
Calming measures near schoolsPart of the new policy proposes that the
transport department implement trafficcalming measures on roads adjacent toexisting schools as a matter of prioritywith the benchmark of at least 50 schoolsper year.It also proposes that ward councillors
may identify, motivate and fund trafficcalming measures in response to a prov-en history of accidents on a road or in re-sponse to a recent and very urgent inci-dent that demands immediate interven-tion.In addition the policy makes provision
for individuals or organisationsmayalsofund traffic calming measures, subject tothe prescribed conditionsThe draft policy also lists various di-
rectives about where and how trafficcalming measures will and can be imple-mented.
V Public participation on the new policy is Sunday16 August and you can find the policy at yournearest subcouncil office or library. You can alsovisit www.capetown.gov.za.

His style of delivery is directand to the point – best describedas adult and sometimes risqué,but never crude. A fine musicianto boot, he isn’t shy to pull out hisguitar and treat his audience to afew rib-tickling songs.V Tickets for his shows at Die Boer costR120 and can be booked online at
www.dieboer.com or by calling 021 979 1911.

KatlehoPuleMohale (19), a formerhead-boy at El Shaddai Christian School inDurbanville has a passion for helping
others in need.Kat, as he is known tohis friendswas iden-
tified as a leader and duly attended two pres-tigious leadership programmes inNewYorkCity, in 2011 and 2012.When Kat returned from the USA, he used
left-over pocket money from his trip over-seas to buy soccer boots and shin guards foran underprivileged deaf soccer team, thePhillipi Deaf Stars. This gesture was so well received that the
schoolboy swiftly launched a non-profit or-ganisation designed to assist township chil-dren with a passion for sports to receive therequisite equipment. The NPO, Katleho’s Give2Talent, also
knownasKG2T, has as its primary objectivethe donation of sports equipment to teamsand individuals from previously disadvan-taged areas. Others that have received fromKG2T thus far include u-15 soccer squadsfrom Klipheuwel FC, Naledi Stars FC andLiverpool-Portland FC.Kat has now progressed into the sport of
cricket, where in conjunction with DistrictNorth Cricket and the Peninsula CricketAcademy in Bellville, he has embarked ona drive to collect second-hand, unwanted orunused cricket equipment for re-distribu-tion to under-privileged schools.ThisGive2Talent cricket initiative, which
started about three weeks ago, is currentlydrivenbyDistrictNorthCricket, with sever-al second-hand kits having already beenfreelydonatedbyDistrictNorthyouth crick-eters. Besides the participation of severalnorthern suburbs schools in the drive, theEl Shaddai Christian School, Kat’s formerschool has also made a donation to the drivein the form of second-hand kits. Perfect
Bounce have recently come on board andhave made a generous cash donation.Anyone interested in joining this inspir-
ing initiative to uplift young cricketers andproviding them with the necessary equip-ment, can contact Kat via email katz-
[email protected] or 078 116 6342.The central drop-off location for all cricket
equipment is at the Peninsula Cricket Acad-emy situated at 8 Hof Street, Bellville. Con-tact Brent Julie on 071 842 2809 at the acade-my for more information.

The 20th edition of the Coke Cup kicked offat sports grounds across the city over theweekend. The competition has been unearthing lo-
cal talent since 1996, giving clubs in the localsoccer associations within the South Afri-can Football Association (Safa) a chance toreveal their strength within the amateurranks.PeninsulaBeverageshas put itsweight be-
hind the initiative again as the title sponsorsof the tournament.“The excitement of this competition is ex-
perienced not only in the senior ranks, butalso by the women soccer players and theu.18s,” Peninsula Beverages says in a state-
ment.415 clubs will compete in the tournament
which has seen the likes of Anele Ngcongca,Rivaldo Coetzee, Thulani Serero, BantuMzwakali and Clayton Daniels use it as aplatform to the PSL and beyond.“It is Safa Cape Town’s noble responsibili-
ty to develop andnurture young talent in theregion and partners like Coke help us tomeet our objective,” says Norman Arendse,Safa Cape Town’s chairperson.“This is the biggest amateur sponsored
soccer tournament in the empires of Safa.“Other regions are amazed at the size and
sponsorship of this competition”.Silver Spurs are the defending men’s sen-

paar slaggate.
Droom“My grooste droom wat ek baie
Ditis waarvoor ek oefen,” vertel Chloe.Karate is nie al waarin Chloe be-

The SouthAfrican national darts champion-ship is currently underway in Johannes-burg. It ends on Friday. The first national championships were
held in Cape Town in 1993, which served asthe platform for Darts South Africa (DSA) tobe formed through the unification of all thedarting districts and associations in SouthAfrica. The Western Cape is represented by four
affiliated districts which form the federa-tion: Cape Town, West Coast, Cape Wine-lands and Eden.Cape Town Darts is made up of nine asso-
ciations, including two-time defending in-ter-district champion Peninsula Darts Asso-ciation (PDA).The other associations are: Athlone,
Mitchell’s Plain, Northern Suburbs, OceanView, South Peninsula, Southern Suburbs,Stikland and the Western Province district. The DSA tournament format consists of
an inter-regional and inter-district four-a-side competition in which players compete
in both doubles and singles play. The inter-district competition has seven
divisions.PDAwill be leading the charge of the Cape
Town teams in the inter-district competi-tion, where they will be chasing an unprece-dented third title in a row. They have held the top spot for the past
two years, having not lost a match at the na-tional championship since 2013.The Western Cape women’s team took na-
tional honours in the inter-regional compe-tition last year, while the men’s team fin-ished as the runners-up in their division.Peter Bowers, manager of the PDA men’s
team, is confident that the team is ready todefend its national title.Warren Hansen, Cape TownDarts’s trans-
formation official and PDA’s vice-chairper-son, echoes Bowers’ optimism. “The onlychallenger to the throne is theWesternProv-ince Darts Association.“Western Province has four players in the
Western Cape Darts Federation team aswell.”The next Darts South Africa competition
