A loud crash woke residents of Rustdalnear Blackheath when a half-ton bak-kie ploughed through one of the hous-
es’ vibracrete wall.The accident, involving a white Ford Ban-
tam, occurred last Wednesday 23 Octoberalong the R102 near Rustdal.Kuils River police said they were alerted
to the accident at about 22:30.The driver of the bakkie, 26-year-old Jody
Johnson from Kuils River, allegedly lostcontrol of the vehicle before swerving acrossa middle embankment and slamming into atree before smashing through the vibracretewall and ending up in a resident’s backyard,nearly landing in a swimming pool.Homeowner Leon Habelgaarn told Tyger-
Burger that Jody allegedly had an asthmaat-tack.
“He was at his cousin’s house in EersteRiver where he apparently told them that hehad a funny feeling in his chest,” Habel-gaarn said.He saidheandhiswifewerewatching tele-
vision and his daughter was in the study.“My daughter told me she was actually
waiting for the vehicle to slam through theroom, that is how loud it sounded outside,”Habelgaarn explained.Describing the horrific crash, he said all
he heard was a rumbling noise like thesound of stones rolling on top of the roof.Parts of the bakkie landed next to the
house. During a visit to the house on Thurs-day pieces of the broken vibracrete wallwere lying strewn across the backyard andparts of the bakkie were also noted.Habelgaarn said the vehicle was a total
wreck.“The canopy landed under the window
where my daughter was busy studying. We
came out and saw the bakkie lying on itsroof,” he said.He said Jodywas lying face-down in a pool
of blood.“He was breathing heavily.”Jody sustained serious head injuries, a
broken elbow and jaw, and injuries to hiship.Habelgaarn, who’s family was still in
shock, was thankful none of them got hurt.Jody was treated by emergency personnel
from the ER24 ambulance, EMS AmbulanceServices and the fire services before beingtransported to the Kuils River Netcare 911Hospital.Since the accidentmessages of encourage-
menthavebeen streaming in onJody’s Face-book profile.Jody’s family did not want to comment.Police Captain Isaac van Niekerk said a
case of reckless and negligent driving is be-ing investigated.
A local non government organisation, SweetMemories, along with community leaders inWesbank, embarked on a gardening projectrecently which they hope will benefit theentire community. The objective of theproject is to allleviate poverty in thecommunity. “We have identified someavailable ground of which the Wesbankcommunity health clinic is one,” saidchairman Dumisani Mhlonyane. We plan tomake use of the schools as well and willembark on other projects, including jobcreation, youth development, elderly sports,computer literacy and many more next year,”Mhlonyane said. Kleinvlei police are investigating a case ofattempted murder after shots were fired ne-ar the station on Sunday 19 October at 03:00.
Police spokersperson W/O AnnaclettaMothoalo said while police members heardshots outside, next to the station, and threepolice officials went outside to inspect.
“The police could, however, not see anyo-ne, except a white VW Citi Golf with a bullethole in the right back fender. The back andleft back windows were also damaged,” Mo-thoalo said.
Five spent cartridges were found near thecar and two projectiles were found inside theentrance to the police station.
Station’s acting commander Colonel Ish-mail Daniels, urged the community to assistwith information.

