A total of 18 Mfuleni residents recentlyappeared in the Blue Downs Magis-trate’s Court on charges of public vio-
lence.This follows an attempt to illegally occupy
a piece of land earmarked for a housing de-velopment in the nearby area.The group of men andwomenwere arrest-
ed on Monday 14 September after a heatedfight with authorities, police said.Captain Nomathemba Muavha, police
spokesperson, said the land invasion startedat about 03:00 that morning.“Approximately 50 people started build-
ing shacks but by 09:30 the group of land in-vaders had increased to about 500 people,”Muavha explained.The property they invaded belongs to a
private owner.Several law enforcement agencies were
dispatched as a result of the unrest, includ-ing the police’s public order unit, the Cityof Cape Town’s law enforcement and metropoliceunits, aswell as theanti-land invasionunit.
“The groupof people grew to approximate-ly 600 and turned violent. They startedthrowing stones.“While being dispersed, three petrol
bombs were found along with five litres ofpetrol,” Muavha said.Out of those arrested, eight of the suspects
were women.In a statement issued that week Matlhodi
Maseko, the DA’s Western Cape spokesper-son on human settlements, said governmentrely on community members to assist themin monitoring and preventing public vio-lence.
“Community members must participatein ensuring that people adhere to the proc-esses that are in place for deliveringhousingopportunities.“Each citizen has a role to play in main-
taining the law and order that is necessaryfor efficient delivery,” Maseko said.She added that while government under-
stands that people are frustrated, it cannotallow violence to undermine the processesthat are in place.“Illegal land invasionhas debilitating cost
implications that are not budgeted for,”Maseko added.

The fourth accused in the Valencia Farmerrape and murder investigation appeared incourt onMonday for a second time since hisarrest.Elmario Maasdorp (38) was arrested two
weeks ago in connection with the June 1999murder of the 14-year-old.Farmer, an Eerste River teenager, was
gang-raped 16 years ago, stabbed 52 timesand also had her throat slit. She was left fordead in an abandoned building in Eucalyp-tus Street, Eerste River, but managed to
crawl outside. She later died at the Tyger-bergHospital, butmanaged to identify someof her attackers before succumbing to herinjuries.Maasdorp, who was 22 at the time, is the
latest suspect arrested in the case.He appeared briefly in the Blue Downs
Magistrate’s Court where his case was re-manded for a second time – this time to Fri-day 16 October.Investigating officer Colonel Eddie told
TygerBurger onMonday that advocate Lou-is vanNiekerk, theoriginal stateprosecutorin the matter, will be taking over the case.“The case was postponed for the accused
to appoint his own legal representative.“The accused indicated he will not be ap-
plying for bail, but if he did, the state willoppose it,” Clark added.He said the matter will be transferred to
the Western Cape High Court.Until his next appearance Maasdorp will
be detained at the Medium B correctionalfacility at the Malmesbury CorrectionalServices.Maasdorp was one of the five men initial-
ly identified as the main suspects in thecase. He was released due to a lack of evi-dence against him at the time.Three have been convicted.
Valencia Farmer murder accused in court

A project to fence off the Driftsands Na-ture Reserve which will also bringwith it a huge amount of job opportu-
nities, will soon be undertaken by Cape Na-ture.JustinLawrence, spokesperson for the or-
ganisation, told TygerBurger last week theproject will kick off next month.“A continuation of activities which are
not compatible with biodiversity conserva-tion has necessitated the construction ofpalisade fencing on strategic areas of the re-serve,” Lawrence said.He added: “These activities include graz-
ing, waste disposal and frequent fires.”The cost of the entire project is estimated
at R11 million.Lawrence said through other expanded
public works programmes on the reserve, atotal of 29 staff are currently employedthere.“Close to 200 job opportunities will now
be created through this fencing project;mainly women and young people are boundto be the major beneficiaries.”The proposed project duration is set to be
about eight months.“Thorough consultative meetings had
been conducted with the affected communi-ties and there will be a statutory project ad-
visory committee to oversee the implemen-tation of the project,” Lawrence said.NT Geomatics, a land surveying, GIS and
town planning company that was incorpo-rated in 2005, has been appointed as the im-plementing agent for the project.Apart from NT Geomatics, other role-
players include the department of environ-mental affairs through its environment pro-tection infrastructure programme,which isthemain funder of the project, CapeNature,local authorities and the surrounding com-munities.“The Driftsands Nature Reserve repre-
sents one of the largest remaining remnantsof intact Cape Flats dune strandveld whichis classified as endangered.“The site provides access for cultural and
religious practices and provides opportuni-ties for quality curriculum based environ-mental education.“The reserve is given the highest priority
rating within the biodiversity network, thefine scale conservation plan for the City ofCape Town,” Lawrence concluded.

hasdropped, andauthorities arepleased with these latest statis-
tics.According to statistics, released by
the City of Cape Town’s health de-partment, there were 3 316 babiesborn to mothers aged 18 or youngerin Cape Town in 2013, which account-ed for 4,4% of all births recorded forthat year.The data for 2014 shows that 2 936,
or 4,2%, of babies born fellwithin thiscategory. This means that the teenpregnancy rate in Cape Town hasslowed from 5,3% in 2006 to 4,2% in2014.
“This is good news and bears testa-ment to the availability of contracep-tion and education offered by a rangeof governmental and non- govern-mental partners,” said the City’sMaycomember for health, SiyabulelaMamkeli.
“I also believe it is proof that youngpeople are takingmore responsibilityfor their sexual and reproductivehealth, something that we have beenhighlighting for many years now andwhich is also a key theme for WorldContraception Day later this week.”