The risk of fires often faced by backyarddwellers and those living in informalsettlements was highlighted during a
sub-council meeting last week.Council members were discussing an item
on the agenda regarding the funding of pos-sible fire risk-reduction interventions,when ward 17 councillor Wilma Brady ex-pressed her concern over a shortage of avai-lable funding.
Intervention plansA fire task team was set up to help in draf-
ting the intervention plans. Since then, anumber of interventions were recommen-
ded to curtail the risk of fires occurring inthese dwellings. Sub-councils are now re-quested to consider funding for the risk re-duction interventions in informal settle-ments and backyard dwellings in their areasby making use of their ward allocations – so-mething wards cannot afford to do, Bradysaid.
Worst nightmare“My worst nightmare is when an informal
settlement burns.“However, if we look at the R700 000 ward
allocation which is already used to the max,what money do we set aside for funding the-se interventions?” Brady asked fellow coun-cillors.
Her ward includes Malibu Village, Tusca-
ny Glen, Forest Heights, Hillcrest Heights,The Conifers, Rosedale, Greenfields andKleinvlei.
Brady said the biggest section of her wardwas where people lived in backyard dwel-lings. “I do not have an informal settlementin my ward but do have backyard dwellers.
“We are one of the wards who lack fundingfor infrastructure.” Brady wanted to knowwhat the city’s directorate and departmentsare setting aside for backyard dwellers.
“They have to meet us halfway. We haveto supply maintenance, parks, traffic cal-ming, all with a budget of R700 000. That islike going to Pick n Pay with a Sassa card.It is stretched to the maximum.”
Majidie Abrahams, PR councillor, after-wards said each year the council suffers a
loss of lives due to fires, “especially over thefestive season.”
“Now at least we have a task team to lookat it. I understand people do not choose tolive in backyards, it is because of a lack ofhousing, but at least here is a task team tohelp,” said Abrahams.
Too lateIn closing, Brady said she agrees with
Abrahams but the intervention have cometoo late. “What is in place to help the commu-nity, what is in place right now until we getto the funding?” she asked.She reiterated lo-cal government should not just assist withdeveloping interventions, but also help payfor the interventions considered and imple-mented.

Kleinvlei police this week warned of a con-tinuing increase of incidents of theft out ofmotor vehicles.Police said fromJune toAugust, theft out
of motor vehicles had risen by 7.7%.The most cases reported occurred inKleinvlei, although police said cases are al-so prevalent in Blackheath.“The number of cases being reported isstill increasing,” one officer said.Police said residents need to be moreaware of the safety of the belongings theyleave in cars.Warrant officer Annacletta Mothoalo,spokesperson for the Kleinvlei police, saidpeople need to ensure their cars are locked,that vehicles are parked behind a lockedgate or in a garage, and to not leave valua-ble items in their vehicles.“They also need to ensure that they in-stall a proper alarm system,” she said.Mothoalo said most cases of theft occurat shopping malls and the Eerste River, aswell as Melton Rose train stations.“People often park their cars at the sta-tion and take the train to work.”She advised people to put belongings inthe boot.Last week a total of 13 such cases were
reported. “Ten of these cases occurred be-tween 18:00 and 06:00,” Mothoalo said.She also warned people against leavingchildren in locked cars.She said last year police attended a scenewhere a baby was left in the vehicle whilethe mother was inside the mall busy shop-ping.“When she returned the baby was dead.”

Drugs and ongoing gang violence wereat the top of the discussion at a publicmeeting held in Kuils River recently.
Themeeting – part of theWesternCapeDe-partment of Community Safety’s ProvincialPolicing Needs and Priorities (PNP) consul-tation process –washeld at theVanRiebeeckHall on Tuesday.The meeting was part of the department’spublic engagements across the provincewith a wide range of interest groups aboutthe communities specific policing concerns,as well as the public’s needs and prioritiesin order to help create safer communities.“The latest figures provided to my officeshow that we still have very hard work to dotogether. On average, there are between 45
and 55 murders occurring in the provinceand about 95 rapes are reported eachweek,”said community safety MEC Dan Plato.
Motivations for crime“Ladies and gentlemen, 13 people are be-
ing raped every day in the Western Cape –this needs to stop,” said Plato.Referring to last year’s PNP report, Plato
said the main causes of crime in the KuilsRiver cluster is substance abuse, unemploy-ment and gangsterism.The perceived motivators of crime have
been identified as unemployment, sub-stance abuse and poverty, he said.“When it comes to the opportunities for
crime to occur, the identified factors in-clude a lack of enforcement of the law andpoor street lighting.“The top crimes for the Kuils River clus-
terwere identified last year ashouseburgla-ry, robbery, gangsterism and substanceabuse,” Plato said.However, cluster commander Brigadier
Vincent Beaton said murder and attemptedmurder is at the top of their list.“Gang related crime is also a big problem
and a huge concern to which these crimes(murder and attemptedmurder) can be con-tributed to.Beaton said the area has a population of
285 000, of which 45% are unemployed.Members of the public were given the op-
portunity to highlight their grievances.Joseph Adams, Mfuleni CPF member,
complained about a lack of policing resourc-es in crime ridden Wesbank. “My concernis that there is not a closer contact point.Why can’t we have a satellite station in thearea?” he asked.He also requested that police deploymore
personnel to schools in their area.Fellow Wesbank resident and CPF mem-
ber Edith van Wyk said she was concernedabout thenumber of firearms in the commu-
nity.Referring to an R5 rifle confiscated by thepolice recently, van Wyk said they’d heardthe police sometimes supply gangs withthese firearms.
Participation“These weapons are only available to thepolice and army.”Julie de Bruyn, a fellow CPF member wholost her sondue to gangviolence, encouragedcommunity members to participate in blockpatrols over weekends. “What are we doingas a community to help youngsters?” shewanted to know.Alton Payne, chairman of the Kuils RiverCPF, agreed. “Wehave lots of peoplepointingfingers at thepolice. Let us as the communityin Kuils River take hands and create solu-tions.”

ad had for many years been on the city’splans for an upgrade, but that nothing hashappened to date.Dennis de Villiers, a representative from
the department of roads and transport, ex-plained the department has started lookingat Hindle Road and has also started prepa-ring an application for funding for the con-struction of a dual carriage-way stretchingfrom the R300 to Eerste River Way.De Villiers said councillors now need to
meet at a session to discuss the way for-ward.“An EIA will of course have to be done,”
De Villiers said.He indicated however that only a portion
of the road is considered for an upgrade.“What about the Hindle Road continuing

morning in the parking area at the Zeven-wachtMall. Themall was chosen as a venuedue to the recent spate of mall robberies,said Brigadier Vincent Beaton.Beaton saidmalls had become a target for
criminals.“We will do more patrols here. We will al-
so do high visibility patrols, conduct stop-and-searches and ensure the safety of citi-zens in this cluster during the festive sea-son,” he said.Zevenwacht Mall has been targeted four
times by groups of armed robbers this year.Altech Autopage, MTN as well as the
Game family store have been robbed. Policerecently confirmed that only one suspecthas been arrested in connection with therobberies.Several other shopping centres across the
country and the Peninsula had also fallenvictim to mall robberies.On Friday Beaton said that the police will
regularly patrol malls in the cluster.“This is one of the priorities. The station
commander’s plan also indicates that hewill have deployment at the mall.“All of the malls have been identified and
wewill ensure high visibility in and aroundthe malls. We also have meetings with themanagement of the malls to ensure that wehave a good cooperation.”The parade on Friday in which police
members from the Kuils River, Kleinvleiand Mfuleni stations took part, along withthe city’s law enforcement andmetro policeis part of the police’s launch of their SaferFestive Season,

A kidnapper who allegedly kidnapped amanhebelievedwashis fiance’s lover appe-ared in the Blue Downs Magistrate courtlast week.
According to the Mfuleni police, the sus-pect demanded a ransom from the 25-year-old victim’s family, which he was planningto use to pay his lobola.
Mfuleni police spokesperson Captain No-mathemba Muavha said the police weremade aware of the kidnapping on Monday20Octoberwhen the victim’s brother repor-ted the matter.
“A Somali national opened a case of kid-napping after receiving a call from the sus-pect demanding ransom of R20 000 for the
release of his brother,” Muavha said.She said the victimwaskidnapped inPar-
liament Street in the Bardale Informal Set-tlement when he got out of a taxi.
“The suspect instructed the brother tofirstmeet him at theMfuleni taxi rankwiththe cash and warned him not to involve thepolice,” Muavha explained.
The suspect then called again and chan-ged the location to theEngenservice stationsituated along Hindle Road as the drop-offpoint.
With this information, theMfuleni policecalled for the assistance of the police pro-vincial specialized units, which includehostage negotiators and the technical sup-port unit.
The suspect’s cell phone was traced,which led the police to Khayelitsha.

A support group to assist cancer victims,survivors and their families has been estab-lished in Eerste River.
The Community Women Action (CWA)organisation, in partnership with Cansa,held its first meeting on Tuesday 21 Octoberand officially established the cancer sup-port group.
“CWA’s theme for this year is ‘Health andWealth’ and is a follow-up on the Women’sDay event we held on 27 August,” said JoanMouton, project coordinator.
She said representatives from Cansa,LEAN on ME, and women from differentcommunity organisations as well aschurches attended the meeting last week.
“People from different areas including
Macassar, Mfuleni, Kleinvlei and BlueDowns attended,” Mouton said.
Four cancer survivors were also amongthe attendees.
“Cansa shared some information on theservices they offer to communities and thesupport they render without any costs, freeof charge,” Mouton said.
“They assist with wigs when patients areon treatment and when patients need it, aswell as prostheses and moral support forsurvivors and families.”