Sunday 26 September. The vision ofthis annualworldwide campaign is toensure that every pregnancy is awanted pregnancy. This is achievedthrough awareness drives so thatyoung people can make informedchoices about their sexual and repro-ductive health.The health department offers a
range of contraceptives at its clinicsacross the city, including oral contra-ception, injectable contraception, in-tra-uterinedevices, Implanon, sterili-sation and condoms. Petogen, whichis a three-month injection, is themostpopular contraceptive at City clinics.The health department has noticed
an increase in theuptake of reproduc-tive health services in the last finan-cial year.
Better services a great helpThis can be attributed to the wide
range of options available to clients,but also the introduction of “fastlanes” for family planning clients atsome clinics. Their visits are man-aged via an appointment systemwhich reduces waiting times. Wherethis service is not available, waitingtimes have the potential to influencewhether clients return for follow-upvisits.
Another challenge is empoweringwomen so that they can negotiatebirth spacingwith their partners andinvolve their partners in decisionsaround family planning.
Additional clinics comingAt a workshop in May, the health
department devised additional inter-ventions to broaden its reach in the12 to 18 age group.
This includes partnering withschools and other City departmentsfor education and awareness pro-grammes, fast-tracking young peopleattending clinics for reproductivehealth reasons using queue mar-shals, increasing the availability ofeducational materials, establishing aPreventionofTeenPregnancyForumto monitor trends and highlight con-cerns or challenges, and investigat-ing the provision of more youthclinics.

The sixth annual Pink Lady Crafts for Can-cer event has never been more successfulthan this year.“In the first year, only 25women attended
– mostly because we begged them to come– whereas this year we had waiting lists fortickets,” says Theresa Richards, marketingconsultant at Top Fruit who along withTrueCape initiated this event to raise fundsfor the Tygerberg Hospital breast cancerclinic’s transport fund.
The prestigious event was held at D’Ariawine estate on Saturday and they managedto raise R67 000 this year.
Professor Justus Apffelstaedt, head of thebreast clinic at Tygerberg Hospital, ex-plained this initiative was invaluable.“Manyof our patients live on government
grants of about R1 200 per month. A roundtrip to Tygerberg hospital will cost them upto R150. The choice between enough to eatfor the family and transport is stark.”
Liza Matthews, marketing manager atPink Lady, said this was why they chose
this cause. “Although treatment costs arecovered by government, some patients can-not afford the transport cost to and from thehospital for regular radiotherapy sessions.”Apffelstaedt added this yearwas especial-
ly auspicious for him as it marked his 20thyear as head of this clinic.More importantly, he informedwomen of
the latest technology in the field of breastcancer treatment.“One of only two automated breast vol-
ume scanning machines on the entire Afri-can continent arrived four weeks ago. Aprobe scans over the entire breast, duringwhich it records images that are sent to acomputer for 3D reconstruction,” he says.“Not only is this method more effective
to detect cancerous lesions in dense breasttissue of especially younger women, but itis also not as painful as a normal mammo-graph,” he said.After learning the art of lino printing
fromLizel Cloete, craft editor for Ideasmag-azine, the women were treated to the heav-enly piano sounds of virtuoso Rocco de Vil-liers followed by a three-course meal, inwhich apples featured as the hero.

With Heritage Day celebra-tions happening tomorrow(Thursday), an organisa-
tion wants to use history to moti-vate a new generation to a positivepotential.The Elsies River History Society
hosted an open day on Saturday tohighlight its importance to inspirethe future.“History cannot give us a pro-
gramme for the future, but it cangive us a fuller understanding ofourselves, and of our common hu-manity, so that we can better facethe future,” said Robert PennWar-
ren, American poet, novelist, andliterary critic.Activities at the event at the El-
sies River Library certainlyproved how history can play a partto motivate a positive future in thearea.The open day was a forerunner
to the launch of the organisation tobe held on Thursday 29 October atthe library hall, said interim chair-person Ursula Reynolds.“The purpose of this organisa-
tion is to collect and preserve pub-lications, photographs, artifactsand other documentary materialsrelated to local and family historyfrom Elsies River and the sur-rounding areas,” she said.
“We also want to be a resourcecentre to share information aboutthe area’s rich history and heri-tage. There is too much focus onthe negative aspects and nobodyrealises that so much good camefrom here and we are still produc-ing top academics, artists and posi-tive rolemodels tomotivate and in-spire a new generation.”Ward councillor for the area,
Chris Jordaan, also spoke of thehistory of the area pointing outthat it was a peaceful farming com-munity before it grew into asprawling area now comprising 18neighbourhoods.“Theheritage of this area started
with these farms,” he said.“HowdidHaltRoadget its name?
It was a “halte” (resting place) forthe wagons from surrounding are-as and supplied horses with waterwhile the community rested at theArcadia Coffee House.“Fransie van Zyl Road is named

who is also part of thehistory of thearea, is Danny Brown, a top sports-man in his youth, who can still re-gale people with the tales of someof the bestwho came from the area.“This area has a rich tradition in
sport,” he said. “We had a commu-nity that produced the best. I wasone of those top athletes and a soc-cer player aswell,witha communi-ty that supported the talent thatwas around them.“I still have the blazers and badg-
es to prove it,” he saidwith a smile.He ended his speech with a song
and everybody joined in.Senior librarian Julian Schreud-
er added the library was very hap-py with the project. “We are proudto be part of this programme andhope it grows. So often we areasked about history of the area, butwe don’t have the resources. Thatwill now, through the society, beavailable for the learners whowant to doprojects about the area.”Ursula Reynolds concluded by