They provide lessons in dance styles in-
cluding Jazz, Latin, the Samba and the Bo-ogie.
The hour-long classes are held on Thurs-days and start at 19:30 at theBlackheathCiv-ic Centre.

Wednesday, saw the departmentof education release itsAbuseNoMore protocol document – a gui-deline which will be distributedto schools and aid teachers tomanage childrenwhohave suffe-red, or still suffer from abuse.The guidelines, according to
the department, were first intro-duced in 2001. Since then, howe-ver, various developments rela-ting to the care and protection ofchildren culminated in theupda-ting of legislation.“The guidelines have recently
been amended in consultationandcollaborationwithanumberof government departments, thepolice, National ProsecutingAuthority and various other or-ganisations and institutions, ta-king into account all relevant le-gislation,” said Jessica Shelver,spokesperson.
ResponsibilityShe said theamended legislati-
on highlights the responsibilityof teachers who may suspect ordeal with disclosures of childabuse and sexual offencesagainst children, and the educa-tors’ mandatory duty to reportsuch incidents in the prescribedmanner.Debbie Schäfer, Western Cape

abuse: physical, sexual and emo-tional.“Children exposed to domestic
violence can also be seen as vic-tims of abuse,” Swart said.She said the impact of child
abuse and neglect are often dis-cussed in terms of societal, beha-vioural and physical consequen-ces, which in turn could lead topsychological consequences.This, she said, can also lead to
alcohol abuse.“Children who are victims of
abuse can develop hostile abilitytowards friends,” she added.Swart said abused children
may also have difficulty to con-centrate in class, struggle acade-mically and drop out of school.“The seriousness can however
be aided with the support of tea-chers.“Schools are – for children – a
community where they spendmost of their time.“It is important for all role-pla-

Musicians on string of winsElsies River’s Emilio February was amongthe few Cape Town winners at this year’sArtscape National Youth Music Competiti-on.
Although not a finalist, February (16),won the category prize for other instru-ments. The category winners received R5 000and a silver medal.
The concert master of the Cape Town Phil-harmonic Youth Orchestra (CPYO) and theSA National Youth Orchestra, Jeffrey Arm-strong (17) from Paarl, walked off with thelaurels at this year’s competition.
Apart from clinching the prestigious goldmedal and R25 000 at the grand finalé concertat the Artscape Theatre, he also walked offwith the R2 000 prize for the best concertoperformance, as well as the Michael Masoteprize of R5 000 for the best strings player.
Armstrong performed “Introduction andRondo Capriccioso” by Camille Saint-Saënswith the Cape Town Philharmonic Orches-tra. As part of his first prize he will performat concerts at Hilton College in Hilton andat Nederburg in Paarl.
Out of the six finalists, the other categorywinners were Lezanti van Sittert (18) of Pre-
toria on piano and Sakhile Humbane (16) ofDurban on flute.
Humbane also won the R4 000 Leon Harts-horne Prize for the best wind instrumenta-list, as well as R2 000 for the best performan-ce of a South African composition. Van Sit-tert was awarded the R5 000 Yalta MenuhinPrize and medal for the best pianist.
Runner-up prizes of R2 500 and bronze me-dals were awarded to Roelof Temmingh (17)of Stellenbosch on piano, Samantha Durrant(19) of Cape Town on violin, and Amy Stessl(16) of Johannesburg on flute.
The UNISA Shadow Jury Prize of R2 000for the best semi-finalist, who was not a fina-list, went to Wilmien Janse van Rensburg(18) of Johannesburg. Naledi Dweba (19) ofJohannesburg received a special meritaward of R3 000, awarded by the jury for adeserving candidate who was not a finalist.
Artscape’s competition for classical musi-cians aged between 14 and 19 years this yearoffered cash prizes totalling R123 000. Thisyear, 18 musicians were selected after a se-ries of gruelling auditions across South Afri-ca to take part in a four round playoff at theArtscape Theatre recently.
